M\u00eb posht\u00eb \u00ebsht\u00eb fjalimi i plot\u00eb i kryeministrit Sali Berisha n\u00eb mbledhjen e grupit parlamentar. Natyrisht ka shum\u00eb njer\u00ebz q\u00eb nuk e lexojn\u00eb dot, ndaj me pak fjal\u00eb u themi se nuk ka m\u00eb dyshim: jemi t\u00eb par\u00ebt n\u00eb bot\u00eb dhe Europa po del nga kriza duke marr\u00eb shembullin ton\u00eb. K\u00ebto tha kryeministri Sali Berisha. Ai tha se n\u00eb asnj\u00eb vend n\u00eb BOTE nuk jan\u00eb hapur kaq shum\u00eb biznese t\u00eb reja sa n\u00eb mandatin e par\u00eb t\u00eb Berish\u00ebs. Dhe kushedi \u00e7far\u00eb \u00ebsht\u00eb b\u00ebr\u00eb n\u00eb mandatin e dyt\u00eb, tha Berisha.<\/p>\n

Po ashtu, Berisha zbuloi se ndryshe nga vendet m\u00eb t\u00eb zhvilluara n\u00eb bot\u00eb, Shqip\u00ebria ka nj\u00eb ekonomi t\u00eb orientuar qart\u00eb drejt prodhimit. Vet\u00ebm 60 p\u00ebrqind e bizneseve jan\u00eb n\u00eb sh\u00ebrbim n\u00eb Shqip\u00ebri, tha Berisha, kur n\u00eb vendet e zhvilluara jan\u00eb 70 dhe 80 p\u00ebrqind. Berisha tha se BE tani po ndjek shembullin e Shqip\u00ebris\u00eb duke b\u00ebr\u00eb reforma liberalizuese. \u201cK\u00ebshtu do dal\u00eb nga kriza,\u201d tha Berisha. Kryeministri tha se do vijojn\u00eb privatizimet n\u00eb vend, edhe pse nuk ka nj\u00eb vend t\u00eb dyt\u00eb BOTE kaq privat sa Shqip\u00ebria. \u201cNga kjo i ka ardhur kriza bot\u00ebs se nuk ka privatizuar,\u201d tha Berisha. Kryeministri tha se tani \u00e7do shpenzim qeveritar del online dhe u shpreh se vendet m\u00eb t\u00eb zhvilluara kan\u00eb pasur mund\u00ebsi ta b\u00ebjn\u00eb k\u00ebt\u00eb, por nuk kan\u00eb vullnet si Shqip\u00ebria. M\u00eb posht\u00eb fjala e plot\u00eb, p\u00ebr ata q\u00eb kan\u00eb durim.<\/p>\n

Ju p\u00ebrsh\u00ebndes p\u00ebrzem\u00ebrsisht dhe t\u00eb ndalem s\u00ebrish n\u00eb problemin e par\u00eb, por edhe t\u00eb dyt\u00eb, t\u00eb tret\u00eb e t\u00eb kat\u00ebrt t\u00eb shqiptar\u00ebve, ekonomin\u00eb dhe modelin ekonomik.<\/p>\n

Censusi fakton se n\u00eb vitet 2005-2009, pra n\u00eb nj\u00eb hark 4 vje\u00e7ar, mor\u00ebn jet\u00eb, gjalluan biznese sa n\u00eb 15 vite t\u00eb marra s\u00eb bashku, pra kemi t\u00eb b\u00ebjm\u00eb me nj\u00eb k\u00ebrcim kuantik n\u00eb 4 vite. Po t\u00eb shtojm\u00eb edhe vitet t\u00eb k\u00ebtij mandati, natyrisht jan\u00eb edhe m\u00eb shum\u00eb t\u00eb fuqishme t\u00eb dh\u00ebnat.<\/p>\n

Modeli yn\u00eb ekonomik i bazuar n\u00eb taksat e ul\u00ebta dhe n\u00eb luft\u00ebn pa kompromis kund\u00ebr korrupsionit, b\u00ebri q\u00eb bizneset, q\u00eb jan\u00eb edhe krijesat m\u00eb sensitive dhe m\u00eb t\u00eb r\u00ebnd\u00ebsishme, t\u00eb njohin, t\u00eb gjejn\u00eb, t\u00eb ken\u00eb nj\u00eb terren, nj\u00eb mjedis disa her\u00eb m\u00eb t\u00eb favorsh\u00ebm se m\u00eb par\u00eb. Nuk ekziston as edhe nj\u00eb vend i vet\u00ebm q\u00eb n\u00eb nj\u00eb hark kohor 4 vje\u00e7ar, t\u00eb ket\u00eb themeluar biznese t\u00eb suksesshme, biznese aktive, m\u00eb shum\u00eb se n\u00eb 15 vite t\u00eb marra s\u00eb bashku. Pra, kjo ka vet\u00ebm nj\u00eb shpjegim, reformat e k\u00ebsaj qeverie dhe iniciativ\u00ebn e lir\u00eb.<\/p>\n

Pra, jan\u00eb mbledhur faktikisht tre buxhete m\u00eb shum\u00eb t\u00eb vitit 2004.<\/p>\n

Ky model i transparenc\u00ebs dhe klim\u00ebs miq\u00ebsore ndaj biznesit b\u00ebri q\u00eb Shqip\u00ebria nga viti 2006 t\u00eb trefishoj\u00eb eksportet. Statistikat tregojn\u00eb se vet\u00ebm 60 p\u00ebrqind e biznesve n\u00eb Shqip\u00ebri jan\u00eb biznese sh\u00ebrbimi. N\u00eb vendet e tjera jan\u00eb 70 p\u00ebrqind, 80 p\u00ebrqind. Pra, nj\u00eb vend i cili nuk ka shpallur si orientim themelor t\u00eb ekonomis\u00eb eksportin, jo, nuk i kemi shpallur, dhe pa qen\u00eb e till\u00eb ekonomia shqiptare ka dyfishuar eksportet nga viti 2009, ka trefishuar prodhimin nga viti 2006. N\u00eb rast se e ndiqni kriz\u00ebn e sotme evropiane dhe bot\u00ebrore, kjo kriz\u00eb n\u00eb themelin e v\u00ebrtet\u00eb t\u00eb saj ka munges\u00ebn e reformave me t\u00eb cilat ekonomit\u00eb e vendeve t\u00eb lira duhej t\u00eb p\u00ebrshtateshin me globalizmin, zhvillimin m\u00eb madhor t\u00eb viteve t\u00eb fundit. Mjafton t\u00eb theksojm\u00eb k\u00ebtu se 75 p\u00ebrqind e investimeve t\u00eb huaja n\u00eb bot\u00eb jan\u00eb n\u00eb vende t\u00eb brishta, n\u00eb vende n\u00eb zhvillim.<\/p>\n

Rezulton se sot qeverit\u00eb n\u00eb Europ\u00eb po nd\u00ebrmarrin masa q\u00eb ne i nd\u00ebrmor\u00ebm koh\u00eb m\u00eb par\u00eb, liberalizim t\u00eb lejeve, licencave, standarde t\u00eb reja. U garantoj se kjo frym\u00eb do nxjerr\u00eb k\u00ebto vende nga kriza. Fatkeq\u00ebsisht \u00ebsht\u00eb faktuar se problemi m\u00eb madhor \u00ebsht\u00eb kompetiviteti. Ky \u00ebsht\u00eb nj\u00eb nocion q\u00eb ka t\u00eb b\u00ebj\u00eb m\u00eb shum\u00eb se \u00e7do gj\u00eb tjet\u00ebr me cil\u00ebsin\u00eb e funksionimit t\u00eb nj\u00eb ekonomie. Shqip\u00ebria ka p\u00ebrmir\u00ebsuar n\u00eb m\u00ebnyr\u00eb progresive treguesit e saj dhe po b\u00ebn gjith\u00e7ka p\u00ebr t\u00eb p\u00ebrmir\u00ebsuar m\u00eb tej. Shqip\u00ebria l\u00eb disa vende t\u00eb BE prapa n\u00eb rrafshin e lirive ekonomike.<\/p>\n

N\u00eb gjith\u00eb k\u00ebt\u00eb realitet, si klithma t\u00eb s\u00eb shkuar\u00ebs, t\u00eb nj\u00eb shkuarje t\u00eb larg\u00ebt, vjen propaganda banale e drejtuesve t\u00eb PS. Pasi u tha shqiptar\u00ebve dy vjet rresht se n\u00eb Shqip\u00ebri ka 1 milion t\u00eb papun\u00eb dhe nuk u tha shqiptar\u00ebve pse mashtruan 1 milion her\u00eb n\u00eb nj\u00eb koh\u00eb kur krahu i pun\u00ebs n\u00eb k\u00ebt\u00eb vend nuk \u00ebsht\u00eb as edhe 1 milion sipas censusit, propaganda, sipas s\u00eb cil\u00ebs banka e shtetit po prek para p\u00ebr qeverin\u00eb, injoranca nuk mund t\u00eb vendosej ndryshe n\u00eb piedestal. N\u00eb nj\u00eb koh\u00eb kur Shqip\u00ebria uli vitin me inflacionin m\u00eb t\u00eb ul\u00ebt n\u00eb Europ\u00eb, nxor\u00ebn mashtrimin se qeveria nuk do ket\u00eb para p\u00ebr t\u00eb paguar. Tani s\u00eb fundmi kan\u00eb problemin e taksave. Duan edhe nj\u00ebher\u00eb t\u2019i rikthehen modelit marksist, i cili \u00ebsht\u00eb nj\u00eb nga faktor\u00ebt kryesore t\u00eb kriz\u00ebs s\u00eb sotme.<\/p>\n

Nj\u00eb gj\u00eb kan\u00eb socialist\u00ebt pasion t\u00eb p\u00ebrjetsh\u00ebm, t\u00eb varfrit q\u00eb krijojn\u00eb.<\/p>\n

U ndala n\u00eb k\u00ebt\u00eb moment pasi statistika e para dy dit\u00ebve \u00ebsht\u00eb d\u00ebshmia m\u00eb e shk\u00eblqyer e suksesit t\u00eb k\u00ebtij modeli qeveris\u00ebs. Edhe nj\u00ebher\u00eb dua t\u00eb sqaroj k\u00ebtu se n\u00eb rast se 60 p\u00ebrqind jan\u00eb biznes i vog\u00ebl, n\u00eb vendet m\u00eb t\u00eb zhvilluara t\u00eb bot\u00ebs jan\u00eb 70, 80 p\u00ebrqind. Ajo q\u00eb spikat n\u00eb ekonomin\u00eb shqiptare \u00ebsht\u00eb se ajo \u00ebsht\u00eb ekonomi e mundit dhe e djers\u00ebs. Kjo do t\u00eb thot\u00eb se kjo \u00ebsht\u00eb ekonomi e orientuar drejt prodhimit. Ky model mb\u00ebshtet n\u00eb m\u00ebnyr\u00ebn m\u00eb t\u00eb fuqishme prodhimin. Nuk mund t\u00eb ishte ndryshe, nuk mund t\u00eb ndodhte kurr\u00eb t\u00eb dyfishohen eksportet n\u00eb nj\u00eb vend tjet\u00ebr t\u00eb bot\u00ebs, p\u00ebrve\u00e7 atyre q\u00eb kan\u00eb rezerva kolosale t\u00eb naft\u00ebs dhe gazit.<\/p>\n

T\u00eb gjitha kronikat e lajmeve t\u00eb agjencive t\u00eb m\u00ebdha jan\u00eb t\u00eb mbushura me zhvillimet ekonomike n\u00eb rajon e bot\u00eb. Kjo kriz\u00eb do jet\u00eb m\u00eb shum\u00eb se afatmesme. Kjo kriz\u00eb ka prekur thell\u00eb prodhimin, ka preku thell\u00eb rrogat e pensionet, nj\u00eb kriz\u00eb q\u00eb po shkat\u00ebrron me shpejt\u00ebsi t\u00eb madhe miliona vende pune. Pra nuk ka diskutime m\u00eb t\u00eb r\u00ebnd\u00ebsishme se ato p\u00ebr ekonomin\u00eb n\u00eb k\u00ebt\u00eb bot\u00eb. Ne jemi t\u00eb vendosur q\u00eb t\u00eb nxisim prodhimin, jan\u00eb nj\u00eb seri projektesh t\u00eb presin t\u00eb fillojn\u00eb. Jemi t\u00eb vendosur t\u00eb p\u00ebrmir\u00ebsojm\u00eb klim\u00ebn e biznesit. Jemi t\u00eb vendosur t\u00eb b\u00ebjm\u00eb \u00e7do hap drejt transparenc\u00ebs. Dhjet\u00ebra vende kan\u00eb pasur mund\u00ebsi ta b\u00ebjn\u00eb k\u00ebt\u00eb gj\u00eb. Por ne kemi vullnetin dhe e b\u00ebm\u00eb k\u00ebt\u00eb. Ne do b\u00ebjm\u00eb gjith\u00e7ka q\u00eb rrezja e transparenc\u00ebs t\u00eb penetroj\u00eb n\u00eb \u00e7do qeliz\u00eb t\u00eb k\u00ebsaj administrate dhe t\u00eb k\u00ebtij shteti. Ne do b\u00ebjm\u00eb gjith\u00e7ka q\u00eb t\u00eb finalizojm\u00eb procesin e privatizimit. Sot nuk ka nj\u00eb vend t\u00eb dyt\u00eb privat si\u00e7 \u00ebsht\u00eb Shqip\u00ebria. Sot prap\u00eb kemi nevoj\u00eb t\u00eb privatizojm\u00eb. Nj\u00eb nga k\u00ebrkesat e vendeve q\u00eb po zhyten n\u00eb kriz\u00eb jan\u00eb privatizimet. Privati do b\u00ebj\u00eb gjith\u00e7ka p\u00ebr t\u00eb p\u00ebrballuar gar\u00ebn sepse nuk ka krahun e shtetit.<\/p>\n

Ne do ecim me vendosm\u00ebri drejt privatizimit t\u00eb plot\u00eb. P\u00ebr kt\u00eb arsye kam k\u00ebrkuar q\u00eb t\u00eb nd\u00ebrmarrin privatizimin m\u00eb t\u00eb thell\u00eb t\u00eb pyjeve. Shqip\u00ebria ka 1.6 milion hektar\u00eb pyje e shkurre q\u00eb mund t\u00eb p\u00ebrdoren gjer\u00ebsisht p\u00ebr arror\u00eb n\u00eb shkall\u00ebn m\u00eb t\u00eb gjer\u00eb.
