K\u00ebshtu m\u00eb 20 shkurt n\u00eb Prishtin\u00eb, Ministrja e Kultur\u00ebs e Republik\u00ebs s\u00eb Shqip\u00ebris\u00eb, Mirela Kumbaro &#8211; Furxhi dhe Z\u00ebvend\u00ebskryeministri, nj\u00ebher\u00ebsh Minist\u00ebr i Kultur\u00ebs, Rinis\u00eb dhe Sportit i Republik\u00ebs s\u00eb Kosov\u00ebs, Kujtim Shala, n\u00ebnshkruan Protokollin e Bashk\u00ebpunimit n\u00eb fush\u00ebn e kultur\u00ebs, duke r\u00ebn\u00eb dakord p\u00ebr p\u00ebrfshirjen e aktiviteteve kulturore t\u00eb dy vendeve n\u00eb kuad\u00ebr t\u00eb Kalendarit t\u00eb P\u00ebrbashk\u00ebt Kulturor.<\/p>\n<p>K\u00ebshtu, Kosova dhe Shqip\u00ebria hyjn\u00eb n\u00eb vitin e dyt\u00eb t\u00eb bashk\u00ebpunimit me Kalendarin e P\u00ebrbashk\u00ebt Kulturor i cili vjen n\u00eb baz\u00eb t\u00eb Deklarat\u00ebs s\u00eb p\u00ebrbashk\u00ebt p\u00ebr bashk\u00ebpunim dhe partneritet strategjik nd\u00ebrmjet K\u00ebshillit t\u00eb Ministrave t\u00eb Republik\u00ebs s\u00eb Shqip\u00ebris\u00eb dhe Qeveris\u00eb s\u00eb Kosov\u00ebs.<br \/>\nNuk ka dilem\u00eb se n\u00ebnshkrimi i Protokollit paraqet nj\u00eb vazhdim\u00ebsi t\u00eb bashk\u00ebpunimit t\u00eb dy vendeve tona n\u00eb fush\u00ebn e kultur\u00ebs me synimin e avancimit dhe promovimit t\u00eb kultur\u00ebs komb\u00ebtare brenda hap\u00ebsir\u00ebs shqiptare duke e konsideruar si nxitje p\u00ebr veprimtari t\u00eb tjera n\u00eb nivel mbar\u00ebkomb\u00ebtar\u00eb, ku kultura duhet t\u00eb jet\u00eb model p\u00ebr t\u00eb tashm\u00ebn dhe t\u00eb ardhmen<\/p>\n<p>B\u00ebhet me dije se veprimtarit\u00eb e p\u00ebrbashk\u00ebta kulturore, sipas Kalendarit jan\u00eb n\u00eb fush\u00ebn e librit, t\u00eb teatrit, trash\u00ebgimis\u00eb, filmit, arteve muzikore e pamore etzj., qe mund\u00ebsojn\u00eb prezantimin, njohjen dhe vet\u00ebnjohjen shqiptare, qe paraqet nderim ndaj veprimtaris\u00eb kulturore komb\u00ebtare n\u00eb p\u00ebrgjith\u00ebsi.<\/p>\n<p>Nuk ka dilem\u00eb se nj\u00eb akt i till\u00eb \u00ebsht\u00eb p\u00ebr tu p\u00ebrsh\u00ebndetur, sepse \u00ebsht\u00eb n\u00eb favor t\u00eb bashk\u00ebpunimit nd\u00ebrshtet\u00ebror n\u00eb p\u00ebrgjith\u00ebsi dhe integrimit kulturor mabar\u00ebkomb\u00ebtar n\u00eb ve\u00e7anti.<\/p>\n<p>Por, me t\u00eb drejt b\u00ebh\u00ebt pyetja ku jan\u00eb shqiptar\u00ebt n\u00eb Mal t\u00eb Zi,Lugin\u00eb t\u00eb Preshev\u00ebs e Maqedoni, dhe pse ata nuk jan\u00eb pjes\u00eb e k\u00ebsaj marr\u00ebveshjeje. Mungesa e qasjes s\u00eb till\u00eb edhe p\u00ebr keto mjedise shqiptare, del qart\u00eb se kjo marr\u00ebveshje \u00ebsht\u00eb e mang\u00ebt dhe nuk mund t\u00eb gezoj\u00eb epitetin e sintagm\u00ebs mbar\u00ebkomb\u00ebtare. Pse ka munguar nj\u00eb qasje e till\u00eb nga ministrit\u00eb p\u00ebrkat\u00ebse nga Tirana e Prishtina, p\u00ebrgjigja duhet t\u00eb jepet pik\u00ebrisht nga k\u00ebta dy adresa..<\/p>\n<p>Mendoj se \u00ebsht\u00eb dashur n\u00eb m\u00ebnyr\u00eb taksative t\u00eb sh\u00ebnohen obligimet n\u00eb kalendarin kulturor, n\u00eb rastin konkret edhe p\u00ebr shqiptar\u00ebt n\u00eb Mal t\u00eb Zi. K\u00ebshtu shfaqje t\u00eb ndryshme nga teatri, ansamblet muzikore, apo ekspozitat e ndryshme artistike do t\u00eb ishin t\u00eb obligueshme t\u00eb paraqiten para shqiptar\u00ebve n\u00eb Mal t\u00eb Zi.<\/p>\n<p>Kujtojm\u00eb me ket\u00eb rast se gjat\u00eb ver\u00ebs n\u00eb Ulqin, organizohen veprimtari kulturore mbar\u00ebkokb\u00ebtare por edhe nd\u00ebrkomb\u00ebtare si\u00e7 jan\u00eb Panairi I librit, Festivali \u201cSkena verore\u201d dhe \u201cKalimera poetike\u201d. Ne k\u00ebto veprimtari por edhe t\u00eb tjera t\u00eb ve\u00e7anta, pjes\u00ebmarrja e ansambleve artistike, apo individ\u00ebve t\u00eb ndrysh\u00ebm do t\u00eb ishte e nevojshme, sepse si e till\u00eb ka mision t\u00eb dyfisht\u00eb(artistik dhe komb\u00ebtar).<\/p>\n<p>Me sa jam i informuar deri me tash nuk ka ekzistuar ndonj\u00eb interesim p\u00ebr ndonj\u00eb takim p\u00ebr \u00e7\u00ebshtje t\u00eb tilla as nga Prishtina apo Tirana, edhe pse p\u00ebrpjekjet tona nuk nuk kan\u00eb munguar. Por, duhet cekur se \u00e7do iniciativ\u00eb ne ket\u00eb aspekt, ishte jasht\u00eb ministrive p\u00ebrkat\u00ebse, pra me subjektet e ndryshme kulturore, p\u00ebr pjes\u00ebmarrje ne veprimtarit\u00eb kulturore n\u00eb Ulqin.<\/p>\n<p>Kujtojm\u00eb me ket\u00eb rast se ne Sken\u00ebn verore n\u00eb Ulqin ftohen dhe marrin pjes\u00eb vazhdimisht trupa teatrale nga Shqip\u00ebria e Kosova, por edhe piktor dhe grupe t\u00eb ndryshme muzikore.<br \/>\nDuke marr\u00eb parasysh se n\u00eb t\u00eb kaluar\u00ebn ka qen\u00eb e pamundur nj\u00eb angazhim konkret n\u00eb ket\u00eb drejtim sepse ishin rrethana t\u00eb tjera shoq\u00ebrore, tash n\u00eb pluraliz\u00ebm, pesha bie mbi institucionet p\u00ebrkat\u00ebse ne lidhje me bashk\u00ebpunimin ne ket\u00eb drejtim.<\/p>\n<p>Andaj, mendoj se ka ardhur koha p\u00ebr angazhim konkret ne ket\u00eb aspekt, sepse intergrimin kulturor nuk do t\u00eb na b\u00ebjn\u00eb t\u00eb tjer\u00ebt. Inicues t\u00eb k\u00ebsaj \u00e7\u00ebshtjeje duhet t\u00eb jet\u00eb Ministria e kultur\u00ebs e Republik\u00ebs s\u00eb Shqip\u00ebris\u00eb, sepse nj\u00eb veprim i till\u00eb \u00ebsht\u00eb obligim moral dhe komb\u00ebtar qe \u00ebsht\u00eb i mbeshtetur edhe n\u00eb nenin 8 t\u00eb Kushtetut\u00ebs s\u00eb Republik\u00ebs s\u00eb Shqip\u00ebris\u00eb.<\/p>\n<p>Anashkalimi i shqiptar\u00ebve n\u00eb Mal t\u00eb Zi, t\u00eb Lugin\u00ebs s\u00eb Preshev\u00ebs dhe ato n\u00eb Maqedoni, ndoshta nuk \u00ebsht\u00eb b\u00ebr\u00eb me qellim, por mungesa e k\u00ebsaj hap\u00ebsire kulturore ne kalendrin kulturor t\u00eb publikuar me 20 shkurt nuk arsyetohet m\u00eb asgj\u00eb.<\/p>\n<p>Ndryshimet ne ket\u00eb aspekt jan\u00eb t\u00eb nevojshme, e ate fillimisht n\u00eb institucionet p\u00ebrkat\u00ebse si n\u00eb Prishtin\u00eb ashtu edhe n\u00eb Tiran\u00eb., sepse n\u00ebse nuk angazhohemi vet n\u00eb ket\u00eb drejtim pun\u00ebt tona nuk do t\u00eb na I kryejn\u00eb t\u00eb tjer\u00ebt.<\/p>\n<p>Integrimi kulturor mbar\u00ebkomb\u00ebtar\u00eb duhet t\u00eb jet\u00eb mision par\u00ebsor p\u00ebr ministrit\u00eb p\u00ebrkat\u00ebse dhe institucionet shtet\u00ebrore, ku me nj\u00eb koordinim t\u00eb veprimeve nuk do t\u00eb mungojn\u00eb as rezultatet konkrete, por fillimisht duhet t\u00eb ndryshoj\u00eb qasja dhe mentaliteti i personave p\u00ebrgjegj\u00ebs n\u00eb institucionet p\u00ebrkat\u00ebse.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Diskursi kulturor (P\u00ebrkitazi n\u00eb lidhje me n\u00ebnshkrimin e kalendarit kulturor Shqip\u00ebri-Kosov\u00eb p\u00ebr vitin 2015) Dr. Nail Draga Dit\u00eb m\u00eb par\u00eb mediat elektronike dhe t\u00eb shkruara njoftuan se Kosova dhe Shqip\u00ebria do t\u00eb ken\u00eb nj\u00eb kalendar t\u00eb p\u00ebrbashk\u00ebt kulturor p\u00ebr vitin 2015.
