Ka nevoj\u00eb p\u00ebr nj\u00eb drejtues q\u00eb \u00ebsht\u00eb mal\u00ebsor dhe njer\u00ebzor deri n\u00eb fund, ka nevoj\u00eb p\u00ebr bashkiak t\u00eb talentuar, mendjehapur dhe zem\u00ebrgjer\u00eb, p\u00ebr nj\u00eb njeri t\u00eb palodhur n\u00eb sh\u00ebrbim t\u00eb \u00e7do mal\u00ebsori. Un\u00eb do ju sh\u00ebrbej qytetar\u00ebve t\u00eb mi, t\u00eb gjith\u00ebve nj\u00ebsoj, pamvar\u00ebsisht bindjeve politike q\u00eb mund t\u00eb ken\u00eb, mund t\u00eb ken\u00eb patur, apo do t\u00eb ken\u00eb.<\/p>\n<p>Me nj\u00eb v\u00ebzhgim t\u00eb p\u00ebrgjithsh\u00ebm, leht\u00ebsisht mund t\u00eb konstatohet, se drejtimi vendor i derim\u00ebtanish\u00ebm i zon\u00ebs son\u00eb, nuk ka qen\u00eb rezultativ, produktiv, ai ka qen\u00eb shum\u00eb i vak\u00ebt dhe shum\u00eb larg pritshm\u00ebrive e vizionit t\u00eb vet\u00eb qytetar\u00ebve t\u00eb Mal\u00ebsis\u00eb s\u00eb Madhe.<\/p>\n<p>Qeverisja lokale e derim\u00ebtanishme, nuk i ka ndjekur qytetar\u00ebt, t\u00eb cil\u00ebt ve\u00e7 e ve\u00e7, kan\u00eb b\u00ebr\u00eb shum\u00eb m\u00eb shum\u00eb p\u00ebr zon\u00ebn, se sa vet\u00eb pushteti lokal p\u00ebr ta.<br \/>\nUn\u00eb s\u00eb bashku me stafin tim, do t\u00eb realizojm\u00eb nj\u00eb administrim efikas dhe modern, me koncepte bashk\u00ebkohore t\u00eb menaxhimit, gjithmon\u00eb deri n\u00eb kufinjt\u00eb e normave dhe hap\u00ebsirave, q\u00eb na lejon legjislacioni.<\/p>\n<p>Objektivi im themelor \u00ebsht\u00eb:<br \/>\n\u201c<strong>Bazuar n\u00eb traditat dhe vlerat m\u00eb t\u00eb mira, t\u00eb trash\u00ebguara nd\u00ebr breza, ta nxjerrim Mal\u00ebsin\u00eb e Madhe nga komplekset e provinc\u00ebs dhe t\u2019i japim asaj rolin q\u00eb meriton n\u00eb t\u00eb gjitha dimensionet e jet\u00ebs, rolin e nj\u00eb Bashkie t\u00eb kenun, me respekt e dinjitet.<\/strong>\u201d<\/p>\n<p>Ky \u00ebsht\u00eb DREJTIMI I DUHUR.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>ASPEKTE T\u00cb QEVERISJES S\u00cb BASHKIS\u00cb <\/strong><\/p>\n<p><strong>1. ADMINISTRIMI VENDOR <\/strong><\/p>\n<p>Pas reform\u00ebs territoriale, bashkia jon\u00eb rezulton t\u00eb shtrihet n\u00eb nj\u00eb territor homogjen, n\u00eb kuptim t\u00eb popullsis\u00eb, traditave dhe vlerave q\u00eb mbart.<\/p>\n<p>P\u00ebrfshirja e t\u00eb gjitha ish nj\u00ebsive administrative n\u00eb nj\u00eb t\u00eb vetme, rrit\u00ebn efektivitetin e menaxhimit t\u00eb burimeve dhe pun\u00ebve lokale, ndaj edhe strukturimi i drejtimit, do t\u00eb synoj\u00eb n\u00eb sa vijon:<\/p>\n<p>&#8211; P\u00ebrfshirjen n\u00eb administrat\u00ebn e bashkis\u00eb t\u00eb kapa-citeteve m\u00eb t\u00eb mira t\u00eb zon\u00ebs, t\u00eb gjith\u00eb atyre q\u00eb mendojn\u00eb se kan\u00eb aft\u00ebsi teknike dhe menaxheriale n\u00eb pun\u00ebt e komunitetit, do u jepet mund\u00ebsi e barabart\u00eb, p\u00ebr t\u00eb dh\u00ebn\u00eb kontributin n\u00eb t\u00eb gjitha fushat e drejtimit.<\/p>\n<p>&#8211; Me synim p\u00ebrmir\u00ebsimin e sh\u00ebrbimeve ndaj qyte-tar\u00ebve, pamvar\u00ebsisht se komunat ekzistuese nuk jan\u00eb pjes\u00eb e struktur\u00ebs, sh\u00ebrbimi nuk do t\u00eb mungoj\u00eb edhe n\u00eb fshatin m\u00eb t\u00eb thell\u00eb t\u00eb Bashkis\u00eb, nd\u00ebr t\u00eb tjera kjo do t\u00eb realizohet edhe me an\u00eb t\u00eb dixhitalizimit t\u00eb t\u00eb gjitha nj\u00ebsive bashkiake.<\/p>\n<p>&#8211; T\u00ebrheqja e qytetar\u00ebve n\u00eb vendim-marrje, me an\u00eb t\u00eb referendumeve lokale, kur ato t\u00eb jen\u00eb t\u00eb nevojshme, por edhe n\u00eb t\u00eb gjitha format e tjera t\u00eb konsultimit. Kjo p\u00ebr \u00e7\u00ebshtjet m\u00eb t\u00eb r\u00ebnd\u00ebsishme dhe q\u00eb prekin t\u00eb gjith\u00eb Bashkin\u00eb, apo zona e nj\u00ebsi t\u00eb ve\u00e7anta t\u00eb saj.<br \/>\n&#8211; Trajtimi i nj\u00ebllojt\u00eb i t\u00eb gjitha zonave, n\u00eb kuptim t\u00eb politikave dhe financimit t\u00eb projekteve, bazuar n\u00eb nevojat dhe mund\u00ebsit\u00eb konkrete, pamvar\u00ebsisht af\u00ebrsis\u00eb me qendr\u00ebn.<\/p>\n<p>&#8211; N\u00eb struktur\u00ebn e Bashkis\u00eb, do t\u2019i kushtoj r\u00ebnd\u00ebsi t\u00eb ve\u00e7ant\u00eb hapjes s\u00eb zyr\u00ebs s\u00eb trajtimit t\u00eb k\u00ebrkesave dhe ankesave t\u00eb qytetar\u00ebve, do p\u00ebrcaktohen rregulla dhe afate strikte p\u00ebr shqyrtimin e tyre. P\u00ebrmir\u00ebsimi i cil\u00ebsis\u00eb s\u00eb sh\u00ebrbimit p\u00ebr t\u00eb gjitha llojet e sh\u00ebrbimeve q\u00eb ofron bashkia, do t\u00eb jet\u00eb p\u00ebrpar\u00ebsi.<\/p>\n<p>&#8211; Krijimi i departamentit t\u00eb zhvillimit t\u00eb zon\u00ebs, me objektiva t\u00eb mir\u00eb-p\u00ebrcaktuara, kryesisht hartimin e projekteve konkrete dhe dh\u00ebnien e rekomandimeve p\u00ebr burimet e financimit, do t\u00eb jet\u00eb p\u00ebrpar\u00ebsi.<\/p>\n<p>&#8211; Rishikimi i sistemit t\u00eb taksave lokale, me synim uljen, ku t\u00eb jet\u00eb e mundur, dhe mir\u00eb-administrimin e tyre. Do t\u00eb shfryt\u00ebzohen t\u00eb gjitha mund\u00ebsit\u00eb ligjore p\u00ebr burime financiare, kjo me q\u00ebllim b\u00ebrjen t\u00eb mundur t\u00eb realizimit t\u00eb projekteve tona, q\u00eb p\u00ebr hir t\u00eb s\u00eb v\u00ebrtet\u00ebs, jan\u00eb shum\u00eb ambicioze. Burime financiare t\u00eb tilla, krahas taksave lokale dhe donacioneve t\u00eb qeverisjes q\u00ebndrore, do t\u00eb p\u00ebrq\u00ebndrohemi tek Tonin Marinaj, Mal\u00ebsi e Madhe<\/p>\n<p>a. donacionet e huaja,<br \/>\nb. donacione nga komuniteti yn\u00eb jasht\u00eb vendit,<br \/>\nkurse n\u00eb raste t\u00eb projekteve me kthyeshm\u00ebri n\u00eb investim, mund t\u00eb p\u00ebrdorim ndoshta p\u00ebr her\u00eb t\u00eb par\u00eb, edhe obligacionet e qeveris\u00eb vendore.<\/p>\n<p>&#8211; Administrimi i pronave t\u00eb bashkis\u00eb, dh\u00ebnia mund\u00ebsi t\u00eb gjith\u00eb qytetar\u00ebve, q\u00eb nj\u00eb m\u00ebnyr\u00eb t\u00eb nj\u00ebllojt\u00eb t\u00eb p\u00ebrfitojn\u00eb prej tyre.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>2. ADMINISTRIMI I TERRITORIT <\/strong><\/p>\n<p><strong>2.1 Hartimi i planit t\u00eb zhvillimit urban p\u00ebr t\u00eb gjith\u00eb zon\u00ebn<\/strong><br \/>\nMe synim ndalimin e zhvillimit kaotik t\u00eb hap\u00ebsirave urbane e rurale t\u00eb bashkis\u00eb son\u00eb, si dhe p\u00ebr t\u00eb krijuar nj\u00eb ambjent m\u00eb t\u00eb mir\u00eb jetese p\u00ebr qytetar\u00ebt, sot dhe n\u00eb t\u00eb ardhmen, por edhe p\u00ebr t\u00eb krijuar nj\u00eb ambjent ekonomik t\u00eb q\u00ebndruesh\u00ebm e cil\u00ebsor. Me t\u00eb filluar nga puna n\u00eb Bashki, me transparenc\u00eb t\u00eb plot\u00eb, do t\u00eb kontraktojm\u00eb studio prestigjioze dhe t\u00eb kualifikuara me q\u00ebllim t\u00eb:<\/p>\n<p>2.1.1 Hartimit t\u00eb planit rregullues p\u00ebr t\u00eb gjith\u00eb Mal\u00ebsin\u00eb e Madhe.<\/p>\n<p>2.1.2 Urbanizimin e qytetit t\u00eb Koplikut, si qend\u00ebr administrative e Bashkis\u00eb ton\u00eb, kurse qyteza e Bajz\u00ebs t\u00eb konceptohet, nd\u00ebr t\u00eb tjera si qend\u00ebr e kultur\u00ebs dhe traditave kulturore e historike p\u00ebr krahin\u00ebn ton\u00eb.<\/p>\n<p>2.1.3 Brenda mandatit 4 vje\u00e7ar, do t\u00eb b\u00ebhet rre-gullimi dhe sistemimi i t\u00eb gjitha qendrave t\u00eb nj\u00ebsive bashkiake.<\/p>\n<p>2.1.4 Do t\u00eb sistemohen dhe mir\u00ebmbahen rrug\u00ebt ekzistuese, q\u00eb lidhin nj\u00ebsit\u00eb administrative me qendr\u00ebn e bashkis\u00eb. Brenda mund\u00ebsive, sipas planit t\u00eb detajuar p\u00ebr \u00e7do fshat dhe nj\u00ebsi, do t\u00eb hartohet plani i asfaltimit t\u00eb rrug\u00ebve, nj\u00eb pjes\u00eb e mir\u00eb e t\u00eb cilave do t\u00eb realizohen brenda 4 vje\u00e7arit.<\/p>\n<p>2.1.5 Tregjet n\u00eb Koplik, por edhe n\u00eb zona t\u00eb tjera, do t\u00eb jen\u00eb t\u00eb disiplinuara dhe me standarte t\u00eb vendeve t\u00eb BE-s\u00eb, kjo do t\u00eb realizohet brenda 2 vje\u00e7arit t\u00eb par\u00eb t\u00eb mandatit.<\/p>\n<p>2.1.6 Krahas zon\u00ebs s\u00eb lir\u00eb ekonomike t\u00eb bashkis\u00eb Mal\u00ebsi e Madhe, tashm\u00eb t\u00eb miratuar nga Qeveria Shqiptare, e cila do t\u00eb konsiderohet n\u00eb hartimin e planit rregullues, do t\u00eb mir\u00eb-p\u00ebrcaktohen edhe vende t\u00eb tjera zhvillimi p\u00ebr industrin\u00eb dhe sh\u00ebrbimet.<\/p>\n<p>2.1.7 Do t\u00eb k\u00ebrkojm\u00eb, q\u00eb t\u00eb konsiderohen nd\u00ebrtimet e deritanishme, deri n\u00eb shkall\u00ebn maksimale, do t\u00eb mb\u00ebshtesim pa rezerva pro\u00e7esin e legalizimeve &#8211; kjo e shoq\u00ebruar me urbanizimin.<\/p>\n<p>2.1 Kanalizimet e uj\u00ebrave t\u00eb bardha e t\u00eb zeza, n\u00eb t\u00eb gjitha zonat do t\u00eb p\u00ebrmir\u00ebsohen ose nd\u00ebrtohen aty ku mungojn\u00eb, do t\u00eb hartojm\u00eb projekt p\u00ebr p\u00ebrpunimin e uj\u00ebrave t\u00eb zeza me q\u00ebllim, q\u00eb t\u00eb mos derdhen n\u00eb Liqen.<\/p>\n<p>2.2 P\u00ebr administrimin e integruar t\u00eb mbetjeve urbane, krahas projekteve p\u00ebr caktimin e pikave t\u00eb grumbullimit n\u00eb t\u00eb gjitha zonat e banuara, do i japim p\u00ebrpar\u00ebsi zonave me prioritet turizmin si: Bregu i liqenit, Razma, Boga, L\u00ebpusha, Fush\u00eb Zeza, Troshani, Vermoshi etj. P\u00ebrve\u00e7 k\u00ebsaj, do t\u00eb caktohet dhe nd\u00ebrtohet nj\u00eb landfill (fush\u00eb e p\u00ebrpunimit t\u00eb mbetjeve urbane), p\u00ebr t\u00eb gjith\u00eb bashkin\u00eb ton\u00eb.<\/p>\n<p>2.3 N\u00eb procesin e miratimit t\u00eb planit rregullues, do t\u00eb ket\u00eb transparenc\u00eb, profesionaliz\u00ebm, p\u00ebrkushtim. Nd\u00ebrsa n\u00eb procesin e dh\u00ebnj\u00ebs s\u00eb lejeve zhvillimore dhe t\u00eb nd\u00ebrtimit, do ket\u00eb rigorozitet n\u00eb zbatimin e ligjeve dhe afateve, nuk do t\u00eb ket\u00eb asnj\u00eb sorollatje burrokratike apo abuzive, administrata e bashkis\u00eb do jet\u00eb pa rezerva, n\u00eb sh\u00ebrbim t\u00eb qytetar\u00ebve t\u00eb vet.<\/p>\n<p>2.4. Do t\u00eb shikojm\u00eb mund\u00ebsit\u00eb p\u00ebr krijimin e nj\u00eb Qendre treg\u00ebtare moderne n\u00eb qytetin e Koplikut.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>3. ARSIMI <\/strong><\/p>\n<p>Mal\u00ebsia e Madhe ka sot gjithsej 5,583 nx\u00ebn\u00ebs; nga t\u00eb cil\u00ebt n\u00eb arsimin 9-vje\u00e7ar 3,749 nx\u00ebn\u00ebs, n\u00eb arsimin e mes\u00ebm 1,169 nx\u00ebn\u00ebs, nd\u00ebrsa f\u00ebmij\u00eb parashkollor\u00eb 665.<\/p>\n<p>3.1 Me synim krijimin e ambjenteve bashk\u00ebkohore t\u00eb m\u00ebsimdh\u00ebnies, gjat\u00eb 4 vje\u00e7arit, do t\u00eb mund\u00ebsojm\u00eb nd\u00ebrtimin e nj\u00eb shkolle t\u00eb re 9-vje\u00e7are n\u00eb Koplik. Kjo q\u00eb t\u00eb b\u00ebhet e mundur, q\u00eb m\u00ebsimi n\u00eb Gjimnazin \u201cSherif Hoxha\u201d por edhe n\u00eb shkoll\u00ebn 9 vje\u00e7are t\u00eb realizohet vet\u00ebm paradite. Edhe n\u00eb shkoll\u00ebn e Vrak\u00ebs do b\u00ebhet e mundur, q\u00eb brenda 4 vje\u00e7arit, m\u00ebsimi t\u00eb realizohet vet\u00ebm paradite.<\/p>\n<p>3.2 Mir\u00ebmbajtja, rikonstruksioni, plot\u00ebsimi i baz\u00ebs materiale dhe kushteve optimale n\u00eb t\u00eb gjitha shkollat e bashkis\u00eb ton\u00eb, do t\u00eb jet\u00eb tjet\u00ebr prioritet.<\/p>\n<p>3.3 Me kalimin e kompetencave m\u00eb t\u00eb m\u00ebdha n\u00eb bashki, si\u00e7 edhe parashikohet, do t\u00eb synojm\u00eb uljen e numrit t\u00eb nx\u00ebn\u00ebsve n\u00eb klasa, n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb mos ket\u00eb klasa t\u00eb arsimit fillor me m\u00eb shum\u00eb se 25 nx\u00ebn\u00ebs, dhe n\u00eb arsimin e mes\u00ebm, jo m\u00eb shum\u00eb se 30 nx\u00ebn\u00ebs p\u00ebr klas\u00eb. Prind\u00ebrit do t\u00eb t\u00ebrhiqen n\u00eb vendim-marrjen e shkollave, kjo do t\u00eb jet\u00eb n\u00eb v\u00ebmendjen ton\u00eb, pasi e konsiderojm\u00eb si t\u00eb r\u00ebnd\u00ebsishme, p\u00ebr mbar\u00ebvajtjen dhe rritjen e cil\u00ebsis\u00eb s\u00eb m\u00ebsimit.<\/p>\n<p>3.4 Bashkia, n\u00eb bashk\u00ebpunim me qeverin\u00eb qend-rore, do t\u00eb arrij\u00eb q\u00eb p\u00ebr f\u00ebmij\u00ebt jetim\u00eb dhe familjet n\u00eb nevoj\u00eb, t\u00eb p\u00ebrballoj\u00eb n\u00eb mas\u00ebn 100% t\u00eb financimit t\u00eb teksteve shkollore.<br \/>\n3.5 Arsimi profesional \u00ebsht\u00eb konsideruar edhe nga qeverisja qendrore, si p\u00ebrpar\u00ebsi. Bashkia do e mb\u00ebshtes\u00eb at\u00eb, duke hapur si fillim klasa profesionale, si n\u00eb fush\u00ebn e teknikave buq\u00ebsore e blegtorale, hidraulike, elektrike etj.<\/p>\n<p>3.6 Do t\u00eb mund\u00ebsojm\u00eb bursa falas p\u00ebr nx\u00ebn\u00ebsit m\u00eb t\u00eb dalluar t\u00eb gjimnazeve dhe shkollave t\u00eb mesme t\u00eb bashkis\u00eb son\u00eb.<\/p>\n<p>3.7 Do t\u00eb shohim mund\u00ebsin\u00eb e sigurimit t\u00eb trans-portit t\u00eb m\u00ebsues\u00ebve dhe nx\u00ebn\u00ebsve p\u00ebr zonat e thella t\u00eb bashkis\u00eb.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>4. N\u00eb mir\u00ebmabjtjen dhe pajisjen e ambulancave, do konsiderohet edhe fakti q\u00eb n\u00eb nj\u00eb pjes\u00eb e zonave t\u00eb bashkis\u00eb, gjat\u00eb periudh\u00ebs s\u00eb dimrit v\u00ebshtir\u00ebsohet l\u00ebvizja, kurse gjat\u00eb periudhave t\u00eb tjera, p\u00ebr shkak t\u00eb zhvillimit t\u00eb turizmit, shtohet numri i personave, q\u00eb kan\u00eb nevoj\u00eb p\u00ebr sh\u00ebrbim sh\u00ebndet\u00ebsor.<\/p>\n<p>4.3 Fatkeq\u00ebsisht, p\u00ebr shkak t\u00eb mungesave t\u00eb personelit, n\u00eb Spitalin e Koplikut, nuk funksionon sh\u00ebrbimi ambulator. Me q\u00ebllim eleminimin e k\u00ebsaj mang\u00ebsie, me mb\u00ebshtetjen e Qeveris\u00eb dhe t\u00eb Fondit p\u00ebr sh\u00ebndet\u00ebsin\u00eb, ne do t\u00eb synojm\u00eb, q\u00eb n\u00eb k\u00ebt\u00eb spital, \u00e7do dit\u00eb pune t\u00eb jav\u00ebs, t\u00eb sjellim specialist\u00eb nga Spitali Rajonal i Shkodr\u00ebs, q\u00eb t\u00eb ofrohet sh\u00ebrbimi n\u00eb nj\u00eb apo m\u00eb shum\u00eb specialitete.<\/p>\n<p>4.4 Tek bashkia jon\u00eb, ndryshe nga deri m\u00eb sot, qytetar\u00ebt do t\u00eb gjejn\u00eb mb\u00ebshtetje edhe p\u00ebr rastet kur kan\u00eb nevoja sh\u00ebndet\u00ebsore t\u00eb ve\u00e7anta. NXITJA E ZHVILLIMIT N\u00cb BASHKI <\/strong><\/p>\n<p><strong>A) Turizmi <\/strong><br \/>\n5.a.1) Turizmi Malor (Razma, Boga, Vermoshi Lepusha, Fush\u00eb Zeza, etj.), do t\u00eb mb\u00ebshtesim zhvillimin e tyre, kjo edhe n\u00eb kuad\u00ebr t\u00eb planit p\u00ebr zhvillimin e Alpeve t\u00eb Shqip\u00ebris\u00eb, ku m\u00eb shum\u00eb se 70 % e zonave turistike malore t\u00eb Alpeve t\u00eb Shqip\u00ebrise, shtrihen n\u00eb zon\u00ebn e Mal\u00ebsis\u00eb s\u00eb Madhe. Projekti i zhvillimit t\u00eb turizmit n\u00eb k\u00ebto zona, do t\u00eb realizohet n\u00eb bashk\u00ebpunim me qeverisjen qendrore dhe partner\u00ebt e huaj, si dhe biznesin privat.<\/p>\n<p>5.a.2) Rritja e kapaciteteve t\u00eb akomodimit t\u00eb turist\u00ebve. Do t\u00eb mb\u00ebshtesim projekte, si dhe do t\u00eb ofrojm\u00eb t\u00eb gjitha leht\u00ebsirat tona, me q\u00ebllim q\u00eb t\u00eb krijohen ambjente t\u00eb reja dhe bashk\u00ebkohore, p\u00ebr akomodimin e turist\u00ebve vendas e t\u00eb huaj.<\/p>\n<p>5.a.3) Fushat e skive n\u00eb Vermosh &#8211; k\u00ebt\u00eb do t\u00eb synojm\u00eb ta realizojm\u00eb n\u00eb partneritet me biznesin privat, vendas apo t\u00eb huaj.<\/p>\n<p>5.a.4) Turizmi familjar do t\u00eb realizohet n\u00ebp\u00ebrmjet mb\u00ebshtetjes bashkiake, por edhe n\u00eb koordinim me agjensit\u00eb shtet\u00ebrore dhe private, me q\u00ebllim q\u00eb p\u00ebr banor\u00ebt e zonave turistike malore, t\u00eb jepen kredi t\u00eb buta, p\u00ebr t\u00eb plot\u00ebsuar kushtet optimale, lidhur me akomodimin e turist\u00ebve, t\u00eb cil\u00ebt preferojn\u00eb turizmin familjar, vendas apo t\u00eb huaj qofshin ata.<\/p>\n<p>5.a.5) Hart\u00ebzimi i zonave turistike, bashkia do t\u00eb hartoj\u00eb guida turistike p\u00ebr t\u00eb gjitha zonat, do t\u00eb p\u00ebrcaktoj\u00eb guidat e lejueshme, kjo me q\u00ebllim mbrojtjen e flor\u00ebs dhe faun\u00ebs. Do t\u00eb p\u00ebrcaktojm\u00eb sinjalistik\u00ebn e nevojshme p\u00ebr rrug\u00ebt e k\u00ebmb\u00ebsor\u00ebve, bi\u00e7ikletave, etj.<\/p>\n<p>5.a1.1. Turzimi Liqenor. Nd\u00ebrtimi i Rrug\u00ebs s\u00eb bregut t\u00eb liqenit t\u00eb Shkodr\u00ebs n\u00eb t\u00eb gjith\u00eb gjat\u00ebsin\u00eb e tij, n\u00eb shtrirjen e territorit t\u00eb Mal\u00ebsis\u00eb s\u00eb Madhe, rruga do t\u00eb jet\u00eb me vend ecje dhe vrapimi p\u00ebr k\u00ebmb\u00ebsor\u00ebt, p\u00ebr ecje dhe sh\u00ebtitje me bi\u00e7ikleta dhe p\u00ebr automjetet. Nxitja e bashk\u00ebpunimit me institucionet e Ministris\u00eb s\u00eb Kultur\u00ebs, lidhur me:<br \/>\na) k\u00ebrkimet arkeologjike n\u00eb Marshej, rritjen e interesit dhe b\u00ebrjen t\u00eb vizitueshme n\u00eb harkun kohor t\u00eb 4 vje\u00e7arit.<\/p>\n<p>b) konkursi i bukuris\u00eb (logu i bjeshk\u00ebve) do t\u00eb zgjerohet duke t\u00ebrhequr pjes\u00ebmarrje t\u00eb zonave shqiptare t\u00eb Malit t\u00eb Zi, Pej\u00ebs n\u00eb Kosov\u00eb dhe Tropoj\u00ebs, historikisht pjes\u00eb, apo t\u00eb lidhura me Mal\u00ebsin\u00eb e Madhe.<\/p>\n<p><strong>B) Ekonomia Buq\u00ebsore<\/strong><br \/>\nMegjith\u00ebse \u00ebsht\u00eb zon\u00eb kryesisht rurale, p\u00ebr arsye t\u00eb ngastrave t\u00eb vogla n\u00eb zonat malore, dhe t\u00eb cop\u00ebtimit dhe z\u00ebnies me nd\u00ebrtime t\u00eb zonave fushore, sip\u00ebrfaqja n\u00eb dispozicion t\u00eb bujq\u00ebsis\u00eb \u00ebsht\u00eb relativisht e vog\u00ebl dhe bujq\u00ebsia \u00ebsht\u00eb ekstensive. N\u00eb k\u00ebt\u00eb drejtim kemi shum\u00eb p\u00ebr t\u00eb b\u00ebr\u00eb, si fillim brenda mandatit ton\u00eb do t\u00eb b\u00ebjm\u00eb t\u00eb mundshme shfryt\u00ebzimin e potencialeve ujit\u00ebse n\u00eb mas\u00ebn 100%, por do t\u00eb vendosim n\u00eb objektivat tona edhe rritjen e k\u00ebtij potenciali. Mir\u00eb-menaxhimi i burimeve ujore dhe mir\u00eb-p\u00ebrdorimi i ujit, do t\u00eb jet\u00eb nj\u00eb p\u00ebrpar\u00ebsi e r\u00ebnd\u00ebsishme p\u00ebr stafin e ardhsh\u00ebm t\u00eb bashkis\u00eb.<\/p>\n<p>5.b.2) N\u00eb zonat fushore, ku t\u00eb jet\u00eb e mundur, do t\u00eb nxisim pro\u00e7esin e bashk\u00ebpunimit nd\u00ebrmjet fermer\u00ebve, me q\u00ebllim krijimin e kushteve p\u00ebr intensifikimin e bujq\u00ebsis\u00eb, pasi do t\u00eb sillte kosto m\u00eb t\u00eb ul\u00ebt prodhimi, produkte m\u00eb cil\u00ebsore dhe m\u00eb t\u00eb larta, si dhe mund\u00ebsi e organizuar e shitjes s\u00eb produkteve.<\/p>\n<p>5.b.3) N\u00eb bashkin\u00eb ton\u00eb, do t\u00eb krijohet nj\u00eb struktur\u00eb e ve\u00e7ant\u00eb, e specializuar dhe q\u00eb do t\u00eb jet\u00eb p\u00ebrgjegj\u00ebse p\u00ebr kordinimin e mbjelljeve p\u00ebr bim\u00ebt bujq\u00ebsore, bim\u00eb medicinale dhe eterovajore.
