Akoma nuk ka asnj\u00eb afat zyrtar se kur ato do t\u00eb jen\u00eb t\u00eb disponueshme.<\/p>\n<p>Megjithat\u00eb, n\u00eb k\u00ebt\u00eb situat\u00eb kryeministri n\u00eb detyr\u00eb n\u00eb mbledhjen e qeveris\u00eb deklaroi se: \u201cFinancat shqiptare jan\u00eb transparente dhe gjendja ekonomike \u00ebsht\u00eb solide\u201d!!!!!<\/p>\n<p>Ai gjeti rastin t\u00eb p\u00ebrg\u00ebzoj administrat\u00ebn tatimore e doganore, e cila gjat\u00eb muajit korrik, n\u00eb tatime t\u00eb mbledh\u00eb 7 p\u00ebr qind m\u00eb shum\u00eb, kurse doganat sipas tij mblodhen 16 p\u00ebr qind m\u00eb shum\u00eb sesa n\u00eb korrikun e vitit t\u00eb shkuar\u2026\u201d<\/p>\n<p>Por si q\u00ebndron e v\u00ebrteta e t\u00eb dh\u00ebnave fiskale?<\/p>\n<p>Nga t\u00eb dh\u00ebnat mbi t\u00eb ardhurat sipas disa burimeve operative nga tatimet dhe doganat, v\u00ebrehet se nuk ka vend p\u00ebr p\u00ebrg\u00ebzime, pasi t\u00eb ardhurat n\u00eb dogana dhe tatime nuk jan\u00eb realizuar as n\u00eb nivelin q\u00eb punonj\u00ebsit e k\u00ebtij sistemi kishin programuar, duke krijuar nj\u00eb mosrealizim ndaj planit p\u00ebr korrikun me -2,3% ose rreth 6 milion\u00eb dollar\u00eb.<\/p>\n<p>Nd\u00ebrsa p\u00ebr periudh\u00ebn janar- korrik 2013, mosrealizimet e t\u00eb ardhurat n\u00eb tatime dhe dogana tregojn\u00eb se mosrealizimet jan\u00eb t\u00eb larta jo vet\u00ebm ndaj planit, por edhe ndaj faktit t\u00eb 2012-\u00ebs.<\/p>\n<p>P\u00ebrkat\u00ebsisht ato rezulton\u00eb -7,6% dhe -2,2% ose n\u00eb madh\u00ebsi absolute mosrealizimi \u00ebsht\u00eb 132 milion\u00eb$ ndaj planit dhe 36 milion\u00eb$ ndaj faktit t\u00eb 2012-\u00ebs.<\/p>\n<p>Realiteti yn\u00eb p\u00ebrgenjeshtron at\u00eb q\u00eb thot\u00eb kryeministri mbi transparenc\u00ebn, por edhe p\u00ebrsa ai flet p\u00ebr gjendjen solide t\u00eb ekonomis\u00eb.<\/p>\n<p>M\u00eb posht\u00eb po rendis disa tregues t\u00eb botuar nga vet\u00eb Ministria e Financave p\u00ebr t\u00eb dh\u00ebnat fiskale t\u00eb 6 mujorit:<\/p>\n<p>1.T\u00eb ardhurat buxhetore jan\u00eb 6-7 miliard\u00eb lek\u00eb me pak se nj\u00eb vit m\u00eb par\u00eb.<\/p>\n<p>2.Borxhi ka arritur sipas Ministris\u00eb s\u00eb Financave 871,8 miliard\u00eb lek\u00eb nga 828.2 miliard\u00eb leke n\u00eb fund t\u00eb vitit 2012.<\/p>\n<p>3.Deficiti buxhetor ka arritur 48.2 miliard\u00eb lek\u00eb kur parashikimi vjetor \u00ebsht\u00eb 48.9 miliard\u00eb lek\u00eb.<\/p>\n<p>4.Me t\u00eb ardhurat nuk mbulohen shpenzimet korrente duke u shfaqur deficiti primar.<\/p>\n<p>5.N\u00eb fund t\u00eb tremujorit t\u00eb par\u00eb, raporti i borxhit publik ndaj PBB-s\u00eb \u00ebsht\u00eb vler\u00ebsuar n\u00eb 63.3% duke tejkaluar kufirin e vendosur n\u00eb ligjin buxhetor 62,6%.<\/p>\n<p>6.Ka r\u00ebnie n\u00eb tepric\u00ebn e kredis\u00eb n\u00eb 553 miliard\u00eb lek\u00eb nga 554 miliard\u00eb lek\u00eb q\u00eb ishte n\u00eb Maj t\u00eb vitit t\u00eb kaluar.<\/p>\n<p>N\u00eb k\u00ebt\u00eb situate si mund t\u00eb flasim p\u00ebr gjendje ekonomike solide? \u00c7fare duhet t\u00eb ndodh\u00eb akoma q\u00eb t\u00eb tronditet stabiliteti ekonomik financiar i vendit?<\/p>\n<p>Ky qenka stabiliteti? A duhet pritur t\u00eb flas\u00eb FMN-ja? FMN-ja do e zgjidh\u00eb problemin tone? FMN-ja do rekomandoj\u00eb shkurtim shpenzimesh, rritje taksash, deficit i ul\u00ebt buxhetor p\u00ebr vitin 2014.<\/p>\n<p>Prandaj \u00ebsht\u00eb koha t\u00eb flitet qart\u00eb mbi ekonomin\u00eb, duke inkurajuar mendimin e lir\u00eb dhe profesional ekonomik me synim p\u00ebr gjetjen e zgjidhjeve m\u00eb opimale larg eklektizmit.<\/p>\n<p>P\u00ebr k\u00ebt\u00eb situat\u00eb ekonomike ton\u00ebn, ku sa m\u00eb shume flitet p\u00ebr trasparenc\u00eb, shifrat mungojn\u00eb apo dalin shum\u00eb von\u00eb, p\u00ebrgjigjen si p\u00ebrher\u00eb e gjej te i madhi Xhorxh Orwell, romani i t\u00eb cilit, \u201c1984\u201d, n\u00eb majin e k\u00ebtij viti n\u00eb USA qe m\u00eb i shituri, jo rast\u00ebsisht sikurse edhe simbolika e personazhit q\u00eb ai krijoi n\u00eb k\u00ebt\u00eb roman bigbrother, dhe p\u00ebr t\u00eb cilin flasin t\u00eb gjith\u00eb duke arritur p\u00ebrmasa globale.<\/p>\n<p>\u201cStatistikat qen\u00eb marr\u00ebzi si n\u00eb versionin origjinal dhe n\u00eb at\u00eb t\u00eb korrigjuarin. Punonj\u00ebsit qen\u00eb t\u00eb detyruar n\u00eb shumic\u00ebn e koh\u00ebs t\u2019i sajonin ato nga mendja. Megjithat\u00eb kur e rishikoi parashikimin Uinstoni e zbriti shifr\u00ebn n\u00eb 57 milion\u00eb, me q\u00ebllim q\u00eb, si zakonisht, t\u00eb synohej n\u00eb tejkalim. Sidoqoft\u00eb, edhe shifra 62 dhe ajo 57 milion\u00eb ishin shum\u00eb larg s\u00eb v\u00ebrtet\u00ebs.<\/p>\n<p>Mund\u00ebsia m\u00eb e madhe ishte t\u00eb mos ishte prodhuar asnj\u00eb pal\u00eb \u00e7izme. Dhe po kaq e mundsh\u00ebm, jo vet\u00ebm q\u00eb nuk dinte kush sa pal\u00eb qen\u00eb prodhuar, por as q\u00eb \u00e7ante kok\u00ebn ta dinte. Ajo \u00e7far\u00eb dihej me siguri ishte fakti q\u00eb \u00e7do tremujor, n\u00eb let\u00ebr, \u00e7izmet prodhoheshin n\u00eb shifra astronomike, nd\u00ebrkoh\u00eb q\u00eb gjysma e popullsis\u00eb s\u00eb Oqeanis\u00eb ecte k\u00ebmb\u00ebzbathur. E shkuara rifreskohej dit\u00eb p\u00ebr dit\u00eb, madje minut\u00eb p\u00ebr minut\u00eb\u2026 N\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb, \u00e7do parashikim i b\u00ebr\u00eb nga Partia mund t\u00eb v\u00ebrtetohej me dokumenta q\u00eb kishte q\u00ebn\u00eb i sakt\u00eb; \u2026 Nuk lejohej t\u00eb ekzistonte asnj\u00eb paragraf gazete apo kurrfar\u00eb opininioni q\u00eb binte n\u00eb kund\u00ebrshtim me nevojat e \u00e7astit\u2026 N\u00eb fakt, mendoj Uinstoni nd\u00ebrsa korrigjonte shifrat e Ministris\u00eb s\u00eb Boll\u00ebkut, as falsifikim nuk mund t\u00eb quhej.
