Prej vitit 1992 e deri m\u00eb sot, kryesuesi i palodhur i nj\u00ebr\u00ebs an\u00eb t\u00eb bipolaritetit politik, Kryeministri Sali Berisha, vijon ta rip\u00ebrs\u00ebrit\u00eb situat\u00ebn e kriz\u00ebs s\u00eb mosmarr\u00ebveshjeve p\u00ebr KQZ-n\u00eb ose p\u00ebr ligjin zgjedhor. Sivjet ka rikthyer \u201ck\u00ebng\u00ebn e vjet\u00ebr\u201d t\u00eb kriz\u00ebs n\u00eb KQZ. Nj\u00eb mosmarr\u00ebveshje, e cila n\u00eb nisje t\u00eb saj hante diskutim, n\u00eb favor t\u00eb PD-s\u00eb s\u00eb zotit Berisha. P\u00ebr t\u00eb vetmen arsye se pas largimit t\u00eb LSI-s\u00eb nga koalicioni qeveris\u00ebs, sipas s\u00eb th\u00ebn\u00ebs s\u00eb analistit politik Zogaj: \u201cMeta duhej t\u2019i merrte pla\u00e7kat me vete\u201d, duke \u201cb\u00ebr\u00eb dor\u00ebzimet e gjith\u00e7kaje\u201d q\u00eb g\u00ebzonte sa ishte n\u00eb qeverisje. Mir\u00ebpo t\u00eb drejt\u00ebn e vet zoti Berisha e mbuloi me prepotenc\u00ebn dhe form\u00ebn arbitrare t\u00eb largimit t\u00eb an\u00ebtarit lsi-ist t\u00eb KQZ-s\u00eb, zotit Ilirjan Muho.<\/p>\n<p>Iu v\u00ebrsul k\u00ebtij p\u00ebrfaq\u00ebsuesi, duke nxjerr\u00eb nga sirtari biografik i karrier\u00ebs s\u00eb tij nj\u00eb \u201cd\u00ebnim\u201d t\u00eb ish-presidentit Moisiu, i cili ligj\u00ebrisht \u00ebsht\u00eb parashkruar tashm\u00eb. U zbulua kjo mas\u00eb e dikurshme e KLD-s\u00eb, kur i duhej shumic\u00ebs parlamentare t\u00eb zotit Berisha dhe nuk u gjend dot n\u00eb \u00e7astin kur ajo e votoi sapo e propozoi ish-aleati n\u00eb qeverisje! Mjaftoi urdhri vet\u00ebvendos\u00ebs i Kryeministrit, i pasuar bindshm\u00ebrisht nga votat e shumic\u00ebs s\u00eb re t\u00eb rikompozuar, q\u00eb edhe pse u k\u00ebmb\u00ebngul diplomatikisht nga ambasador\u00eb dhe t\u00eb huaj t\u00eb r\u00ebnd\u00ebsish\u00ebm, t\u00eb largohej an\u00ebtari lsi-st i KQZ-s\u00eb. N\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb startoi kriza n\u00eb k\u00ebt\u00eb institucion. Opozita reagoi, duke deleguar jo zyrtarisht, reagimet individuale t\u00eb an\u00ebtar\u00ebve t\u00eb propozuar prej saj me aktet pasuese t\u00eb dor\u00ebheqjes s\u00eb dy an\u00ebtar\u00ebve t\u00eb saj dhe m\u00eb pas edhe t\u00eb an\u00ebtarit minoritar t\u00eb PBDNJ-s\u00eb, minoritarit grek Jani Jani.<\/p>\n<p>Kan\u00eb kaluar gati dy muaj dhe kjo kriz\u00eb ka mbetur e patrazuar mes aktor\u00ebve dhe pal\u00ebve, por mjaftueshm\u00ebrisht nj\u00eb arsye alarmuese p\u00ebr reagimet nd\u00ebrkomb\u00ebtare dhe sidomos p\u00ebr interesimin amerikan n\u00eb Tiran\u00eb. Drejtori p\u00ebr \u00c7\u00ebshtjet e Europ\u00ebs Qendrore dhe Jugore n\u00eb Departamentin e Shtetit, Jonathan Moore, po e viziton deri n\u00eb or\u00ebt e sotme Tiran\u00ebn p\u00ebr her\u00eb t\u00eb dyt\u00eb brenda nj\u00eb muaji. Nj\u00eb riardhje e shum\u00ebkomentuar jo vet\u00ebm n\u00eb mediat shqiptare, por e shum\u00ebdiskutueshme n\u00eb mjediset diplomatike dhe selit\u00eb e interesimit diplomatik p\u00ebr Shqip\u00ebrin\u00eb. Shtypi dhe mediat tona kan\u00eb rezervuar deri sot nj\u00eb raportim empirik p\u00ebr brendin\u00eb e bisedave t\u00eb zhvilluara dhe p\u00ebr mesazhin konkret zyrtar. Ende nuk \u00ebsht\u00eb formuluar zyrtarisht komunikata e rastit nga ambasada e SHBA-s\u00eb n\u00eb Tiran\u00eb. Nd\u00ebrkaq, n\u00ebnkuptohet interesimi eksplicit amerikan p\u00ebr \u201ckriz\u00ebn e KQZ\u201d-s\u00eb, duke u parath\u00ebn\u00eb, sipas raportimeve sip\u00ebrmarrja e \u201ctutorizmit\u201d ndaj zgjedhjeve n\u00eb t\u00ebr\u00ebsi.<\/p>\n<p>Natyrisht diplomacia amerikane dhe sidomos rikthimet e zyrtar\u00ebve t\u00eb lart\u00eb t\u00eb linj\u00ebs s\u00eb saj n\u00eb nj\u00eb vend, nuk mbesin n\u00eb brendi kaq t\u00eb vogla. Ndon\u00ebse \u00ebsht\u00eb i pakap\u00ebrcyesh\u00ebm interesimi p\u00ebr demokracin\u00eb dhe sidomos ligjshm\u00ebrin\u00eb n\u00eb vendet lindore. Ato jan\u00eb arsye t\u00eb \u00e7\u00ebshtjeve me interesim, t\u00eb nj\u00eb peshe specifike t\u00eb lart\u00eb dhe n\u00eb shum\u00eb her\u00eb kan\u00eb t\u00eb b\u00ebjn\u00eb me rezonime n\u00eb perimetra, jo vet\u00ebm lokal\u00eb. Por kazusi shqiptar i KQZ-s\u00eb, tashm\u00eb \u00ebsht\u00eb form\u00ebsuar si nj\u00eb \u201ckops\u00eb\u201d n\u00eb mos e r\u00ebn\u00eb, s\u00eb paku fillk\u00ebputur, n\u00eb kostumin e procesit dhe demokracis\u00eb zgjedhore n\u00eb vend.<\/p>\n<p>Jo vet\u00ebm diplomatikisht, por s\u00eb pari politikisht, procesi zgjedhor i 23 qershorit t\u00eb pritsh\u00ebm \u00ebsht\u00eb tashm\u00eb seriozisht i k\u00ebrc\u00ebnuar. Ky k\u00ebrc\u00ebnim, q\u00eb shfaqet s\u00eb pari p\u00ebrmes anormalitetit n\u00eb institucionin kryesor t\u00eb administrimit dhe certifikimit t\u00eb procesit, po e rikthen Kryeministrin Berisha n\u00eb axhend\u00ebn e udh\u00ebheq\u00ebsit problematik p\u00ebr zgjedhje. Nj\u00eb loj\u00eb t\u00eb till\u00eb kaq komplekse, p\u00ebrve\u00e7 n\u00eb vitin 1996, Kryeministri Berisha nuk e ka sjell\u00eb ndonj\u00ebher\u00eb deri n\u00eb k\u00ebt\u00eb pik\u00eb. Nuk ka p\u00ebrball\u00eb kund\u00ebrshtarin e dikursh\u00ebm socialist, por ka nj\u00eb kund\u00ebrshtar, t\u00eb cilin e ka l\u00ebn\u00eb n\u00eb fatin e opozit\u00eb-gjatit her\u00eb me t\u00eb drejt\u00eb e her\u00eb me hile, edhe pse ky, pra Rama, ka qen\u00eb po kaq pozit\u00eb-gjat\u00eb n\u00eb krye t\u00eb Bashkis\u00eb s\u00eb Tiran\u00ebs. Me opozit\u00eb-gjatin Rama s\u00eb fundi \u00ebsht\u00eb rikthyer n\u00eb koalicion edhe ortak-l\u00ebviz\u00ebsi i njohur Ilir Meta. N\u00eb k\u00ebt\u00eb p\u00ebrballje, zoti Berisha seriozisht nuk e ka t\u00eb leht\u00eb, jo p\u00ebr shkak t\u00eb programeve, por p\u00ebr arsye t\u00eb koh\u00ebs dhe gjendjes t\u00eb cilat nuk i ka m\u00eb aleat\u00eb. Sikund\u00ebr edhe p\u00ebr shkak t\u00eb k\u00ebsaj arsyeje t\u00eb nd\u00ebrkomb\u00ebtarizuar, q\u00eb ka emrin \u201cKQZ\u201d.<\/p>\n<p>Pas takimit, her\u00ebt n\u00eb m\u00ebngjesin e dit\u00ebs s\u00eb djeshme, me udh\u00ebheq\u00ebsin e opozit\u00ebs Rama, zyrtari i lart\u00eb amerikan Moore shmangu komentet, duke respektuar s\u00eb pari parimin e informimit t\u00eb balancuar: \u201cNe duam t\u00eb sigurohemi se shqiptar\u00ebt do t\u00eb ken\u00eb besim te procesi zgjedhor, tek institucionet dhe te rezultatet e zgjedhjeve q\u00eb do t\u00eb dalin pas 23 qershorit, por un\u00eb sapo fillova vizit\u00ebn time dhe do t\u00eb kem m\u00eb shum\u00eb p\u00ebr t\u00eb th\u00ebn\u00eb nes\u00ebr n\u00eb mbr\u00ebmje n\u00eb p\u00ebrfundim t\u00eb vizit\u00ebs sime\u201d, ka deklaruar Moore.<\/p>\n<p>N\u00eb or\u00ebt e pasdites, duke vijuar turin e takimeve elektorale n\u00eb juglindje t\u00eb vendit, zoti Rama ka qen\u00eb m\u00eb ironizues ndaj Kryeministrit Berisha, t\u00eb cilit p\u00ebr her\u00eb t\u00eb par\u00eb i ka rikujtuar kujdesin e l\u00ebvizjes s\u00eb tij me antiplumb dhe trup\u00eb sigurie t\u00eb pakrahasueshme: \u201cSaliu merret p\u00ebrdit\u00eb me autobusin ton\u00eb, dhe e p\u00ebrgojon autobusin. Nuk e di pse. M\u00eb mir\u00eb me autobus si gjith\u00eb qytetar\u00ebt se me antiplumb si Saliu. M\u00eb mir\u00eb me autobus me vajza dhe djem q\u00eb bashk\u00eb me ne udh\u00ebtojm\u00eb n\u00eb t\u00eb gjith\u00eb Shqip\u00ebrin\u00eb, sesa me nj\u00eb \u00e7et\u00eb me 200 roja. Antpiplumb po, \u00e7et\u00eb me 200 roja po, \u00e7far\u00eb ke b\u00ebr\u00eb q\u00eb t\u00eb ruajn\u00eb kaq shum\u00eb Sali? \u00cbsht\u00eb koha q\u00eb Saliu ta heq\u00eb antiplumbin dhe ta shp\u00ebrndaj\u00eb at\u00eb \u00e7et\u00ebn e 200 rojave dhe t\u00eb shkoj\u00eb e t\u00eb b\u00ebj\u00eb gjyshin me koh\u00eb t\u00eb plot\u00eb. Shqip\u00ebris\u00eb nuk i duhet nj\u00eb gjysh me antiplumb, por Rilindje\u201d.<\/p>\n<p>Nj\u00eb ironi q\u00eb pasoi me drek\u00ebn e pun\u00ebs s\u00eb Kryeministrit me zotin Moore. Nd\u00ebrkoh\u00eb q\u00eb kjo u parapri nga takimi me t\u00eb sapokthyerin n\u00eb PD, emigratorin Selami. Axhend\u00eb me nj\u00eb regji tipike p\u00ebr ta mir\u00ebmbuluar thelbin e q\u00ebllimit konkret t\u00eb vizit\u00ebs amerikane n\u00eb Tiran\u00eb. Gjith\u00e7ka e lidhur me procesin n\u00eb dukje, por n\u00eb t\u00eb v\u00ebrtet\u00eb q\u00eb ka marr\u00ebdh\u00ebnie me udh\u00ebheq\u00ebsin problematik t\u00eb k\u00ebtij vendi. \u00cbsht\u00eb rishfaqja besnike e tij n\u00eb regjin\u00eb e njohur t\u00eb proceseve t\u00eb v\u00ebshtira zgjedhore, jo p\u00ebr shkak t\u00eb votimit apo t\u00eb sjelljes s\u00eb qytetar\u00ebve votues, por p\u00ebr arsye ng\u00ebr\u00e7esh dhe refuzimesh q\u00eb shfaqen si gjithnj\u00eb befas. N\u00eb k\u00ebta 23 vjet, si protagonist kryesor, por jo i vet\u00ebm, zoti Berisha rikthen edhe nj\u00eb her\u00eb nj\u00eb kriz\u00eb t\u00eb njohur parazgjedhore. N\u00eb sken\u00eb, si aktor i vjet\u00ebr, po b\u00ebn loj\u00ebn e vet, por p\u00ebrball\u00eb nuk ka vet\u00ebm opozit\u00eb-gjatin, por edhe diplomacin\u00eb, aq m\u00eb tep\u00ebr at\u00eb amerikane.
