Kuptohet q\u00eb kur ai shkruan p\u00ebr nj\u00eb \u00e7\u00ebshtje t\u00eb till\u00eb, p\u00ebrdoret p\u00ebr t\u00eb hedhur mesazhe q\u00eb politika m\u00eb tej t\u2019i p\u00ebrtyp\u00eb.<\/p>\n<p>N\u00eb artikull pas nj\u00eb analize t\u00eb \u00e7al\u00eb t\u00eb tij p\u00ebr shkarkimin e Muhos, fillon dhe b\u00ebn nj\u00eb vler\u00ebsim se mund t\u00eb ket\u00eb nj\u00eb riformatim t\u00eb KQZ-s\u00eb. Por ky riformatim sipas tij duhet t\u00eb b\u00ebhet, jo p\u00ebr shkak se KQZ-s\u00eb i ka humbur legjitimiteti, por sepse p\u00ebrfaqesuesit e t\u00eb djatht\u00ebs n\u00eb KQZ duhet t\u00eb nd\u00ebrrohen meq\u00ebn\u00ebse kan\u00eb b\u00ebr\u00eb nj\u00eb performanc\u00eb t\u00eb dob\u00ebt, nd\u00ebrkoh\u00eb q\u00eb p\u00ebrfaq\u00ebsuesit e propozuar nga PS, nuk duhet t\u00eb rikthehen, pasi kan\u00eb shkelur etik\u00ebn e funksionarit t\u00eb sh\u00ebrbimit publik duke qen\u00eb se i jan\u00eb kund\u00ebrv\u00ebn\u00eb atij q\u00eb i ka erm\u00ebruar, pra Kuvendit (!). Sipas tij nj\u00eb funksionar i till\u00eb nuk mund t\u2019i kund\u00ebrvihet organit t\u00eb em\u00ebrtes\u00ebs (!).<\/p>\n<p>Ky \u00ebsht\u00eb budallall\u00ebku m\u00eb i madh q\u00eb kam lexuar (i shkruar i zez\u00eb mbi t\u00eb bardh\u00eb), si dhe llogjika m\u00eb e c\u00ebk\u00ebt e p\u00ebrdorur p\u00ebr vler\u00ebsimin e veprimeve t\u00eb tilla si dor\u00ebheqjet. N\u00eb radh\u00eb t\u00eb par\u00eb H.\u00c7. me shok\u00eb u duket e pamundur q\u00eb t\u00eb ket\u00eb reagime dhe veprime civile t\u00eb nj\u00eb individi ndaj kujtdo q\u00eb shkel ligjin, qoft\u00eb ky edhe eprori i tij.<\/p>\n<p>S\u00eb dyti, H.\u00c7. mendon se nj\u00eb funksionar publik, apo nj\u00eb n\u00ebpun\u00ebs shteti duhet t\u00eb jet\u00eb nj\u00eb sh\u00ebrb\u00ebtor i bindur i shefit\/eprorit t\u00eb tij (si ai mund ta ket\u00eb p\u00ebr zakon q\u00eb t\u00eb k\u00ebrkoj\u00eb nga vart\u00ebsit e tij), por nj\u00eb sh\u00ebrb\u00ebtor n\u00eb kuptimin negativ t\u00eb k\u00ebsaj fjal\u00eb. Pra funksionari publik nuk duhet t\u00eb ket\u00eb nd\u00ebrgjegje apo edhe vet\u00ebvler\u00ebsim p\u00ebr veten, kur shikon q\u00eb shkelet me k\u00ebmb\u00eb nga shefi\/eprori, p\u00ebr \u00e7\u00ebshtje\/veprime q\u00eb mendon se jan\u00eb n\u00eb kund\u00ebrshtim me ligjin. Pra p\u00ebr H.\u00c7. dhe t\u00eb tjer\u00eb si ai, n\u00eb KQZ \u00ebsht\u00eb m\u00eb mir\u00eb t\u00eb kesh vemje, njer\u00ebz pa dinjitet, sesa individ\u00eb q\u00eb k\u00ebrkojn\u00eb, qoft\u00eb edhe nga eprori i tyre, zbatimin e ligjit.<\/p>\n<p>Me duket e tmerrshme se si mund t\u00eb hidhen p\u00ebr publikun argumente t\u00eb tilla t\u00eb cek\u00ebta, p\u00ebr t\u00eb realizuar q\u00ebllimin, fshirjen e kujtdo q\u00eb n\u00eb kryerjen e nj\u00eb detyre, vepron me dinjitet dhe integritet. P\u00ebr mua e kund\u00ebrta duhet t\u00eb ndodhte, pra nj\u00ebrez t\u00eb till\u00eb duhet t\u00eb vler\u00ebsohen dhe jo t\u00eb m\u00ebnjanohen me sebepin e \u201cshkeljes s\u00eb etik\u00ebs\u201d, ndaj eprorit.<\/p>\n<p>P\u00ebr m\u00eb tep\u00ebr p\u00ebr \u00c7ilin H., n\u00eb analiz\u00ebn e tij p\u00ebr riformatim barazohet z\u00ebvend\u00ebsimi i an\u00ebtar\u00ebve p\u00ebr paaft\u00ebsi ( p\u00ebrfaq\u00ebsuesit e propozuar nga e djathta) me z\u00ebvend\u00ebsimin e an\u00ebtareve q\u00eb kishin kurajo p\u00ebr t\u00eb k\u00ebrkuar zbatimin e ligjit (?!!!).<\/p>\n<p>\u00c7far\u00eb absurditetesh apo edhe vler\u00ebsime t\u00eb cek\u00ebta perdoren p\u00ebr t\u00eb d\u00ebrguar uj\u00eb n\u00eb mullirin q\u00eb duam.
