Jo sepse zgjedhjet u fituan nga kandidati socialist \u2013 sepse kjo gj\u00eb pritej pas rezultatit t\u00eb 23 qershorit n\u00eb at\u00eb komun\u00eb \u2013 por ngaq\u00eb pjes\u00ebmarrja e votuesve t\u00eb djatht\u00eb t\u00eb Rrrethinave ra ndjesh\u00ebm t\u00eb diel\u00ebn, krahasuar me 23 qershorin.<\/p>\n<p>K\u00ebshtu, p\u00ebr kandidatin e djatht\u00eb pati vet\u00ebm 1402 vota t\u00eb diel\u00ebn, nga 3150 vota q\u00eb koalicioni i djatht\u00eb mori n\u00eb 23 qershor. Nd\u00ebrkoh\u00eb, votat p\u00ebr kandidatin e majt\u00eb mbet\u00ebn pothuaj n\u00eb t\u00eb nj\u00ebjtin nivel si n\u00eb 23 qershor \u2013 4411 vs. 4725.<\/p>\n<p>N\u00eb fakt, p\u00ebrgjysmimi i pjes\u00ebmarrjes s\u00eb votuesve t\u00eb djatht\u00eb n\u00eb komun\u00ebn m\u00eb t\u00eb madhe t\u00eb qarkut t\u00eb Shkodr\u00ebs \u00ebsht\u00eb simptom\u00eb e nj\u00eb problemi shum\u00eb m\u00eb t\u00eb madh elektoral t\u00eb s\u00eb djatht\u00ebs n\u00eb zonat rurale. Le ta analizojm\u00eb k\u00ebt\u00eb problem.<\/p>\n<p>Duke filluar nga zgjedhjet lokale t\u00eb 2007-\u00ebs, partit\u00eb e djathta krijuan nj\u00eb ep\u00ebrsi elektorale n\u00eb zonat rurale. K\u00ebshtu, partite e djathta mor\u00ebn rreth 51% t\u00eb votave n\u00eb territorin e komunave, nd\u00ebrkoh\u00eb q\u00eb partit\u00eb e majta (PS, LSI, PSD, etj.) mor\u00ebn rreth 49%. Nga ana tjet\u00ebr, partit\u00eb e majta pat\u00ebn nj\u00eb ep\u00ebrsi t\u00eb ndjeshme n\u00eb territorin e bashkive: 53%-47%.<\/p>\n<p>Por n\u00eb zgjedhjet e 23 qershorit 2013, partit\u00eb e djathta (PD, PR, FRD, etj.) e humb\u00ebn ep\u00ebrsin\u00eb q\u00eb kishin patur n\u00eb zonat rurale. Ata t\u00eb jen\u00eb t\u00eb bindur se kandidati i PD-s\u00eb \u00ebsht\u00eb personi i duhur p\u00ebr banor\u00ebt e k\u00ebsaj komune, nd\u00ebrkoh\u00eb q\u00eb rival\u00ebt politik\u00eb duhet t\u00eb heqin dor\u00eb nga presionet ndaj zgjedh\u00ebsve t\u00eb k\u00ebsaj komune,\u201d tha ai.<\/p>\n<p>Por rezultati tregoi se votuesit e djatht\u00eb nuk morr\u00ebn pjes\u00eb masivisht n\u00eb zgjedhjet e 1 shtatorit. Kjo, ose sepse kandidati i PD-s\u00eb nuk u \u00ebsht\u00eb dukur i p\u00ebrshtatsh\u00ebm, ose sepse jan\u00eb frik\u00ebsuar nga presionet e kund\u00ebrshtarve, ose nga nj\u00eb kombinim i t\u00eb dyja arsyeve.
