Pas nj\u00eb hulumtimi gjasht\u00ebmujor, BIRN-i publikon dokumentet e panxjerra nga Shqip\u00ebria dhe Kosova me detaje, t\u00eb shkall\u00ebs s\u00eb keqmenaxhimit dhe kostove t\u00eb rritura e t\u00eb pandalshme, t\u00eb cilat kan\u00eb nxitur deri m\u00eb tash tri hetime p\u00ebr korrupsion, abuzim t\u00eb detyr\u00ebs dhe keqb\u00ebrje t\u00eb lidhura me kontrat\u00ebn.<\/p>\n<p>T\u00eb nd\u00ebrtuara mbi premisat e krijimit t\u00eb pasuris\u00eb nga ngritja e tregtis\u00eb dhe turizmit, \u00e7mimi i fundit p\u00ebr rrug\u00ebt s\u00eb paku ishte dyfishuar n\u00eb t\u00eb dyja vendet nga \u00e7mimet fillestare t\u00eb ofruara. Tregtia n\u00eb mes Shqip\u00ebris\u00eb dhe Kosov\u00ebs ka sh\u00ebnuar vet\u00ebm nj\u00eb rritje modeste prej se \u00ebsht\u00eb hapur rruga vitin e kaluar, por nuk ka \u00e7uar n\u00eb rreshtimin e kamion\u00ebve q\u00eb zakonisht shihen n\u00eb kufijt\u00eb e tjer\u00eb t\u00eb Ballkanit. Ekspert\u00ebt vler\u00ebsojn\u00eb se rruga po p\u00ebrdoret vet\u00ebm n\u00eb 10 p\u00ebr qind t\u00eb kapacitetit t\u00eb saj. N\u00eb an\u00ebn tjet\u00ebr, kompania nd\u00ebrtuese Bechtel- Enka p\u00ebrvet\u00ebsoi profite me qindra miliona euro fal\u00eb pjes\u00ebrisht, sipas argumenteve t\u00eb kritik\u00ebve, kontrat\u00ebs s\u00eb majme n\u00eb favor t\u00eb tyre, \u00e7mimit t\u00eb lart\u00eb dhe kthimit t\u00eb taksave.<\/p>\n<p><strong>Tenderi i shpejt\u00eb<\/strong><\/p>\n<p>Kontrata p\u00ebr t\u00eb nd\u00ebrtuar faz\u00ebn e par\u00eb t\u00eb autostrad\u00ebs p\u00ebr ta lidhur Tiran\u00ebn me kufirin e Kosov\u00ebs ishte dh\u00ebn\u00eb m\u00eb 2006 me procedura t\u00eb shpejta t\u00eb prokurimit, t\u00eb cilat Banka Bot\u00ebrore dhe t\u00eb tjer\u00ebt i quajt\u00ebn procedura jokonkurruese dhe t\u00eb paligjshme. Gjiganti amerikan i nd\u00ebrtimit \u201cBechtel\u201d dhe partneri i tij turk \u201cEnka\u201d fituan kontrat\u00ebn p\u00ebr t\u00eb nd\u00ebrtuar pjes\u00ebn prej 61 kilometrash p\u00ebr 418 milion\u00eb euro. A mbasada e ShBA-s\u00eb ndihmoi n\u00eb tejkalimin e shqet\u00ebsimeve t\u00eb Bank\u00ebs Bot\u00ebrore dhe Fondit Monetar Nd\u00ebrkomb\u00ebtar (FMN) n\u00eb lidhje me trajtimin e procesit tenderues n\u00eb Shqip\u00ebri, duke arsyetuar se rruga do t\u00eb zhvilloj\u00eb ekonomit\u00eb si n\u00eb Kosov\u00eb dhe Shqip\u00ebri. N\u00eb fund, kostot shkall\u00ebzuan n\u00eb Tiran\u00eb duke u derdhur p\u00ebrfundimisht 950 milion\u00eb euro p\u00ebr rrug\u00ebn, sipas nj\u00eb emaili t\u00eb rrjedhur nga ministri i at\u00ebhersh\u00ebm i Financave, Ridvan Bode.<\/p>\n<p>Kontrata p\u00ebr t\u00eb nd\u00ebrtuar pjes\u00ebn e Kosov\u00ebs i ishte dh\u00ebn\u00eb n\u00eb prill 2010 partneritetit t\u00eb nj\u00ebjt\u00eb, pas lobimit t\u00eb ambasadorit t\u00eb at\u00ebhersh\u00ebm n\u00eb Kosov\u00eb, Christopher Dell. Dell pastaj u pun\u00ebsua nga Bechtel si drejtor shteti n\u00eb Afrik\u00eb, duke ngritur dyshime n\u00eb mesin e v\u00ebzhguesve n\u00eb lidhje me ndershm\u00ebrin\u00eb e kontrat\u00ebs. Z\u00ebdh\u00ebn\u00ebsja e \u201cBechtel\u201d-it fuqimisht mohoi ndonj\u00eb sjellje t\u00eb pahijshme dhe insistoi se Dell ka respektuar rregullat e Departamentit t\u00eb Shtetit t\u00eb ShBA-s\u00eb menj\u00ebher\u00eb pas afrimit t\u00eb kompanis\u00eb ndaj tij me nj\u00eb ofert\u00eb potenciale p\u00ebr pun\u00eb, pasi q\u00eb ai p\u00ebrgatitej t\u00eb largohej nga Kosova, duke p\u00ebrfshir\u00eb \u00e7do t\u00ebrheqje t\u00eb tij nga \u00e7do \u00e7\u00ebshtje q\u00eb lidhej me kompanin\u00eb. Por nj\u00eb diplomat i lart\u00eb, Andrea Capussela, i caktuar p\u00ebr mbik\u00ebqyrjen e ekonomis\u00eb s\u00eb Kosov\u00ebs b\u00ebri thirrje Departamentit t\u00eb Shtetit p\u00ebr t\u00eb shqyrtuar p\u00ebrkrahjen e Dellit p\u00ebr skem\u00ebn, duke marr\u00eb parasysh pun\u00ebn e re t\u00eb ish-ambasadorit.<\/p>\n<p>Nuk ka asnj\u00eb sugjerim q\u00eb Dell nuk ka p\u00ebrfillur me rregullat e ShBA-s\u00eb. Gjersa ekziston periudha prej nj\u00eb viti para se ish-ambasador\u00ebt mund t\u00eb lobojn\u00eb n\u00eb em\u00ebr t\u00eb qeveris\u00eb s\u00eb ShBAs\u00eb n\u00eb em\u00ebr t\u00eb nj\u00eb kompanie private, atyre nuk u ndalohet q\u00eb t\u00eb marrin nj\u00eb pun\u00eb n\u00eb sektorin privat ku ata ndihmuan p\u00ebr t\u00eb siguruar nj\u00eb kontrat\u00eb. Shpenzimet n\u00eb Kosov\u00eb shkall\u00ebzuan po ashtu, pasi qeveria d\u00ebshtoi p\u00ebr t\u00eb marr\u00eb parasysh k\u00ebshilltarin e saj ligjor p\u00ebr t\u00eb caktuar nj\u00eb \u00e7mim fiks p\u00ebr autostrad\u00ebn. Kostoja u ngrit nga 400 milion\u00eb euro p\u00ebr 102 km t\u00eb autostrad\u00ebs n\u00eb 838 milion\u00eb euro p\u00ebr 77 kilometra. Bechtel-Enka ka pranuar m\u00eb shum\u00eb nga kuleta publike kosovare n\u00eb vitet 2011, 2012 dhe 2013 se \u00e7do ministri tjet\u00ebr. N\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb projektet e tjera infrastrukturore, duke p\u00ebrfshir\u00eb nd\u00ebrtimin e disa shkollave mbet\u00ebn p\u00ebr m\u00eb von\u00eb.<\/p>\n<p>BIRN-i ka marr\u00eb dokumente ky\u00e7e p\u00ebr ndjekjen penale t\u00eb d\u00ebshtuar t\u00eb Lulzim Bash\u00ebs \u2013 politikanit shqiptar q\u00eb n\u00ebnshkroi marr\u00ebveshjen n\u00eb Tiran\u00eb me akuzat p\u00ebr \u201cshp\u00ebrdorim detyre\u201d n\u00eb lidhje me kontrat\u00ebn. N\u00eb mesin e akuzave tjera, dokumentet zbulojn\u00eb se \u00e7mimet e Bechtel-Enka-s ishin m\u00eb shum\u00eb se dyfishi i kontraktor\u00ebve vendor\u00eb, duke u kushtuar taksapaguesve shqiptar\u00eb para shtes\u00eb prej 191 milion\u00eb eurosh. Sipas dokumenteve t\u00eb prokuroris\u00eb, \u201ct\u00eb gjitha \u00e7mimet e dor\u00ebzuara nga kompania fituese jan\u00eb disa her\u00eb m\u00eb t\u00eb larta sesa \u00e7mimet shqiptare\u201d. Shifrat ishin p\u00ebrpiluar nga dy auditor\u00eb t\u00eb shtetit t\u00eb cil\u00ebt nxor\u00ebn nj\u00eb raport me 158 faqe deri m\u00eb tani t\u00eb papublikuar, duke detajuar problemet me kontrat\u00ebn e autostrad\u00ebs. T \u00eb gjeturat formuan baz\u00ebn e rastit p\u00ebr hetim kund\u00ebr Bash\u00ebs dhe dy k\u00ebshilltar\u00ebve t\u00eb tij, Andi Tom\u00ebs dhe Armand Telitit.<\/p>\n<p style=\"text-align: center;\"><img decoding=\"async\" class=\"aligncenter size-thumbnail wp-image-7236\" title=\"Tuneli i Thirr\u00ebs\" src=\"http:\/\/www.fjala.info\/2014\/tuneli_thirre.jpg\" alt=\"\" width=\"500\" \/><strong>Tuneli n\u00eb Thirr\u00eb q\u00eb lidh dy an\u00ebt e &#8220;Rrug\u00ebs s\u00eb Kombit&#8221;<\/strong><\/p>\n<p><strong>\u2018Asnj\u00eb kufi t\u00eb \u00e7mimit, asnj\u00eb plan\u2019<\/strong><\/p>\n<p>Ekipi i prokuroris\u00eb gjithashtu theksoi se kontrata ishte n\u00ebnshkruar pa marr\u00ebveshje t\u00eb kufizuara t\u00eb \u00e7mimit ose t\u00eb planit t\u00eb detajuar t\u00eb nd\u00ebrtimit, duke lejuar q\u00eb \u00e7mimi t\u00eb rritet pandalsh\u00ebm e jasht\u00eb kontrollit. Prokuror\u00ebt po ashtu kritikojn\u00eb em\u00ebrimin e kompanis\u00eb holandeze t\u00eb konsultimit \u201cEcorys\u201d q\u00eb ka pasur p\u00ebr detyr\u00eb p\u00ebrzgjedhjen e ofert\u00ebs fituese, duke th\u00ebn\u00eb se \u00ebsht\u00eb e \u201cpaligjshme\u201d sepse aprovimi i kompanis\u00eb ishte lajm\u00ebruar para se K\u00ebshilli i Ministrave t\u00eb aprovonte at\u00eb vendim. Procesi i shpejt\u00eb i tenderimit n\u00eb t\u00eb cilin kat\u00ebr kompanit\u00eb n\u00eb list\u00ebn e shkurt\u00ebr ishin vler\u00ebsuar p\u00ebr aft\u00ebsin\u00eb e tyre q\u00eb t\u00eb kryejn\u00eb pun\u00ebn, pa pasur nevoj\u00eb t\u00eb japin \u00e7mimin ishte p\u00ebrshkruar nga hetuesit e prokuroris\u00eb n\u00eb kund\u00ebrshtim me ligjet komb\u00ebtare dhe nd\u00ebrkomb\u00ebtare. Pohimet se kontrata e dh\u00ebn\u00eb Bechtel-Enka-s p\u00ebrkund\u00ebr munges\u00ebs s\u00eb nj\u00eb plani t\u00eb pajtuar t\u00eb nd\u00ebrtimit ose kufizimit t\u00eb \u00e7mimit po ashtu jan\u00eb b\u00ebr\u00eb nga Niko Naska, i vetmi an\u00ebtar shqiptar n\u00eb komisionin vler\u00ebsues t\u00eb p\u00ebrb\u00ebr\u00eb nga pes\u00eb persona, konfirmoi ai n\u00eb nj\u00eb intervist\u00eb ekskluzive p\u00ebr BIRN-in.<\/p>\n<p>\u201cPyetja ime e par\u00eb ishte: A ka ndonj\u00eb plan t\u00eb projektit, a e ka shikuar dikush k\u00ebt\u00eb me kujdes? Por nuk kishte asnj\u00eb plan. Si mund t\u00eb nd\u00ebrtoni di\u00e7ka pa nj\u00eb plan nd\u00ebrtimi, e posa\u00e7\u00ebrisht p\u00ebr nj\u00eb projekt t\u00eb till\u00eb t\u00eb madh t\u00eb infrastruktur\u00ebs, e cila shkon prej 400 milion\u00eb n\u00eb gati nj\u00eb miliard euro?\u201d, shprehu dilemat Naska. \u201cSi mundem un\u00eb, nj\u00eb inxhinier me vite p\u00ebrvoj\u00eb q\u00eb ka nd\u00ebrtuar termocentrale dhe porte, t\u00eb q\u00ebndroj n\u00eb nj\u00eb nivel t\u00eb till\u00eb dhe t\u00eb pranoj t\u00eb jem pjes\u00eb e atij tenderi?\u201d, shtoi ai. Naska i tha BIRN-it se i ishte k\u00ebrkuar q\u00eb t\u00eb marr\u00eb pjes\u00eb n\u00eb vler\u00ebsim, me njoftimin brenda nj\u00eb dite, p\u00ebrkund\u00ebr q\u00eb nuk ishte n\u00eb gjendje t\u00eb p\u00ebrcillte procedurat e mbajtura n\u00eb anglisht. Ai u largua pas nj\u00eb dite.<\/p>\n<p>Ata, \u201cqeveria\u201d, m\u00eb thirr\u00ebn nj\u00eb nat\u00eb m\u00eb her\u00ebt duke m\u00eb th\u00ebn\u00eb se un\u00eb isha zgjedhur nga kryeministri Sali Berisha i cili kishte th\u00ebn\u00eb shum\u00eb gj\u00ebra t\u00eb mira p\u00ebr mua\u2026 por un\u00eb nuk dija asgj\u00eb p\u00ebr tenderin dhe si mund t\u00eb isha pjes\u00eb e tij?\u201d, tha ai. Ai po ashtu tha se nuk kishte qasje n\u00eb ndonj\u00eb dokument t\u00eb tenderit t\u00eb shkruar n\u00eb gjuh\u00ebn shqipe. N\u00eb fund, kat\u00ebr an\u00ebtar\u00ebt e mbetur t\u00eb komisionit vler\u00ebsues zgjodh\u00ebn Bechtel-Enka-n dhe filluan negociatat p\u00ebr nj\u00eb \u00e7mim t\u00eb synuar. Ish-ministri i transportit Lulzim Basha thoshte at\u00eb koh\u00eb se Bechtel-Enka ishte zgjedhur n\u00eb m\u00ebnyr\u00eb transparente dhe metoda e shpejt\u00eb ishte e nevojshme, pasi vonesat prej nj\u00eb viti mund t\u00eb kushtonin 75 milion\u00eb euro \u2013 60 milion\u00eb euro nga rritja ekonomike dhe 15 milion\u00eb euro nga kostot e rritura. Asnj\u00ebher\u00eb, asnj\u00eb d\u00ebshmi nuk ishte prezantuar p\u00ebr t\u00eb justifikuar k\u00ebto shuma. BIRN-i ka pyetur Bash\u00ebn, i cili tani \u00ebsht\u00eb udh\u00ebheq\u00ebs i Partis\u00eb Demokratike n\u00eb opozit\u00eb dhe kryebashkiak n\u00eb Tiran\u00eb, me seri t\u00eb pyetjeve t\u00eb nd\u00ebrlidhura me autostrad\u00ebn, por ai ka refuzuar t\u00eb komentoj\u00eb.<\/p>\n<p>Nj\u00eb dokument diplomatik i ShBA-s\u00eb, po ashtu i publikuar nga Wikileaks m\u00eb 2009-n, detajonte shkall\u00ebn e logjistik\u00ebs dhe planifikimit financiar t\u00eb dob\u00ebt. Sipas nj\u00eb dokumenti t\u00eb nj\u00eb zyrtari t\u00eb ambasad\u00ebs s\u00eb ShBA-s\u00eb n\u00eb Tiran\u00eb, \u201cBechtel\u201d s\u00eb pari ka llogaritur se shtat\u00eb milion\u00eb met\u00ebr kub t\u00eb dheut do t\u00eb g\u00ebrmohen, e cila u rrit n\u00eb 14 milion\u00eb kur kontrata u dha m\u00eb 2006 dhe u ngrit n\u00eb 32 milion\u00eb n\u00eb prill t\u00eb 2009-s, m\u00eb shum\u00eb se nj\u00eb vit para se seksioni i autostrad\u00ebs n\u00eb Shqip\u00ebri t\u00eb p\u00ebrfundoj\u00eb.<\/p>\n<p style=\"text-align: center;\"><img decoding=\"async\" class=\"aligncenter size-thumbnail wp-image-7236\" title=\"Rruga e kombit e \u00e7ar\u00eb\" src=\"http:\/\/www.fjala.info\/2014\/rruga_kombit_care.jpg\" alt=\"\" width=\"500\" \/><strong>Rruga e Kombit n\u00eb akse kryesore t\u00eb saj, e \u00e7ar\u00eb pak koh\u00eb pas inagurimi<\/strong><\/p>\n<p><strong>SHBA-ja sheshon rrug\u00ebn p\u00ebr \u201cBechtel\u201d-in<\/strong><\/p>\n<p>Propozimi i Bechtel-Enka-s po ashtu ngriti kritika t\u00eb shumta nga Banka Bot\u00ebrore dhe FMNja, t\u00eb cilat refuzuan q\u00eb t\u00eb mb\u00ebshtesin projektin, ose t\u00eb ndihmojn\u00eb Tiran\u00ebn me fonde p\u00ebr nd\u00ebrtimin e autostrad\u00ebs. N\u00eb nj\u00eb dokument diplomatik t\u00eb Wikileaks-it t\u00eb vitit 2006 t\u00eb titulluar \u201cPengesa e ofert\u00ebs s\u00eb \u2018Bechtel-it\u2019 p\u00ebr t\u00eb nd\u00ebrtuar pjes\u00ebn ky\u00e7e t\u00eb autostrad\u00ebs\u201d, Marcie B. Ries, ambasadore e at\u00ebhershme n\u00eb Shqip\u00ebri, kishte th\u00ebn\u00eb se do ta ndihmoj\u00eb qeverin\u00eb p\u00ebr t\u00eb tejkaluar kund\u00ebrshtimet e Bank\u00ebs Bot\u00ebrore, pasi autostrada e re \u201cjo vet\u00ebm q\u00eb do t\u00eb ndihmonte tregtin\u00eb e Shqip\u00ebris\u00eb, por edhe at\u00eb t\u00eb Kosov\u00ebs\u201d.<\/p>\n<p>P\u00ebrfshirja e ShBA-s\u00eb shkoi p\u00ebrtej p\u00ebrkrahjes nga ambasada. Ries shkroi se Basha i kishte th\u00ebn\u00eb asaj se ish-sekretari i Siguris\u00eb Komb\u00ebtare t\u00eb ShBA-s\u00eb, Tom Ridge, ishte duke k\u00ebshilluar Tiran\u00ebn n\u00eb lidhje me marr\u00ebveshjen. Ridge kishte ardhur n\u00eb Shqip\u00ebri me kontrat\u00eb prej 40,000 dollar\u00ebsh n\u00eb muaj p\u00ebr t\u00eb k\u00ebshilluar qeverin\u00eb p\u00ebr an\u00ebtar\u00ebsimin e saj n\u00eb NAT O dhe themelimin e lidhjeve me Washington DC.<\/p>\n<p>Sipas dokumentit t\u00eb nj\u00ebjt\u00eb, Orsalia Kalantopoulos, kordinatore regjionale e Bank\u00ebs Bot\u00ebrore p\u00ebr Evrop\u00ebn Juglindore, i tha qeveris\u00eb se ajo fuqimisht kund\u00ebrshton projektin me kat\u00ebr korsi, pasi q\u00eb p\u00ebrzgjedhja e \u2018Bechtel\u2019-it ishte \u201cjokonkurruese dhe q\u00eb autostrada duhet t\u00eb b\u00ebhet me dy korsi p\u00ebr t\u00eb reduktuar shpenzimet. Pretendimet e reja p\u00ebr keqb\u00ebrjet me marr\u00ebveshjen dol\u00ebn para dy jave n\u00eb Shqip\u00ebri, pasi ministri i Financave, Shk\u00eblqim Cani lajm\u00ebroi nj\u00eb hetim t\u00eb ri n\u00eb lidhje me financimin e autostrad\u00ebs p\u00ebrmes nj\u00eb kredie bankare prej 250 milion\u00eb eurosh. Shqip\u00ebria nuk ishte n\u00eb gjendje q\u00eb t\u00eb huazoj\u00eb nga institucionet nd\u00ebrkomb\u00ebtare financiare sepse q\u00eb t\u00eb dyja, Banka Bot\u00ebrore dhe Fondi Nd\u00ebrkomb\u00ebtar Financiar, kishin k\u00ebshilluar kund\u00ebr projektit t\u00eb autostrad\u00ebs.<\/p>\n<p>Vendi ishte detyruar q\u00eb t\u00eb shikoj\u00eb n\u00ebp\u00ebr bankat komerciale, me dyshimet se kan\u00eb huazuar me rata m\u00eb t\u00eb larta se tregu. Hetimi i fundit nuk nd\u00ebrlidhet me hetimin tashm\u00eb t\u00eb hedhur posht\u00eb kund\u00ebr Bash\u00ebs dhe k\u00ebshilltar\u00ebve t\u00eb tij, e cila fokusohej p\u00ebr kushtet e kontrat\u00ebs dhe ngritjes s\u00eb \u00e7mimeve.<\/p>\n<p><strong>Shpenzimet n\u00eb Kosov\u00eb u dyfishuan<\/strong><\/p>\n<p>Kritikat dhe brengat p\u00ebr marr\u00ebveshjen jan\u00eb reflektuar nj\u00ebjt\u00eb edhe n\u00eb Kosov\u00ebn fqinje, ku kostoja e autostrad\u00ebs po ashtu u rrit pak m\u00eb shum\u00eb se dyfishi nga \u00e7mimi fillestar i dh\u00ebn\u00eb nga Bechtel-Enka. Pjesa e Kosov\u00ebs, edhe pse e shtrenjt\u00eb me \u00e7mimin prej 400 milion\u00eb eurosh p\u00ebr 102 km, sipas kompanis\u00eb konsulente Eversheds, n\u00eb fund fluturoi n\u00eb 820 milion\u00eb euro p\u00ebr 77km, sipas nj\u00eb raporti t\u00eb papublikuar, por t\u00eb l\u00ebshuar p\u00ebr BIRN-in sipas Ligjit p\u00ebr Qasje n\u00eb Dokumente Zyrtare.<\/p>\n<p>Shifrat nga Ministria e Financave tregojn\u00eb se Bechtel-Enka ishte paguar 838 milion\u00eb euro dhe kjo shum\u00eb \u00ebsht\u00eb 14 milion\u00eb euro m\u00eb e madhe se \u00e7\u2019tregonte raporti i mbik\u00ebqyr\u00ebsit t\u00eb Bechtel- Enka\u2019s kompanis\u00eb Hill International. Kompania mbik\u00ebqyr\u00ebse n\u00eb raportin e saj sh\u00ebnoi se fatura q\u00eb i shkoi Qeveris\u00eb s\u00eb Kosov\u00ebs ishte n\u00eb shum\u00eb prej 824 milion\u00eb eurosh. As ministria e infrastruktur\u00ebs por as ministria e financave nuk i \u00ebsht\u00eb p\u00ebrgjigjur Gazet\u00ebs Jeta n\u00eb Kosov\u00eb se sa ka paguar qeveria e Kosov\u00ebs nd\u00ebr vite, q\u00eb nga 2010 e deri m\u00eb 2013, por edhe n\u00ebse ka mbetur ndonj\u00eb pages\u00eb p\u00ebr vitin 2014. Po ashtu, qeveria duhej t\u00eb alokonte edhe 128 milion\u00eb euro shtes\u00eb p\u00ebr shpron\u00ebsimet e tokave private. Firmat kosovare t\u00eb nd\u00ebrtimit thon\u00eb se \u00e7mimet e dh\u00ebna nga konsorciumi amerikano-turk dhe t\u00eb publikuara p\u00ebr her\u00eb t\u00eb par\u00eb sot n\u00eb BIRN, jan\u00eb po ashtu \u201cdy deri n\u00eb tri\u201d her\u00eb m\u00eb shum\u00eb se q\u00eb ofrojn\u00eb kompanit\u00eb vendore. Haziz Rysha, drejtor i nj\u00eb prej kompanive m\u00eb t\u00eb m\u00ebdha n\u00eb vend p\u00ebr nd\u00ebrtimin e rrug\u00ebve, \u201cEskavatori\u201d, theksoi se gypat PVC me diamet\u00ebr 125 mm kushtojn\u00eb af\u00ebr kat\u00ebr euro p\u00ebr met\u00ebr n\u00eb Kosov\u00eb, gjersa \u201cBechteli\u201d ngarkoi qeverin\u00eb me 29 euro p\u00ebr met\u00ebr, m\u00eb shum\u00eb se shtat\u00eb her\u00eb m\u00eb shtrenjt\u00eb se \u00e7mimi n\u00eb treg. Nj\u00eb drejtor i nj\u00eb kompanie tjet\u00ebr, i cili k\u00ebrkoi q\u00eb t\u00eb jet\u00eb anonim, shtoi se nd\u00ebrtimi i nj\u00eb kilometri t\u00eb autorrug\u00ebs nga kompanit\u00eb vendore kushton deri n\u00eb dy milion\u00eb euro, krahasuar me 11.4 milion\u00eb euro q\u00eb i \u00ebsht\u00eb Bechtel-Enka-s. \u201cI vetmi dallim \u00ebsht\u00eb se autostrada \u00ebsht\u00eb e mbyllur\u201d, tha drejtori duke shtuar se nuk ka dallim n\u00eb kualitet q\u00eb shtrojn\u00eb kompanit\u00eb vendore.<\/p>\n<p><strong>SHBA-t\u00eb injoruan shqet\u00ebsimet e BE-s\u00eb<\/strong><\/p>\n<p>Diplomati nd\u00ebrkomb\u00ebtar Pieter Feith me detyr\u00eb nga BE-ja dhe ShBA-ja p\u00ebr mbik\u00ebqyrjen e Kosov\u00ebs pas shpalljes s\u00eb pavar\u00ebsis\u00eb saj m\u00eb 2008, i tha BIRN-it se ambasada e ShBA-s\u00eb dhe ambasadori i saj Christopher Dell e ka penguar \u201cq\u00eb ta kryej\u00eb pun\u00ebn\u201d.<\/p>\n<p>Feith u largua nga Zyra Nd\u00ebrkomb\u00ebtare Civile (ICO) pasi ajo u mbyll m\u00eb 2012. Ai thot\u00eb se gjat\u00eb koh\u00ebs s\u00eb tij n\u00eb zyr\u00eb, \u201cDell m\u00eb ka th\u00ebn\u00eb n\u00eb terma shum\u00eb t\u00eb qart\u00eb se un\u00eb nuk duhet t\u00eb fus\u00eb hund\u00ebt n\u00eb kontrat\u00ebn me \u2018Bechtelin\u2019 \u2013 se ajo nuk ishte pun\u00eb e imja dhe se kjo ishte nj\u00eb \u00e7\u00ebshtje ekonomike nd\u00ebrmjet Shteteve t\u00eb Bashkuara dhe Kosov\u00ebs.\u201d Feith, i cili po ashtu mbante pozit\u00ebn e p\u00ebrfaq\u00ebsuesit t\u00eb lart\u00eb t\u00eb BE-s\u00eb p\u00ebr Kosov\u00ebn ishte i brengosur se kontrata me \u201cBechtelin\u201d do t\u00eb shkat\u00ebrronte financat e brishta t\u00eb shtetit t\u00eb ri dhe argumentonte se ato para do t\u00eb mund t\u00eb shpenzoheshin m\u00eb mir\u00eb po t\u00eb prekej shkalla e lart\u00eb e papun\u00ebsis\u00eb s\u00eb Kosov\u00ebs prej 45 p\u00ebr qind. \u201cInformatat mbaheshin t\u00eb fshehura dhe papritmas na \u00ebsht\u00eb prezantuar me nj\u00eb \u201cfait accompli\u201d [fakt i kryer] i k\u00ebsaj kontrate \u2013 t\u00eb qen\u00ebt e kryer dhe t\u00eb qen\u00ebt obligim p\u00ebr buxhetin\u201d, tha ai. Dell refuzoi t\u00eb intervistohet, por m\u00eb her\u00ebt mbrojti procesin e p\u00ebrzgjedhjes p\u00ebr autostrad\u00eb, duke theksuar se ishte nj\u00eb nd\u00ebr m\u00eb transparent\u00ebt n\u00eb histori t\u00eb Kosov\u00ebs. K\u00ebshilltarja ligjore e qeveris\u00eb s\u00eb Kosov\u00ebs, kompania britanike \u201cEversheds\u201d, i ka th\u00ebn\u00eb ekzekutivit t\u00eb mos n\u00ebnshkruaj\u00eb, duke th\u00ebn\u00eb se kontrata ishte shum\u00eb n\u00eb favor t\u00eb Bechtel-Enkas.<\/p>\n<p>Dokumenti i \u201cEversheds-it\u201d, tani i publikuar i plot\u00eb nga BIRN-i p\u00ebr her\u00eb t\u00eb par\u00eb, kishte paralajm\u00ebruar se kontrata mund t\u00eb jet\u00eb \u201cjasht\u00ebzakonisht e rrezikshme\u201d. Firma ligjore identifikoi nj\u00eb num\u00ebr fushash ku kontrata standarde p\u00ebr projektet e m\u00ebdha infrastrukturore \u2013 Libri i Kuq i Federat\u00ebs s\u00eb Inxhinier\u00ebve K\u00ebshillues (FIDIC) ishte ndryshuar \u201cplot\u00ebsisht n\u00eb nj\u00eb m\u00ebnyr\u00eb t\u00eb nj\u00ebanshme\u201d. FIDIC \u00ebsht\u00eb organizat\u00eb nd\u00ebrkomb\u00ebtare q\u00eb ofron mostra t\u00eb kontratave p\u00ebr projekte t\u00eb m\u00ebdha infrastrukturore. Kompania po ashtu kishte th\u00ebn\u00eb se \u201cBechtel\u201d \u201cthjesht ka injoruar\u201d udh\u00ebzimet e tenderit p\u00ebr nj\u00eb \u00e7mim fiks dhe sugjeroi se procesi i prokurimit duhej t\u00eb mbahej edhe nj\u00eb her\u00eb. Kjo k\u00ebshill\u00eb ishte injoruar. Bechtel-Enka thot\u00eb se propozimi i saj p\u00ebrputhej me udh\u00ebzimet e qeveris\u00eb. \u201cBechtel\u201d tha se e ka kursyer qeverin\u00eb me qindra miliona euro duke propozuar devijimin e projektit p\u00ebr t\u00eb m\u00ebnjanuar tunelet e shtrenjta. Kompania shtoi se projekti do t\u00eb kishte \u201cp\u00ebrfitime ekonomike q\u00eb shkojn\u00eb p\u00ebrtej Kosov\u00ebs\u201d.<\/p>\n<p>K\u00ebshilla e \u201cEversheds\u201d ishte dh\u00ebn\u00eb n\u00eb janar 2010 dhe deri sa disa ndryshime ishin b\u00ebr\u00eb para n\u00ebnshkrimit final t\u00eb marr\u00ebveshjes tre muaj m\u00eb von\u00eb, shum\u00eb prej klauzolave t\u00eb diskutueshme jan\u00eb mbajtur. Kontrata e Kosov\u00ebs tani \u00ebsht\u00eb n\u00ebn hetime nga prokuror\u00ebt e Misionit t\u00eb BE-s\u00eb p\u00ebr Sundimin e Ligjit n\u00eb Kosov\u00eb-EULEX. Burimet e af\u00ebrta me hetimin thon\u00eb se EULEX-i \u00ebsht\u00eb duke shqyrtuar vendimin e qeveris\u00eb p\u00ebr n\u00ebnshkrimin e marr\u00ebveshjes s\u00eb autostrad\u00ebs. Nd\u00ebrsa objektivi i hetimit nuk \u00ebsht\u00eb shpalosur, besohet se fokusi \u00ebsht\u00eb n\u00ebse kontrata ka qen\u00eb e d\u00ebmshme p\u00ebr ekonomin\u00eb e Kosov\u00ebs. Nuk ka asnj\u00eb d\u00ebshmi q\u00eb sugjeron se dikush nga \u201cBechtel\u201d, \u201cEnka\u201d, ose vet\u00eb Dell jan\u00eb t\u00eb implikuar n\u00eb ndonj\u00eb hetim t\u00eb kaluar, ose n\u00eb hetimin aktual.<\/p>\n<p>Bechtel-Enka po ashtu ishte p\u00ebrjashtuar nga pagesa e miliona eurove t\u00eb TVSh-s\u00eb si n\u00eb Shqip\u00ebri, po ashtu edhe n\u00eb Kosov\u00eb. Pronari i kompanis\u00eb nd\u00ebrtuese \u201cEskavatori\u201d nga Kosova, Haziz Rysha tha se kompanit\u00eb vendore nuk p\u00ebrjashtohen nga k\u00ebto taksa, q\u00eb siguruan p\u00ebr Bechtel-Enka-n kthim prej 113 milion\u00eb eurosh vet\u00ebm n\u00eb Kosov\u00eb. Duket se Bechtel-Enka ka pranuar nj\u00eb shif\u00ebr t\u00eb ngjashme edhe n\u00eb Shqip\u00ebri. Zyrtar\u00ebt e Zyr\u00ebs s\u00eb Kryeministrit dhe t\u00eb Ministrise s\u00eb Infrastruktur\u00ebs kan\u00eb refuzuar q\u00eb t\u00eb p\u00ebrgjigjen n\u00eb lidhje me skem\u00ebn dhe ndikimin e saj n\u00eb ekonomi. N\u00eb hapje t\u00eb rrug\u00ebs n\u00eb n\u00ebntor 2013, presidentja Atifete Jahjaga, p\u00ebrshkroi rrug\u00ebn si \u201c\u00ebnd\u00ebrr komb\u00ebtare dhe tani \u00ebsht\u00eb nj\u00eb realitet komb\u00ebtar\u201d. Kryeministri Hashim Tha\u00e7i tha se ajo do t\u00eb shkurtoj\u00eb koh\u00ebn e udh\u00ebtimit p\u00ebr tre \u00e7erek\u00eb dhe do t\u00eb kontribuoj\u00eb n\u00eb \u201cekonomin\u00eb ton\u00eb t\u00eb s\u00eb ardhmes dhe rritjen sociale\u201d.<\/p>\n<p><strong>\u201cAutostrada shfryt\u00ebzohet pak\u201d<\/strong><\/p>\n<p>Institucione t\u00eb ndryshme p\u00ebrpiqen q\u00eb t\u00eb kuptojn\u00eb se si nj\u00eb pjes\u00eb 137 km e autostrad\u00ebs ka mundur t\u00eb p\u00ebrfundoj\u00eb duke kushtuar aq shum\u00eb, kosovar\u00ebt dhe shqiptar\u00ebt e zakonsh\u00ebm vazhdojn\u00eb t\u00eb vuajn\u00eb p\u00ebr shak se fondet kan\u00eb ndryshuar p\u00ebr t\u00eb paguar Bechtel-Enka-n. Gjersa lojtar\u00ebt kryesor\u00eb kan\u00eb fituar pozita t\u00eb larta, dhe Bechtel-Enka ka fituar nj\u00eb projekt tjet\u00ebr t\u00eb madh infrastrukturor \u2013 autostrad\u00ebn Prishtin\u00eb-Shkup me \u00e7mim prej 600 milion\u00eb eurosh, autostrada aktuale ka d\u00ebshtuar q\u00eb t\u00eb jap\u00eb shum\u00eb sa u takon p\u00ebrfitimeve ekonomike. P\u00ebrkund\u00ebr investimit t\u00eb madh, tregtia n\u00eb mes dy shteteve nuk \u00ebsht\u00eb fuqizuar aq sa duhet. Sipas Agjencis\u00eb Kosovare t\u00eb Statistikave, 10.3 p\u00ebr qind e t\u00ebr\u00eb eksportit kosovar ka shkuar drejt Shqip\u00ebris\u00eb n\u00eb vitin 2005, gjersa shifrat e vitit 2011 tregojn\u00eb p\u00ebr nj\u00eb rritje vet\u00ebm 10.8.<\/p>\n<p>Shifrat zyrtare tregojn\u00eb se eksporti nga Shqip\u00ebria n\u00eb Kosov\u00eb ne vitin 2005 ishin vet\u00ebm 1.6 p\u00ebr qind n\u00eb totalin e Kosov\u00ebs. M\u00eb 2011, shifra ishte 3.9 p\u00ebr qind. \u201cKjo rrug\u00eb punon vet\u00ebm n\u00eb 10 p\u00ebr qind t\u00eb kapacitetit t\u00eb saj t\u00eb plot\u00eb\u201d, tha nd\u00ebrtuesi dhe politikani Behgjet Pacolli. \u201cDi\u00e7ka duhet t\u00eb ndryshoj\u00eb n\u00eb bashk\u00ebpunimin ton\u00eb ekonomik p\u00ebr t\u00eb b\u00ebr\u00eb q\u00eb kjo rrug\u00eb t\u2019i sh\u00ebrbej\u00eb ekonomis\u00eb s\u00eb shteteve. Madje edhe njeriu q\u00eb \u00ebsht\u00eb n\u00eb mbik\u00ebqyrje t\u00eb autostrad\u00ebs pranon se shfryt\u00ebzimi i autostrad\u00ebs \u00ebsht\u00eb i vog\u00ebl.
