Nd\u00ebr objektivat e tij projekt-ligji rradhit pak\u00ebsimin e gazrave me efekt serr\u00eb, pak\u00ebsimin e importit t\u00eb burimeve fosile, p\u00ebrdorimin m\u00eb ekonomik t\u00eb burimeve natyrore etj.<\/p>\n<p>Ligji p\u00ebrcakton p\u00ebr qeverin\u00eb detyrimin q\u00eb t\u00eb aprovoj\u00eb nj\u00eb objektiv komb\u00ebtar t\u00eb pjes\u00ebs s\u00eb energjis\u00eb s\u00eb rinovueshme n\u00eb totalin e energjis\u00eb s\u00eb konsumuar, p\u00ebr tu arritur deri n\u00eb vitin 2020. K\u00ebshilli ministror i Traktatit t\u00eb Energjis\u00eb, n\u00eb tetor 2012 aprovoi p\u00ebr Shqip\u00ebrin\u00eb nj\u00eb objektiv p\u00ebr energjit\u00eb e rinovueshme prej 38%. Ky objektiv pritet tani t\u00eb zyrtarizohet me vendim qeverie pas aprovimit t\u00eb projekt-ligjit p\u00ebr energjit\u00eb e rinovueshme.<\/p>\n<p>Objektivi \u00ebsht\u00eb shum\u00eb ambicioz, n\u00ebse kemi parasysh se pjesa e energjive t\u00eb rinovueshme sot \u00ebsht\u00eb 29%. Pra brenda vet\u00ebm 7 vitesh Shqip\u00ebria do duhet t\u00eb rris\u00eb me 9% pjes\u00ebn e burimeve t\u00eb rinovueshme. P\u00ebr t\u00eb arritur k\u00ebt\u00eb objektiv do t\u00eb aprovohet dhe nj\u00eb plan komb\u00ebtar i energjive t\u00eb rinovueshme.<\/p>\n<p>Brenda 12 muajve nga hyrja n\u00eb fuqi e ligjit qeveria duhet t\u00eb krijoj\u00eb nj\u00eb fond komb\u00ebtar t\u00eb energjive t\u00eb rinovueshme, i cili do t\u00eb financoj\u00eb aktivitete q\u00eb do t\u00eb promovojn\u00eb shfryt\u00ebzimin e burimeve t\u00eb rinovueshme t\u00eb energjis\u00eb.<\/p>\n<blockquote><p>&#8220;<em>Kriza ekonomike q\u00eb filloi n\u00eb vitin 2007-2008 ka qen\u00eb sa e parashikueshme aq dhe e pashmangshme. Kjo kriz\u00eb sh\u00ebnon nj\u00eb kthes\u00eb t\u00eb thell\u00eb, t\u00eb p\u00ebrhershme pas disa dekadash zhvillim- pas nj\u00eb periudhe kur ekonomist\u00ebt p\u00ebrhap\u00ebn mend\u00ebsin\u00eb e gabuar se rritja ekonomike e vazhdueshme \u00ebsht\u00eb e nevojshme dhe e mundur p\u00ebr tu arritur<\/em>.&#8221; <strong>Richard Heinberg<\/strong><\/p><\/blockquote>\n<p>Operatori i Sistemit t\u00eb Transmetimit do jet\u00eb i detyruar t\u00eb blej\u00eb energjin\u00eb e prodhuar nga prodhuesit e energjis\u00eb s\u00eb rinovueshme me p\u00ebrpar\u00ebsi, dhe kjo energji do t\u00eb blihet me \u00e7mim t\u00eb rregulluar nga ERE. \u00c7mimi do t\u00eb jet\u00eb i fiksuar p\u00ebr 15 vjet, duke u rregulluar p\u00ebr inflacionin \u00e7do vit. Leht\u00ebsohen nga TVSH-ja dhe taksat e importit vet\u00ebm panelet diellore termike. Panelet fotovoltaike kan\u00eb p\u00ebrpar\u00ebsin\u00eb teknologjike t\u00eb prodhimit t\u00eb elektricitetit n\u00eb krahasim me panelet diellore termike. Ky elektricitet mund t\u00eb shitet n\u00eb rrjetin e OST-s\u00eb kur impianti prodhon tepric\u00eb energjie.<\/p>\n<p>Panelet PV jan\u00eb potencialisht t\u00eb instalueshme n\u00eb \u00e7do cep t\u00eb Shqip\u00ebris\u00eb, nga investitor\u00eb t\u00eb m\u00ebdhenj dhe t\u00eb vegj\u00ebl, n\u00eb qytet dhe n\u00eb fshat, ndryshe nga turbinat e er\u00ebs q\u00eb vendosen vet\u00ebm n\u00eb zona rurale, dhe ndryshe nga HEC-et q\u00eb vendosen vet\u00ebm mbi lumenj.Shqip\u00ebria ka nj\u00eb zhvillim shum\u00eb t\u00eb nj\u00ebansh\u00ebm t\u00eb HEC-eve, kur \u00ebsht\u00eb vend i pasur me energji diellore kurse ndryshimet klimatike parashikohet t\u00eb sjellin shkret\u00ebtirizim t\u00eb vendit. Kjo vart\u00ebsi e nj\u00ebanshme nga HEC-et mund t\u00eb dob\u00ebsohet duke krijuar leht\u00ebsira tatimore p\u00ebr panelet PV.<\/p>\n<p>N\u00eb vitin 2007-2011 Shqip\u00ebria ka importuar vet\u00ebm 750,000 USD panele fotovoltaike, nj\u00eb vler\u00eb qesharake po ta krahasojm\u00eb me importet e vendeve t\u00eb tjera t\u00eb rajonit si Mali i Zi, Maqedonia, Bullgaria, Rumania, Greqia.<\/p>\n<p>Nga databaza statistikore e OKB-s\u00eb dhe t\u00eb dh\u00ebnat e GDP-s\u00eb t\u00eb secilit vend, gjejm\u00eb se pjesa e GDP-s\u00eb q\u00eb Shqip\u00ebria i kushton importit t\u00eb paneleve fotovoltaike mesatarisht \u00e7do vit p\u00ebr periudh\u00ebn 2007-2011, \u00ebsht\u00eb vet\u00ebm sa 19% e asaj q\u00eb Mali i Zi shpenzon, sa 5% e importeve t\u00eb Rumanis\u00eb, 1.3% e importeve t\u00eb Greqis\u00eb, 0.2 % e importeve t\u00eb Bullgaris\u00eb dhe 6% e importeve t\u00eb Maqedonis\u00eb (t\u00eb llogaritura k\u00ebto si pjes\u00eb e GDP-s\u00eb mesatare nominale t\u00eb secilit vend).<\/p>\n<p>Ndryshe nga HEC-et, aq t\u00eb preferuara nga qeveria, panelet fotovoltaike zakonisht jan\u00eb me kapacitet m\u00eb t\u00eb ul\u00ebt, me vler\u00eb m\u00eb t\u00eb vog\u00ebl dhe nuk jepen me kon\u00e7esion, sepse nd\u00ebrtohen mbi prona private. Investitori nuk ka nevoj\u00eb t\u00eb trokas\u00eb e lutet n\u00eb zyra burokratike p\u00ebr leje, autorizime, \u00e7ertifikata etj. etj., dhe as t\u00eb jap\u00eb rryshfet.<\/p>\n<p>Kur shpenzohen vet\u00ebm 150 mij\u00eb dollar\u00eb n\u00eb vit p\u00ebr panele PV, harxhohen me miliarda lek p\u00ebr t\u00eb zgjeruar rrug\u00eb e nd\u00ebrtuar autostrada, infrastruktur\u00eb e energjive jo t\u00eb rinovueshme, e burimeve fosile.<\/p>\n<p>Burimet fosile jan\u00eb burim i fund\u00ebm, q\u00eb po nxirren e shfryt\u00ebzohen me kosto gjithmon\u00eb e m\u00eb t\u00eb lart\u00eb sociale dhe ekonomike. Politika europiane n\u00ebp\u00ebrmjet strategjis\u00eb energjitike 2050 e ka b\u00ebr\u00eb t\u00eb qart\u00eb synimin p\u00ebr nd\u00ebrprerjen e vart\u00ebsis\u00eb prej tyre.<\/p>\n<p>Shqip\u00ebria duhet t\u00eb ndryshoj\u00eb struktur\u00ebn e investimeve t\u00eb saj larg burimeve fosile dhe drejt shum\u00ebllojshm\u00ebris\u00eb s\u00eb energjive t\u00eb rinovueshme. Ligji i ri p\u00ebr energjit\u00eb e rinovueshme \u00ebsht\u00eb nj\u00eb hap drejt k\u00ebtij tranzicioni, por nuk mjafton.
