Marr\u00ebveshja po p\u00ebrsh\u00ebndetet nga diplomat\u00ebt dhe politikan\u00ebt n\u00eb t\u00eb dy vendet si nj\u00eb situat\u00eb \u2018win-win\u2019, megjith\u00ebse do t\u00eb has\u00eb n\u00eb rezistenc\u00ebn e nacionalist\u00ebve t\u00eb linj\u00ebs s\u00eb ashp\u00ebr n\u00eb t\u00eb dy krah\u00ebt. N\u00eb shk\u00ebmbim, autoritetet kosovare iu japin nj\u00eb nivel autonomie kat\u00ebr zonave t\u00eb kontrolluara nga serb\u00ebt n\u00eb Kosov\u00ebn e veriut. Ato do t\u00eb formojn\u00eb nj\u00eb shoqat\u00eb, e cila do t\u00eb mbik\u00ebqyr\u00eb arsimin dhe sh\u00ebndet\u00ebsin\u00eb apo \u00e7\u00ebshtje t\u00eb tjera. Pakti thot\u00eb se do t\u00eb ket\u00eb nj\u00eb forc\u00eb t\u00eb vetme policore n\u00eb Kosov\u00eb, por se komandanti rajonal serb p\u00ebr veriun do t\u00eb zgjidhet nga nj\u00eb list\u00eb kandidat\u00ebsh, formuluar nga kryekomunar\u00ebt e veriut.<\/p>\n<p>Nj\u00eb formul\u00eb kompromisi u gjet mbi \u00e7\u00ebshtjen irrituese t\u00eb gjykatave dhe zgjedhjet do t\u00eb mbahen k\u00ebt\u00eb vit p\u00ebr komunat veriore, t\u00eb cilat tani jan\u00eb t\u00eb zgjedhura n\u00ebn sistemin serb, jo at\u00eb kosovar.<\/p>\n<p>Hamend\u00ebsohet se jan\u00eb rreth 140 mij\u00eb serb\u00eb n\u00eb Kosov\u00eb, n\u00eb nj\u00eb popullsi t\u00eb p\u00ebrgjithshme prej 1.7 milion banor\u00ebsh. Rreth nj\u00eb e treta e tyre jetojn\u00eb n\u00eb veri. Pjesa tjet\u00ebr jeton n\u00eb zona t\u00eb Kosov\u00ebs, t\u00eb cilat n\u00eb vitet e fundit kan\u00eb filluar t\u00eb integrohen me pjes\u00ebn tjet\u00ebr t\u00eb vendit n\u00eb termat e organizmit komunal, por jo sa i takon arsimit dhe sh\u00ebndet\u00ebsis\u00eb. Disa prej k\u00ebtyre zonave mund t\u2019i bashkohen shoqat\u00ebs s\u00eb re serbe.<\/p>\n<p>Marr\u00ebveshja nuk e pengon Serbin\u00eb p\u00ebr t\u00eb financuar arsimin dhe sh\u00ebrbime t\u00eb tjera, si\u00e7 ndodh tani. Sipas z. Da\u00e7i\u00e7 dhe z. Selimi, Forca e Siguris\u00eb s\u00eb Kosov\u00ebs, ushtria de fakto e Kosov\u00ebs, nuk do t\u00eb zbarkoj\u00eb n\u00eb veri, t\u00eb pakt\u00ebn p\u00ebr disa vite. Pas arritjes s\u00eb marr\u00ebveshjes, Lady Ashton, z. Da\u00e7i\u00e7 dhe z. N\u00eb shkurt t\u00eb vitit t\u00eb shkuar serb\u00ebt e Kosov\u00ebs n\u00eb veri votuan n\u00eb shumic\u00eb p\u00ebr t\u00eb refuzuar \u00e7do bashk\u00ebpunim me autoritetet n\u00eb jug. N\u00eb terma afatgjat\u00eb, objeksionet e tyre nuk do gjejn\u00eb mb\u00ebshtetje.<\/p>\n<p>Burime n\u00eb veri besojn\u00eb se kur t\u00eb vij\u00eb mesazhi nga autoritetet n\u00eb Beograd se \u00ebsht\u00eb n\u00eb interesin e shtetit serb q\u00eb serb\u00ebt e Kosov\u00ebs t\u00eb binden, ata do t\u00eb b\u00ebjn\u00eb si\u00e7 u k\u00ebrkohet. Parat\u00eb, natyrisht, do t\u00eb luajn\u00eb rolin e tyre. Si udh\u00ebheq\u00ebs t\u00eb strukturave komunale t\u00eb sapozgjedhura, t\u00eb njohur si nga Kosova ashtu dhe Serbia, ata mund t\u00eb presin nj\u00eb uj\u00ebvar\u00eb financiare. T\u00eb riintegruar n\u00eb Kosov\u00eb, ata mund t\u00eb marrin para nga qeveria qendrore dhe nga Serbia. Nj\u00eb pakt i m\u00ebparsh\u00ebm u jep atyre t\u00eb drejt\u00ebn q\u00eb t\u00eb marrin nj\u00eb pjes\u00eb t\u00eb mir\u00eb t\u00eb tarifave doganore nga dy pikat doganore veriore me Serbin\u00eb. BE dhe SHBA, t\u00eb cil\u00ebt luajt\u00ebn nj\u00eb rol thelb\u00ebsor, megjith\u00ebse n\u00eb prapasken\u00eb n\u00eb arritjen e marr\u00ebveshjes, gjithashtu do t\u00eb ofrojn\u00eb fonde.<\/p>\n<p>D\u00ebshtimi p\u00ebr t\u00eb arritur nj\u00eb marr\u00ebveshje do t\u00eb thoshte pasoja t\u00eb k\u00ebqija p\u00ebr Serbin\u00eb, Kosov\u00ebn dhe pjes\u00ebn tjet\u00ebr t\u00eb rajonit. T\u00eb huajt do t\u00eb arrinin n\u00eb p\u00ebrfundimin se pal\u00ebt ishin kok\u00ebforta dhe jo t\u00eb gatshme p\u00ebr t\u00eb nd\u00ebrmarr\u00eb risqe p\u00ebr interesin e popujve t\u00eb tyre dhe se nuk ia vlente m\u00eb p\u00ebr t\u2019i ndihmuar. Nj\u00eb periudh\u00eb e gjat\u00eb status quo-je do t\u00eb kishte pasur.<\/p>\n<p>Zbatimi i marr\u00ebveshjes, sigurisht do t\u00eb jet\u00eb i v\u00ebshtir\u00eb, por nj\u00eb penges\u00eb e madhe psikologjike \u00ebsht\u00eb kaluar. Nd\u00ebrsa Serbia e Kosova l\u00ebvizin p\u00ebrpara n\u00eb terma t\u00eb marr\u00ebdh\u00ebnies mes tyre dhe n\u00eb terma t\u00eb integrimit europian, diplomat\u00ebt shpresojn\u00eb se shembulli i tyre do t\u2019u jap\u00eb nj\u00eb cytje si boshnjak\u00ebve q\u00eb kan\u00eb mbetur mbrapa p\u00ebr shkak t\u00eb nj\u00eb d\u00ebshtimi p\u00ebr t\u00eb b\u00ebr\u00eb kompromise t\u00eb ngjashme, ashtu dhe maqedonasve.<\/p>\n<p>Bisedimet jan\u00eb nj\u00eb sukses i rrall\u00eb p\u00ebr politik\u00ebn e jashtme t\u00eb BE-s\u00eb. Ato filluan n\u00eb mars 2011, kur Boris Tadi\u00e7 ishte n\u00eb pushtet n\u00eb Serbi. N\u00eb Bratislav\u00eb, sidoqoft\u00eb, ishte e qart\u00eb se kish arritur nj\u00eb frym\u00eb e re. T\u00eb dyja pal\u00ebt e p\u00ebrsh\u00ebndet\u00ebn paktin. \u201cT\u00eb gjith\u00eb jemi fitimtar\u00eb\u201d, tha nj\u00eb zyrtar serb q\u00eb k\u00ebrkoi t\u00eb mos i citohej emri.
