At\u00eb q\u00eb nuk e b\u00ebn\u00eb dot natyra, koha, Mehmed Pushtuesi n\u00eb 1478, si dhe armiqt\u00eb e shumt\u00eb n\u00eb shekuj, m\u00eb n\u00eb fund e b\u00ebri uji \u2013sot, n\u00eb mosh\u00ebn e \u201cShqip\u00ebris\u00eb Dixhitale Berishiane\u201d. Ndoshta dhe dashamir\u00ebsit m\u00eb t\u00eb mir\u00eb t\u00eb qeveris\u00eb nuk vendosin dot: p\u00ebrmbytjet i shkakton qeveria me abuzimin dhe korrupsionin e saj me energjin\u00eb elektrike, apo n\u00eb rastin m\u00eb t\u00eb mir\u00eb, jan\u00eb neglizhent\u00eb dhe t\u00eb pazot\u00eb t\u00eb qeverisin k\u00ebt\u00eb djep t\u00eb kultur\u00ebs q\u00eb ka vuajtur m\u00eb shum\u00eb sesa i takon?!<\/p>\n<p>Drama njer\u00ebzore n\u00eb zon\u00ebn e Shkodr\u00ebs, shkaktuar nga p\u00ebrmbytjet masive, na shtyn ne si qytetar\u00eb t\u00eb k\u00ebtij vendi t\u2019i falemi Per\u00ebndis\u00eb p\u00ebr sa m\u00eb pak d\u00ebme dhe nj\u00eb periudh\u00eb sa m\u00eb t\u00eb shkurt\u00ebr t\u00eb k\u00ebsaj situate-sa absurde aq dhe t\u00eb parashikueshme. Nd\u00ebrsa \u00ebsht\u00eb njer\u00ebzore p\u00ebr familjar\u00ebt dhe bizneset e d\u00ebmtuara t\u00eb ngren\u00eb syt\u00eb nga Per\u00ebndia n\u00eb d\u00ebshp\u00ebrim, nuk \u00ebsht\u00eb normale q\u00eb nj\u00eb shtet t\u00eb ngrej\u00eb duart nga qielli kur puna dhe detyra e tij \u00ebsht\u00eb t\u00eb siguroje banor\u00ebt dhe zon\u00ebn nga rreziqet, krimet; por edhe natyra! Zotit ne i falemi t\u00eb na ruaj\u00eb, por nuk mund t\u00eb falim shtetin ton\u00eb q\u00eb pretendon se na ka dal\u00eb p\u00ebr zot.<\/p>\n<p>A ka qeveria gisht n\u00eb k\u00ebto p\u00ebrmbytje masive dhe n\u00eb k\u00ebt\u00eb dram\u00eb njer\u00ebzore t\u00eb pamat\u00eb? Apo qeveria nuk ka gj\u00eb n\u00eb dor\u00eb fare, dhe ne jemi n\u00eb r\u00ebnie t\u00eb lir\u00eb drejt skamjes son\u00eb t\u00eb p\u00ebrbashk\u00ebt? Sido q\u00eb t\u00eb p\u00ebrgjigjet arsyeja juaj e brendshme ndaj k\u00ebtyre pyetjeve, di\u00e7ka \u00ebsht\u00eb e qart\u00eb si dielli mbas shiut n\u00eb t\u00eb dy mund\u00ebsit\u00eb: qeveria nuk b\u00ebn dot detyr\u00ebn e saj, nd\u00ebrsa d\u00ebshton p\u00ebrs\u00ebri me turp para shiut t\u00eb N\u00ebntorit. Qeveria po e kthen n\u00eb mesjet\u00eb gjendjen e pronave dhe t\u00eb tokave n\u00eb veriun e Shqip\u00ebris\u00eb dhe m\u00eb gjer\u00eb.<\/p>\n<p>Fusha t\u00eb t\u00ebra jan\u00eb sot pre e uj\u00ebrave dhe nj\u00eb k\u00ebnet\u00eb e pamat\u00eb shtrihet e pacenuar aty ku deri dje ishin tokat m\u00eb t\u00eb begata t\u00eb Shqip\u00ebris\u00eb nga Shkumbini e lart. K\u00ebnetat dhe mo\u00e7alet po p\u00ebrparojn\u00eb me nj\u00eb hap t\u00eb sigurt p\u00ebr vit, n\u00eb munges\u00eb t\u00eb p\u00ebrgjegj\u00ebsis\u00eb qeveris\u00ebse n\u00eb infrastruktur\u00eb, legjislacion, fonde dhe parandalim, si\u00e7 i takon nj\u00eb shteti n\u00eb vitin 2010.<\/p>\n<p>Por m\u00eb e r\u00ebnd\u00eb n\u00eb k\u00ebt\u00eb fenomen absurd \u00ebsht\u00eb shkelmimi i arsyes dhe kthimi n\u00eb irracionalitetin mesjetar. N\u00eb shekullin e 21-t\u00eb jetojm\u00eb vet\u00ebm ne si qytetar\u00eb, sepse obskurantizmi i shtetit bie era mesjet\u00eb. A \u00ebsht\u00eb normale q\u00eb nj\u00eb qeveri, si latant t\u00eb qahet nga shiu n\u00eb vjesht\u00eb; nga bora n\u00eb dim\u00ebr; nga era n\u00eb pranver\u00eb dhe nga vapa n\u00eb ver\u00eb?! A \u00ebsht\u00eb normale q\u00eb qeveria mos t\u00eb kontrolloj\u00eb m\u00eb asgj\u00eb dhe t\u00eb jet\u00eb kaq impotente \u2013 kjo vet\u00ebm mbas ndarjes s\u00eb KESH me CEZ, me nj\u00eb kapitullim sa tragjik aq dhe komik?! Nj\u00eb mendje racionale sheh p\u00ebrtej avujve t\u00eb Drinit dhe kupton q\u00eb asgj\u00eb n\u00eb Shqip\u00ebri nuk ndodh rast\u00ebsisht dhe pa asnj\u00eb p\u00ebrfitim financiar: dikush po b\u00ebn lek\u00eb me ujin e Shkodr\u00ebs, nj\u00ebsoj si me zjarrin e G\u00ebrdecit.<\/p>\n<p><strong>Transparenca <\/strong><\/p>\n<p>Qeveria fsheh d\u00ebmin real t\u00eb p\u00ebrmbytjeve masive n\u00eb Shkod\u00ebr p\u00ebr ekonomin\u00eb shqiptare. Shteti na paraqet vet\u00ebm nj\u00eb fraksion t\u00eb fatur\u00ebs financiare, ashtu si fsheh koston e v\u00ebrtet\u00eb ekonomike t\u00eb k\u00ebsaj tragjedie me p\u00ebrmasa komb\u00ebtare. D\u00ebmi i shkaktuar i kalon ato t\u00eb paraqitura n\u00eb fatur\u00ebn financiare, ofruar nga qeveria pas nj\u00eb inspektimi sip\u00ebrfaq\u00ebsor: thjesht si ara, sht\u00ebpi dhe orendi t\u00eb d\u00ebmtuara apo dhe disa krer\u00eb bag\u00ebti. Qeveria nuk ka pse pret p\u00ebrmbytjen e radh\u00ebs p\u00ebr t\u00eb b\u00ebr\u00eb publik standardin minimal q\u00eb duhet t\u00eb miratoj\u00eb p\u00ebr d\u00ebmshp\u00ebrblimet p\u00ebr banor\u00ebt n\u00eb Shkod\u00ebr.<\/p>\n<p>Ndon\u00ebse, qeveria akoma nuk ka dh\u00ebn\u00eb transparenc\u00eb p\u00ebr m\u00ebnyr\u00ebn e vler\u00ebsimit t\u00eb d\u00ebmeve n\u00eb Shkod\u00ebr (edhe pas paket\u00ebs s\u00eb propozuar nga PS q\u00eb n\u00eb Dhjetor t\u00eb 2010!), koha nuk pret p\u00ebr njer\u00ebzit e l\u00ebn\u00eb n\u00eb balt\u00eb nga shteti ne veri t\u00eb vendit. D\u00ebmshp\u00ebrblimet duhet t\u00eb fillojn\u00eb tani, para ndonj\u00eb situate tjet\u00ebr \u201cemergjence t\u00eb paralajm\u00ebruar\u201d. Sa m\u00eb shum\u00eb kalon koha, aq m\u00eb e v\u00ebshtir\u00eb b\u00ebhet rivendosja e normalitetit n\u00eb jet\u00ebn e k\u00ebtyre banor\u00ebve; aq m\u00eb e v\u00ebshtir\u00eb b\u00ebhet rivendosja e besimit t\u00eb qytetar\u00ebve n\u00eb gjith\u00eb vendin.<\/p>\n<p>Parametra standard vler\u00ebsimi minimal (vler\u00ebsimi n\u00eb terren t\u00eb nis\u00eb nga kjo baz\u00eb):<\/p>\n<blockquote><p>\u2022 Sht\u00ebpi t\u00eb d\u00ebmtuara &#8211; 10.000 euro<br \/>\n\u2022 Biznes &#8211; 20.000 euro<br \/>\n\u2022 Bujq\u00ebsi &#8211; 5.000 euro\/ha<\/p><\/blockquote>\n<p>Qeveria nuk duhet t\u00eb kund\u00ebrshtoj\u00eb k\u00ebto shifra q\u00eb jan\u00eb humane dhe pran\u00eb realitetit t\u00eb hidhur q\u00eb vuajn\u00eb banor\u00ebt e Shkodr\u00ebs dhe m\u00eb gjer\u00eb. Me k\u00ebt\u00eb rast vendoset nj\u00eb standard jetese minimal m\u00eb njer\u00ebzor n\u00eb t\u00eb ardhmen, gjithashtu vendoset nj\u00eb pesh\u00eb reale mbi k\u00ebt\u00eb katastrof\u00eb q\u00eb t\u00eb mos p\u00ebrs\u00ebritet m\u00eb.
