Prokurori q\u00eb po heton \u00ebsht\u00eb n\u00ebn presion nga qeveria dhe opozita<\/em><\/strong><\/p>\n<p>T\u00eb premten, m\u00eb 21 janar 2011, p\u00ebrpara selis\u00eb s\u00eb kryeministrit Sali Berisha, n\u00eb Tiran\u00eb, u q\u00ebllua mbi demonstruesit, q\u00eb ishin thirrur nga lideri i opozit\u00ebs, Edi Rama. Pati kat\u00ebr t\u00eb vdekur. N\u00eb tubim kishte edhe rreth 300 protestues t\u00eb armatosur me shkopinj, gur\u00eb dhe kokteje molotov, t\u00eb cil\u00ebt luftuan p\u00ebr or\u00eb t\u00eb t\u00ebra kund\u00ebr kordon\u00ebve t\u00eb policis\u00eb dhe rrethuan godin\u00ebn.<\/p>\n<p>Hetimet e kryeprokurores Ina Rama (mos e ngat\u00ebrroni me kryetarin e PS), t\u00eb drejtuara ndaj atyre q\u00eb q\u00eblluan, por edhe ndaj atyre q\u00eb organizuan trazirat, u penguan q\u00eb n\u00eb fillim. Kur nj\u00eb televizion transmetoi nj\u00eb video, n\u00eb t\u00eb cil\u00ebn shihej se si forcat e siguris\u00eb nga oborri i nd\u00ebrtes\u00ebs qeveritare q\u00ebllonin mbi demonstruesit, kryeprokurorja l\u00ebshoi urdh\u00ebr-arresti p\u00ebr gjasht\u00eb komandant\u00eb t\u00eb Gard\u00ebs, p\u00ebrgjegj\u00ebse p\u00ebr sigurin\u00eb e kryeministrit.<\/p>\n<p>Por me urdh\u00ebr t\u00eb ministrit t\u00eb Brendsh\u00ebm k\u00ebto urdh\u00ebr-arreste nuk u zbatuan. Me k\u00ebt\u00eb k\u00ebrkes\u00eb, tha Berisha, Ina Rama rrezikon mbrojtjen e rendit kushtetues. Ajo vet\u00eb \u00ebsht\u00eb e p\u00ebrfshir\u00eb n\u00eb nj\u00eb komplot t\u00eb nxitur nga Edi Rama p\u00ebr rr\u00ebzimin e qeveris\u00eb. Kur presidenti Bamir Topi b\u00ebri thirrje p\u00ebr nj\u00eb hetim t\u00eb pavarur t\u00eb ngjarjeve n\u00ebn drejtimin e Prokurores s\u00eb P\u00ebrgjithshme, Berisha e akuzoi edhe at\u00eb p\u00ebr pu\u00e7.<\/p>\n<p>Me presionin e Uashingtonit dhe Brukselit, Berisha m\u00eb n\u00eb fund u pajtua p\u00ebr hetimin e gjasht\u00eb oficer\u00ebve. Ina Rama k\u00ebrkoi ndihm\u00eb nga FBI, ekspert\u00ebt amerikan\u00eb mb\u00ebrrit\u00ebn n\u00eb Tiran\u00eb. Kryeprokurorja ishte e shqet\u00ebsuar se rezultatet e hetimit t\u00eb tyre mund t\u00eb kund\u00ebrshtoheshin n\u00ebse nuk konfirmoheshin nga ekspert\u00eb neutral\u00eb nd\u00ebrkomb\u00ebtar\u00eb.<\/p>\n<p>Jav\u00ebn e shkuar zonja Rama b\u00ebri t\u00eb ditura rezultatet paraprake t\u00eb hetimit. Testet balistike t\u00eb FBI tregonin se nj\u00eb nga demonstruesit ishte q\u00eblluar nga arma e Ndrea Prendit, komandantit t\u00eb Gard\u00ebs Republikane. P\u00ebr t\u00eb mbrojtur veten, Prendi kishte nd\u00ebrruar tyt\u00ebn e arm\u00ebs s\u00eb tij me at\u00eb t\u00eb shoferit.<\/p>\n<p>P\u00ebrve\u00e7 k\u00ebsaj, prokurorja k\u00ebrkoi t\u00eb ndalohet edhe Armando Kasaj, shef i departamentit t\u00eb IT n\u00eb kryeministri. Hetimet e FBI kishin treguar qart\u00eb se Kasaj kishte fshir\u00eb nga serveri pamjet e kamerave t\u00eb siguris\u00eb nat\u00ebn e 22 janarit 2011. N\u00eb baz\u00eb t\u00eb nj\u00eb k\u00ebrkese t\u00eb prokuroris\u00eb, sekretari i p\u00ebrgjithsh\u00ebm i K\u00ebshillit t\u00eb Ministrave kishte deklaruar se nuk ka pasur asnj\u00eb pamje pasi kamerat kishin ndaluar s\u00eb punuari prej koh\u00ebsh. Tani ekziston dyshimi se provat p\u00ebr nj\u00eb krim shtet\u00ebror jan\u00eb shkat\u00ebrruar nga qeveria me q\u00ebllim.<\/p>\n<p>Kodi i procedur\u00ebs penale n\u00eb Shqip\u00ebri parashikon d\u00ebrgimin n\u00eb paraburgim p\u00ebr ata q\u00eb akuzohen p\u00ebr krime t\u00eb r\u00ebnda. Por Prendi, shoferi i tij dhe Kasaj u lan\u00eb n\u00eb arrest sht\u00ebpie nga nj\u00eb gjykat\u00ebs. Prokurori i P\u00ebrgjithsh\u00ebm ka paraqitur nj\u00eb ankes\u00eb p\u00ebrkundrejt k\u00ebsaj. Megjithat\u00eb Berisha vazhdon t\u00eb pretendoj\u00eb fort tek grushti i shtetit. Ai ka njoftuar se do e rihetoj\u00eb ngjarjen kur Ina Rama t\u00eb z\u00ebvend\u00ebsohet me nj\u00eb prokuror t\u00eb p\u00ebrgjithsh\u00ebm t\u00eb ri. M\u00eb pas Berisha do arrestoj\u00eb presidentin Topi dhe t\u00eb gjith\u00eb pu\u00e7ist\u00ebt e tjer\u00eb.<\/p>\n<p>P\u00ebr shkak t\u00eb hetimeve p\u00ebr organizator\u00ebt e dhun\u00ebs n\u00eb demonstrat\u00eb, zonja Rama \u00ebsht\u00eb edhe n\u00ebn presionin e shefit t\u00eb Partis\u00eb Socialiste dhe ish- kryebashkiak i Tiran\u00ebs p\u00ebr nj\u00eb koh\u00eb t\u00eb gjat\u00eb, Edi Rama. Kryeprokurorja tha se policia ka ndihmuar shum\u00eb pak p\u00ebr t\u00eb hetuar personat pas trazirave. Mb\u00ebshtetur n\u00eb hetimet e zyr\u00ebs s\u00eb saj, ajo ka k\u00ebrkuar heqjen e imunitetit p\u00ebr tre deputet\u00eb t\u00eb PS, q\u00eb dyshohet se kan\u00eb nxitur trazirat. Edi Rama i d\u00ebrgoi asaj nj\u00eb let\u00ebr t\u00eb hapur ku i thoshte se n\u00eb vend q\u00eb t\u00eb ndjek\u00eb an\u00ebtar\u00ebt e opozit\u00ebs, t\u00eb hetoj\u00eb Sali Berish\u00ebn dhe Lulzim Bash\u00ebn, kryebashkiak i Tiran\u00ebs dhe ish- minist\u00ebr i Brendsh\u00ebm, q\u00eb jan\u00eb p\u00ebrgjegj\u00ebs p\u00ebr gjakderdhjen.<\/p>\n<p>Tubimi q\u00eb p\u00ebrfundoi n\u00eb gjakderdhje ishte kulmi i nj\u00eb fushate q\u00eb kishte nisur Partia Socialiste ndaj mashtrimeve t\u00eb supozuara zgjedhore, q\u00eb dyshohet se jan\u00eb kryer nga PD e Berish\u00ebs n\u00eb zgjedhjet parlamentare t\u00eb qershorit 2009.<\/p>\n<p>P\u00ebrve\u00e7 korrupsionit, ndikimi politik mbi gjyq\u00ebsorin dhe pengimi i drejt\u00ebsis\u00eb jan\u00eb disa nga problemet m\u00eb t\u00eb m\u00ebdha q\u00eb kan\u00eb penguar hapjen e negociatave t\u00eb Shqip\u00ebris\u00eb me BE.
