Ai e shtjellon iden\u00eb e tij, duke n\u00ebnvizuar natyr\u00ebn arrogante t\u00eb pushtetit q\u00eb Berisha ka nd\u00ebrtuar nd\u00ebr vite, sa her\u00eb q\u00eb \u00ebsht\u00eb ulur n\u00eb nj\u00eb poltron t\u00eb lart\u00eb t\u00eb shtetit.<\/p>\n<p>P\u00ebrtej fatit personal t\u00eb Berish\u00ebs, ajo q\u00eb shohim sot, teksa fushata ka hyr\u00eb n\u00eb faz\u00ebn e saj dinamike, \u00ebsht\u00eb realisht zbatimi i nj\u00eb stili drejtimi dhe i nj\u00eb koncepti p\u00ebr shtetin dhe ligjin, q\u00eb jan\u00eb hapur n\u00eb kontradikt\u00eb me thelbin e nj\u00eb demokracie liberale kushtetuese, si\u00e7 i cil\u00ebson Farid Zakaria demokracit\u00eb per\u00ebndimore.<\/p>\n<p>Shteti q\u00eb \u00ebsht\u00eb sot n\u00eb gar\u00eb me kund\u00ebrshtarin politik t\u00eb majt\u00eb, \u00ebsht\u00eb faktikisht nj\u00eb krijes\u00eb arrogante e totalisht shp\u00ebrfill\u00ebse p\u00ebr rregullat e loj\u00ebs, ligjet e Kushtetut\u00ebn. Dje doli raporti paraprak i v\u00ebzhguesve t\u00eb OSBE-ODIHR. P\u00ebrdorimi i aktiviteteve shtet\u00ebrore p\u00ebr fushat\u00eb, reklamat hileqare t\u00eb ministrive p\u00ebr t\u00eb darovitur n\u00eb rrug\u00eb antiligjore mediat, vendimet e paligjshme t\u00eb KQZ me list\u00ebn e partive n\u00eb flet\u00ebn e votimit apo ekzistenca e 348 mij\u00eb votuesve n\u00ebp\u00ebr listat zgjedhore pa nj\u00eb adres\u00eb t\u00eb sakt\u00eb, jan\u00eb disa nga gjetjet e k\u00ebtij raporti.<\/p>\n<p>Imagjinoni se \u00e7ka ndodhur: v\u00ebzhgues q\u00eb sapo kan\u00eb ardhur n\u00eb vendin ton\u00eb, ulen e hartojn\u00eb nj\u00eb raport q\u00eb, megjith\u00ebse sip\u00ebrfaq\u00ebsor e i p\u00ebrkohsh\u00ebm, si\u00e7 mund t\u00eb jet\u00eb nj\u00eb raport paraprak, \u00ebsht\u00eb tejet i qart\u00eb n\u00eb leximin e diagnozave t\u00eb fushat\u00ebs elektorale t\u00eb 23 qershorit. OSBE-ODIHR nuk i \u00ebsht\u00eb dashur m\u00eb shum\u00eb sesa disa jav\u00eb, p\u00ebr t\u00eb identifikuar faktikisht t\u00eb gjitha problemet madhore t\u00eb fushat\u00ebs. Q\u00eb do t\u00eb thot\u00eb se nuk duhet ndonj\u00eb harxhim kushedi \u00e7far\u00eb energjish, p\u00ebr t\u00eb kuptuar list\u00ebn e hileve dhe parregullsive t\u00eb gar\u00ebs elektorale.<\/p>\n<p>Zgjedhjet jan\u00eb nj\u00eb moment kur demokracia shp\u00ebrfaq t\u00ebr\u00ebsisht cil\u00ebsin\u00eb e saj. Dhe ne ende nuk kemi b\u00ebr\u00eb nj\u00eb pal\u00eb zgjedhje ku fituesi dhe humb\u00ebsi t\u00eb ken\u00eb shtr\u00ebnguar duart, pa e p\u00ebrplasur nj\u00ebri-tjetrin dyerve t\u00eb gjykatave, q\u00eb m\u00eb pas jan\u00eb pasuar nga bojkote e kriza politike shum\u00ebvje\u00e7are. Jo rast\u00ebsisht pas proceseve elektorale m\u00eb problematike ka q\u00ebndruar nj\u00eb qeveri e PD. N\u00eb vitet \u201890, ashtu si edhe n\u00eb dekad\u00ebn pasardh\u00ebse. Precedenti i zgjedhjeve lokale t\u00eb vitit 2011, kur shteti u mobilizua p\u00ebr ta futur me \u00e7do m\u00ebnyr\u00eb Lulzim Bash\u00ebn n\u00eb zyr\u00ebn e Edi Ram\u00ebs, \u00ebsht\u00eb nj\u00eb rekord tejet shqet\u00ebsues, e q\u00eb vlen edhe p\u00ebr k\u00ebt\u00eb fushat\u00eb, ku s\u00ebrish shteti po mobilizon energjit\u00eb e tij p\u00ebr t\u00eb devijuar, p\u00ebr t\u00eb bler\u00eb e vjedhur votat.<\/p>\n<p>Korrupsioni elektoral i jav\u00ebve t\u00eb fundit na rreshton d\u00ebshp\u00ebruesh\u00ebm n\u00eb list\u00ebn e vendeve t\u00eb Kaukazit, aty ku demokracia ka ardhur si procedur\u00eb, por jo si praktik\u00eb. Mediat u lodh\u00ebn s\u00eb denoncuari p\u00ebrdit\u00eb fakte t\u00eb r\u00ebnda t\u00eb shkeljes s\u00eb hapur t\u00eb Kodit Zgjedhor e ligjeve n\u00eb fuqi, q\u00eb mbrojn\u00eb administrat\u00ebn, ushtarak\u00ebt, punonj\u00ebsit e arsimit e sh\u00ebndet\u00ebsis\u00eb, nga tallavaja e fushatave zgjedhore. E megjithat\u00eb aktualisht qeveria as q\u00eb po p\u00ebrpiqet m\u00eb q\u00eb t\u00eb b\u00ebj\u00eb \u201cgjoja\u201d, si\u00e7 ndodhte n\u00eb zgjedhjet e shkuara. Kjo munges\u00eb totale kujdesi, qoft\u00eb edhe formal, p\u00ebr t\u00eb shmangur ekspozimin dhe p\u00ebr t\u00eb mos i hequr \u00e7do cip\u00eb t\u00eb mundshme zullumit elektoral, \u00ebsht\u00eb ve\u00e7an\u00ebrisht dometh\u00ebn\u00ebse p\u00ebr qeverin\u00eb \u201cBerisha\u201d.<\/p>\n<p>Nuk ka asnj\u00eb dyshim se kjo thyerje e hapur e rregullave t\u00eb gar\u00ebs elektorale, d\u00ebshmon stadin fundor t\u00eb r\u00ebnies s\u00eb nj\u00eb mazhorance, q\u00eb po p\u00ebrpiqet t\u00eb kapet pas \u00e7do objekti pluskues, n\u00eb detin e trazuar ku ndodhet. N\u00eb vijim t\u00eb k\u00ebsaj strategjie t\u00eb hapur dhunuese, Berisha ka harxhuar shum\u00eb energji p\u00ebr t\u00eb kaluar nj\u00eb mesazh skandaloz tek opinioni publik. Teza e tij e shprehjes hapur t\u00eb simpative partiake nga m\u00ebsuesit, mjek\u00ebt e n\u00ebpun\u00ebsit e shtetit, nuk e kamuflon aspak at\u00eb q\u00eb ai po p\u00ebrpiqet t\u00eb b\u00ebj\u00eb mesa mundet, s\u00eb bashku me qindra e mij\u00ebra qelizat elektorale t\u00eb partis\u00eb s\u00eb tij: skedimin e frik\u00ebsimin t\u00eb ushtris\u00eb s\u00eb madhe t\u00eb rrog\u00ebtar\u00ebve t\u00eb shtetit, me q\u00ebllim devijimin sa m\u00eb t\u00eb madh t\u00eb vot\u00ebs s\u00eb tyre e t\u00eb familjar\u00ebve t\u00eb tyre.<\/p>\n<p>Skema e v\u00ebnies n\u00eb rresht t\u00eb n\u00ebpun\u00ebsve, p\u00ebr t\u2019u paraqitur n\u00eb zyrat elektorale t\u00eb PD n\u00eb lagjet ku banojn\u00eb, \u00ebsht\u00eb vet\u00ebm nj\u00ebri nd\u00ebr aspektet vulgare t\u00eb dhun\u00ebs politike q\u00eb po ushtron qeveria aktuale mbi aparatin shtet\u00ebror n\u00eb zgjedhje. Prej jav\u00ebsh, t\u00eb gjitha energjit\u00eb logjistike, njer\u00ebzore e financiare t\u00eb institucioneve t\u00eb shtetit, jan\u00eb v\u00ebn\u00eb n\u00eb sh\u00ebrbim t\u00eb fushat\u00ebs. Nd\u00ebrmarrjet e sh\u00ebrbimit ngjisin postera e vendosin flamuj n\u00eb shtylla, drejtor\u00eb e shefa gjithfar\u00ebsh hartojn\u00eb lista me \u201ct\u00eb kuq\u201d e \u201cblu\u201d, deri edhe burgjet me t\u00eb burgosurit brenda jan\u00eb kthyer n\u00eb gjah fushate.<\/p>\n<p>Sot po garon nj\u00eb panel opozitar, i shp\u00ebrndar\u00eb majtas, n\u00eb qend\u00ebr e djathtas, me nj\u00eb koalicion qeveritar, i cili de facto \u00ebsht\u00eb vet\u00eb shteti. Koncepti i partis\u00eb-shtet po na shfaqet n\u00eb \u00e7do cep t\u00eb Shqip\u00ebris\u00eb, n\u00eb form\u00ebn e tij m\u00eb t\u00eb sh\u00ebmtuar. Diku me ahengje e shirita rrug\u00ebsh t\u00eb pambaruara, diku me presione mbi biznese t\u00eb vogla e t\u00eb m\u00ebdha, diku me k\u00ebrc\u00ebnime p\u00ebr pushime nga puna apo me blerje votash.<\/p>\n<p>Nd\u00ebrkoh\u00eb opozita vazhdon p\u00ebr hesap t\u00eb vet fushat\u00ebn e saj, duke shp\u00ebrfillur (edhe nj\u00eb her\u00eb) rrezikun mbi t\u00eb cilin po shkel me hap t\u00eb shkujdesur. Duket se koalicioni opozitar ndihet shum\u00eb i k\u00ebnaqur e euforik nga rezultatet e sondazheve paraprake, q\u00eb e nxjerrin fitues. Se\u00e7 t\u00eb le shijen e di\u00e7kaje t\u00eb njohur, kjo sjellje e s\u00eb majt\u00ebs shqiptare. T\u00eb di\u00e7kaje q\u00eb kat\u00ebr vjet m\u00eb par\u00eb, prodhoi mandatin e dyt\u00eb t\u00eb Berish\u00ebs.
