T\u00eb krijohet ideja se ekonomia shqiptare funksionon m\u00eb shum\u00eb si fitim p\u00ebr politikan\u00ebt dhe p\u00ebr t\u00eb huajt, sesa p\u00ebr biznesin apo qytetar\u00ebt shqiptar\u00eb.<\/em><\/p><\/blockquote>\n<p><img decoding=\"async\" class=\"alignright size-thumbnail wp-image-7236\" title=\"Arben \u00c7okaj\" alt=\"\" src=\"http:\/\/www.fjala.info\/2013\/arben_cokaj.jpg\" width=\"150\" \/> <strong>Arben \u00c7okaj<\/strong>, <em>13.04.2013<\/em><\/p>\n<p>Kudo ku shkon kryeministri shqiptar, ai vet\u00ebm k\u00ebrkon ndihm\u00eb nga vendet e tjera, thjesht\u00eb lyp! N\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb, ai e ka kthyer vendin ton\u00eb n\u00eb nj\u00eb vend lypsar, pa dinjitet dhe p\u00ebr m\u00eb tep\u00ebr, pa tendenc\u00ebn dhe iden\u00eb p\u00ebr t\u00eb punuar dhe p\u00ebr t\u00eb zhvilluar linja prodhimi brenda vendit, q\u00eb i duhen ekonomis\u00eb son\u00eb, pasi hapin vende t\u00eb reja pune p\u00ebr shqiptar\u00ebt, rrisin nivelin ekonomik, e mbajn\u00eb n\u00eb ekuilib\u00ebr bilancin monetar dhe ekonomik, duke sjell\u00eb edhe valut\u00eb nga jasht\u00eb.<\/p>\n<p>Q\u00eb nga produktet bujq\u00ebsore, prodhimi i t\u00eb cilave n\u00eb shum\u00eb raste shkon d\u00ebm p\u00ebr shkak t\u00eb mosorganizimit t\u00eb shitjes, telefonia, sh\u00ebrbimet e tjera, nafta dhe mineralet, nd\u00ebrtimi i rrug\u00ebve, etj., mund\u00ebsit\u00eb e vendit ton\u00eb dhe t\u00eb shqiptar\u00ebve nuk shfryt\u00ebzohen me efikasitet n\u00eb kthimin e moralit t\u00eb pun\u00ebs dhe krijimit t\u00eb vlerave n\u00eb vend, por synohet importi, hyrja e mallrave nga jasht\u00eb, nxjerrja e mallrave tona bruto jasht\u00eb vendit, shitja, apo dh\u00ebnia me koncensione e sip\u00ebrmarrjeve fitimprur\u00ebse, privatizimet me shkall\u00eb t\u00eb lart\u00eb rreziku, etj. Pra, v\u00ebrehet nj\u00eb koncept i hallakatur ekonomik dhe jo i rafinuar, ku t\u00eb synohet fitimi p\u00ebr vendin dhe jo fitimi i disa zyrtar\u00ebve.<\/p>\n<p>Le t\u00eb marrim si shembull prodhimin e naft\u00ebs bruto n\u00eb vend, t\u00eb k\u00ebtij malli kaq t\u00eb r\u00ebnd\u00ebsish\u00ebm, q\u00eb konsiderohet edhe si ari i zi. N\u00eb vit, prodhohen n\u00eb vend rreth <strong>1 milion ton naft\u00eb bruto<\/strong>, q\u00eb shiten relativisht lir\u00eb n\u00eb tregun e huaj. Vendi yn\u00eb p\u00ebrdor rreth <strong>600-700 mij\u00eb ton\u00eb karburante t\u00eb rafinuara<\/strong>, p\u00ebr nevojat e konsumator\u00ebve. Tani n\u00ebse ne do t\u00eb kishim nj\u00eb <strong>linj\u00eb moderne t\u00eb p\u00ebrpunimit t\u00eb naft\u00ebs<\/strong>, gj\u00eb q\u00eb mund t\u00eb b\u00ebhet, i bie q\u00eb t\u00eb mbulonim nevojat e vendit me karburantin ton\u00eb e m\u00eb pas t\u00eb shisnim edhe 300-400 mij\u00eb ton karburant t\u00eb rafinuar, ku \u00e7mimi n\u00eb treg \u00ebsht\u00eb natyrisht m\u00eb i lart\u00eb. K\u00ebshtu q\u00eb do t\u00eb pun\u00ebsonim m\u00eb shum\u00eb njer\u00ebz n\u00eb industrin\u00eb e p\u00ebrpunimit t\u00eb naft\u00ebs, dhe jo vet\u00ebm n\u00eb at\u00eb t\u00eb nxjerrjes, \u00e7mimi i karburantit mund t\u00eb ishte m\u00eb i lir\u00eb, relativisht, dhe p\u00ebr m\u00eb tep\u00ebr, kemi edhe nj\u00eb menaxhim t\u00eb sh\u00ebndetsh\u00ebm e pozitiv t\u00eb k\u00ebtij tregu.<\/p>\n<p>Me skandalin e privatizimit t\u00eb <strong>\u010cEZ shp\u00ebrndarje<\/strong>, pat\u00ebm nj\u00eb shembull tjet\u00ebr d\u00ebshtimi. Para se t\u00eb privatizohej sektori i shp\u00ebrndarjes s\u00eb energjis\u00eb elektrike, un\u00eb pata botuar nj\u00eb artikull n\u00eb lidhje me privatizimin e k\u00ebtij sektori qendror, OSSH. Kam par\u00eb n\u00eb Gjermani, se sektori i shp\u00ebrndarjes s\u00eb energjis\u00eb elektrike \u00ebsht\u00eb privat dhe i liberalizuar, ku psh. Darmstadt me zonat p\u00ebrreth ka nj\u00eb kompani, q\u00eb quhet <em>Entega<\/em>, nd\u00ebrsa Frankfurti me zonat e tij, ka nj\u00eb kompani q\u00eb quhet <em>Mainova<\/em>, ndon\u00ebse larg\u00ebsia mes k\u00ebtyre dy qyteteve, nuk \u00ebsht\u00eb m\u00eb shum\u00eb se 30 km. K\u00ebshtu, m\u00eb shkoi n\u00eb mendje, pa hyr\u00eb n\u00eb thell\u00ebsi t\u00eb privatizimit, q\u00eb t\u00eb ndiqet modeli gjerman. Ideja ime ishte decentralizimi i shp\u00ebrndarjes, nga OSSH qendrore dhe shtet\u00ebrore, n\u00eb privatizime lokale, p\u00ebr t\u00eb shmangur e zvog\u00ebluar edhe mund\u00ebsin\u00eb e monopolizimit t\u00eb tregut dhe p\u00ebr t\u00eb rritur eficienc\u00ebn n\u00eb mbledhjen e pagesave nga konsumator\u00ebt. Menaxhimi e fitimi prej shitjes s\u00eb energjis\u00eb, do t\u00eb mbetej n\u00eb dor\u00eb t\u00eb shqiptar\u00ebve dhe do t\u00eb shmangej humbja e miliona dollar\u00ebve me rroga t\u00eb larta e d\u00ebrgesa p\u00ebr n\u00eb Prag\u00eb, si\u00e7 ndodhi me \u010cEZ-in.<\/p>\n<p>Po k\u00ebshtu, mund t\u00eb diskutonim edhe p\u00ebr shitjen e shum\u00eb produkteve dhe sh\u00ebrbimeve fitimprur\u00ebse n\u00eb vend, ku zyrtar\u00ebt e qeveris\u00eb kan\u00eb zgjedhur fitimet e vogla personale, p\u00ebrkund\u00ebr efektivitetit dhe fitimit m\u00eb t\u00eb madh p\u00ebr vendin dhe qytetar\u00ebt shqiptar\u00eb. Rasti i <strong>shfryt\u00ebzimit barbar e pakriter t\u00eb minierave<\/strong> \u00ebsht\u00eb i till\u00eb, ku qeveria ka d\u00ebshtuar me m\u00ebnyr\u00ebn e menaxhimit t\u00eb mineraleve dhe nxjerjen jasht\u00eb t\u00eb produktit bruto, n\u00eb vend q\u00eb t\u00eb krijoj\u00eb edhe linja prodhimi p\u00ebr mineralet, apo rasti i privatizimit t\u00eb pjessh\u00ebm t\u00eb <strong>Metalurgjikut t\u00eb Elbasanit nga Kurum<\/strong>, dhe p\u00ebrqendrimi i tij vet\u00ebm n\u00eb shkrirjen e metalit t\u00eb mbledhur nga mbeturinat, n\u00eb vend q\u00eb t\u00eb krijohej edhe nj\u00eb linj\u00eb investimi n\u00eb p\u00ebrpunimin e metaleve vendase, q\u00eb vijn\u00eb nga minierat, m\u00eb duket si investim i pjessh\u00ebm dhe i paplot\u00eb.<\/p>\n<p>K\u00ebshtu kemi edhe rastin e privatizimit t\u00eb <strong>ALBtelecom<\/strong>-it, ku n\u00eb vend q\u00eb t\u00eb privatizohej ky sektor p\u00ebr privat\u00ebt shqiptar\u00eb, dhe fitimet t\u00eb mbeteshin n\u00eb vend, p\u00ebr pronarin vendas, me asetet dhe investimet e tij, qeveria ia shiti k\u00ebt\u00eb sip\u00ebrmarrje fitimprur\u00ebse nj\u00eb kompanie turke. Po a \u00ebsht\u00eb Turqia, apo firma q\u00eb bleu ALBtelecom-in, nj\u00eb investitor strategjik? Jo, nuk \u00ebsht\u00eb! Ndyshe do t\u00eb ishte psh., po t\u00eb blihej nga Deutche Telekom, etj. Edhe <strong>shitja s\u00eb fundi e 4 hidrocentraleve<\/strong>, q\u00eb sillnin fitim n\u00eb vend, vet\u00ebm sepse qeveris\u00eb i duheshin par\u00e1 n\u00eb dor\u00eb, nuk \u00ebsht\u00eb biznes efektiv dhe privatizimi i tyre sh\u00ebnon humbje edhe n\u00eb k\u00ebt\u00eb rast, p\u00ebr kas\u00ebn e shtetit, p\u00ebr ekonomin\u00eb ton\u00eb\u00a0dhe p\u00ebr shqiptar\u00ebt.<\/p>\n<p>Pra, kemi n\u00eb p\u00ebrgjith\u00ebsi veprime ekonomike, q\u00eb dalin me humbje p\u00ebr bilancin ekonomik t\u00eb vendit, duke nxjerr\u00eb fitimin jasht\u00eb dhe duke i shkaktuar d\u00ebm ekonomis\u00eb shtet\u00ebrore e private n\u00eb vend. <strong>Kemi k\u00ebshtu politika qeveris\u00ebse, q\u00eb mbajn\u00eb t\u00eb dob\u00ebt e n\u00ebn presion t\u00eb vazhduesh\u00ebm investitorin shqiptar, produktet e vendit dhe fitimin shtet\u00ebror, apo privat n\u00eb vend<\/strong>. Paralelisht me k\u00ebt\u00eb, kemi nj\u00eb rendje t\u00eb zyrtar\u00ebve tan\u00eb, t\u00eb kryeministrit Berisha n\u00eb ve\u00e7anti, <strong>p\u00ebr t\u00eb lypur jasht\u00eb<\/strong>, p\u00ebr ta mbytur k\u00ebt\u00eb vend n\u00eb <strong>borxhe e kredi<\/strong>, dhe p\u00ebr t\u00eb mos i p\u00ebrdorur borxhet e m\u00ebdha (<em>rreth 2300 Euro p\u00ebr frym\u00eb<\/em>), q\u00eb <strong>t\u00eb krijohen linja prodhimi n\u00eb vend<\/strong>, t\u00eb cilat m\u00eb von\u00eb, do t\u00eb mund lajn\u00eb edhe borxhin komb\u00ebtar. Kush jep llogari p\u00ebr k\u00ebto lloj politikash rr\u00ebnuese dhe humbje t\u00eb m\u00ebdha, q\u00eb jan\u00eb shkaktuar?!<\/p>\n<p>Kemi fatkeq\u00ebsisht nj\u00eb kryeminist\u00ebr t\u00eb pap\u00ebrgjegjsh\u00ebm, q\u00eb nuk ia ka iden\u00eb ekonomis\u00eb, dhe nuk punon p\u00ebr ta forcuar ekonomin\u00eb e vendit dhe p\u00ebr ta b\u00ebr\u00eb at\u00eb t\u00eb sh\u00ebndetshme, por synon t\u00eb fus\u00eb n\u00eb borxh shqiptar\u00ebt, t\u2019i l\u00ebr\u00eb ata n\u00ebn presion t\u00eb vazhduesh\u00ebm, dhe e kthen gjith\u00eb interesin e zhvillimit t\u00eb vendit, n\u00eb fushat\u00eb elektorale dhe n\u00eb funksion t\u00eb pushtetit t\u00eb tij. N\u00eb vend q\u00eb produkti vendas t\u00eb mbuloj\u00eb nevojat e tregut vendas dhe m\u00eb pas t\u00eb shes\u00eb mbiprodhimin jasht\u00eb, nga i cili valuta hyn n\u00eb vend (e jo vet\u00ebm nga remitancat e emigrant\u00ebve), dhe k\u00ebshtu privati shqiptar t\u00eb forcohet dhe investon m\u00eb shum\u00eb, duke mbajtur t\u00eb sh\u00ebndetshme ekonomin\u00eb dhe duke hapur vende t\u00eb reja pune&#8230;<\/p>\n<p>Edhe rrug\u00ebt e vendit, q\u00eb jan\u00eb b\u00ebr\u00eb me par\u00e1 publike (t\u00eb marra borxh n\u00eb t\u00eb shumt\u00ebn e koh\u00ebs), u jan\u00eb dh\u00ebn\u00eb n\u00eb shum\u00eb raste firmave t\u00eb huaja, duke e nxjerr\u00eb k\u00ebshtu kapitalin ton\u00eb jasht\u00eb dhe duke mos i mbrojtur si\u00e7 duhet interesat e firmave shqiptare. Tenderat shpeshher\u00eb fitohen nga <strong>firma fantazm\u00eb<\/strong>, si ajo e Balliut, etj., q\u00eb nuk kan\u00eb asnj\u00eb pun\u00ebtor dhe pastaj pun\u00ebt i kryejn\u00eb me n\u00ebnkontraktor\u00eb. N\u00eb k\u00ebto raste, fitimi shp\u00ebrndahet dhe cil\u00ebsia e pun\u00ebs bie, pasi firma q\u00eb kryen punimet nuk e merr fitimin e duhur dhe synon natyrsh\u00ebm uljen e cil\u00ebsis\u00eb s\u00eb punimeve, p\u00ebr t\u00eb rritur fitimin.
