Rama tha se shum\u00eb shpejt k\u00ebto shumica do t\u00eb veprojn\u00eb p\u00ebr t\u00eb krijuar shumica q\u00eb do t\u00eb jen\u00eb n\u00eb funksion t\u00eb vullnetit t\u00eb qytetar\u00ebve. I pyetur n\u00ebse negociatat me Ilir Met\u00ebn kan\u00eb nj\u00eb pik\u00ebnisje nga darka e Gjirit t\u00eb Lal\u00ebzit, Rama tha se \u201cpo, ajo koh\u00eb vendosi komunikimin njer\u00ebzor, i cili \u00ebsht\u00eb i paz\u00ebvend\u00ebsuesh\u00ebm p\u00ebr bashk\u00ebveprimin mes p\u00ebrfaq\u00ebsuesish politik\u00eb t\u00eb ndar\u00eb p\u00ebr nj\u00eb mij\u00eb e nj\u00eb arsye\u201d. Zoti Rama, mir\u00ebsevini n\u00eb k\u00ebt\u00eb studio. D\u00ebgjova nj\u00eb moment kur that\u00eb se e majta shqiptare ishte e p\u00ebr\u00e7ar\u00eb n\u00eb t\u00eb shkuar\u00ebn dhe se ndasit\u00eb jan\u00eb nj\u00eb karakteristik\u00eb e jona.<\/p>\n<p>Hapat drejt bashkimit jan\u00eb nj\u00eb tipar q\u00eb kan\u00eb sjell\u00eb kudo fitoren e s\u00eb majt\u00ebs. M\u00eb vjen nd\u00ebrmend historia e Francois Miterrand (ish-President i Franc\u00ebs), q\u00eb realizoi pas nj\u00eb s\u00ebr\u00eb disfatash nj\u00eb bashkim spektakolar q\u00eb askush nuk e priste. Zhvillimet e fundit n\u00eb KQZ, mund t\u00eb konsiderohen prej jush si nj\u00eb argument m\u00eb shum\u00eb p\u00ebr t\u00eb treguar nj\u00eb tentativ\u00eb t\u00eb pushtetit p\u00ebr t\u00eb kontrolluar zgjedhjet? Ne nuk kemi nevoj\u00eb p\u00ebr argumente plus. Jo vet\u00ebm q\u00eb PS me LSI duhet t\u00eb bashkoheshin, por bashkimi \u00ebsht\u00eb nj\u00eb hap i natyrsh\u00ebm p\u00ebr t\u2019i dh\u00ebn\u00eb fund nj\u00eb anomalie n\u00eb sistemin politik shqiptar. Pasi gjith\u00eb ajo q\u00eb ka ndodhur me KQZ-n\u00eb, \u00ebsht\u00eb nj\u00eb shprehje brutale e s\u00eb v\u00ebrtet\u00ebs q\u00eb zgjedhjet jan\u00eb t\u00eb k\u00ebrc\u00ebnuara dhe q\u00eb k\u00ebrc\u00ebnimi vjen nga i nj\u00ebjti person dhe e nj\u00ebjta parti.<\/p>\n<p>Nisma p\u00ebr ndryshimin e an\u00ebtarit t\u00eb LSI-s\u00eb n\u00eb KQZ erdhi 24 or\u00eb pasi kjo forc\u00eb mb\u00ebshteti n\u00eb K\u00ebshill Bashkiak Lulzim Bash\u00ebn. Mendoni n\u00ebse duhet t\u00eb ket\u00eb m\u00eb dilema Meta p\u00ebr pushtetin lokal? Nuk besoj se ka dilema t\u00eb tilla. \u00ebsht\u00eb nj\u00eb proces i shpejt\u00eb tranzicioni, q\u00eb ka t\u00eb b\u00ebj\u00eb me struktura q\u00eb duhen ridizenjuar n\u00eb baz\u00ebn e shumicave t\u00eb reja q\u00eb tani jan\u00eb edhe n\u00eb nivel vendor e shum\u00eb shpejt k\u00ebto shumica do t\u00eb veprojn\u00eb p\u00ebr t\u00eb vendosur vullnetin sovran n\u00eb funksion t\u00eb nj\u00eb vendimmarrje q\u00eb s\u2019do t\u00eb jet\u00eb asnj\u00eb rast penguese, por vijim\u00ebsisht n\u00eb funksion t\u00eb vullnetit t\u00eb qytetar\u00ebve. Brukseli ka t\u00eb drejt\u00eb t\u00eb k\u00ebmb\u00ebngul\u00eb tek ajo q\u00eb thot\u00eb p\u00ebr respektimin e ligjit, si rasti i KQZ-s\u00eb, por argumenti politik e ka nj\u00eb sens. An\u00ebtari i KQZ mund t\u00eb hiqet vet\u00ebm kur kryen nj\u00eb vep\u00ebr penale apo vdes.<\/p>\n<p>Askush nuk ka vdekur, ajo q\u00eb ka vdekur \u00ebsht\u00eb vet\u00ebm pushteti i Saliut. E megjithat\u00eb, politikisht ka sens si debat, sepse ka shkuar drejt nj\u00eb balancimi politik n\u00eb KQZ dhe fakti q\u00eb balanca politike ndryshon, mbase imponon nj\u00eb ribarazim. Jo, nuk \u00ebsht\u00eb ashtu. S\u00eb pari nuk \u00ebsht\u00eb ndonj\u00eb blasfemi q\u00eb PD \u00ebsht\u00eb n\u00eb pakic\u00eb, pasi e till\u00eb \u00ebsht\u00eb. E dyta, ajo q\u00eb thot\u00eb ligji, kodi i miratuar me konsensus, \u00ebsht\u00eb q\u00eb forcat n\u00eb Parlament zgjedhin an\u00ebtar\u00ebt mbi baz\u00ebn e k\u00ebtyre raporteve, ashtu si kur ndonj\u00ebri thot\u00eb q\u00eb k\u00ebto forca duhet t\u00eb zgjedhin persona jo an\u00ebtar\u00eb partie dhe q\u00eb n\u00ebnkupton se n\u00eb momentin kur k\u00ebtyre njer\u00ebzve t\u00eb pavarur nga forcat politike.<\/p>\n<p>Meq\u00eb fol\u00ebt p\u00ebr tre ligjet, ndryshimi i balancave n\u00eb k\u00ebshillat me aleanc\u00ebn e LSI mund t\u2019i jap\u00eb nj\u00eb zgjidhje teknike bllokimit t\u00eb tre ligjeve, pasi ndryshon mazhoranca n\u00eb Qarkun e Fierit dhe n\u00ebse kjo do t\u00eb ndodh\u00eb zyrtarisht, ka edhe nj\u00eb zgjidhje t\u00eb \u00e7\u00ebshtjes. A \u00ebsht\u00eb kjo parath\u00ebnie e votimit t\u00eb tre ligjeve n\u00eb k\u00ebt\u00eb legjislatur\u00eb? Jo nuk \u00ebsht\u00eb nj\u00eb parath\u00ebnie dhe m\u00eb lejoni t\u2019iu them k\u00ebtu, nuk ka pasur dhe nuk ka asnj\u00eb kusht n\u00eb k\u00ebt\u00eb bashkim. Situata e re n\u00eb Qarkun e Fierit dhe k\u00ebshillin e k\u00ebtij qarku, me shumic\u00ebn e re t\u00eb krijuar, megjithat\u00eb mund t\u00eb zhbllokoj\u00eb kushtin q\u00eb ju vendos\u00ebt, pra zgjidhjen e problemit t\u00eb k\u00ebtij qarku.<\/p>\n<p>A do t\u00eb votoj\u00eb Partia Socialiste k\u00ebto ligje? T\u00eb shikojm\u00eb si do t\u00eb zhvillohen gj\u00ebrat, vendimet do t\u00eb merren hap pas hapi dhe vendimmarrja jon\u00eb sot dhe nes\u00ebr do t\u00eb jet\u00eb e p\u00ebrbashk\u00ebt, do t\u00eb jet\u00eb e bazuar gjithmon\u00eb n\u00eb nj\u00eb projekt strategjik. Sepse i till\u00eb \u00ebsht\u00eb ky bashkim, nuk \u00ebsht\u00eb vet\u00ebm taktik, por nj\u00eb projekt strategjik p\u00ebr t\u2019i dh\u00ebn\u00eb t\u00eb majt\u00ebs historike t\u00eb gjith\u00eb energjit\u00eb dhe forc\u00ebn q\u00eb jo vet\u00ebm t\u00eb qeveris\u00eb, por t\u00eb transformoj\u00eb k\u00ebt\u00eb vend, ose e th\u00ebn\u00eb ndryshe t\u00eb rilind\u00eb Shqip\u00ebrin\u00eb. Kjo marr\u00ebveshje me LSI-n\u00eb that\u00eb q\u00eb garanton vot\u00ebn e shqiptar\u00ebve. Dikur akuzonit LSI-n\u00eb se bashk\u00ebpunoi n\u00eb vjedhjet e votave n\u00eb Tiran\u00eb?<\/p>\n<p>N\u00eb k\u00ebt\u00eb deklarat\u00eb doni t\u00eb thoni q\u00eb votat tani do t\u2019iu vidhen m\u00eb pak sepse ai q\u00eb ju ka vjedhur do t\u00eb vjedh\u00eb me ju apo \u00e7far\u00eb? Jam shum\u00eb i vet\u00ebdijsh\u00ebm q\u00eb ka shum\u00eb pyetje q\u00eb mund t\u00eb ngrihen duke u bazuar n\u00eb t\u00eb shkuar\u00ebn, por politika nuk \u00ebsht\u00eb shkenc\u00eb e s\u00eb shkuar\u00ebs, por nj\u00eb instrument p\u00ebr t\u00eb zgjidhur problemet aktuale duke par\u00eb nga e ardhmja. Ama vota jon\u00eb sot \u00ebsht\u00eb shum\u00eb m\u00eb e mbrojtur, pasi shumica q\u00eb p\u00ebrfaq\u00ebsojm\u00eb sot \u00ebsht\u00eb e pakap\u00ebrcyeshme nga vjedhjet, deformimet, nga makineria e vjedhjeve me shofer Sali Berish\u00ebn. N\u00ebse PD e b\u00ebn fakt t\u00eb kryer z\u00ebvend\u00ebsimin n\u00eb KQZ, me nj\u00eb shumic\u00eb t\u00eb thjesht\u00eb, cila do t\u00eb jet\u00eb hapat q\u00eb do t\u00eb ndiqni? Nj\u00eb nga mund\u00ebsit\u00eb \u00ebsht\u00eb q\u00eb LSI t\u00eb k\u00ebrkoj\u00eb z\u00ebvend\u00ebsimin e an\u00ebtarit t\u00eb PBDNJ-s\u00eb.<\/p>\n<p>M\u00eb lejoni t\u2019iu siguroj q\u00eb edhe n\u00eb k\u00ebt\u00eb rast, si\u00e7 e shikoni, logjika e k\u00ebtij bashkimi nuk \u00ebsht\u00eb ajo q\u00eb dikur shkaktoi ndarjen apo ajo q\u00eb n\u00eb momente t\u00eb caktuara, q\u00eb nga viti i keq i ndarjes ka b\u00ebr\u00eb t\u00eb pamundur bashk\u00ebpunimin. Logjika e k\u00ebtij bashkimi bazohet n\u00eb projektin e p\u00ebrbashk\u00ebt strategjik dhe p\u00ebr t\u00eb shkuar p\u00ebrpara me vet\u00ebdijen q\u00eb u detyrohemi shqiptar\u00ebve nj\u00eb transformim q\u00eb e presin prej vitesh. P\u00ebrgjigja, ne nuk shkelim ligjin dhe dy gj\u00ebra duhet t\u00eb din\u00eb mir\u00eb njer\u00ebzit, t\u00eb vetmuarin Sali nuk e shp\u00ebton dot nga disfata e 23 qershorit asgj\u00eb, sikur t\u00eb marr\u00eb t\u00eb gjith\u00eb KQZ dhe n\u00eb vend t\u00eb an\u00ebtar\u00ebve t\u00eb vendosi shtat\u00eb shajan\u00eb, sikur t\u00eb b\u00ebj\u00eb gjith\u00e7ka mund t\u00eb p\u00ebrfytyrohet, nuk do t\u00eb p\u00ebrmbys\u00eb dot vullnetin e shqiptar\u00ebve.<\/p>\n<p>N\u00ebse kjo do t\u00eb ndodh\u00eb, do t\u00eb njollos\u00eb shum\u00eb keq Shqip\u00ebrin\u00eb dhe zgjedhjet q\u00eb p\u00ebrpara se ato t\u00eb mbahen, e do t\u00eb njolloste kryeministrin direkt, e procesi zgjedhor t\u00eb jet\u00eb i kontenstuar nd\u00ebrkomb\u00ebtarisht q\u00eb pa u mbajtur zgjedhjet. T\u2019i rikthehemi pak marr\u00ebveshjes. E di q\u00eb ju do ta quani telenovel\u00eb roz\u00eb, por publiku d\u00ebshiron t\u00eb dij\u00eb detajet. Ju that\u00eb do t\u00eb b\u00ebhet publike s\u00eb shpejti e plot\u00eb.
