N\u00eb vitin 2005, Berisha ka marr\u00eb votat e shqiptar\u00ebve edhe pse ka premtuar pun\u00ebsim t\u00eb plot\u00eb t\u00eb tyre. Sot jan\u00eb statistikat, dhe jo shpifjet e opozit\u00ebs, q\u00eb provojn\u00eb se Kryeministri ka d\u00ebshtuar totalisht n\u00eb mbajtjen e k\u00ebtij premtimi. Po pa u skuqur aspak nga ky d\u00ebshtim me pasoja t\u00eb r\u00ebnda n\u00eb jet\u00ebn e qindra mij\u00eb shqiptar\u00ebve, Berisha po k\u00ebrkon nj\u00eb mandat t\u00eb tret\u00eb qeveris\u00ebs duke u shpresuar te forca e g\u00ebnjeshtr\u00ebs.<\/p>\n<p>Ai po g\u00ebnjen hapur lidhur me nivelin e pun\u00ebsimit n\u00eb vitet e qeverisjes s\u00eb tij duke harruar se jan\u00eb vet\u00eb statistikat e prodhuara nga institucione si INSTAT, q\u00eb ai i ka n\u00ebn kontroll, q\u00eb demaskojn\u00eb g\u00ebnjeshtr\u00ebn e tij. Nd\u00ebrkaq, po p\u00ebrpiqet t\u00eb maskoj\u00eb premtimet e pambajtura p\u00ebr pun\u00ebsimin me premtime t\u00eb reja. Por para se nj\u00eb Kryeminist\u00ebr dhe nj\u00eb qeveri t\u00eb b\u00ebjn\u00eb premtime t\u00eb reja duhet t\u00eb shpjegojn\u00eb se p\u00ebrse nuk kan\u00eb mbajtur ato t\u00eb vjetrat. Nj\u00eb qeveri votohet mbi t\u00eb gjitha p\u00ebr ato q\u00eb realizon dhe jo p\u00ebr ato q\u00eb premton. T\u00eb besosh nj\u00eb qeveri q\u00eb b\u00ebn vet\u00ebm premtime t\u00eb bukura do t\u00eb thot\u00eb t\u00eb besosh te fjal\u00ebt dhe jo te veprat. Dhe kush u beson llafeve \u00ebsht\u00eb i destinuar t\u00eb zhg\u00ebnjehet.<\/p>\n<p>* * *<\/p>\n<p>\u00c7\u00ebshtja e pun\u00ebsimit dhe e reduktimit t\u00eb papun\u00ebsis\u00eb \u00ebsht\u00eb thuajse aritmetike dhe nuk l\u00eb vend p\u00ebr spekulime politike. Mjafton t\u00eb shqyrtohet se \u00e7far\u00eb ka premtuar qeveria dhe \u00e7far\u00eb ka realizuar nga k\u00ebto premtime. Edhe ne k\u00ebt\u00eb do b\u00ebjm\u00eb. Prandaj do t\u2019u drejtohemi premtimeve t\u00eb Berish\u00ebs b\u00ebr\u00eb n\u00eb vitin 2005 kur por rikthehej n\u00eb pushtet pas 8 viteve n\u00eb opozit\u00eb. \u00cbsht\u00eb referenca m\u00eb e favorshme p\u00ebr qeverin\u00eb, sepse ka pasur dy mandate n\u00eb dispozicion p\u00ebr t\u2019i realizuar k\u00ebto premtime.<\/p>\n<p>Dhe n\u00eb at\u00eb program t\u00eb qeveris\u00eb \u201cBerisha\u201d t\u00eb asaj kohe lexojm\u00eb: \u201cN\u00eb projektin e saj p\u00ebr ndryshim, mazhoranca e re dhe qeveria e saj synojn\u00eb t\u00eb krijojn\u00eb mund\u00ebsi p\u00ebr pun\u00ebsim t\u00eb \u00e7do shqiptari. Papun\u00ebsia, ve\u00e7an\u00ebrisht afatgjat\u00eb dhe e pashpres\u00eb, si urbane dhe rurale, e ve\u00e7an\u00ebrisht n\u00eb nivelet alarmante t\u00eb saj mes brezit t\u00eb ri, trash\u00ebguar nga qeverisjet socialiste, p\u00ebrb\u00ebn nj\u00eb k\u00ebrc\u00ebnim serioz social dhe nj\u00eb barrier\u00eb p\u00ebr zhvillimin e vendit. Papun\u00ebsia dhe mungesa e shpres\u00ebs p\u00ebr pun\u00eb \u00ebsht\u00eb nj\u00eb nga faktor\u00ebt kryesor\u00eb t\u00eb eksodit masiv emigrator t\u00eb shqiptar\u00ebve\u201d.<\/p>\n<p>Nuk ke \u00e7\u2019i thua, duken fjal\u00eb t\u00eb arta. Dhe t\u00eb v\u00ebrteta. Por e keqja \u00ebsht\u00eb se kan\u00eb mbetur t\u00eb tilla edhe sot e k\u00ebsaj dite kur Berisha ka mbushur 8 vjet si Kryeminist\u00ebr. Sepse ai ka d\u00ebshtuar n\u00eb premtimin q\u00eb t\u00eb krijoj\u00eb \u201cmund\u00ebsi p\u00ebr pun\u00ebsimin e \u00e7do shqiptari\u201d. Rrjedhimisht, papun\u00ebsia afatgjat\u00eb mes shqiptar\u00ebve nuk \u00ebsht\u00eb zhdukur. Ajo vazhdon t\u00eb ruaj\u00eb nivelet alarmante edhe mes brezit t\u00eb ri, nivele q\u00eb Berisha i denonconte n\u00eb vitin 2005. Po p\u00ebr shkak t\u00eb paaft\u00ebsis\u00eb s\u00eb qeveris\u00eb \u201cBerisha\u201d, papun\u00ebsia vazhdon t\u00eb prezantoj\u00eb \u201cnj\u00eb k\u00ebrc\u00ebnim serioz social, si dhe nj\u00eb barrier\u00eb p\u00ebr zhvillimin e vendit\u201d. Nj\u00eb k\u00ebrc\u00ebnim q\u00eb nd\u00ebrsa n\u00eb vitin 2005 e trash\u00ebgonim nga 8 vjet qeverisje socialiste sot n\u00eb vitin 2013, e trash\u00ebgojm\u00eb prej 8 vjet qeverisje t\u00eb d\u00ebshtuar t\u00eb demokrat\u00ebve me n\u00eb krye Sali Berish\u00ebn.<\/p>\n<p>* * *<\/p>\n<p>Nuk spekulojm\u00eb as edhe nj\u00eb grim\u00eb. \u00cbsht\u00eb aritmetika e fakteve q\u00eb nuk na lejon. Bashk\u00ebngjitur me k\u00ebt\u00eb shkrim \u00ebsht\u00eb nj\u00eb tabel\u00eb q\u00eb paraqet nivelet e pun\u00ebsimit dhe papun\u00ebsis\u00eb q\u00eb nga viti 1996-2012 sipas t\u00eb dh\u00ebnave t\u00eb publikuara nga Banka e Shqip\u00ebris\u00eb dhe Instituti i Statistikave (INSTAT). Dhe jan\u00eb k\u00ebto shifra publike q\u00eb denoncojn\u00eb d\u00ebshtimin e qeveris\u00eb \u201cBerisha\u201d n\u00eb \u00e7\u00ebshtjen e pun\u00ebsimit, por edhe g\u00ebnjeshtrat e Berish\u00ebs n\u00eb fushat\u00eb. Berisha pretendon se ka pun\u00ebsuar 50 mij\u00eb vet\u00eb. Por statistika na tregon se krahasuar me vitin 2005 n\u00eb vitin 2012 numri i t\u00eb pun\u00ebsuarve ishte 5 mij\u00eb m\u00eb pak.<\/p>\n<p>Nd\u00ebrkaq, nuk duhet harruar se n\u00eb vitin 2009 kur mori mandatin e dyt\u00eb, Berisha premtoi t\u00eb pun\u00ebsonte 160 mij\u00eb shqiptar\u00eb, premtim q\u00eb sikund\u00ebr ato t\u00eb b\u00ebra n\u00eb vitin 2005, rezulton i pambajtur. Edhe nivelet e papun\u00ebsis\u00eb evidentojn\u00eb t\u00eb nj\u00ebjt\u00ebn gj\u00eb. Nd\u00ebrsa n\u00eb vitin 2005 kishim 154 mij\u00eb t\u00eb papun\u00eb, n\u00eb vitin 2012 kishim 142 mij\u00eb ose 12 mij\u00eb m\u00eb pak. Dhe a mund t\u00eb quash sukses uljen n\u00eb 8 vjet t\u00eb papun\u00ebsis\u00eb me 12 mij\u00eb njer\u00ebz? \u00cbsht\u00eb nj\u00ebsoj si t\u00eb mos b\u00ebsh asgj\u00eb. Nd\u00ebrkoh\u00eb, nuk duhet harruar se ka burime q\u00eb nivelin e papun\u00ebsis\u00eb n\u00eb Shqip\u00ebri e llogarisin shum\u00eb m\u00eb lart se ai i pranuar zyrtarisht nga qeveria.<\/p>\n<p>K\u00ebshtu \u201cCIA FactBook\u201d hedh dyshimin se papun\u00ebsia mund t\u00eb shkoj\u00eb deri 30 p\u00ebr qind p\u00ebr shkak edhe t\u00eb mbizot\u00ebrimit t\u00eb fermer\u00ebve q\u00eb mezi mbijetojn\u00eb. Dhe nuk mund t\u00eb mos habitesh p\u00ebr k\u00ebt\u00eb paaft\u00ebsi t\u00eb qeveris\u00eb p\u00ebr t\u00eb pun\u00ebsuar njer\u00ebz kur shikon k\u00ebmb\u00ebnguljen e Kryeministrit n\u00eb pohimin se jo vet\u00ebm Shqip\u00ebria nuk \u00ebsht\u00eb prekur nga kriza bot\u00ebrore, por edhe se ajo ka pasur dhe ka nj\u00eb ekonomi entuziaste si rrall\u00ebkush n\u00eb Europ\u00eb! Por shihet q\u00eb premtimet e Berish\u00ebs jan\u00eb llafe kazani q\u00eb ai i harron sapo mbarojn\u00eb zgjedhjet ashtu sikund\u00ebr harron dhe akuzat q\u00eb u b\u00ebn kund\u00ebrshtar\u00ebve t\u00eb tij p\u00ebr korrupsion.
