Prej Tajvanit e A\u00e7ehut, e deri te Tiroli Jugor e modeli i dy Gjermanive ofroheshin si alternativa t\u00eb mundshme p\u00ebr statusin e Kosov\u00ebs.<\/p>\n<p>Mandej, gjer\u00eb e gjat\u00eb pasonin diskutime e polemika t\u00eb cilat nd\u00ebrpriteshin vet\u00ebm nga propozimi tjet\u00ebr i radh\u00ebs i cili nj\u00ebsoj pasohej me diskutime e polemika t\u00eb reja. Sigurisht q\u00eb n\u00eb vazhdim\u00ebsi po matej pulsi i pal\u00ebve dhe faktor\u00ebve t\u00eb ndrysh\u00ebm rreth \u00e7\u00ebshtjes s\u00eb statusit t\u00eb Kosov\u00ebs.<\/p>\n<p>N\u00eb vitin 2012 po nis qarkullimi i opsioneve p\u00ebr veriun e Kosov\u00ebs. Ashtu qysh dikur konsiderohej q\u00eb statusi i Kosov\u00ebs \u00ebsht\u00eb i panjohur dhe ai duhet p\u00ebrcaktuar, sot e nj\u00ebjta gj\u00eb b\u00ebhet p\u00ebr veriun e Kosov\u00ebs. Autonomi, status special, Ahtisaari Plus, 6 Pik\u00ebshi etj. jan\u00eb vet\u00ebm uvertura e asortimanit t\u00eb opsioneve me t\u00eb cilat do t\u00eb bombardohet opinioni publik i Kosov\u00ebs teksa normalizohen negocitatat p\u00ebr veriun e Kosov\u00ebs.<\/p>\n<p>Solucione nga m\u00eb t\u00eb ndryshmet t\u00eb sjella nga t\u00eb kat\u00ebr an\u00ebt e bot\u00ebs do t\u00eb prezentohen si shembuj q\u00eb do t\u00eb mund\u00eb t\u00eb p\u00ebrdoren p\u00ebr veriun e Kosov\u00ebs. Porsa e trajton cilindo prej k\u00ebtyre solucioneve menj\u00ebher\u00eb do t\u00eb konsiderohesh si pjes\u00eb e k\u00ebtij tregu t\u00eb madh opsionesh ku p\u00ebrplasen ofertat e ndryshme nd\u00ebrkomb\u00ebtare me qytetar\u00ebt e politikan\u00ebt vend\u00ebs t\u00eb shnd\u00ebrruar n\u00eb konsumator\u00eb.<\/p>\n<p>Gjith\u00e7ka i p\u00ebrngjan nj\u00eb pazari t\u00eb madh ku \u00e7do gj\u00eb ka \u00e7mim dhe \u00e7do \u00e7mim \u00ebsht\u00eb i negociuesh\u00ebm. Secili proces m\u00ebton t\u00eb jet\u00eb i atill\u00eb q\u00eb i paraprin k\u00ebmbimit kur dakordohet shitblerja. Malli i caktuar stabilizohet n\u00eb vler\u00ebn e caktuar t\u00eb k\u00ebmbimit. K\u00ebsisoj, doktrina e stabilitetit afatshkurt\u00ebr politik, n\u00eb fakt, i p\u00ebrket doktrin\u00ebs s\u00eb tregut t\u00eb lir\u00eb t\u00eb shitblerjes s\u00eb mallrave.<\/p>\n<p>Thjesht, ai q\u00eb ka fuqi m\u00eb shum\u00eb p\u00ebrfillet m\u00eb shum\u00eb dhe rreth tij organizohet stabiliteti dhe rendi i gj\u00ebrave. Nga vlera k\u00ebmbyese, nga fuqia vlerore e mallit n\u00eb treg, sajohet balansi q\u00eb varet prej r\u00ebnd\u00ebsis\u00eb s\u00eb aktor\u00ebve. Midis shitblerjeve kemi ve\u00e7se negociatat p\u00ebr shitblerjen e radh\u00ebs.<\/p>\n<p>Nd\u00ebrkoh\u00eb q\u00eb Kosov\u00ebs i b\u00ebhen oferta p\u00ebr veriun e territorit t\u00eb saj, ato n\u00eb t\u00eb v\u00ebrtet\u00eb paraqesin k\u00ebrkesa t\u00eb Serbis\u00eb n\u00eb kushtet e nd\u00ebrmjet\u00ebsimit t\u00eb BE-s\u00eb dhe faktor\u00ebve t\u00eb tjer\u00eb nd\u00ebrkomb\u00ebtar\u00eb. \u00cbsht\u00eb Serbia ajo q\u00eb shtron k\u00ebrkesa p\u00ebr veriun e Kosov\u00ebs (dhe jo vet\u00ebm p\u00ebr at\u00eb) p\u00ebr statuse me m\u00ebvet\u00ebsi t\u00eb shtuar, duke shkaktuar asisoj oferta nd\u00ebrkomb\u00ebtare p\u00ebr veriun e Kosov\u00ebs q\u00eb i servohen Kosov\u00ebs. Pranimi i k\u00ebtyre ofertave nd\u00ebrkomb\u00ebtare s\u2019\u00ebsht\u00eb gj\u00eb tjet\u00ebr p\u00ebrpos pranim i modaliteteve q\u00eb i sillen rrotull k\u00ebrkes\u00ebs s\u00eb Serbis\u00eb q\u00eb s\u00eb fundi u artikulua si 4 pik\u00ebshi i kryetarit t\u00eb Serbis\u00eb, Boris Tadiq.<\/p>\n<p>Serbia k\u00ebrkon, nd\u00ebrmjet\u00ebsit nd\u00ebrkomb\u00ebtar\u00eb e shnd\u00ebrrojn\u00eb at\u00eb k\u00ebrkes\u00eb n\u00eb ofert\u00eb, dhe mandej Kosov\u00ebs i thuhet ta p\u00ebrzgjedh\u00eb nj\u00ebr\u00ebn prej atyre ofertave. Kosova mund t\u00eb zgjedh\u00eb gjith\u00e7ka dhe cil\u00ebndo prej ofertave mir\u00ebpo ajo nuk mund t\u00eb mos zgjedh\u00eb. Sepse, Kosova tashm\u00eb ka hyr\u00eb n\u00eb pazar p\u00ebr veten e saj duke iu falenderuar k\u00ebsaj Qeveris\u00eb s\u00eb tanishme t\u00eb Kosov\u00ebs. Pasi q\u00eb Kosova ta p\u00ebrzgjedh\u00eb nj\u00ebr\u00ebn prej ofertave, nd\u00ebrmjet\u00ebsit nd\u00ebrkomb\u00ebtar\u00eb shkojn\u00eb dhe e testojn\u00eb n\u00ebse Serbia \u00ebsht\u00eb e k\u00ebnaqur me p\u00ebrmbushjen e k\u00ebrkes\u00ebs s\u00eb saj.<\/p>\n<p>N\u00eb qoft\u00eb se Serbia thot\u00eb q\u00eb k\u00ebrkesa e saj \u00ebsht\u00eb plot\u00ebsuar, at\u00ebher\u00eb b\u00ebhet marr\u00ebveshja dhe realizohet shitblerja. N\u00eb qoft\u00eb se Serbia nuk ndjehet e k\u00ebnaqur, at\u00ebher\u00eb nd\u00ebrmjet\u00ebsit nd\u00ebrkomb\u00ebtar\u00eb eventualisht b\u00ebjn\u00eb pak trysni mbi Serbin\u00eb por, m\u00eb par\u00eb se kjo, s\u00ebrish sajojn\u00eb oferta t\u00eb reja p\u00ebr Kosov\u00ebn me shpres\u00eb q\u00eb ajo q\u00eb do ta p\u00ebrzgjedh\u00eb Kosova m\u00eb pastaj do t\u00eb jet\u00eb e pranueshme p\u00ebr Serbin\u00eb, duke vazhduar k\u00ebshtu deri at\u00ebher\u00eb kur Serbia t\u00eb jet\u00eb e k\u00ebnaqur. Serbia \u00ebsht\u00eb k\u00ebrkesa q\u00eb gjeneron oferta nd\u00ebrkomb\u00ebtare t\u00eb cilat b\u00ebhen trysni mbi Kosov\u00ebn.<\/p>\n<p>\u00c7far\u00eb do t\u00eb jet\u00eb kjo shitblerje? Kush, \u00e7ka po shet e \u00e7ka po blen? A \u00ebsht\u00eb shk\u00ebmbimi i k\u00ebtill\u00eb shk\u00ebmbim territorial si\u00e7 flitet? Pa dyshim q\u00eb jo. Nuk po shk\u00ebmbehen kurrfar\u00eb territoresh. Te togfjal\u00ebshi \u201cshk\u00ebmbim territorial\u201d vet\u00ebm fjala shk\u00ebmbim \u00ebsht\u00eb e sakt\u00eb. Nj\u00ebmend kemi shk\u00ebmbim por jo shk\u00ebmbim territoresh. Vet\u00ebm Kosova pritet t\u00eb jap\u00eb territor n\u00eb k\u00ebt\u00eb pazar dhe p\u00ebr kund\u00ebrvler\u00eb Qeveria e Kosov\u00ebs t\u00eb mbetet n\u00eb pushtet. Nuk do t\u00eb ket\u00eb shk\u00ebmbim t\u00eb territoreve, por dh\u00ebnie t\u00eb territorit p\u00ebr pushtet. Ne po japim territor, n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb marrim pushtet p\u00ebr kryeministrin.<\/p>\n<p>Rruga e Serbis\u00eb p\u00ebr n\u00eb Bruksel kalon n\u00ebp\u00ebr Kosov\u00eb, kurse rruga e Qeveris\u00eb s\u00eb Kosov\u00ebs p\u00ebr n\u00eb Bruksel kalon n\u00ebp\u00ebr Beograd. Serbia \u00ebsht\u00eb e varur nga Kosova p\u00ebr t\u00eb vazhduar me procesin e integrimeve evropiane pa e njohur Republik\u00ebn e Kosov\u00ebs. N\u00eb an\u00ebn tjet\u00ebr, p\u00ebr t\u00eb qen\u00eb e pranuar nga Brukseli, Qeveria e Kosov\u00ebs \u00ebsht\u00eb e varur nga Beogradi. Drekat e kryeministrit t\u00eb Kosov\u00ebs me Baronesh\u00ebn Ashton p\u00ebrgjat\u00eb vitit 2011 ishin shum\u00eb t\u00eb shtrenjta \u2013 ato rregullisht i kemi paguar me koncesionet e b\u00ebra ndaj Serbis\u00eb n\u00eb dialogun midis Edita Tahirit dhe Borislav Stefanoviqit.<\/p>\n<p>Pse kjo trysni mbi Kosov\u00ebn shum\u00eb m\u00eb e madhe sesa mbi Serbin\u00eb? Pse BE-ja dhe faktor\u00ebt e tjer\u00eb nd\u00ebrkomb\u00ebtar\u00eb jan\u00eb t\u00eb prir\u00eb q\u00eb procesin ta zgjasin m\u00eb par\u00eb drejt pranueshm\u00ebris\u00eb s\u00eb Serbis\u00eb sesa t\u00eb Kosov\u00ebs? Duket q\u00eb kemi situat\u00eb t\u00eb ngjashme sikurse te lidhja paralele e rezistencave elektrike. Aty tensioni \u00ebsht\u00eb i nj\u00ebjt\u00eb kurse rrymat e ve\u00e7anta n\u00eb secil\u00ebn prej deg\u00ebve paralele jan\u00eb n\u00eb proporcion t\u00eb zhdrejt\u00eb me rezistencat: sa m\u00eb t\u00eb m\u00ebdha rezistencat aq m\u00eb e vog\u00ebl rryma elektrike n\u00ebp\u00ebr to.<\/p>\n<p>Brukseli \u00ebsht\u00eb tension konstant, Beogradi e Prishtina jan\u00eb rezistenca t\u00eb lidhura paralele. Meq\u00eb Qeveria e Serbis\u00eb b\u00ebn rezistenc\u00eb shum\u00eb m\u00eb t\u00eb madhe sesa Qeveria e Kosov\u00ebs, asaj i sillet shum\u00eb m\u00eb pak rrym\u00eb dhe, rrjedhimisht, ajo nxehet m\u00eb pak.
