Le t\u00eb biem dakort q\u00eb n\u00eb fillim: kur kryeministri Sali Berisha deklaroi se qeveria e tij do t\u00eb ishte nj\u00eb qeveri e reduktuar, efikase dhe n\u00eb \u201cdiet\u00eb\u201d, t\u00eb gjith\u00eb besuan se kjo ishte nj\u00eb nd\u00ebrmarrje e mir\u00eb. Pak vet\u00eb besonin argumentat e opozit\u00ebs se kjo reform\u00eb nuk kishte sens. T\u00eb linte shijen e nj\u00eb reforme nikoqire, n\u00eb fakt!<\/p>\n

Aleat\u00ebt q\u00eb u kthyen n\u00eb rrog\u00ebtar\u00eb<\/strong><\/p>\n

Kan\u00eb kaluar mbi 5 vjet q\u00eb nga ajo koh\u00eb, mir\u00ebpo \u201cdieta\u201d e p\u00ebrzgjedhur nga qeveria shqiptare mund t\u00eb jet\u00eb e para q\u00eb n\u00eb vend t\u00eb t\u00eb dob\u00ebsoj\u00eb, t\u00eb dhjamos e t\u00eb fryn si asnj\u00ebher\u00eb m\u00eb par\u00eb. Pes\u00eb vjet pas asaj deklarate, e cila p\u00ebrmbante nj\u00eb premtim t\u00eb madh n\u00eb k\u00ebto koh\u00eb krize, qeveria e dyt\u00eb e zotit Berisha jo vet\u00ebm q\u00eb nuk i ka aplikuar parimet e diet\u00ebs, jo vet\u00ebm q\u00eb s\u2019i ka ulur shpenzimet, por si\u00e7 do t\u00eb shihet m\u00eb posht\u00eb, \u00ebsht\u00eb kthyer n\u00eb nj\u00eb klub miqsh e aleat\u00ebsh gjithfar\u00ebsh, q\u00eb po mbushin t\u00eb gjitha vrimat dhe cepat e nd\u00ebrtes\u00ebs qeveritare, nga bodrumet e deri n\u00eb katin m\u00eb t\u00eb lart\u00eb.<\/p>\n

Shum\u00ebkush kujton sesi gjat\u00eb fushat\u00ebs s\u00eb fundit elektorale kryeministri rreshtoi pas vetes, n\u00eb koalicionin qeveritar, plot 15 parti politike. \u201cTreni elektoral\u201d i s\u00eb djatht\u00ebs konsiderohet sot nga shum\u00eb ekspert\u00eb politik\u00eb, si nj\u00ebri nd\u00ebr mjetet kryesore q\u00eb i solli zotit Berisha numrin e nevojsh\u00ebm t\u00eb votave q\u00eb e mbajti n\u00eb pushtet (pa harruar natyrisht Ilir Met\u00ebn). E para, i gjith\u00eb ky konglomerat siglash dhe fytyrash \u00ebsht\u00eb sot n\u00eb qeveri. Kudo, ngado q\u00eb t\u00eb kthesh kok\u00ebn: sip\u00ebr, posht\u00eb, majtas dhe djathtas. Z\u00ebvend\u00ebsministra, drejtor\u00eb t\u00eb p\u00ebrgjithsh\u00ebm apo t\u00eb thjesht\u00eb, k\u00ebshilltar\u00eb t\u00eb brendsh\u00ebm dhe t\u00eb jasht\u00ebm, krer\u00eb institucionesh t\u00eb var\u00ebsis\u00eb dhe shefa e drejtues t\u00eb t\u00eb gjitha ngjyrave dhe formave. Qeveria dhe qeverisja shqiptare ngjan tashm\u00eb si nj\u00eb Pazar i madh ku gjen \u00e7far\u00eb t\u00eb duash. Kuptohet, me parat\u00eb dhe mbi kurrizin e taksapaguesve t\u00eb thjesht\u00eb.<\/p>\n

Sipas organigramave t\u00eb ministrive rezulton se sot, n\u00eb aksin nga Ministria e Financave n\u00eb bulevardin \u201cD\u00ebshmor\u00ebt e Kombit\u201d, pastaj duke vazhduar n\u00eb bllokun e ministrive af\u00ebr sheshit Sk\u00ebnderbej, p\u00ebr t\u00eb p\u00ebrfunduar t\u00eb rruga e Kavaj\u00ebs dhe e Durr\u00ebsit, pra brenda k\u00ebtyre pak qindra metrave rrug\u00eb ku gjenden t\u00eb gjitha ministrit\u00eb, punojn\u00eb sot jo m\u00eb pak se 223 drejtora drejtorish! Secili prej k\u00ebtyre drejtor\u00ebve ka n\u00eb var\u00ebsi nga dy deri n\u00eb 5 sektor\u00eb, q\u00eb nga ana e tyre drejtohen nga shefa e n\u00ebnshefa sektor\u00ebsh.<\/p>\n

Kjo shif\u00ebr p\u00ebrmbledh edhe numrin e drejtor\u00ebve t\u00eb p\u00ebrgjithsh\u00ebm, t\u00eb cil\u00ebt n\u00eb fakt, kan\u00eb nj\u00eb r\u00ebnd\u00ebsi dhe nj\u00eb pesh\u00eb brenda dikastereve shum\u00eb t\u00eb ngjashme me at\u00eb t\u00eb z\u00ebvend\u00ebsministrave. Rezulton k\u00ebshtu t\u00eb kemi edhe t\u00eb pakt\u00ebn 45 Drejtor\u00eb t\u00eb P\u00ebrgjithsh\u00ebm, t\u00eb cil\u00ebt sipas Ligjit p\u00ebr Sh\u00ebrbimin Civil, kan\u00eb edhe nj\u00eb rrog\u00eb t\u00eb majme p\u00ebr shkak t\u00eb drejtorive q\u00eb kan\u00eb n\u00eb var\u00ebsi, rrog\u00eb q\u00eb nis nga 900 mij\u00eb lek dhe shtohet n\u00eb rastet kur drejtor\u00ebt kan\u00eb grada shkencore dhe vite pune n\u00eb administrat\u00eb!<\/p>\n

Sipas nj\u00eb p\u00ebrllogaritje t\u00eb thjesht\u00eb rezulton se buxhetit t\u00eb shtetit i kushton t\u00eb pakt\u00ebn 200 milion lek\u00eb cdo muaj p\u00ebr t\u00eb paguar k\u00ebta qindra drejtor\u00eb. Kjo shif\u00ebr, \u00ebsht\u00eb e barazvlefshme me t\u00eb pakt\u00ebn ndihm\u00ebn ekonomike p\u00ebr 7200 familje shqiptare, ose e barazvlefshme me 1700 pensione minimale n\u00eb qytet.<\/p>\n

Formula: Shtojm\u00eb drejtor\u00ebt, pak\u00ebsojm\u00eb vart\u00ebsit!<\/strong><\/p>\n

Sipas ligjit n\u00eb fuqi ndryshimet n\u00eb strukturat e ministrive b\u00ebhen vet\u00ebm me nj\u00eb Vendim t\u00eb K\u00ebshillit t\u00eb Ministrave. N\u00eb koh\u00ebn e qeverisjes socialiste ndryshimet b\u00ebheshin me propozimin e vet\u00eb ministrive. N\u00eb Qendr\u00ebn e Publikimeve Zyrtare dhe n\u00eb Fletoren Zyrtare mund t\u00eb gjesh dhjet\u00ebra vendime t\u00eb tilla p\u00ebr ndryshime t\u00eb strukturave t\u00eb ministrive.<\/p>\n

Edhe n\u00eb koh\u00ebn kur kryeminist\u00ebr ishte z. Ilir Meta ka disa vendime p\u00ebr ndryshime n\u00eb funksionimin dhe n\u00eb struktur\u00ebn e ministrive. Si p\u00ebr ironi, Ministria e Sh\u00ebndet\u00ebsis\u00eb n\u00eb koh\u00ebn e qeveris\u00eb Meta kishte nj\u00eb struktur\u00eb t\u00eb nj\u00ebjt\u00eb me at\u00eb q\u00eb ka edhe sot n\u00eb \u201cqeverin\u00eb e diet\u00ebs\u201d kjo ministri e drejtuar nga z. Petrit Vasili (LSI): plot 13 drejtor\u00eb drejtorish! K\u00ebsisoj, me vendime t\u00eb shpeshta dhe t\u00eb shumta t\u00eb cilat ndryshonin n\u00eb m\u00ebnyr\u00eb t\u00eb vazhdueshme \u00ebsht\u00eb e v\u00ebshtir\u00eb t\u00eb p\u00ebrdor\u00ebsh nj\u00eb metod\u00eb krahasimi mes organik\u00ebs s\u00eb administrat\u00ebs q\u00ebndrore t\u00eb qeverisjes s\u00eb socialist\u00ebve dhe asaj aktuale.<\/p>\n

Ndryshe nga koha e qeverisjes socialiste, n\u00eb vitet e fundit \u00ebsht\u00eb pothuajse e pamundur t\u00eb gjesh n\u00eb QPZ apo dhe n\u00eb botimet e K\u00ebshillit t\u00eb Ministrave vendime p\u00ebr ndryshime t\u00eb strukturave t\u00eb ministrive. P\u00ebrpara se k\u00ebto vendime t\u00eb merren nga K\u00ebshilli i Ministrave ato duhet t\u00eb aprovohen dhe pranohen nga Departamenti i Administrat\u00ebs Publike, nj\u00eb super drejtori m\u00eb vete kjo n\u00ebn var\u00ebsin\u00eb e Ministris\u00eb s\u00eb Brendshme.<\/p>\n

Lloj lloj vendimesh pra, mund t\u00eb gjesh n\u00eb koh\u00ebn e qeverisjes socialiste, nd\u00ebrsa aktualisht nuk gjen pothuajse asnj\u00eb vendim t\u00eb till\u00eb, p\u00ebrvec nj\u00eb dokumenti t\u00eb vet\u00ebm ku ndodhet edhe \u201cthembra e Akilit\u201d!<\/p>\n

B\u00ebhet fjal\u00eb p\u00ebr nj\u00eb V.K.M. q\u00eb mban dat\u00ebn 18 shtator 2009, pak jav\u00eb pas zgjedhjeve t\u00eb 28 qershorit e q\u00eb quhet: Vendim, p\u00ebr miratimin e strategjis\u00eb nd\u00ebrsektoriale t\u00eb reform\u00ebs n\u00eb administrat\u00ebn publike, 2009-2013, n\u00eb kuad\u00ebr t\u00eb strategjis\u00eb komb\u00ebtare p\u00ebr zhvillim dhe integrim (SKZhI).<\/p>\n

Vendimi i marr\u00eb n\u00eb mbledhje qeverie ka vet\u00ebm tre fjali dhe p\u00ebrfundon me foljen: K\u00ebshilli i Ministrave vendosi miratimin e k\u00ebsaj strategjie. Detajet, n\u00eb fakt, nuk t\u2019i jep vendimi, por vet\u00eb strategjia e miratuar. Dhjet\u00ebra kapituj t\u00eb k\u00ebsaj strategjie jan\u00eb t\u00eb mbushura me vler\u00ebsime maksimale p\u00ebr pun\u00ebn e qeveris\u00eb dhe p\u00ebr reform\u00ebn n\u00eb administrat\u00eb t\u00eb nisur fuqimisht n\u00eb vitin 2007, pra gjat\u00eb gjysm\u00ebs s\u00eb dyt\u00eb t\u00eb mandatit t\u00eb par\u00eb t\u00eb koalicionit t\u00eb djatht\u00eb.<\/p>\n

Vler\u00ebsimet maksimale n\u00eb k\u00ebt\u00eb dokument, nisin t\u00eb zbehen disi kur flitet p\u00ebr strukturat e administrat\u00ebs qendrore dhe p\u00ebr Sh\u00ebrbimin Civil. N\u00eb nj\u00eb paragraf t\u00eb k\u00ebsaj strategjie, kur flitet p\u00ebr skemat e hierarkis\u00eb, qarkullimin brenda administrat\u00ebs dhe konsolidimin e saj, thuhet se \u201cn\u00eb praktik\u00ebn e deritanishme vihet re nj\u00eb konsolidim i k\u00ebnaqsh\u00ebm n\u00eb nivelet e ul\u00ebta dhe t\u00eb mesme (tregues i pranuesh\u00ebm qarkullimi), nd\u00ebrsa p\u00ebr nivelin e lart\u00eb t\u00eb Sh\u00ebrbimit Civil treguesi i qarkullimit ka qen\u00eb i lart\u00eb, gj\u00eb q\u00eb tregon p\u00ebr faktin se k\u00ebto pozicione jan\u00eb disi m\u00eb t\u00eb ekspozuara ndaj ndryshimeve t\u00eb mundshme politike\u201d.<\/p>\n

M\u00eb tej, pasi pranon gati haptazi se qarkullimi i drejtor\u00ebve (pra niveli m\u00eb i lart\u00eb) \u00ebsht\u00eb i shpesht\u00eb p\u00ebr shkak edhe t\u00eb ndryshimeve politike, hartuesit e k\u00ebsaj strategjie, p\u00ebrpara se t\u00eb sugjerojn\u00eb ndryshimet strukturore nisin ta justifikojn\u00eb k\u00ebt\u00eb gj\u00eb, apo ta legjitimojn\u00eb. N\u00eb t\u00eb thuhet: \u201cP\u00ebrgjith\u00ebsisht v\u00ebrehet nj\u00eb delegim tep\u00ebr i kufizuar n\u00eb vendimmarrje brenda institucioneve. V\u00ebshtir\u00ebsit\u00eb konstatohet se shtohen edhe m\u00eb tep\u00ebr n\u00eb rastin e komunikimit nd\u00ebrministror\u201d.<\/p>\n

Fill pas k\u00ebsaj, flitet p\u00ebr \u201cVizioni, prioritetet dhe q\u00ebllimet strategjike\u201d dhe p\u00ebrcaktohet se Vizioni strategjik p\u00ebr administrat\u00ebn publike \u00ebsht\u00eb: \u201cmodifikime dhe p\u00ebrmir\u00ebsime n\u00eb p\u00ebrgjith\u00ebsi t\u00eb menaxhimit t\u00eb burimit njer\u00ebzor\u201d dhe \u201cmodifikime n\u00eb sistemin organizativ dhe funksional t\u00eb organeve dhe strukturave t\u00eb administrat\u00ebs publike\u201d.<\/p>\n

Fjalia q\u00eb legjitimon hapur fryrjen e ministrive vjen fill m\u00eb pas: \u201cSugjerohet nj\u00eb shtrirje e fush\u00ebs s\u00eb veprimit t\u00eb Ligjit p\u00ebr Sh\u00ebrbimin Civil n\u00eb disa institucione t\u00eb m\u00ebdha qendrore, si dhe n\u00eb deg\u00ebt e ministrive. Parimet thelb\u00ebsore t\u00eb rekrutimit, performanc\u00ebs, karrier\u00ebs, trajtimit dhe garancive t\u00eb Ligjit p\u00ebr Sh\u00ebrbimin Civil duhet t\u00eb p\u00ebrhapen sa m\u00eb shum\u00eb n\u00eb administrat\u00ebn publike. Nj\u00eb zgjerim i till\u00eb do t\u00eb rriste numrin e punonj\u00ebsve t\u00eb SHC-s\u00eb n\u00eb rreth 3-fishin e numrit aktual. Ndaj gjithashtu konsiderohet si shum\u00eb e r\u00ebnd\u00ebsishme q\u00eb kjo shtrirje t\u00eb b\u00ebhet graduale\u201d\u2026<\/p>\n

Super-ministrit\u00eb<\/strong><\/p>\n

N\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb, pasi n\u00eb dat\u00ebn 18 shtator \u00ebsht\u00eb miratuar nj\u00eb V.K.M. e till\u00eb, iu hap rruga ndryshimeve strukturore t\u00eb ministrive. Aktualisht rezulton se n\u00eb Ministrin\u00eb e Pun\u00ebve t\u00eb Jashtm\u00eb punojn\u00eb 28 drejtor\u00eb, nga t\u00eb cil\u00ebt 8 drejtor\u00eb t\u00eb p\u00ebrgjithsh\u00ebm, t\u00eb cil\u00ebt nga ana e tyre kan\u00eb n\u00ebn var\u00ebsi 20 drejtori!<\/p>\n

P\u00ebr nga numri i punonj\u00ebsve dhe duke krahasuar organigramat nuk \u00ebsht\u00eb e v\u00ebrtet\u00eb q\u00eb Ministria e Brendshme \u00ebsht\u00eb edhe ministria m\u00eb e madhe n\u00eb Shqip\u00ebri. M\u00eb e madhja, aktualisht, \u00ebsht\u00eb Ministria e Jashtme e drejtuar nga z. Ilir Meta.<\/p>\n

N\u00eb Ministrin\u00eb e Brendshme punojn\u00eb 24 drejtor\u00eb, nga t\u00eb cil\u00ebt 5 jan\u00eb drejtor\u00eb t\u00eb p\u00ebrgjithsh\u00ebm. N\u00eb vend t\u00eb tret\u00eb q\u00ebndron Ministria e Pun\u00ebve Publike, Transportit dhe Telekomunikacionit me 23 drejtor\u00eb, nga t\u00eb cil\u00ebt 6 jan\u00eb n\u00eb nivel drejtor\u00ebsh t\u00eb p\u00ebrgjithsh\u00ebm. Ministria e Financave ka aktualisht n\u00eb organik\u00ebn e vet 18 drejtor\u00eb, nga t\u00eb cil\u00ebt 9 jan\u00eb drejtor\u00eb t\u00eb p\u00ebrgjithsh\u00ebm.<\/p>\n

Nj\u00eb tjet\u00ebr super-ministri \u00ebsht\u00eb aktualisht ministria e drejtuar nga z. Dritan Prifti me 21 drejtor\u00eb nga t\u00eb cil\u00ebt 5 jan\u00eb drejtor\u00eb t\u00eb p\u00ebrgjithsh\u00ebm. Ministria e Sh\u00ebndet\u00ebsis\u00eb dhe ajo e Pun\u00ebs, \u00c7\u00ebshtjeve Sociale e Shanseve t\u00eb Barabarta kan\u00eb nga 13 drejtori. 11 drejtor\u00eb jan\u00eb nd\u00ebrkoh\u00eb brenda struktur\u00ebs s\u00eb Ministris\u00eb s\u00eb Kultur\u00ebs, Rinis\u00eb dhe Sporteve dhe po 11 drejtor\u00eb ka edhe n\u00eb Ministrin\u00eb e Mjedisit. Megjith\u00ebse t\u00eb gjith\u00eb e dim\u00eb se \u00e7far\u00eb p\u00ebrralle pa shije \u00ebsht\u00eb mbrojtja e ambjentit n\u00eb k\u00ebt\u00eb vend.<\/p>\n

Kjo puna e drejtor\u00ebve t\u00eb p\u00ebrgjithsh\u00ebm duket se \u00ebsht\u00eb v\u00ebrtet\u00eb thelbi i sistemit klientelist dhe abuzues q\u00eb ka marr\u00eb vrull n\u00eb qeverisjen aktuale. Pozicioni n\u00eb fjal\u00eb \u00ebsht\u00eb shum\u00eb shpesh nj\u00eb shp\u00ebrblim i k\u00ebnaqsh\u00ebm p\u00ebr shum\u00eb persona q\u00eb ndoshta aspironin m\u00eb lart apo kishin dhe kan\u00eb poste t\u00eb r\u00ebnd\u00ebsishme drejtuese n\u00eb partit\u00eb e koalicionit.
