Kisha d\u00ebgjuar di\u00e7ka m\u00eb par\u00eb p\u00ebr nj\u00eb iniciativ\u00eb apo projekt regjistrimi sipas \u201cvullnetit t\u00eb lir\u00eb\u201d etnik e fetar t\u00eb popullsis\u00eb n\u00eb Shqip\u00ebri, por, duke e konsideruar si propagand\u00eb qeveritare, nuk e kisha besuar. Diku kalimthi kisha ndeshur edhe disa reagime kund\u00ebrshtuese, si ato t\u00eb z. S. Godos dhe z. P. Xhufit, por p\u00ebrs\u00ebri nuk m\u00eb ishte dukur e mjaftueshme p\u00ebr ta vler\u00ebsuar at\u00eb si nj\u00eb iniciativ\u00eb me potencialitet e probabilitet t\u00eb lart\u00eb realizimi, sidomos n\u00eb variantin e saj \u201ct\u00eb lir\u00eb\u201d t\u00eb vet\u00ebdeklarimit. Aq m\u00eb tep\u00ebr kur nj\u00eb gj\u00eb e till\u00eb, aspak e nevojshme dhe e detyrueshme n\u00eb rrafshin integrues evropian, n\u00eb thelbin e vet nuk duket se do t\u00eb rezultoj\u00eb ndopak efektive e realiste, madje, akoma m\u00eb keq, ka shanse q\u00eb t\u00eb mish\u00ebroj\u00eb nj\u00eb regjistrim me shkall\u00eb t\u00eb lart\u00eb deformimi, manipulimi e rrezikshm\u00ebrie. Por, mesa shihet, nuk flitet m\u00eb p\u00ebr \u201cpropagand\u00eb\u201d, por p\u00ebr nj\u00eb proces t\u00eb duksh\u00ebm t\u00eb tejkalimi t\u00eb saj&#8230;<\/p>\n<p style=\"text-align: center;\">* * *<\/p>\n<p>Shkrimi n\u00eb \u201cPanorama\u201d. N\u00eb gazet\u00ebn \u201cPanorama\u201d, t\u00eb dat\u00ebs 18 janar 2010, n\u00eb faqen 9 ishte p\u00ebrfshir\u00eb dhe nj\u00eb shkrim-koment me titull \u201cRegjistrimi i popullsis\u00eb, gati pyet\u00ebsori\u201d. Aty, radhiteshin dhe disa grupe pyetjesh. K\u00ebshtu, n\u00eb pyet\u00ebsor n\u00eb lidhje me pyetjen: \u201cCili \u00ebsht\u00eb grupi etnik t\u00eb cilit ju i p\u00ebrkisni?, alternativat e p\u00ebrgjigjeve ishin si m\u00eb posht\u00eb: 1. shqiptar, 2. grek, 3. maqedonas, 4. rom, 5. malazez, 6. vlleh, 7. egjiptian, 8. preferoj t\u00eb mos p\u00ebrgjigjem dhe 9. t\u00eb tjera. Nd\u00ebrsa, p\u00ebr pyetjen \u201cCili \u00ebsht\u00eb besimi juaj fetar?, alternativat e radhitura p\u00ebr p\u00ebrgjigje ishin: 1. mysliman \u2013 sunit, 2. bektashi, 3. i krishter\u00eb- ortodoks, 4. i krishter\u00eb- katolik, 5. asnj\u00eb besim fetar, 6. preferoj t\u00eb mos p\u00ebrgjigjem, dhe 7. t\u00eb tjera.<\/p>\n<p>Po ndalojm\u00eb, fillimisht, n\u00eb komentet mbi pyetjen e dyt\u00eb. N\u00eb t\u00eb v\u00ebrtet\u00eb, \u00e7\u00ebshtja e besimit mund t\u00eb shfaqet apo lidhet pjes\u00ebrisht me disa tregues t\u00eb jasht\u00ebm, si emri-mbiemri (p\u00ebr breza m\u00eb t\u00eb vjet\u00ebr), tradita e praktika fetare, edukimi e sjellja konkrete n\u00eb familje apo bashk\u00ebsi, etj. Sidoqoft\u00eb, p\u00ebr besimin nuk ka ndonj\u00eb origjin\u00eb t\u00eb trash\u00ebgueshme apo kritere realisht objektive p\u00ebr dallimin e saj. Madje, edhe sikur t\u00eb jet\u00eb i dokumentuar \u201cpag\u00ebzimi\u201d apo \u201csynetll\u00ebku\u201d n\u00eb f\u00ebmij\u00ebri, n\u00eb nj\u00ebr\u00ebn fe, kjo nuk pengon ask\u00ebnd q\u00eb m\u00eb von\u00eb t\u00eb vet\u00ebdeklarohet, t\u00eb ndjek\u00eb apo t\u00eb praktikoj\u00eb nj\u00eb fe tjet\u00ebr. E th\u00ebn\u00eb ndryshe, n\u00eb lidhje me p\u00ebrkat\u00ebsin\u00eb konkrete fetare, apo sjelljen agnosticiste (deri ateiste) pozicionimi subjektiv kohor apo \u201cliria e vullnetit\u201d, jo vet\u00ebm ka ndikim t\u00eb drejtp\u00ebrdrejt\u00eb, por \u00ebsht\u00eb dhe p\u00ebrcaktues. Dhe, n\u00eb k\u00ebt\u00eb praktikim apo pozicionim t\u00eb ri nuk nevojiten dokumente t\u00eb m\u00ebparshme. Gati nj\u00eblloj si p\u00ebr an\u00ebtar\u00ebsimin apo p\u00ebrkat\u00ebsin\u00eb elektorale!&#8230;<\/p>\n<p>Nd\u00ebrsa, n\u00eb lidhje me pyetjen e dyt\u00eb, p\u00ebrmbajtja reale e p\u00ebrgjigjes \u00ebsht\u00eb p\u00ebrgjith\u00ebsisht e dokumentuar, pra dhe objektive. Ajo shpreh var\u00ebsin\u00eb dhe historin\u00eb komb\u00ebtare apo etnike t\u00eb individit, paraardh\u00ebsve, prind\u00ebrve e rrethit t\u00eb tij familjar (\u201cgjakut\u201d); pra, normalisht lidhet me regjistra e dokumente zyrtare, q\u00eb vet\u00ebm n\u00eb raste t\u00eb ve\u00e7anta mund t\u2019i \u201cshmangen\u201d realitetit. At\u00ebher\u00eb si mund t\u00eb pranohet zyrtarisht nj\u00eb p\u00ebrkat\u00ebsi etnike e vet\u00eb-deklaruar, pa u shoq\u00ebruar me dokumentet p\u00ebrkat\u00ebse t\u00eb origjin\u00ebs etnike!? P\u00ebr m\u00eb tep\u00ebr, vet\u00eb-deklarimi b\u00ebhet akoma m\u00eb problematik dhe aspak realist, kur ai shfryt\u00ebzohet p\u00ebr q\u00ebllime shoviniste, politike-ekonomike apo etnike-territoriale; sidomos kur interesat jet\u00ebsore (materiale e monetare, ato t\u00eb l\u00ebvizjes s\u00eb lir\u00eb, etj,) b\u00ebhen mjaft t\u00eb ndikueshme te popullsia e varf\u00ebr shqiptare. N\u00eb k\u00ebt\u00eb kuptim, nj\u00eb regjistrim i till\u00eb ka shum\u00eb mund\u00ebsi q\u00eb jo vet\u00ebm mos i sh\u00ebrbej\u00eb t\u00eb v\u00ebrtet\u00ebs, por mund ta deformoj\u00eb e d\u00ebmtoj\u00eb seriozisht at\u00eb. Bile, po qe se na u dashkan t\u00eb dh\u00ebna t\u00eb tilla duhet t\u00eb presim akoma, kur situata t\u00eb rezultoj\u00eb fare ndryshe pas disa vitesh, sidomos me p\u00ebrfundimin e procesit t\u00eb an\u00ebtar\u00ebsimit t\u00eb Shqip\u00ebris\u00eb n\u00eb BE.<\/p>\n<p>Nj\u00eb problem tjet\u00ebr n\u00eb k\u00ebt\u00eb pyet\u00ebsor \u00ebsht\u00eb dhe lista e p\u00ebrkat\u00ebsive etnike t\u00eb reshtuara (t\u00eb pakt\u00ebn sipas shkrimit n\u00eb gazet\u00eb!). N\u00eb vendin ton\u00eb, sipas nj\u00eb studiuesi e p\u00ebrfaq\u00ebsuesi t\u00eb Komitetit Shqiptar t\u00eb Helsinkit, akademikut A. Puto, si minoritete t\u00eb njohura nga shteti kan\u00eb qen\u00eb: minoriteti grek (n\u00eb jug t\u00eb vendit), minoriteti maqedonas (n\u00eb lindje n\u00eb zon\u00ebn e Presp\u00ebs) dhe minoriteti malazez (n\u00eb veri, n\u00eb af\u00ebrsi t\u00eb Shkodr\u00ebs). Nd\u00ebrsa, tre grupime t\u00eb tjera si ai egjiptian, arumun (vlleh) apo rom, jan\u00eb thjesht bashk\u00ebsi (me disa karakteristika specifike, n\u00eb nj\u00ebrin rast: ngjyra, zakonet, por jo gjuha; n\u00eb rastin tjet\u00ebr: zakonet, traditat, gjuha, por jo faktori subjektiv) t\u00eb integruara brenda popullsis\u00eb shqiptare, q\u00eb nuk plot\u00ebsojn\u00eb kriteret p\u00ebr t\u00eb pasur apo nuk e arrijn\u00eb \u201cstatusin\u201d e minoritetit si pakic\u00eb komb\u00ebtare.<\/p>\n<p>N\u00eb analiz\u00ebn e tij, A. Puto, midis t\u00eb tjerash, thekson se: \u201c&#8230;V\u00ebzhgimet q\u00eb jan\u00eb b\u00ebr\u00eb n\u00eb terren kan\u00eb nxjerr\u00eb se, p\u00ebr sa i p\u00ebrket numrit, ato mund t\u00eb p\u00ebrcaktohen si vijon: minoriteti grek 58-60 mij\u00eb frym\u00eb, minoriteti maqedonas 5-6 mij\u00eb dhe minoriteti malazez rreth 2 mij\u00eb\u2026 Konkluzioni i p\u00ebrgjithsh\u00ebm \u00ebsht\u00eb se grupet minoritare n\u00eb Shqip\u00ebri trajtohen me barazi t\u00eb plot\u00eb. Atyre u sigurohen t\u00eb drejtat q\u00eb parashikon regjimi i minoriteteve si dhe legjislacioni i brendsh\u00ebm, n\u00eb radh\u00eb t\u00eb pare arsimi n\u00eb gjuh\u00ebn amtare, t\u00eb drejtat politike dhe lirit\u00eb themelore. Gjendjen e minoriteteve n\u00eb Shqip\u00ebri e kan\u00eb v\u00ebzhguar edhe forume nd\u00ebrkomb\u00ebtare dhe organizata n\u00eb shkall\u00eb nd\u00ebrkomb\u00ebtare.<\/p>\n<p>Konkluzioni i p\u00ebrgjithsh\u00ebm i tyre ka qen\u00eb se problemi i minoriteteve n\u00eb Shqip\u00ebri \u00ebsht\u00eb \u201cn\u00ebn kontroll\u201d, q\u00eb do t\u00eb thot\u00eb se paraqitet p\u00ebrgjith\u00ebsisht n\u00eb parametra pozitiv\u00eb\u2026P\u00ebr ta p\u00ebrmbledhur, minoritetet e njohura n\u00eb Shqip\u00ebri jan\u00eb: minoriteti grek, maqedonas dhe malazez. N\u00eb raste t\u00eb tjera kemi t\u00eb b\u00ebjm\u00eb me komunitete.\u201d (A. Puto, Minoritetet, nocioni dhe ndarjet, dosje, gazeta \u201cKorrieri\u201d, 14 janar 2005, f. 12,14). Diferencimi i m\u00ebsip\u00ebrm b\u00ebhet shum\u00eb m\u00eb i kapsh\u00ebm po t\u00eb kuptohet shkenc\u00ebrisht koncepti i \u201cshtres\u00ebs s\u00eb dyfisht\u00eb\u201d (R.M.) apo ai i s\u00eb kolektiviteteve, sipas J. Armstrong-ut, n\u00eb p\u00ebrcaktimin e etnicitetit, prej t\u00eb cilit derivon ai i minoritetit<\/p>\n<p style=\"text-align: center;\">* * *<\/p>\n<p>Mbi konceptin e qytetarit t\u00eb barabart\u00eb. Ende sot, shum\u00eb vende p\u00ebrpiqen t\u2019i \u201csfumojn\u00eb\u201d apo t\u2019i \u201cmbulojn\u00eb\u201d, madje t\u00eb mos i pranojn\u00eb ose t\u2019i mohojn\u00eb, pakicat komb\u00ebtare p\u00ebrb\u00ebr\u00ebse. Nd\u00ebrsa, n\u00eb raste \u201cshtr\u00ebngese\u201d, synojn\u00eb q\u00eb dhe ndonj\u00eb grup t\u00eb qart\u00eb si pakic\u00eb komb\u00ebtare ta trajtojn\u00eb thjesht si grup me ndryshime kulturore. Pak a shum\u00eb, shembuj t\u00eb k\u00ebtij pozicionimi jan\u00eb p.sh. shtete t\u00eb till\u00eb si Franca, Greqia, Turqia, etj. K\u00ebto shtete nuk i \u201cligj\u00ebrojn\u00eb\u201d qart\u00ebsisht diferencimet etnike, e aq m\u00eb pak grupet minoritare n\u00eb territorin e tyre.<\/p>\n<p>Pra, n\u00eb k\u00ebto vende, synohet t\u00eb mos c\u00ebnohet \u201chomogjeniteti\u201d i qytetaris\u00eb p\u00ebrb\u00ebr\u00ebse t\u00eb kombit q\u00eb form\u00ebson shtetin p\u00ebrkat\u00ebs, edhe pse p.sh. n\u00eb Franc\u00eb emigracioni mysliman aty kap shifr\u00ebn e 4-5 milion\u00eb banor\u00ebve, nd\u00ebrsa n\u00eb Turqi apo Greqi popullsia shqiptare me \u201corigjin\u00eb\u201d t\u00eb vjet\u00ebr e t\u00eb re p\u00ebrb\u00ebn nj\u00eb p\u00ebrqindje t\u00eb konsiderueshme ndaj popullsis\u00eb totale p\u00ebrkat\u00ebse. Kjo \u00ebsht\u00eb vet\u00ebm nj\u00ebra an\u00eb e medaljes, ana tjet\u00ebr e saj lidhet me faktin se edhe n\u00eb nj\u00eb konsiderim \u201cklasik\u201d t\u00eb nj\u00eb pakice komb\u00ebtare, problemet p\u00ebrs\u00ebri mbeten t\u00eb shumta. P.sh., n\u00ebse ajo p\u00ebrcaktohet sipas lidhjes s\u00eb gjakut, prejardhjes apo rac\u00ebs, p\u00ebrs\u00ebri \u00e7\u00ebshtja mbetet e paqart\u00eb sepse n\u00ebp\u00ebrmjet p\u00ebrzierjeve kohore, martesave t\u00eb nd\u00ebrsjella midis an\u00ebtar\u00ebve t\u00eb grupeve t\u00eb ndryshme, vet\u00eb \u201cgjaku\u201d apo prejardhja b\u00ebhet mjaft e diskutueshme.<\/p>\n<p>Nga ana tjet\u00ebr, p\u00ebrcaktimi i grupit komb\u00ebtar apo i pakic\u00ebs komb\u00ebtare, thjesht n\u00ebp\u00ebrmjet prejardhjes, mbart dhe padrejt\u00ebsin\u00eb ose rrezikun e diskriminimit apo t\u00eb theksimit t\u00eb tepruar t\u00eb ndonj\u00eb pozicionimi racist, pra n\u00eb nj\u00eb far\u00eb mase, n\u00eb nj\u00eb konceptim perspektiv, p\u00ebrfshin paragjykime apo element\u00eb t\u00eb parimit t\u00eb p\u00ebrjashtimit n\u00eb k\u00ebt\u00eb p\u00ebrcaktim. Nd\u00ebrkoh\u00eb q\u00eb nj\u00eb perspektiv\u00eb shum\u00eb m\u00eb t\u00eb qart\u00eb dhe pa kontradikta t\u00eb brendshme p\u00ebrmban ai trajtim politiko-social, q\u00eb mb\u00ebshtetet n\u00eb konceptin e qytetarit t\u00eb barabart\u00eb, i cili n\u00eb m\u00ebnyr\u00eb t\u00eb vullnetshme dhe plot\u00ebsisht t\u00eb lir\u00eb (shoq\u00ebrisht dhe ekonomikisht) b\u00ebn dhe p\u00ebrzgjedhjen e tij kulturore (p.sh., nj\u00eb individ jo an\u00ebtar \u201cnatyror\u201d i bashk\u00ebsis\u00eb, pavar\u00ebsisht origjin\u00ebs, rac\u00ebs apo ngjyr\u00ebs pranon (m\u00eb sakt\u00eb d\u00ebshiron) t\u00eb m\u00ebsoj\u00eb e adoptoj\u00eb si t\u00eb tij\u00ebn gjuh\u00ebn, kultur\u00ebn dhe historin\u00eb e k\u00ebsaj bashk\u00ebsie, si dhe t\u00eb marr\u00eb pjes\u00eb, n\u00eb m\u00ebnyr\u00eb t\u00eb barabart\u00eb, si dhe an\u00ebtar\u00ebt e tjer\u00eb t\u00eb saj, n\u00eb institucionet politike e shoq\u00ebrore). Ky \u00ebsht\u00eb dhe rasti i Amerik\u00ebs, ku zbatimi i parimit t\u00eb p\u00ebrfshirjes, rreth k\u00ebtij boshti kulturor, ka pasur e vazhdon t\u00eb ket\u00eb vler\u00eb reformuese-modeluese p\u00ebr vendet e tjera&#8230;<\/p>\n<p style=\"text-align: center;\">* * *<\/p>\n<p>Reagime ndaj regjistrimeve etnike diskriminuese. N\u00eb Holand\u00eb, vitet e fundit, k\u00ebshillat lokale t\u00eb zonave me p\u00ebrqendrim t\u00eb lart\u00eb emigrant\u00ebsh kan\u00eb nisur regjistrimin e origjin\u00ebs etnike t\u00eb rinjve problematik\u00eb (me precedent\u00eb penal\u00eb). Procesimi i nj\u00eb banke t\u00eb till\u00eb t\u00eb dh\u00ebnash etnike nuk \u00ebsht\u00eb konsideruar i drejt\u00eb ose legal nga grupime politike e qytetare, ndryshe kryeministri i koh\u00ebs q\u00eb e mb\u00ebshteti iden\u00eb e regjistrimit t\u00eb origjin\u00ebs etnike t\u00eb individ\u00ebve me precedent\u00eb kriminal\u00eb (shtator 2008). Bile, sipas Qeveris\u00eb apo Partis\u00eb Demokristiane, nj\u00eb regjistrim i till\u00eb konsiderohej e propagandohej me interes publik. Kjo, edhe pse, n\u00eb thelb, me nj\u00eb procedim t\u00eb till\u00eb favorizohej qart\u00ebsisht diskriminimi!&#8230;<\/p>\n<p>Prandaj, sipas opozit\u00ebs (laburist\u00ebve, sidomos Unionit Kristian) nj\u00eb regjistrim i origjin\u00ebs apo p\u00ebrkat\u00ebsis\u00eb etnike \u00ebsht\u00eb konsideruar si nj\u00eb kund\u00ebrv\u00ebnie ndaj vet\u00eb Kushtetut\u00ebs. P\u00ebr m\u00eb tep\u00ebr, duke pasur parasysh holokaustin hitlerian, regjistrimi etnik n\u00eb Holand\u00eb, pas Luft\u00ebs s\u00eb Dyt\u00eb, \u00ebsht\u00eb konsideruar i ndaluar. Nga ana tjet\u00ebr, nuk mund t\u00eb mohohet se shkalla e kriminalizimit n\u00eb grupimet e ndryshme etnike shfaqet shum\u00eb m\u00eb e lart\u00eb atje ku mungon integrimi, edukimi, pun\u00ebsimi, barazimi e respektimi i nd\u00ebrsjell\u00eb, etj&#8230;<\/p>\n<p>Edhe n\u00eb Suedi, diku n\u00eb mesin e viteve 2003, qeveria suedeze organizoi nj\u00eb anket\u00eb mbi diskriminimin strukturor dhe m\u00ebnyr\u00ebn e luft\u00ebs kund\u00ebr tij. Si rrjedhoj\u00eb, pati nj\u00eb reagim t\u00eb ashp\u00ebr ndaj klasifikimeve etnike dhe regjistrimit t\u00eb tyre, duke e konsideruar k\u00ebt\u00eb proces si mish\u00ebrim t\u00eb ides\u00eb: \u201cdivide et impera\u201d (q\u00eb si parim politik i atribuohet diku Luigjit XI, diku Makiavelit, diku Bismarkut, edhe pse n\u00eb histori \u00ebsht\u00eb i njohur q\u00eb n\u00eb Rom\u00ebn e Lasht\u00eb). Edhe aktualisht, p\u00ebr Suedin\u00eb regjistrimi etnik \u00ebsht\u00eb mjaft problematik, bile minoritete t\u00eb tilla si rom\u00ebt apo \u00e7ifut\u00ebt jan\u00eb krejt\u00ebsisht kund\u00ebr tij. Bile, aty, n\u00ebse nj\u00eb dit\u00eb do t\u00eb pranohet ky regjistrim, ai mund t\u00eb jet\u00eb vet\u00ebm vullnetar. N\u00eb k\u00ebt\u00eb pozicionim t\u00eb qart\u00eb ndikon dhe historia suedeze, kujtesa ende e gjall\u00eb e holokaustit nazist. Sipas saj, leksionet jan\u00eb t\u00eb mjaftueshme mbi mospranimin e regjistrimit etnik t\u00eb detyruar&#8230;<\/p>\n<p style=\"text-align: center;\">* * *<\/p>\n<p>A nuk mjaftojn\u00eb dy qytetari (shtet\u00ebrore dhe evropiane)? Qytetaria (\u201cshtet\u00ebsia\u201d) evropiane \u00ebsht\u00eb pasqyruar si koncept n\u00eb Traktatin e Mastrihtit (Maastricht) n\u00eb vitin 1992; si praktik\u00eb ajo hyri n\u00eb fuqi n\u00eb vitin 1993; dhe m\u00eb tej \u00ebsht\u00eb zgjeruar me Traktatin e Amsterdamit. (Para Traktatit t\u00eb Mastrihtit, traktatet e Bashk\u00ebsive (Komuniteteve) Evropiane furnizuan garanci t\u00eb mjaftueshme p\u00ebr l\u00ebvizjen e lir\u00eb t\u00eb personave ekonomikisht aktiv\u00eb. Traktati i Parisit i vitit 1951, me t\u00eb cilin u krijua Bashk\u00ebsia Evropiane e Qymyrit dhe e \u00c7elikut, mund\u00ebsonte t\u00eb drejt\u00ebn e l\u00ebvizjes p\u00ebr punonj\u00ebsit e k\u00ebtyre industrive; nd\u00ebrsa, Traktati i Rom\u00ebs i vitit 1957 p\u00ebrfshiu l\u00ebvizjen e lir\u00eb t\u00eb punonj\u00ebsve dhe sh\u00ebrbimeve.
