T\u00eb gjith\u00eb ata q\u00eb e din\u00eb r\u00ebnd\u00ebsin\u00eb e saj, pa marr\u00eb parasysh koston e madhe t\u00eb saj, e kan\u00eb pranuar k\u00ebt\u00eb lajm.<\/p>\n<p>Por ka disa \u00e7\u00ebshtje teknike q\u00eb duhen sqaruar para fillimit t\u00eb punimeve, gjegj\u00ebsisht n\u00ebnshkrimit t\u00eb kontrat\u00ebs me ekzekutuesin kryesor t\u00eb punimeve.<\/p>\n<p>Pas vitit 1999 kjo shoq\u00ebri kishte koh\u00eb t\u00eb hulumtonte, t\u00eb analizonte t\u00eb planifikonte me baza shkencore trasen\u00eb e rrug\u00ebs, duke angazhuar dhe paguar t\u00eb gjith\u00eb ekspert\u00ebt e fushave q\u00eb trajtojn\u00eb k\u00ebt\u00eb problematik\u00eb, e jo t\u00eb kemi dilema se nga duhet t\u00eb kaloj\u00eb kjo rrug\u00eb, sot kur \u00ebsht\u00eb zgjedhur ekzekutuesi.<\/p>\n<p>Jan\u00eb shpenzuar miliona t\u00eb shumta nga buxheti i Kosov\u00ebs n\u00eb vitet e pas luft\u00ebs vet\u00ebm p\u00ebr projektimin e k\u00ebsaj rruge, por rezultoi se ato projekte kishin mang\u00ebsi t\u00eb m\u00ebdha (gjeo-mekanike).<\/p>\n<p>Iu nevojit\u00ebn qeveris\u00eb aktuale gati dy vite t\u00eb kompletohet projekti, e sot dilet me propozime t\u00eb reja p\u00ebr devijimin e trases\u00eb s\u00eb autostrad\u00ebs. Ndoshta propozimi i ri \u00ebsht\u00eb m\u00eb i leverdish\u00ebm nga aspekti ekonomik, ka shum\u00eb arsye hap\u00ebsinore konstruktive p\u00ebrse duhet t\u00eb p\u00ebsoj\u00eb ndryshime traseja e rrug\u00ebs, por t\u00eb gjitha k\u00ebto do t\u00eb duhej t\u00eb parashiheshin me koh\u00eb para shpalljes s\u00eb fituesit. Kjo do t\u00eb rris\u00eb koston e investimit, pasi me improvizime nuk b\u00ebhen k\u00ebto investime kapitale p\u00ebr \u00e7do shtet, e l\u00ebre m\u00eb p\u00ebr shtetin m\u00eb t\u00eb varf\u00ebr n\u00eb Evrop\u00eb, Kosov\u00ebn.<\/p>\n<p>E kam obligim moral qytetar t\u00eb theksoj r\u00ebnd\u00ebsin\u00eb e angazhimit t\u00eb ekspert\u00ebve t\u00eb planifikimit hap\u00ebsinor, t\u00eb cil\u00ebve as q\u00eb iu \u00ebsht\u00eb lejuar t\u00eb shohin projektin e m\u00ebparsh\u00ebm (viti 2005), pasi rrug\u00ebt kan\u00eb ndikime t\u00eb m\u00ebdha n\u00eb hap\u00ebsir\u00eb dhe jan\u00eb ndot\u00ebsit m\u00eb t\u00eb m\u00ebdhenj t\u00eb mjedisit. Ekspertiza e tyre do t\u00eb ishte kryesore n\u00eb k\u00ebto \u00e7\u00ebshtje, posa\u00e7\u00ebrisht caktimi p\u00ebrfundimtar i trases\u00eb s\u00eb autostrad\u00ebs. T\u00eb gjitha k\u00ebto elemente do t\u00eb duhej t\u00eb ishin t\u00eb inkorporuara n\u00eb propozimin p\u00ebr Planin Hap\u00ebsinor t\u00eb Kosov\u00ebs 2010-2020, ende t\u00eb paaprovuar, e q\u00eb duhet t\u00eb jet\u00eb n\u00eb pajtim edhe me planet e komunave q\u00eb do t\u00eb ndikonin n\u00eb funksionalizimin e t\u00ebr\u00ebsis\u00eb territoriale t\u00eb nj\u00eb shteti t\u00eb ri si\u00e7 \u00ebsht\u00eb Kosova.<\/p>\n<p>Arsyetimet hap\u00ebsinore t\u00eb b\u00ebra k\u00ebtyre dit\u00ebve nga ana e MTPT jan\u00eb t\u00eb pa q\u00ebndrueshme, ndoshta ashtu kan\u00eb informuar ekspert\u00ebt e tyre, por jo edhe ekspert\u00ebt e planifikimit hap\u00ebsinor. Publikisht ministri deklaron se traseja e re do t\u00eb jet\u00eb e favorshme edhe p\u00ebr Gjakov\u00ebn. Si mundet t\u00eb ket\u00eb leverdi popullata e Gjakov\u00ebs t\u00eb hyj\u00eb n\u00eb autostrad\u00eb te nyja e Orllatit, kur e ka hyrjen n\u00eb autostrad\u00eb shum\u00eb ma af\u00ebr (Prizrenin). \u00cbsht\u00eb krejt \u00e7\u00ebshtje tjet\u00ebr atraktiviteti turistik i udh\u00ebtimeve, me vizura magjepse n\u00eb Ballkanin e n\u00ebp\u00ebrk\u00ebmbur, q\u00eb ofron n\u00eb t\u00eb ardhmen p\u00ebr popullat\u00ebn e Rrafshit t\u00eb Dukagjinit dhe t\u00eb t\u00ebr\u00eb Kosov\u00ebs rruga e liqenit artificial t\u00eb Fierz\u00ebs me trajekt deri n\u00eb det.<\/p>\n<p>Nuk b\u00ebn\u00eb t\u00eb ndryshohet traseja e rrug\u00ebs sipas arsyetimeve formale t\u00eb ndonj\u00eb grupacioni apo konsorciumi pa pasur arsye t\u00eb fort\u00eb teknike dhe ekonomike (fizibiliteti). Kjo k\u00ebrkon nj\u00eb pun\u00eb t\u00eb mundimshme teknike, e cila k\u00ebrkon koh\u00eb n\u00eb p\u00ebrpilimin e projektit t\u00eb ri, p\u00ebrndryshe kjo shoq\u00ebri do t\u00eb ket\u00eb d\u00ebme t\u00eb m\u00ebdha n\u00eb aspektin ekonomik dhe social.<\/p>\n<p>Kishte shum\u00eb dilema se si do t\u00eb realizohet ky projekt madhor p\u00ebr t\u00eb gjith\u00eb ne. R\u00ebnd\u00ebsia e saj, duke filluar nga aspekti gjeostrategjik e gjer te ai kryesori ekonomik dhe mbar\u00eb komb\u00ebtar, \u00ebsht\u00eb e tep\u00ebrt p\u00ebr tu diskutuar, pasi t\u00eb gjitha analizat nga aspekti i planifikimit hap\u00ebsinor tregojn\u00eb nj\u00eb gj\u00eb t\u00eb till\u00eb. T\u00eb gjith\u00eb indikator\u00ebt hap\u00ebsinor tregojn\u00eb nj\u00eb qasje konstruktive p\u00ebr nd\u00ebrtimin e k\u00ebsaj rruge shum\u00eb t\u00eb r\u00ebnd\u00ebsishme p\u00ebr Kosov\u00ebn dhe p\u00ebr Evrop\u00ebn Juglindore n\u00eb t\u00ebr\u00ebsi pa marr parasysh \u201cprishjen e dhimbshme\u201d t\u00eb disa monopoleve t\u00eb huaja greko-sllave.<\/p>\n<p>A duhet punuar sipas sistemit \u201cprojekto-nd\u00ebrto\u201d, rasti i Shqip\u00ebris\u00eb, i cili ende nuk \u00ebsht\u00eb p\u00ebrfunduar dhe i kushtoi shum\u00eb shtrenjt\u00eb shtetit shqiptar, por rrethanat e brendshme atje ishin tmerr\u00ebsisht ndryshe, t\u00eb pakrahasueshme me rrethanat e sotme n\u00eb Kosov\u00eb. \u00cbsht\u00eb e pamundur, shum\u00eb v\u00ebshtir\u00eb t\u00eb caktohet kostoja p\u00ebrderisa nuk dihet t\u00ebr\u00eb projekti dhe terreni kah duhet t\u00eb kaloj\u00eb rruga. Eksperienca e shumic\u00ebs s\u00eb shteteve t\u00eb ndryshme n\u00eb bot\u00eb (edhe n\u00eb kontinentin e Afrik\u00ebs), v\u00ebrteton se s\u00eb pari duhet t\u00eb p\u00ebrpilohet projekti se nga duhet t\u00eb kaloj\u00eb rruga, ndikimet pozitive dhe negative t\u00eb nd\u00ebrtimit n\u00eb t\u00eb gjitha fushat e jet\u00ebs, sa do t\u00eb kushtoj\u00eb me toleranc\u00ebn e lejueshme ligjore, burimet e financimit, p\u00ebr t\u00eb mos lejuar manipulimet e ndryshme shum\u00eb t\u00eb d\u00ebmshme.<\/p>\n<p>Ky \u00ebsht\u00eb nj\u00eb problem kronik me t\u00eb cilin ballafaqohet e t\u00ebr\u00eb shoq\u00ebria kosovare. Kjo m\u00ebnyr\u00eb e veprimeve tona, bazuar ekskluzivisht n\u00eb interesat partiake lokale dhe personale, duke izoluar ekspert\u00ebt e panum\u00ebrt n\u00eb Kosov\u00eb, do t\u2019i hakmerret k\u00ebsaj shoq\u00ebrie n\u00eb t\u00eb ardhmen. Mos lejoni q\u00eb t\u00eb manipulohet i t\u00ebr\u00eb nj\u00eb popull me veprime t\u00eb ul\u00ebta me t\u00eb cil\u00ebt do ta p\u00ebsoj\u00eb e t\u00ebr\u00eb shoq\u00ebria kosovare. P\u00ebr t\u00eb gjitha \u00e7\u00ebshtjet kryesore duhet transparenca t\u00eb duhur nga ana e vendimmarr\u00ebsve n\u00eb qeverin\u00eb ton\u00eb, q\u00eb nga kontraktimi i pun\u00ebve deri n\u00eb p\u00ebrfundimin e tyre pas 36 muajve.<\/p>\n<p>Politizimi i projektit nuk na duhet sic po tentojn\u00eb disa parti politike, duhet shikuar vet\u00eb eksperiencat e shteteve t\u00eb rajonit e m\u00eb gj\u00ebr\u00eb gjat\u00eb shekullit t\u00eb kaluar p\u00ebr t\u00eb gjykuar drejt. Le t\u00eb anashkalohen interesat e grupeve t\u00eb caktuara t\u00eb interesit.
