Dje qeveria ka vendosur krijimin e Agjencis\u00eb Komb\u00ebtare B\u00ebrthamore (AKOB), si institucion qendror n\u00eb var\u00ebsi t\u00eb kryeministrit, me statusin e personit juridik publik q\u00eb do ket\u00eb si objekt t\u00eb veprimtaris\u00eb p\u00ebrgatitjen, ndjekjen e mbar\u00ebvajtjes dhe t\u00eb zhvillimit t\u00eb programit komb\u00ebtar b\u00ebrthamor, i cili miratohet nga K\u00ebshilli i Ministrave, me propozimin e kryeministrit.<\/p>\n

\u201cDetyrat dhe objektivat e AKOB jan\u00eb: Ngritja dhe mir\u00ebfunksionimi i infrastruktur\u00ebs t\u00eb nevojshme, n\u00eb mb\u00ebshtetje t\u00eb programit komb\u00ebtar b\u00ebrthamor.<\/p>\n

Hartimi i kuadrit t\u00eb plot\u00eb ligjor, i cili do t\u00eb mb\u00ebshtes\u00eb zhvillimin normal t\u00eb programit.<\/p>\n

Hartimi i kuadrit t\u00eb nevojsh\u00ebm rregullator, n\u00eb sh\u00ebrbim t\u00eb programit.<\/p>\n

Njohja e popullat\u00ebs dhe e grupeve t\u00eb interesit me programin b\u00ebrthamor, gjat\u00eb t\u00eb gjitha fazave t\u00eb zhvillimit t\u00eb tij.<\/p>\n

Vler\u00ebsimi i zhvillimit, sipas planifikimit dhe parashikimit t\u00eb fazave t\u00eb ndryshme t\u00eb programit b\u00ebrthamor\u201d, – thuhet n\u00eb vendimin e qeveris\u00eb.<\/p>\n

Lajmi se Shqip\u00ebria do t\u00eb nd\u00ebrtoj\u00eb nj\u00eb central b\u00ebrthamor n\u00eb Shkod\u00ebr shkaktoi mjaft zem\u00ebrim n\u00eb vendin fqinj, Mal t\u00eb Zi, por dhe nd\u00ebr qytetar\u00eb t\u00eb Shkodr\u00ebs. Qeveria disa her\u00eb deklaroi se kjo \u00ebsht\u00eb thjesht nj\u00eb projekt-ide, q\u00eb nuk dihet se kur do zbatohet.<\/p>\n

AKOB do t\u00eb p\u00ebrdor\u00eb p\u00ebr pun\u00ebn e saj fondet q\u00eb dalin nga buxhet i shtetit, por edhe \u201cburime financiare nga pal\u00eb t\u00eb treta, t\u00eb destinuara p\u00ebr programin komb\u00ebtar b\u00ebrthamor nga fonde t\u00eb institucioneve nd\u00ebrkomb\u00ebtare, t\u00eb shteteve t\u00eb ve\u00e7anta dhe t\u00eb organizatave t\u00eb ndryshme, n\u00eb p\u00ebrputhje me kuadrin ligjor n\u00eb fuqi; donacione t\u00eb subjekteve fizike dhe\/ose juridike, nga sektori privat, vendas dhe\/ose i huaj, n\u00eb p\u00ebrputhje me kuadrin ligjor n\u00eb fuqi\u201d.<\/p>\n

Prifti dhe Stojku prezantojn\u00eb \u00e7mimin q\u00eb ka marr\u00eb KESH<\/strong><\/p>\n

Ministri i Energjitik\u00ebs, Dritan Prifti, dhe drejtori i KESH, Muharrem Stojku, kan\u00eb paralajm\u00ebruar dje se do jen\u00eb s\u00eb bashku n\u00eb prezantimin e nj\u00eb \u00e7mimi nd\u00ebrkomb\u00ebtar q\u00eb ka marr\u00eb KESH. Edhe pse jan\u00eb t\u00eb dy n\u00ebn akuza t\u00eb forta nga opozita, por dhe n\u00eb verifikim nga prokuroria p\u00ebr shkelje me rregulloren e menaxhimit t\u00eb hidrocentraleve, \u00e7ka solli p\u00ebrmbytjet katastrofike, Prifti dhe Stojku do u thon\u00eb shqiptar\u00ebve se kan\u00eb marr\u00eb \u00e7mim nd\u00ebrkomb\u00ebtar p\u00ebr cil\u00ebsin\u00eb. Ngrihen grupet e pun\u00ebs p\u00ebr vler\u00ebsimet e d\u00ebmeve nga p\u00ebrmbytjet<\/strong><\/p>\n

Qeveria miratoi dje vendimin p\u00ebr ngritjen e grupeve t\u00eb pun\u00ebs p\u00ebr evidentimin dhe vler\u00ebsimin e d\u00ebmeve t\u00eb shkaktuara nga reshjet e shiut dhe p\u00ebrmbytjet n\u00eb qarqet e Shkodr\u00ebs dhe Lezh\u00ebs. Grupet e pun\u00ebs do t\u00eb jen\u00eb t\u00eb p\u00ebrb\u00ebra nga specialist\u00eb qendror\u00eb nga Ministria e Pun\u00ebve Publike, Transportit dhe Telekomunikacionit, Ministria e Bujq\u00ebsis\u00eb, Ministria e Ekonomis\u00eb, Tregtis\u00eb dhe Energjitik\u00ebs, Ministria e Brendshme, Ministria e Arsimit dhe Shkenc\u00ebs, Ministria e Sh\u00ebndet\u00ebsis\u00eb dhe ALUIZNI, por dhe nga specialist\u00eb vendor\u00eb t\u00eb qarkut t\u00eb Shkodr\u00ebs e Lezh\u00ebs, si dhe nga komunat e prekura nga p\u00ebrmbytja. K\u00ebto grupe do t\u00eb udh\u00ebhiqen nga K\u00ebshillit i qarkut p\u00ebrkat\u00ebs, por nj\u00eb rol t\u00eb ve\u00e7ant\u00eb do t\u00eb luaj\u00eb edhe Komiteti Nd\u00ebrministror i Emergjenc\u00ebs Civile.<\/p>\n

\u201cKy do t\u00eb jet\u00eb vler\u00ebsimi m\u00eb i ndersh\u00ebm dhe real dhe i gjith\u00eb ky proces do t\u00eb bazohet n\u00eb dokumentacionin real, n\u00eb foto satelitore q\u00eb faktojn\u00eb p\u00ebrmbytjen e banesave, hangar\u00ebve, stallave, t\u00eb mbjellave, do t\u00eb bazohet n\u00eb regjistrin e matrikulimit t\u00eb gj\u00ebs\u00eb s\u00eb gjall\u00eb, si dhe n\u00eb t\u00eb gjitha t\u00eb dh\u00ebnat nga v\u00ebzhgimet n\u00eb vend\u201d, – tha Berisha.<\/p>\n

Kryeministri ka fal\u00ebnderuar qytetar\u00ebt p\u00ebr ndihm\u00ebn q\u00eb kan\u00eb dh\u00ebn\u00eb dhe shtoi se u k\u00ebrkon s\u00ebrish bashkive e komunave q\u00eb t\u00eb ndihmojn\u00eb.<\/p>\n

\u201cS\u00ebrish iu b\u00ebj thirrje, brenda mund\u00ebsive q\u00eb kan\u00eb, t\u00eb ndihmojn\u00eb, para s\u00eb gjithash, me ushqim p\u00ebr gj\u00ebn\u00eb e gjall\u00eb. Ministria e Bujq\u00ebsis\u00eb \u00ebsht\u00eb t\u00ebr\u00ebsisht e angazhuar t\u00eb krijoj\u00eb t\u00eb gjith\u00eb rezerv\u00ebn e nevojshme ushqimore, por \u00ebsht\u00eb shum\u00eb i mir\u00ebpritur \u00e7do kontribut q\u00eb mund t\u00eb b\u00ebhet me kasht\u00eb, me san\u00eb, me lloje t\u00eb ndryshme kashte\u201d, – tha Berisha.<\/p>\n

Fal\u00eb presionit t\u00eb medieve dhe opozit\u00ebs, qeveria kujtohet p\u00ebr t\u00ebrmetin n\u00eb Dib\u00ebr<\/strong><\/p>\n

Nd\u00ebrsa p\u00ebrmbytjet n\u00eb Shkod\u00ebr ishin n\u00eb kulmin e tyre, mediet raportonin se, n\u00eb nj\u00eb rast t\u00eb nj\u00eb fatkeq\u00ebsie natyrore qeveria nuk ka d\u00ebmshp\u00ebrblyer banor\u00ebt. T\u00eb d\u00ebmtuarit nga t\u00ebrmeti i vjetsh\u00ebm n\u00eb Dib\u00ebr nuk kishin marr\u00eb asgj\u00eb nga qeveria dhe ky ishte nj\u00eb sinjal se k\u00ebshtu mund t\u00eb ndodhte dhe n\u00eb Shkod\u00ebr. Ka qen\u00eb presioni i medies, por dhe i opozit\u00ebs q\u00eb ka b\u00ebr\u00eb q\u00eb qeveria t\u00eb kujtohet p\u00ebr Dibr\u00ebn dhe t\u00eb d\u00ebmtuarit nga t\u00ebrmeti. Dje \u00ebsht\u00eb miratuar nj\u00eb fond p\u00ebr banor\u00ebt e k\u00ebsaj zone.<\/p>\n

\u201cQeveria vendosi miratimin e vler\u00ebs shtes\u00eb t\u00eb d\u00ebmeve t\u00eb shkaktuara n\u00eb objekte, pron\u00eb private, si rrjedhoj\u00eb e r\u00ebnies s\u00eb t\u00ebrmetit n\u00eb qarkun e Dibr\u00ebs, n\u00eb shum\u00ebn 16 202 636 (gjasht\u00ebmb\u00ebdhjet\u00eb milion\u00eb e dyqind e dy mij\u00eb e gjasht\u00ebqind e tridhjet\u00eb e gjasht\u00eb) lek\u00eb, sipas tabel\u00ebs, q\u00eb i bashk\u00eblidhet k\u00ebtij vendimi, si rezultat i procesit t\u00eb vler\u00ebsimit dhe rivler\u00ebsimit.<\/p>\n
