{"id":1718,"date":"2010-02-28T08:20:18","date_gmt":"2010-02-28T07:20:18","guid":{"rendered":"http:\/\/fjala.shkoder.net\/?p=1718"},"modified":"2010-02-28T08:20:18","modified_gmt":"2010-02-28T07:20:18","slug":"eurobondi-i-pare-shqiptar","status":"publish","type":"post","link":"https:\/\/fjala.info\/2009-2015\/eurobondi-i-pare-shqiptar\/","title":{"rendered":"Eurobondi i par\u00eb shqiptar"},"content":{"rendered":"<p><strong>Prof. Mehdi Shkreli<\/strong>, <em>27.02.2010<\/em><\/p>\n<p>Me eurobondin e n\u00ebnshkruar koh\u00ebt e fundit nga Qeveria Shqiptare, pas 18 vitesh demokraci, Shqip\u00ebria shkon drejt var\u00ebsis\u00eb t\u00eb plot\u00eb t\u00eb kapitalit financiar bankar e si pasoj\u00eb edhe spekulator\u00ebve t\u00eb m\u00ebdhenj bot\u00ebror.<\/p>\n<p>Nuk kam lexuar kushtet juridike dhe ekonomike q\u00eb shoq\u00ebrojn\u00eb k\u00ebt\u00eb titull financiar t\u00eb n\u00ebnshkruar nga qeveria jon\u00eb, por pak\u00ebnaq\u00ebsia p\u00ebr taks\u00ebn e lart\u00eb t\u00eb financimit nga ky eurobond, q\u00eb kryeministri Sali Berisha shfaqi n\u00eb mbledhjen e K\u00ebshillin e Ministrave, l\u00ebn\u00eb t\u00eb n\u00ebnkuptoj\u00eb q\u00eb k\u00ebto kushte jan\u00eb shum\u00eb t\u00eb r\u00ebnda p\u00ebr vendin ton\u00eb.<\/p>\n<p>N\u00eb momentin aktual, kur taksat nd\u00ebrkomb\u00ebtare t\u00eb interesit jan\u00eb historikisht n\u00eb nivelet m\u00eb t\u00eb ul\u00ebta, \u00ebsht\u00eb e drejt\u00eb q\u00eb edhe vendi yn\u00eb duhet t\u00eb k\u00ebrkoj\u00eb financime monetare t\u00eb ndryshme n\u00eb tregun financiar europian e bot\u00ebror.<\/p>\n<p>Problemi q\u00ebndron, n\u00eb taks\u00ebn e interesit q\u00eb duhet t\u00eb paguajm\u00eb, n\u00eb garancit\u00eb e vendosura dhe n\u00eb p\u00ebr sa koh\u00eb duhet t\u00eb paguhen k\u00ebto interesa. Vendet e komunitetit europian financohen me taksat m\u00eb t\u00eb ul\u00ebta n\u00eb treg, q\u00eb shkojn\u00eb nga 3 deri 5 p\u00ebr qind, p\u00ebr eurobond me jet\u00ebgjat\u00ebsi nga 10 deri 30 vjet. Ukraina financohet me nj\u00eb taks\u00eb prej 8 p\u00ebr qind. Argjentina, p\u00ebr afate 30-vje\u00e7are, financohet me nj\u00eb taks\u00eb prej 16 p\u00ebr qind. Turqia me nj\u00eb taks\u00eb 8 p\u00ebr qind.<\/p>\n<p>Niveli i taksave t\u00eb interesit t\u00eb financimit pasqyron rrezikshm\u00ebrin\u00eb e vendit n\u00eb mospagimit t\u00eb interesave si dhe historin\u00eb e k\u00ebtyre pagesave. P\u00ebr shembull, Argjentina q\u00eb nuk pagoi 75 p\u00ebr qind t\u00eb eurobond\u00ebve t\u00eb saj n\u00eb vitin 2005, tani \u00ebsht\u00eb e detyruar t\u00eb financohet me nj\u00eb taks\u00eb interesi shum\u00eb t\u00eb lart\u00eb dhe t\u00eb v\u00ebr\u00eb garanci t\u00eb shumta. P\u00ebr shembull eurobondi i provinc\u00ebs Buenes Aieres, n\u00eb rast t\u00eb mospagimit t\u00eb interesave, v\u00eb si garanci t\u00ebr\u00eb nd\u00ebrtesat shtet\u00ebrore t\u00eb provinc\u00ebs.<\/p>\n<p>Vendi yn\u00eb \u00e7far\u00eb ka v\u00ebn\u00eb si garanci n\u00eb k\u00ebt\u00eb eurobond? Cila \u00ebsht\u00eb jet\u00ebgjat\u00ebsia e tij? N\u00eb \u00e7far\u00eb monete \u00ebsht\u00eb emetuar? Cila gjykat\u00eb \u00ebsht\u00eb kompetente p\u00ebr mosmarr\u00ebveshjet? Cila bank\u00eb do ta gjestis\u00eb?<\/p>\n<p>Eurobondi p\u00ebr Shqip\u00ebrin\u00eb n\u00eb bot\u00ebn e sotme paraqet shum\u00eb rreziqe.<br \/>\nS\u00eb pari, n\u00eb tregun financiar t\u00eb sot\u00ebm lozin aktor\u00eb e spekulator\u00eb shum\u00eb t\u00eb fuqish\u00ebm, me rezerva monetare t\u00eb pafundme, q\u00eb Shqip\u00ebria paraqet p\u00ebr to nj\u00eb di\u00e7ka shum\u00eb t\u00eb vog\u00ebl.<\/p>\n<p>Me loj\u00ebn e derivateve ato jan\u00eb n\u00eb gjendje q\u00eb t\u00eb bllokojn\u00eb brenda pak or\u00ebve t\u00ebr\u00eb aktivitetin financiar t\u00eb vendit ton\u00eb, duke t\u00eb detyruar pastaj t\u00eb n\u00ebnshkruaj\u00eb opsione e swap q\u00eb t\u00eb d\u00ebrmojn\u00eb p\u00ebrfundimisht e duke k\u00ebrkuar t\u00eb paguash me garancit\u00eb. K\u00ebshtu \u00ebsht\u00eb vepruar me Greqin\u00eb, q\u00eb duhet t\u00eb jet\u00eb eksperienc\u00eb e hidhur dhe mos t\u00eb p\u00ebrs\u00ebritet p\u00ebr Shqip\u00ebrin\u00eb.<\/p>\n<p>Shqip\u00ebria ka privatizuar shum\u00eb sektor\u00eb, dyshoj\u00eb se n\u00eb garancit\u00eb p\u00ebr k\u00ebt\u00eb eurobond jan\u00eb v\u00ebn\u00eb gabimisht, sektor\u00ebt strategjik\u00eb t\u00eb paprivatizuar, si\u00e7 jan\u00eb hidrocentralet etj., q\u00eb si\u00e7 dihet jan\u00eb n\u00eb sh\u00ebnjest\u00ebr t\u00eb kapitalit bot\u00ebror.<\/p>\n<p>S\u00eb dyti, cila \u00ebsht\u00eb jet\u00ebgjat\u00ebsia e k\u00ebtij eurobondi? Dihet se taksat e interesit s\u00eb shpejti do t\u00eb fillojn\u00eb t\u00eb rriten, dhe n\u00eb qoft\u00eb se ky eurobond ka jet\u00ebgjat\u00ebsi t\u00eb gjat\u00eb, \u00e7mimi i tij vet\u00ebm ulet dhe rrit\u00eb edhe m\u00eb tej taks\u00ebn e interesit q\u00eb duhet t\u00eb paguaj\u00eb.<br \/>\n\u00cbsht\u00eb p\u00ebr tu habitur nga fakti q\u00eb Shqip\u00ebria detyrohet sot t\u00eb k\u00ebrkoj\u00eb financime n\u00eb tregun nd\u00ebrkomb\u00ebtar t\u00eb letrave me vler\u00eb.<\/p>\n<p>Rreth 30 p\u00ebr qind e popullsis\u00eb shqiptare punon jasht\u00eb shteti dhe d\u00ebrgon vazhdimisht valut\u00eb n\u00eb Shqip\u00ebri. N\u00eb Tiran\u00eb ndodhen nj\u00eb num\u00ebr tep\u00ebr i madh bankash t\u00eb huaja t\u00eb licencuara e q\u00eb mbledhin sasin\u00eb m\u00eb t\u00eb madhe t\u00eb k\u00ebsaj valute dhe e nxjerrin jasht\u00eb drejt bankave n\u00ebn\u00eb.<\/p>\n<p>Bankat shqiptare mund t\u00eb ofrojn\u00eb interesa m\u00eb t\u00eb larta q\u00eb t\u00eb mbledhin valut\u00ebn. Gjithashtu Banka e Shtetit Shqiptar mund t\u00eb ofronte nj\u00eb titull n\u00eb Euro, me interesa deri 6 p\u00ebr qind i rezervuar vet\u00ebm p\u00ebr tregun e brendsh\u00ebm shqiptar dhe k\u00ebshtu q\u00eb Shqip\u00ebria nuk do t\u00eb kishte nevoj\u00eb q\u00eb t\u00eb dilte n\u00eb tregun e jasht\u00ebm e spekulativ.<\/p>\n<p>Kompanit\u00eb e huaja q\u00eb kan\u00eb privatizuar telefonin\u00eb shqiptare fitojn\u00eb dhe nxjerrin jasht\u00eb sasi valute q\u00eb mund t\u00eb krahasohet me t\u00ebr\u00eb \u00e7far\u00eb prodhon Shqip\u00ebria.
