A kemi t\u00eb b\u00ebjm\u00eb me nj\u00eb ringjallje historike t\u00eb politik\u00ebs, apo kemi t\u00eb b\u00ebjm\u00eb me nj\u00eb d\u00ebshir\u00eb utopike t\u00eb admirueshme? A kemi t\u00eb b\u00ebjm\u00eb me nj\u00eb realitet, apo thjesht me nj\u00eb \u00ebnd\u00ebrr? Esht\u00eb e besueshme q\u00eb politika t\u00eb aktualizohet dhe t\u00eb nj\u00ebsohet me qytet\u00ebrimin bot\u00ebror me parametra moderne, pra me nj\u00eb ndryshueshm\u00ebri t\u00eb p\u00ebrhershme.<\/p>\n<p>Erhard Epler \u00ebsht\u00eb politikan tep\u00ebr i njohur n\u00eb Gjermani, ka marr\u00eb pjes\u00eb drejtp\u00ebrdrejt n\u00eb jet\u00ebn parlamentare, \u00ebsht\u00eb figur\u00eb e socialdemokracis\u00eb gjermane. N\u00eb vitin 1999, shkrimet e tij politike n\u00eb p\u00ebrkrahje t\u00eb luft\u00ebs s\u00eb Kosov\u00ebs, ishin tejet t\u00eb r\u00ebnd\u00ebsishme. Njoh\u00ebs i figurave m\u00eb t\u00eb m\u00ebdha politike t\u00eb Evrop\u00ebs, Epleri ka patur interes t\u00eb jasht\u00ebzakonsh\u00ebm p\u00ebr t\u00eb v\u00ebrtetat e politik\u00ebs. Ai ka th\u00ebn\u00eb: \u201cPolitika \u00ebsht\u00eb b\u00ebr\u00eb m\u00eb e v\u00ebshtir\u00eb, por \u00ebsht\u00eb m\u00eb e nevojshme se kurr\u00eb, politika nuk mund t\u00eb zhduket, por rikthehet. Politika i drejtohet edhe shkenc\u00ebtarit, edhe politikanit, politika merret me t\u00eb mir\u00ebn e p\u00ebrbashk\u00ebt t\u00eb gj\u00ebrave. N\u00eb rast dhe shkenca dhe pasioni p\u00ebr politik\u00ebn, e p\u00ebrjashtojn\u00eb nj\u00ebra-tjetr\u00ebn, at\u00ebher\u00eb nuk mund t\u00eb flitet p\u00ebr pretendime shkencore n\u00eb politik\u00eb.<\/p>\n<p>K\u00ebshtu, edhe Maks Veberi nuk do t\u00eb quhej shkenc\u00ebtar. Veberi nuk k\u00ebrkonte t\u00eb zbulonte vet\u00ebm t\u00eb v\u00ebrtet\u00ebn, por kishte edhe vullnet politik. N\u00ebse politika \u00ebsht\u00eb tkurrur, \u00ebsht\u00eb thar\u00eb, ka vdekur, dhe ve\u00e7 k\u00ebsaj, \u00ebsht\u00eb e panevojshme, por e pashmangshme, kock\u00ebfort\u00eb dhe e paasgj\u00ebsueshme, nga kjo mund t\u00eb varet e ardhmja e t\u00eb gjith\u00ebve ne, ve\u00e7an\u00ebrisht e gjeneratave q\u00eb do t\u00eb vijn\u00eb. Nuk besoj se jam n\u00eb gjendje t\u00eb n\u00ebdrtoj nj\u00eb ur\u00eb q\u00eb ndan teorin\u00eb dhe praktik\u00ebn e politik\u00ebs, por d\u00ebshiroj t\u00eb vendos nj\u00eb tra aq t\u00eb fort\u00eb sa t\u00eb mbaj\u00eb t\u00eb guximshmit q\u00eb duan t\u00eb shohin pak m\u00eb shum\u00eb nga ana tjet\u00ebr, sepse kan\u00eb m\u00ebsuar ose kuptuar: pa politik\u00eb nuk b\u00ebhet dot\u201d. Pik\u00ebrisht, analizat e shk\u00eblqyera t\u00eb Erhard Epler un\u00eb i detyrohem n\u00eb subjektin e k\u00ebtij shkrimi, p\u00ebr t\u00eb folur p\u00ebr politologun e madh dhe t\u00eb njohur Karl Shmit si dhe kund\u00ebrv\u00ebnien dhe krijimin e koncepteve t\u00eb mikut dhe t\u00eb armikut n\u00eb politik\u00eb.<\/p>\n<p>Kush \u00ebsht\u00eb (ishte) Karl Shmit (1888-1985)? Gjat\u00eb viteve \u201920 t\u00eb shekullit t\u00eb kaluar, Karl Shmit b\u00ebnte pjes\u00eb n\u00eb rrethet e djathta t\u00eb konservator\u00ebve. N\u00eb fillim, nuk e kuptoi rrezikshm\u00ebrin\u00eb e t\u00eb ashtuquajturit \u201crevolucion hitlerian\u201d, por n\u00eb vitin 1936 u grind me nacional-socialist\u00ebt. Teoria e tij mbi shtetin dhe mbi politik\u00ebn, ka patur shum\u00eb m\u00eb tep\u00ebr ndikim nga \u00e7\u2019mendohet. Vepra kryesore e Karl Shmit \u201cMbi nocionin e Politik\u00ebs\u201d, i ka paraprir\u00eb disa koncepteve t\u00eb shtetit totalitar, por megjithat\u00eb ka nj\u00eb autonomi hulumtimi interesante. Karl Shmit niset nga koncepti se ashtu si\u00e7 ka p\u00ebr estetik\u00ebn nj\u00eb ndryshim midis t\u00eb bukur\u00ebs dhe t\u00eb sh\u00ebmtuar\u00ebs, p\u00ebr moralin nj\u00eb ndryshim midis t\u00eb mir\u00ebs dhe s\u00eb keqes, p\u00ebr ekonomin\u00eb nj\u00eb ndryshim midis s\u00eb dobishmes dhe s\u00eb d\u00ebmshmes, ose m\u00eb sakt\u00eb mes rentabilitetit dhe jorentabilitetit, p\u00ebr politik\u00ebn ka nj\u00eb \u00e7ift tjet\u00ebr nocionesh, miku dhe armiku.<\/p>\n<p>Kjo kredo, ka patur nj\u00eb mb\u00ebshtetje historike, por nuk mund t\u00eb jet\u00eb shteruese, p\u00ebrfundimtare p\u00ebr shkak t\u00eb ndryshimeve t\u00eb koncepteve mbi vet\u00eb politik\u00ebn. P\u00ebr Karl Shmit, politika nuk \u00ebsht\u00eb aty ku b\u00ebhet konsensusi, aty ku negociohen kompromiset, por n\u00eb binomin e mikut dhe t\u00eb armikut. K\u00ebto koncepte lindin historikisht nga vet\u00eb shoq\u00ebria, por p\u00ebrcaktohen nga elita shtet\u00ebrore dhe jo nga populli. Shmiti ka hedhur posht\u00eb akuz\u00ebn logjike se gjoja ai ka n\u00ebnvleft\u00ebsuar paraprakisht \u00e7do politik\u00eb paqeje \u201cn\u00eb asnj\u00eb m\u00ebnyr\u00eb nuk \u00ebsht\u00eb i v\u00ebrtet\u00eb supozimi se prania politike nuk qenka gj\u00eb tjet\u00ebr ve\u00e7se luft\u00eb e p\u00ebrgjakshme apo \u00e7do veprim politik qenka vet\u00ebm negocim ushtarak lufte, a thua se \u00e7do popull kundrejt nj\u00eb tjetri gjendet vazhdimisht p\u00ebrpara alternativ\u00ebs: mik, ose armik dhe se veprimi i drejt\u00eb politik nuk q\u00ebndron pik\u00ebrisht n\u00eb shmangien e luft\u00ebs\u201d.<\/p>\n<p>Ky mendim q\u00eb ka Shmiti, \u00ebsht\u00eb tep\u00ebr realist n\u00eb rastin e gjysm\u00ebs s\u00eb shek. Karl Shmit, q\u00eb u karakterizua nga Lufta e Ftoht\u00eb. Kjo ka qen\u00eb epoka m\u00eb klasike e p\u00ebrcaktimit t\u00eb koncepteve t\u00eb mikut dhe t\u00eb armikut, \u00e7do lloj neutraliteti ishte i dyshimt\u00eb. Politika brenda dhe jasht\u00eb p\u00ebrcaktohej nga antagonizmi i dy blloqeve dhe dy ideologjive e megjithat\u00eb, kishte p\u00ebr t\u00eb dyja pal\u00ebt arsye substanciale p\u00ebr shmangien e betej\u00ebs, luft\u00ebs s\u00eb nxeht\u00eb dhe kjo u shmang. \u00c7\u2019gj\u00eb e p\u00ebrcakton konceptin e mikut dhe t\u00eb armikut n\u00eb politik\u00eb? Koncepti i mikut (aleanca), koncepti i armikut (lufta). Pa k\u00ebto koncepte, nuk mund t\u00eb kuptohet historia bot\u00ebrore p\u00ebr fat t\u00eb keq. Europa \u00ebsht\u00eb karakterizuar nga nj\u00eb antagoniz\u00ebm politik midis Franc\u00ebs dhe Gjermanis\u00eb. P\u00ebr Gjermanin\u00eb, Franca ishte armiku, p\u00ebr Franc\u00ebn, Gjermania ishte armiku. Por n\u00eb t\u00eb v\u00ebrtet\u00eb, midis popujve francez dhe gjerman, komunikonte gjith\u00e7ka kulturore dhe progresive, kulturat e t\u00eb dy popujve nuk kishin n\u00eb esenc\u00eb asgj\u00eb armiq\u00ebsore.<\/p>\n<p>Nga kjo pik\u00ebpamje, popujt e Franc\u00ebs dhe t\u00eb Gjermanis\u00eb, nuk mund t\u00eb ishin jasht\u00eb politik\u00ebs armiq. Kjo do t\u00eb thot\u00eb se konceptet e mikut dhe t\u00eb armikut n\u00eb politik\u00eb, kan\u00eb nj\u00eb karakter relativ t\u00eb vazhduesh\u00ebm dhe t\u00eb p\u00ebrcaktuar nga zhvillimet historike. Le t\u00eb marrim nj\u00eb shembull substancial: T\u00eb krishter\u00ebt e hersh\u00ebm n\u00eb kontinentin evropian. P\u00ebr afro 4 shekuj, ata u luftuan dhe u masakruan sepse u quajt\u00ebn \u201carmiqt\u00eb m\u00eb t\u00eb p\u00ebrbindsh\u00ebm dhe m\u00eb t\u00eb friksh\u00ebm\u201d t\u00eb Perandoris\u00eb Romake. Ata nuk lejoheshin q\u00eb t\u00eb kishin edhe varre, ndaj p\u00ebrdor\u00ebn katakombet, varret e n\u00ebndheshme. U persekutuan n\u00eb m\u00ebnyr\u00eb t\u00eb pabesueshme. Po kur Perandori me origjin\u00eb ilire Konstandini i Madh e shpalli krishterimin fe shtet\u00ebrore, koncepti i t\u00eb krishterit armik u tjet\u00ebrsua n\u00eb konceptin jo vet\u00ebm t\u00eb mikut, por t\u00eb vet\u00eb qenies s\u00eb Perandoris\u00eb s\u00eb von\u00eb Romake, q\u00eb u quajt Perandoria Bizantine.<\/p>\n<p>N\u00eb Mesjet\u00eb, dukuria e Kryq\u00ebzatave t\u00eb m\u00ebdha, kishte krijuar konceptin e armikut drejt Jerusalemit, Tok\u00ebs s\u00eb Shenjt\u00eb. N\u00eb k\u00ebt\u00eb rast, koncepti i armikut p\u00ebrfshinte edhe hebrenjt\u00eb, edhe mysliman\u00ebt. N\u00eb invers t\u00eb kund\u00ebrt, t\u00eb krishter\u00ebt konsideroheshin armiq t\u00eb Zotit, nga ana e invazionit otoman, apo nga xhihadet e sotme t\u00eb terrorizmit bot\u00ebror. Ky ideologjizim i skajsh\u00ebm, b\u00ebn arsyetimin e konceptit t\u00eb armikut, pik\u00ebrisht n\u00eb terren n\u00eb till\u00eb t\u00eb realitetit q\u00eb nuk ka arsye q\u00eb popujt pavar\u00ebsisht ndryshimeve etnike, qytet\u00ebruese dhe fetare, t\u00eb jen\u00eb armiq. Optika e politik\u00ebs s\u00eb sotme moderne, ka nj\u00eb kujdes t\u00eb ve\u00e7ant\u00eb, p\u00ebr t\u00eb mos th\u00ebn\u00eb nj\u00eb v\u00ebmendje t\u00eb madhe p\u00ebr t\u00eb mos r\u00ebn\u00eb n\u00eb apelacionet arkaike t\u00eb konceptit t\u00eb armikut p\u00ebrs\u00ebri. Le t\u00eb marrim historin\u00eb shqiptare. N\u00eb shek. XV, osman\u00ebt ishin armiq t\u00eb shqiptar\u00ebve dhe krishterimit, n\u00eb shek. e Karl Shmitit, turqit modern\u00eb konsiderohen miq.<\/p>\n<p>Italian\u00ebt e Luft\u00ebs s\u00eb Par\u00eb dhe t\u00eb Dyt\u00eb Bot\u00ebrore ishin armiq t\u00eb shqiptar\u00ebve, kurse sot jan\u00eb miq. Gjat\u00eb regjimit komunist, koncepti i mikut alternohej thjesht n\u00eb armik. N\u00eb fillim Jugosllavia, Rusia dhe Kina, ishin mike (aleate), pastaj armike, por pas vitit 1991, koncepti i armikut u shkarkua nga ngarkesa e tij e r\u00ebnd\u00eb dhe klasike, pra kemi nj\u00eb vetasgj\u00ebsim t\u00eb konceptit. Sipas Karl Shmit, armiku \u00ebsht\u00eb ai q\u00eb shpallet nga \u201cshteti\u201d. Po kush \u00ebsht\u00eb shteti, bashk\u00ebsia e organizuar q\u00eb ka t\u00eb drejt\u00eb t\u00eb caktoj\u00eb armiqt\u00eb? Nga ky rreth vicioz nuk mund t\u00eb dal\u00ebsh, por mund ta identifikosh. Pas Luft\u00ebs s\u00eb Ftoht\u00eb, pati nj\u00eb \u00e7organizim t\u00eb koncepteve t\u00eb mikut dhe t\u00eb armikut. Ku e ka burimin \u00e7oroditja e \u00e7uditshme e politik\u00ebs per\u00ebndimore pas shp\u00ebrb\u00ebrjes s\u00eb komunizmit? \u00c7far\u00eb ndodh kur armiku yn\u00eb, t\u00eb cilit i kishim kushtuar mendimet dhe veprimet tona p\u00ebr dekada dhe vite me radh\u00eb, papritur zhduket? Kur asnj\u00eb armik i ri, nuk merr vendin e t\u00eb vjetrit? Kur miqt\u00eb t\u00eb cil\u00ebt ishin v\u00ebn\u00eb dikur bashk\u00eb kund\u00ebr armikut t\u00eb p\u00ebrbashk\u00ebt, e konsiderojn\u00eb tani veten konkurrent\u00eb? N\u00eb k\u00ebt\u00eb rast, humbet orientimi.<\/p>\n<p>E zakonshmja b\u00ebhet e pakuptimt\u00eb, rutina b\u00ebhet absurde. Kjo \u00e7on n\u00eb ndryshimin e konceptimit t\u00eb politik\u00ebs, pra t\u00eb rilindjes s\u00eb saj. Koh\u00ebra t\u00eb reja, politik\u00eb e re. Romani i jasht\u00ebzakonsh\u00ebm dhe trondit\u00ebs i Dino Buxatit \u201cShkret\u00ebtira e Tartar\u00ebve\u201d flet p\u00ebr mitologjizimin e konceptit t\u00eb armikut. Nj\u00eb k\u00ebshtjell\u00eb buz\u00eb nj\u00eb shkret\u00ebtire, p\u00ebrher\u00eb \u00ebsht\u00eb e p\u00ebrgatitur n\u00eb ankth p\u00ebr t\u00eb pritur armikun. Vitet kalojn\u00eb, koha pluhurizohet, por armiku nuk vjen asnj\u00ebher\u00eb. Esht\u00eb nj\u00eb ankth ekzistencial kafkian. Buron nga nj\u00eb tjet\u00ebr vep\u00ebr e Kafk\u00ebs \u201cK\u00ebshtjella\u201d. Duket si nj\u00eb pun\u00eb sizifiane, \u00e7do p\u00ebrpjekje, n\u00eb t\u00eb v\u00ebrtet\u00eb historia bot\u00ebrore ka qen\u00eb plot luft\u00ebra, por n\u00eb rrafshin metafizik, parabola e Buxatit dhe e Kafk\u00ebs, ka nj\u00eb kuptim shum\u00eb t\u00eb thell\u00eb. N\u00ebse n\u00eb rrafsh nd\u00ebrkomb\u00ebtar koncepti i armikut, sidomos n\u00eb Evrop\u00eb ka p\u00ebsuar nj\u00eb evoluim t\u00eb \u00e7uditsh\u00ebm, n\u00eb rrafshin e brendsh\u00ebm, ende mbijeton koncepti arkaik i \u201carmikut t\u00eb brendsh\u00ebm\u201d.<\/p>\n<p>Gjat\u00eb shtetit totalitar, koncepti i armikut t\u00eb brendsh\u00ebm, \u00ebsht\u00eb p\u00ebrher\u00eb ideologjik, \u00ebsht\u00eb nj\u00eb politikanizim i skajsh\u00ebm, jo thjesht i individit, por i grupeve t\u00eb caktuara, pra nj\u00eb penalizim politik. Dihet se ku \u00e7oi kjo katrahur\u00eb e tmerrshme. Por n\u00eb demokracin\u00eb e brisht\u00eb shqiptare, p\u00ebr shum\u00eb arsye t\u00eb retrogradeve, formimeve t\u00eb politikanizuara t\u00eb zhvillimeve t\u00eb politik\u00ebs, ende gjallon koncepti i panevojsh\u00ebm dhe i d\u00ebmsh\u00ebm i \u201carmikut\u201d. Kund\u00ebrshtar\u00ebt politik\u00eb konsiderohen si armiq, kemi k\u00ebshtu nj\u00eb segregacion, nj\u00eb tendenc\u00eb p\u00ebrjashtuese, nj\u00eb munges\u00eb qytet\u00ebrimi t\u00eb v\u00ebrtet\u00eb, shk\u00eblqen n\u00eb dukje varaku i demokracis\u00eb, por jo brendia e saj. Kemi nj\u00eb lundrim aventurier n\u00eb detin e koncepteve, pra nj\u00eb padituri. Mungon qart\u00ebsia si shk\u00eblqimi i zjarrit bengalez mbi dukurit\u00eb dhe njer\u00ebzit.<\/p>\n<p>N\u00ebse ka qen\u00eb e v\u00ebshtir\u00eb ringjallja e politik\u00ebs p\u00ebr popuj me tradita m\u00eb t\u00eb m\u00ebdha demokratike t\u00eb Evrop\u00ebs, kjo shpjegon se \u00ebsht\u00eb shum\u00eb m\u00eb e v\u00ebshtir\u00eb ringjallja e nj\u00eb politike moderne t\u00eb v\u00ebrtet\u00eb p\u00ebr shqiptar\u00ebt, me mungesa t\u00eb theksuara t\u00eb traditave demokratike. Megjithat\u00eb shembujt shqet\u00ebsues mungojn\u00eb edhe n\u00eb Evrop\u00eb. Vet\u00eb Erhard Epler e citon nj\u00eb shembull t\u00eb till\u00eb. \u201cN\u00eb nj\u00eb fushat\u00eb t\u00eb politikanizuar elektorale, n\u00eb Gjermani (1976), pati reflekse t\u00eb ngjalljes s\u00eb konceptit t\u00eb armikut t\u00eb brendsh\u00ebm. K\u00ebshtu, nj\u00eb nga politikan\u00ebt Manfred Cah, zyrtar i lart\u00eb ministror botoi n\u00eb form\u00ebn e nj\u00eb romani aludues, p\u00ebrvoj\u00ebn politike q\u00eb vet\u00eb Cah e quan \u201cmobilizim t\u00eb marr\u00ebzis\u00eb\u201d. Autori e p\u00ebrshkruan pa zbukurime dhe me llogari cinike, se \u00e7\u2019u b\u00eb me shpur\u00ebn e kryeministrit Filbinger (n\u00eb roman- Braisinger), n\u00eb k\u00ebt\u00eb lak kohor: \u201cKreshendoja e polarizimit pa kushte u rrit deri n\u00eb kongresin e Partis\u00eb, n\u00eb t\u00eb cilin Braisinger mbajti nj\u00eb fjalim me polemik\u00eb t\u00eb pashembullt dhe e ndau bot\u00ebn n\u00eb t\u00eb mir\u00eb dhe t\u00eb k\u00ebqij, n\u00eb forca konstruktive dhe forca destruktive. Varret q\u00eb ai hapi, ishin aq t\u00eb thella dhe t\u00eb gjera, sa edhe vet\u00eb ai, me vullnetin m\u00eb t\u00eb mir\u00eb nuk mund t\u2019i kap\u00ebrcente m\u00eb. Duhej vendosur: kush nuk ishte me t\u00eb, ishte kund\u00ebr tij.<\/p>\n<p>Oskar Shpeht (n\u00eb lib\u00ebr &#8211; Lothar Shpeth) dhe fraksioni q\u00eb u bashkua me t\u00eb, ishin tradhtar\u00eb &#8230; Si kalor\u00ebsi n\u00eb k\u00ebshtjell\u00eb, u trumbetua sinjali i zgjimit. Tashm\u00eb kushdo e dinte \u201ckjo nuk ishte m\u00eb thjesht nj\u00eb fushat\u00eb zgjedhore, kjo ishte nj\u00eb fushat\u00eb kryq\u00ebzatash t\u00eb krishter\u00eb kund\u00ebr vandal\u00ebve t\u00eb kuq, t\u00eb cil\u00ebt n\u00eb rast fitore do t\u2019i vinin flak\u00ebn, do t\u00eb pla\u00e7kitnin dhe do t\u00eb rob\u00ebronin gjith\u00e7ka\u201d. Ky antagoniz\u00ebm mes kund\u00ebrshtar\u00ebve politik\u00eb, ishte shkat\u00ebrrues. Kjo do t\u00eb thot\u00eb q\u00eb n\u00eb nj\u00eb shoq\u00ebri demokratike, duhet p\u00ebrjashtuar antagonizmi midis kund\u00ebrshtar\u00ebve politik\u00eb. Antagonizmi politik \u00e7on n\u00eb penalizime kolektive dhe t\u00eb fut n\u00eb hullin\u00eb e nj\u00eb purizmi partiak, t\u00eb monopolit t\u00eb s\u00eb v\u00ebrtet\u00ebs vet\u00ebm nga nj\u00eb parti. Jan\u00eb shfaqur si parti p\u00ebrjashtuese p\u00ebr nj\u00ebra-tjetr\u00ebn dhe n\u00eb thelb nuk jan\u00eb t\u00eb tilla.<\/p>\n<p>T\u00eb gjith\u00eb jan\u00eb shqiptar\u00eb, si n\u00eb nj\u00ebr\u00ebn parti, ashtu edhe n\u00eb tjetr\u00ebn. Madje ndryshimet n\u00eb programet e t\u00eb dyja partive nuk jan\u00eb t\u00eb dukshme, dhe jan\u00eb gati t\u00eb palexueshme qart\u00eb. Madje as koncepti klasik i \u201cs\u00eb djatht\u00ebs\u201d dhe i \u201cs\u00eb majt\u00ebs\u201d, nuk p\u00ebrb\u00ebn identifikimin programor t\u00eb k\u00ebtyre dy partive. P\u00ebrse vall\u00eb kjo betej\u00eb kaq e tmerrshme midis Partis\u00eb Socialiste dhe Partis\u00eb Demokratike? A nuk jan\u00eb gj\u00ebra m\u00eb t\u00eb r\u00ebnd\u00ebsishme q\u00eb i bashkojn\u00eb sesa gj\u00ebrat q\u00eb i ndajn\u00eb? \u00c7\u2019\u00ebsht\u00eb ky antagoniz\u00ebm ad-absurdum? P\u00ebrse duhet t\u00eb ndodh\u00eb k\u00ebshtu edhe pas 18 viteve? A nuk kan\u00eb reflektuar politikan\u00ebt di\u00e7ka m\u00eb t\u00eb r\u00ebnd\u00ebsishme? A jan\u00eb kulturuar politikan\u00ebt me idet\u00eb e demokracis\u00eb s\u00eb v\u00ebrtet\u00eb, apo kan\u00eb mbetur prapa? A \u00ebsht\u00eb p\u00ebrmir\u00ebsuar p\u00ebrb\u00ebrja e Parlamentit shqiptar nga p\u00ebrb\u00ebrja cil\u00ebsore dhe profesionale, apo deputet\u00ebt e dale edhe nga zgjedhjet e fundit elektorale, kan\u00eb mjerisht nj\u00eb nivel ende diletant?<\/p>\n<p>A mund t\u00eb kemi n\u00eb vitin 2009 nj\u00eb politik\u00eb kameleoneske me shembuj sinkron t\u00eb budallall\u00ebkut dhe jo nj\u00eb politik\u00eb t\u00eb v\u00ebrtet\u00eb \u201cargumentum ad hominem\u201d (prov\u00eb ndaj njeriut)? A \u00ebsht\u00eb politika nj\u00eb \u201cbellum internecenium\u201d (luft\u00eb shfaros\u00ebse pa fund), apo \u00ebsht\u00eb nj\u00eb politik\u00eb konstruktive? Ajo q\u00eb nuk \u00ebsht\u00eb kuptuar n\u00eb politik\u00eb, \u00ebsht\u00eb se nuk mund t\u00eb ecet m\u00eb me konceptin gjemba-shpues t\u00eb armikut t\u00eb brendsh\u00ebm. Ajo q\u00eb nuk \u00ebsht\u00eb kuptuar n\u00eb politik\u00ebn shqiptare, \u00ebsht\u00eb se nuk ka ardhur koha e integrimit t\u00eb brendsh\u00ebm. At\u00eb q\u00eb duhet t\u00eb kuptoj\u00eb Nj\u00ebshi i Ekzekutivit \u00ebsht\u00eb se duhet t\u00eb ndjek\u00eb dhe t\u00eb send\u00ebrtoj\u00eb tendenc\u00ebn e integrimit, madje dhe t\u00eb kund\u00ebrshtar\u00ebve t\u00eb tij politik\u00eb, jo vet\u00ebm n\u00eb shoq\u00ebri, por edhe n\u00eb administrat\u00eb, dhe sidomos t\u00eb vler\u00ebsoj\u00eb vlerat e larta intelektuale dhe morale t\u00eb personaliteteve t\u00eb kultur\u00ebs s\u00eb kombit shqiptar, pavar\u00ebsisht bindjeve t\u00eb tyre.<\/p>\n<p>Ajo q\u00eb nuk \u00ebsht\u00eb kuptuar n\u00eb politik\u00ebn shqiptare lidhet me faktin e kuptimit t\u00eb qeverisjes. N\u00ebse politika \u00ebsht\u00eb administrim i pushtetit, at\u00ebher\u00eb ky administrim varet nga vet\u00ebdija. Po kush e p\u00ebrcakton k\u00ebt\u00eb vet\u00ebdije? Vet\u00ebm krer\u00ebt e partive? A nuk \u00ebsht\u00eb absurde q\u00eb ata t\u00eb luajn\u00eb role mesanik\u00eb, kaq shum\u00eb t\u00eb d\u00ebshtuar dhe pa kuptim? A nuk duhet hequr dor\u00eb nga purizmi partiak? Parti e madhe politike \u00ebsht\u00eb ajo q\u00eb kultivon toleranc\u00ebn dhe integrimin e parti e mjer\u00eb politike \u00ebsht\u00eb ajo q\u00eb kultivon p\u00ebr\u00e7arjen dhe dualizmin politik-shoq\u00ebror. Politika e madhe ngre ura, politika e vog\u00ebl dhe e verb\u00ebr, ngre mure midis njer\u00ebzve. Si vall\u00eb nuk kuptohet nj\u00eb gj\u00eb kaq e thjesht\u00eb dhe kaq njer\u00ebzore? Kostumet partiake nuk jan\u00eb parzmore t\u00eb hekurta t\u00eb kalor\u00ebsve t\u00eb Mesjet\u00ebs. Kontributet intelektuale nuk mund t\u00eb refuzohen p\u00ebr shkak t\u00eb paragjykimeve, apo p\u00ebr shkak t\u00eb cil\u00ebsimit armik t\u00eb nj\u00ebrit apo tjetrit lider politik.<\/p>\n<p>Koncepti i besnik\u00ebris\u00eb ndaj liderit, \u00ebsht\u00eb nj\u00eb koncept arkaik dhe patriarkal, e ashtuquajtura besa e dh\u00ebn\u00eb dhe e ashtuquajtura tradhti e atij q\u00eb e thyen k\u00ebt\u00eb bes\u00eb t\u00eb dh\u00ebn\u00eb nuk ka t\u00eb b\u00ebj\u00eb me demokracin\u00eb, por me kodet e ngurta mesjetare t\u00eb feudalit dhe t\u00eb vasalit. Kur do t\u00eb \u00e7lirohet Shqip\u00ebria jon\u00eb nga kjo mend\u00ebsi e tmerrshme, e prapambetur q\u00eb sjell humnera d\u00ebmesh? Nuk \u00ebsht\u00eb kuptuar nd\u00ebrkaq n\u00eb politik\u00ebn shqiptare edhe koncepti modern i qeverisjes. Postet politike n\u00eb nj\u00eb qeveri, nuk kan\u00eb t\u00eb b\u00ebjn\u00eb me pastrimin e administrat\u00ebs nga t\u00eb pangjashmit politik\u00eb, sepse administrata \u00ebsht\u00eb nj\u00eb substanc\u00eb, nj\u00eb mekaniz\u00ebm specialiteti dhe profesional. Nuk \u00ebsht\u00eb kuptuar n\u00eb thelb se n\u00eb qeverisje \u00ebsht\u00eb edhe opozita, madje n\u00eb m\u00ebnyr\u00eb konkrete n\u00eb pushtetin vendor, opozita e sotme ende ka pesh\u00ebn kryesore. Si mund t\u00eb kemi nj\u00eb ndarje kaq t\u00eb humnershme midis qeverisjes vendore dhe as qendrore?<\/p>\n<p>\u00c7\u2019kuptim ka nj\u00eb segregacion i till\u00eb i neveritsh\u00ebm? Ku na \u00e7on kjo rrug\u00eb? Asgj\u00ebkund. A ka nj\u00eb ringjallje t\u00eb politik\u00ebs shqiptare? A \u00ebsht\u00eb e denj\u00eb politika shqiptare si veprimtari, si vizion, si vendimmarrje? A \u00ebsht\u00eb politika shqiptare instrument i humanizmit apo \u00ebsht\u00eb nj\u00eb dehumanizim i vrazhd\u00eb? A \u00ebsht\u00eb politika shqiptare nj\u00eb p\u00ebrmir\u00ebsim apo nj\u00eb p\u00ebrkeq\u00ebsim? A \u00ebsht\u00eb ajo e dobishme apo shkat\u00ebrruese (vet\u00ebshkat\u00ebrruese)? \u00c7far\u00eb p\u00ebrfaq\u00ebson dhe nd\u00ebrton politika shqiptare? A ka nj\u00eb politikologji serioze n\u00eb Shqip\u00ebri? Q\u00eb t\u00eb ket\u00eb nj\u00eb gj\u00eb t\u00eb till\u00eb, duhet t\u00eb ket\u00eb politikan\u00eb serioz\u00eb, t\u00eb ditur dhe me vizion. Por p\u00ebr fat t\u00eb keq, politikan\u00ebt jan\u00eb t\u00eb rutin\u00ebs dhe vulgariteti i gjuh\u00ebs n\u00eb polemikat e tyre, \u00ebsht\u00eb shprehje e vulgaritetit t\u00eb shpirtit dhe kultur\u00ebs s\u00eb tyre t\u00eb pak\u00ebt.
