Por para se t\u00eb shpjegojm\u00eb pse ky \u00ebsht\u00eb moment i ve\u00e7ant\u00eb, le t\u00eb shpjegojm\u00eb pse jemi n\u00eb nj\u00eb kriz\u00eb t\u00eb gjithanshme, sa koh\u00eb q\u00eb rreth ekzistenc\u00ebs s\u00eb saj nuk biem dakord. Kriza \u00ebsht\u00eb jo vet\u00ebm politike, si\u00e7 thot\u00eb rezoluta e fundit e K\u00ebshillit t\u00eb Evrop\u00ebs, por dhe institucionale, sepse parlamenti funksionon me v\u00ebshtir\u00ebsi, nj\u00eb pjes\u00eb e konsiderueshme e deputet\u00ebve s\u2019jan\u00eb betuar, kan\u00eb mbetur pa u miratuar ligje t\u00eb r\u00ebnd\u00ebsishme p\u00ebr institucione t\u00eb caktuara, dhe sa koh\u00eb q\u00eb pritet t\u00eb miratohen emrat e an\u00ebtar\u00ebve t\u00eb institucioneve t\u00eb pushtetit gjyq\u00ebsor, p\u00ebr t\u00eb cil\u00ebt nevojiten shumica t\u00eb cil\u00ebsuara.<\/p>\n<p>Nd\u00ebrkoh\u00eb, kur kriza politike dhe institucionale takohet me kriz\u00ebn ekonomike, q\u00eb duket nga r\u00ebnia e pritshme e investimeve publike, r\u00ebnia e kreditit, zhvleft\u00ebsimi i lekut, etj, parath\u00ebn\u00ebs t\u00eb stopimit t\u00eb rritjes ekonomike, situata \u00ebsht\u00eb e frikshme. Nd\u00ebrkomb\u00ebtar\u00ebt hyn\u00eb me nj\u00eb angazhim kaq masiv, pik\u00ebrisht p\u00ebr shkak t\u00eb acarimit n\u00eb k\u00ebt\u00eb nivel t\u00eb situat\u00ebs politike dhe institucionale, q\u00eb bashkangjitur kriz\u00ebs ekonomike mund t\u00eb krijojn\u00eb pasoja t\u00eb d\u00ebmshme n\u00eb stabilitetin e vendit. Pas nj\u00eb periudhe t\u00eb gjat\u00eb mosnd\u00ebrhyrjeje, duke besuar n\u00eb aft\u00ebsit\u00eb e nj\u00eb vendi normal an\u00ebtar t\u00eb NATO-s, p\u00ebr zgjidhjen e kriz\u00ebs, nd\u00ebrhyrja nd\u00ebrkomb\u00ebtare d\u00ebften se ne nuk konsiderohemi dhe aq normal\u00eb sa duhet. Zgjidhja n\u00eb t\u00eb cil\u00ebn po hyjm\u00eb, duket bujari e nd\u00ebrkomb\u00ebtar\u00ebve: po ju japim nj\u00eb shans ta zgjidhni vet\u00eb, pastaj hyjm\u00eb ne, ashtu si dim\u00eb ne!<\/p>\n<p>Le t\u00eb mundohemi t\u00eb kuptojm\u00eb di\u00e7ka m\u00eb shum\u00eb \u00e7\u2019po ndodh nd\u00ebrsa k\u00ebto dit\u00eb pritet t\u00eb realizohet nj\u00eb tryez\u00eb presidenciale. Jo nga k\u00ebndv\u00ebshtrimi i interesave partiak\u00eb, pra kush fitoi, kush fiton prej rezolut\u00ebs apo tryez\u00ebs nga pal\u00ebt politike, por nga ai i interesit publik. P\u00ebr her\u00eb t\u00eb par\u00eb pas shum\u00eb koh\u00ebsh kemi nj\u00eb rezolut\u00eb t\u00eb K\u00ebshillit t\u00eb Evrop\u00ebs p\u00ebr Shqip\u00ebrin\u00eb. Jo lavd\u00ebruese, por kritike, q\u00eb c\u00ebnon imazhin e vendit. N\u00ebse rezoluta do t\u00eb ishte e pandjekur nga hapa t\u00eb tjera, mund dhe t\u00eb mos shqet\u00ebsoheshim shum\u00eb, nisur nga r\u00ebnd\u00ebsia e kufizuar q\u00eb ka ky institucion evropian. Por n\u00eb momentin kur arrijm\u00eb n\u00eb nj\u00eblloj koncerti per\u00ebndimor, dhe rezoluta pasohet nga takime t\u00eb nj\u00ebkohshme, jopublike t\u00eb ambasador\u00ebve evropian\u00eb dhe amerikan\u00eb me p\u00ebrfaq\u00ebsuesit e pal\u00ebve, at\u00ebher\u00eb duhet t\u00eb mendojm\u00eb se presioni nd\u00ebrkomb\u00ebtar ka arritur nj\u00eb nivel t\u00eb lart\u00eb. Pik\u00ebrisht p\u00ebr shkak t\u00eb k\u00ebtij niveli t\u00eb lart\u00eb presioni dhe zoti Berisha hoqi dor\u00eb nga refuzimi p\u00ebr nj\u00eb rol nd\u00ebrmjet\u00ebsues t\u00eb zotit Topi. Ky presion nuk mbaron k\u00ebtu: nd\u00ebrkomb\u00ebtar\u00ebt do t\u00eb monitorojn\u00eb tryez\u00ebn, dhe pse jo kan\u00eb q\u00eb tani t\u00eb p\u00ebrcaktuar axhend\u00ebn e saj, apo nj\u00eb formul\u00eb zgjidh\u00ebse t\u00eb kriz\u00ebs politike q\u00eb mund ta imponojn\u00eb n\u00eb momentin e fundit.<br \/>\nNj\u00eb moment tjet\u00ebr i r\u00ebnd\u00ebsish\u00ebm i zhvillimeve t\u00eb fundit kah zgjidhjes s\u00eb kriz\u00ebs lidhet me rolin e Presidentit Topi. Q\u00eb Presidenti t\u00eb luaj\u00eb plot\u00ebsisht rolin e tij nd\u00ebrmjet\u00ebs, do t\u00eb duhet q\u00eb njer\u00ebzit e tij t\u00eb hartojn\u00eb bashk\u00eb me njer\u00ebzit e kryeministrit apo t\u00eb kryetarit t\u00eb opozit\u00ebs nj\u00eb dokument baz\u00eb q\u00eb t\u00eb pajtoj\u00eb pozicionet e pal\u00ebve apo t\u00eb identifikoj\u00eb em\u00ebruesit m\u00eb t\u00eb vog\u00ebl t\u00eb p\u00ebrbashk\u00ebt t\u00eb pal\u00ebve.<br \/>\n<strong>hapja e kutive<\/strong><br \/>\nSi\u00e7 duket em\u00ebruesi m\u00eb i vog\u00ebl i p\u00ebrbashk\u00ebt i pal\u00ebve \u00ebsht\u00eb ngritja e nj\u00eb Komisioni Hetimor p\u00ebr zgjedhjet. Le t\u00eb pranojm\u00eb se kjo k\u00ebrkes\u00eb q\u00ebndron n\u00eb themel t\u00eb kriz\u00ebs politike. Por, shtrohet pyetja: a zgjidhet kriza, pra a merr fund bojkoti i opozit\u00ebs n\u00ebse pranohet k\u00ebrkesa e opozit\u00ebs?<\/p>\n<p>Duket se po. At\u00ebher\u00eb \u00e7far\u00eb e pengon shumic\u00ebn q\u00eb duhet t\u00eb jet\u00eb m\u00eb e interesuar se opozita, p\u00ebr imazhin e vendit, p\u00ebr axhend\u00ebn legjislative t\u00eb reformave, p\u00ebr liberalizimin e vizave, p\u00ebr procesin e integrimit evropian q\u00eb t\u00eb pranoj\u00eb k\u00ebt\u00eb k\u00ebrkes\u00eb? Ajo p\u00ebrdor vet\u00ebm nj\u00eb argument: hapja e kutive shkel nj\u00eb vendim t\u00eb Gjykat\u00ebs Kushtetuese p\u00ebr komisionet hetimore parlamentare. Po a \u00ebsht\u00eb e v\u00ebrtet\u00eb kjo? Jo, dhe ka nj\u00eb arsyetim juridik shum\u00eb t\u00eb thjesht\u00eb. I vetmi vendim i pushtetit gjyq\u00ebsor, gjegj\u00ebsisht Kolegjit zgjedhor q\u00eb mund t\u00eb preket minimalisht prej pun\u00ebs s\u00eb Komisionit hetimor parlamentar p\u00ebr zgjedhjet \u00ebsht\u00eb ai i fundit q\u00eb \u201cnuk e konsideron automatike t\u00eb drejt\u00ebn e dy an\u00ebtar\u00ebve t\u00eb KQZ-s\u00eb, p\u00ebr rinum\u00ebrim votash t\u00eb caktuara.\u201d Po a mund t\u00eb preket ky vendim gjyq\u00ebsor, pavar\u00ebsia e pushtetit gjyq\u00ebsor prej vendimit eventual t\u00eb Komisionit Hetimor, \u201cq\u00eb t\u00eb hapen kutit\u00eb n\u00eb disa zona\u201d? Sigurisht q\u00eb jo: kemi dy objekte t\u00eb ndryshme, n\u00eb dy vendimet, p\u00ebr pasoj\u00eb nuk kemi p\u00ebrplasje. Por edhe sikur ky arsyetim t\u00eb mos jet\u00eb i bazuar juridikisht, sa koh\u00eb q\u00eb p\u00ebr k\u00ebt\u00eb \u00e7\u00ebshtje ka dy interpretime, at\u00ebher\u00eb nj\u00eb institucion si Gjykata Kushtetuese mund t\u00eb vendos\u00eb. A mund t\u00eb ngrihet nj\u00eb komision i till\u00eb hetimor parlamentar? dhe a mund t\u00eb k\u00ebrkoj\u00eb ligjshm\u00ebrisht ai hapjen e kutive?<br \/>\nSi\u00e7 shikohet rezistenca e shumic\u00ebs p\u00ebr t\u00eb mos pranuar \u00ebsht\u00eb mb\u00ebshtetur mbi nj\u00eb argument t\u00eb dob\u00ebt, i cili vet\u00ebm sa \u00ebsht\u00eb val\u00ebvitur n\u00eb m\u00ebnyr\u00eb monologuese nga kryeministri, por nuk \u00ebsht\u00eb ballafaquar as n\u00eb tryeza dhe asgj\u00ebkundi. Me kalimin e k\u00ebsaj pengese, do t\u00eb fitojm\u00eb shum\u00eb t\u00eb gjith\u00eb.
