Ndon\u00ebse Qeveria e Kosov\u00ebs p\u00ebr hesape t\u00eb nj\u00eb lojtari t\u00eb tret\u00eb dhe nga pap\u00ebrvoja e injoranca ekspozonte para kamerave televizive pjes\u00ebtar\u00ebt e sh\u00ebrbimit inteligjent gjerman, BND, kjo natyrisht se do t\u2019i kushtoj\u00eb shum\u00eb kryeministrit Tha\u00e7i, mir\u00ebpo Gjermania asnj\u00ebher\u00eb nuk e p\u00ebrdori k\u00ebt\u00eb skandal p\u00ebr t\u2019iu hakmarr\u00eb Kosov\u00ebs dhe popullit t\u00eb saj.<\/p>\n

Epoka n\u00eb t\u00eb cil\u00ebn gjendemi nuk \u00ebsht\u00eb epok\u00eb e ndarjeve etnike, por e integrimeve, dhe secila tendenc\u00eb ndarjeje n\u00eb Ballkan provokon zinxhirin e reaksioneve, sepse asnj\u00ebra nga shtetet e rajonit nuk ka nj\u00eb struktur\u00eb t\u00eb q\u00ebndrueshme monoetnike, pos Shqip\u00ebris\u00eb. S\u00eb k\u00ebndejmi \u00ebsht\u00eb fat p\u00ebr Kosov\u00ebn q\u00eb Angela Merkel \u00ebsht\u00eb nj\u00eb grua konsistente dhe po ashtu kurora e fatit q\u00ebndron n\u00eb faktin se Gjermania e patronditur nga kriza globale po rikthehet fuqish\u00ebm n\u00eb lidershipin e BE-s\u00eb, me shtete an\u00ebtare buz\u00eb falimentimit dhe me \u201ceuro t\u00eb rr\u00ebshqitshme\u201d.<\/p>\n

Gjermania po do q\u00eb Kosov\u00ebs s\u00eb pavarur t\u2019i vihet pik\u00eb, p\u00ebr t\u2019iu rikthyer fuqish\u00ebm shp\u00ebtimit t\u00eb vet\u00eb bllokut. N\u00eb k\u00ebt\u00eb kontekst, fat i mir\u00eb p\u00ebr Kosov\u00ebn ishte edhe fakti se nj\u00eb gjeneral gjerman (Buhler) me sens t\u00eb holl\u00eb diplomatik dhe shkatht\u00ebsi negociuese u gjet n\u00eb ball\u00eb t\u00eb KFOR-it asokohe dhe i cili \u201ce shp\u00ebtoi\u201d Serbin\u00eb dhe serb\u00ebt kosovar\u00eb nga p\u00ebrfshirja masive n\u00eb konflikt, n\u00eb nj\u00eb konflikt padyshim fatal p\u00ebr prosperitetin e Serbis\u00eb dhe t\u00eb ardhmen e vet\u00eb serb\u00ebve kosovar\u00eb n\u00eb shtetin e ri, nd\u00ebrsa Kosov\u00ebn e nxori nga unilateraliteti, q\u00eb iu p\u00ebrshkrua, fillimisht edhe nga SHBA-ja dhe BE-ja pas nd\u00ebrhyrjes s\u00eb Prishtin\u00ebs me polici n\u00eb veri t\u00eb vendit m\u00eb 26 korrik 2012.<\/p>\n

Ndoshta fundi i tregimit kosovar ka hyr\u00eb tashm\u00eb n\u00eb rrug\u00ebn e Happy Endit, ngase duket t\u00eb ken\u00eb pushuar f\u00ebrkimet mes partner\u00ebve evropian\u00eb dhe amerikan\u00eb p\u00ebr \u201cautor\u00ebsin\u00eb\u201d mbi zgjidhjen paq\u00ebsore t\u00eb \u201c\u00e7\u00ebshtjes s\u00eb veriut\u201d, por duket se edhe Moska ka marr\u00eb nj\u00eb kurs m\u00eb shtendos\u00ebs karshi Per\u00ebndimit.<\/p>\n

Relevante p\u00ebr Prishtin\u00ebn \u00ebsht\u00eb q\u00eb ta p\u00ebrmbyll\u00eb \u00e7\u00ebshtjen e integritetit tok\u00ebsor dhe t\u00eb shp\u00ebrthej\u00eb drejt afirmimit t\u00eb saj nd\u00ebrkomb\u00ebtar, duke marr\u00eb njohje nga pes\u00ebshja e BE-s\u00eb dhe p\u00ebr t\u2019iu afruar an\u00ebtar\u00ebsimit n\u00eb OKB, q\u00eb \u00ebsht\u00eb jetike.<\/p>\n

Merkel megjithat\u00eb q\u00eb m\u00eb 2011 e hapi udh\u00ebn p\u00ebr zgjidhje, dhe i trim\u00ebroi edhe amerikan\u00ebt q\u00eb ta pasojn\u00eb me nj\u00eb fjali. S\u2019ka ndarje!<\/p>\n

Kosova fundja \u00ebsht\u00eb nj\u00eb \u00e7\u00ebshtje evropiane!<\/p>\n

Qeveria e Kosov\u00ebs duke qen\u00eb konsistente q\u00eb t\u00eb mos hapet Pakoja Ahtisaari por t\u00eb k\u00ebrkohen brenda saj zgjidhje kreative d\u00ebshmoi lidership p\u00ebr sa u p\u00ebrket politikave t\u00eb jashtme, mir\u00ebpo nuk duhet harruar se n\u00eb krah t\u00eb saj vazhdon t\u00eb jet\u00eb ShBA-ja dhe posa\u00e7\u00ebrisht Gjermania.<\/p>\n

Prishtina duke shpallur amnesti t\u00eb p\u00ebrgjithshme garantoi serb\u00ebt atje se nuk do t\u00eb ket\u00eb kurrfar\u00eb nd\u00ebrmarrjesh nd\u00ebshkuese ndaj asnj\u00eb qytetari, madje nuk do t\u00eb ket\u00eb ndjekje p\u00ebr qytetar\u00ebt q\u00eb \u201cmbahen me zor\u201d n\u00eb barrikada dhe as p\u00ebr ata serb\u00eb q\u00eb naivisht jan\u00eb an\u00ebtar\u00ebsuar n\u00eb \u201cstrukturat paralele.\u201d<\/p>\n

K\u00ebto dit\u00eb k\u00ebshilltari i politik i Grupit Parlamentar n\u00eb pushtet n\u00eb Bundestagun Gjerman (CDU-CSU), Hans Falenski, d\u00ebshmoi se Gjermania vazhdon t\u00eb jet\u00eb n\u00eb kursin e Merkelit t\u00eb shpallur m\u00eb 2011, ka th\u00ebn\u00eb se m\u00eb e r\u00ebnd\u00ebsishmja \u00ebsht\u00eb q\u00eb t\u00eb arrihet normalizimi i marr\u00ebdh\u00ebnieve nd\u00ebrmjet Kosov\u00ebs dhe Serbis\u00eb, gj\u00eb q\u00eb do t\u00eb n\u00ebnkuptonte sigurimin e ul\u00ebses p\u00ebr Kosov\u00ebn n\u00eb OKB, n\u00eb k\u00ebt\u00eb rast Bundestagu do t\u00eb hiqte dor\u00eb nga disa kushte q\u00eb ia ka parashtruar Serbis\u00eb p\u00ebr dh\u00ebnien e dat\u00ebs p\u00ebr fillimin e negociatave me BE-n\u00eb.<\/p>\n

\u201d\u2026 e kjo m\u00eb von\u00eb do t\u00eb p\u00ebrfshinte edhe presionin mbi Serbin\u00eb p\u00ebr pranimin e ul\u00ebses p\u00ebr Kosov\u00ebn n\u00eb OKB. N\u00eb qoft\u00eb se do t\u00eb vinte deri te nj\u00eb zhvillim i k\u00ebtill\u00eb, Bundestagu do t\u00eb ishte i gatsh\u00ebm t\u00eb toleronte mosp\u00ebrmbushjen e disa kushteve shtes\u00eb t\u00eb parashtruara p\u00ebr Serbin\u00eb\u201d, ka th\u00ebn\u00eb Falenski, p\u00ebr gazet\u00ebn \u201cPolitika\u201d.<\/p>\n

Falenski ka th\u00ebn\u00eb se vendimtare \u00ebsht\u00eb fjala e deputet\u00ebve.<\/p>\n

N\u00eb bisedimet me Prishtin\u00ebn, sipas shefit t\u00eb Zyr\u00ebs p\u00ebr Kosov\u00ebn n\u00eb Qeverin\u00eb e Serbis\u00eb, Aleksandar Vulin, Beogradi nuk mund t\u00eb pranoj\u00eb asgj\u00eb m\u00eb pak se kontrollin e policis\u00eb, t\u00eb drejt\u00ebsis\u00eb dhe planifikimit hap\u00ebsinor nga bashk\u00ebsia e komunave serbe n\u00eb Kosov\u00eb\u201d, mir\u00ebpo ai paguhet p\u00ebr deklarata t\u00eb forta p\u00ebr t\u2019i joshur serb\u00ebt kosovar\u00eb, q\u00eb t\u00eb mos b\u00ebjn\u00eb probleme t\u00eb cilat do t\u2019ia humbnin shansin Serbis\u00eb p\u00ebr t\u00eb marr\u00eb dat\u00ebn e negociatave p\u00ebr aderim n\u00eb bllok. Tashti serb\u00ebt pos policis\u00eb dhe drejt\u00ebsis\u00eb jan\u00eb kujtuar edhe p\u00ebr planifikimin hap\u00ebsinor sepse, sipas Vulinit, kjo \u00ebsht\u00eb e vetmja m\u00ebnyr\u00eb q\u00eb t\u00eb pengohet ndryshimi i struktur\u00ebs etnike n\u00eb veri. Por sipas nj\u00eb politikani t\u00eb serb\u00ebve lokal, Petar Jakshiq, kjo \u00ebsht\u00eb e r\u00ebnd\u00ebsishme sepse Prishtina d\u00ebshiron q\u00eb t\u00eb sjell\u00eb n\u00eb veri \u201cdrenicak\u00eb me p\u00ebrvoj\u00eb lufte.\u201d<\/p>\n

M\u00eb e r\u00ebnd\u00ebsishmja e k\u00ebsaj oferte \u00ebsht\u00eb fakti se ky plan parashikon q\u00eb sivjet t\u00eb mbahen zgjedhjet komunale n\u00eb komunat veriore, me ndihm\u00ebn e Organizat\u00ebs p\u00ebr Siguri e Bashk\u00ebpunim n\u00eb Evrop\u00eb (OSBE), n\u00eb harmoni me ligjet e Kosov\u00ebs dhe standardet nd\u00ebrkomb\u00ebtare. Sipas \u201cBlicit\u201d, kjo ofert\u00eb \u00ebsht\u00eb p\u00ebrshkrim i Planit t\u00eb Ahtisaarit q\u00eb \u00ebsht\u00eb inkorporuar n\u00eb Kushtetut\u00ebn dhe ligjet e Kosov\u00ebs.<\/p>\n

N\u00eb an\u00ebn tjet\u00ebr, sipas Vulinit, serb\u00ebt insistojn\u00eb q\u00eb Asociacioni t\u00eb ket\u00eb kompetenca n\u00eb kontrollin policor, n\u00eb drejt\u00ebsi duke k\u00ebrkuar Gjykat\u00eb t\u00eb Apelit dhe s\u00eb fundi edhe n\u00eb planifikim hap\u00ebsinor, q\u00eb jan\u00eb kompetenca klasike shtet\u00ebrore.<\/p>\n

Mir\u00ebpo presidenti serb, Tomislav Nikoliq, para bisedimeve t\u00eb 2 prillit s\u00ebrish i \u00ebsht\u00eb rikthyer tez\u00ebs s\u00eb vjet\u00ebr serbe: Edhe BE-n\u00eb, edhe Kosov\u00ebn!<\/p>\n

\u201cDuhet t\u00eb synojm\u00eb t\u00eb arrijm\u00eb t\u00eb dy q\u00ebllimet, kurse jan\u00eb shum\u00eb t\u00eb lidhura t\u00eb dyja \u00e7\u00ebshtjet. Zgjidhjet q\u00eb kan\u00eb t\u00eb b\u00ebjn\u00eb me Kosov\u00ebn do t\u00eb mund t\u00eb rrezikonin rrug\u00ebn ton\u00eb drejt BE-s\u00eb. Tashti Beogradit i \u00ebsht\u00eb z\u00ebn\u00eb bishti me der\u00eb nga BE-ja dhe nuk jan\u00eb duke u m\u00ebrzitur gjithaq p\u00ebr t\u00eb drejtat e serb\u00ebve kosovar\u00eb dhe mir\u00ebqenien e tyre, porse u plas t\u2019i shmangen njohjes s\u00eb pavar\u00ebsis\u00eb dhe pranimit se Kosova nes\u00ebr do t\u2019i ket\u00eb forcat e veta t\u00eb armatosura. Kur jemi sidomos tek refuzimi serb q\u00eb Kosova t\u00eb ket\u00eb ushtri dhe n\u00eb kontekstin q\u00eb ata k\u00ebrkojn\u00eb kontroll mbi policin\u00eb. Beogradi duket se me politika afatgjata m\u00ebsyn kryengritje n\u00eb veri dhe shk\u00ebputje. Prandaj p\u00ebrpiqet t\u00eb arrij\u00eb p\u00ebr Asociacionin e komunave me shumic\u00eb serbe n\u00eb Kosov\u00eb prerogativa shtet\u00ebrore, gj\u00eb q\u00eb do t\u00eb ishte v\u00ebrtet fillimi i ndarjes faktike nga Kosova.<\/p>\n

Mir\u00ebpo as n\u00eb SHBA dhe as brenda BE-s\u00eb nuk kan\u00eb disponim p\u00ebr ta hapur Kutin\u00eb e Pandor\u00ebs n\u00eb Ballkan, e duke pasur parasysh q\u00ebndrimin e fort\u00eb gjerman, Serbia nuk do t\u2019ia dal\u00eb t\u00eb arrij\u00eb synimet e veta, por do t\u00eb p\u00ebrshtatet, si\u00e7 tha edhe vet\u00eb, presidenti serb.<\/p>\n

Duke pasur parasysh kushtet p\u00ebr an\u00ebtar\u00ebsim n\u00eb BE, Brukseli nuk do ta pranoj\u00eb n\u00eb bllok nj\u00eb an\u00ebtar q\u00eb ka pretendime territoriale ndaj nj\u00eb shteti tjet\u00ebr dhe q\u00eb ushqen armiq\u00ebsi ndaj tij duke e penguar n\u00eb secilin hap.<\/p>\n

N\u00ebse nuk do t\u00eb ket\u00eb marr\u00ebveshje me kushtet e modifikuara t\u00eb Prishtin\u00ebs, m\u00eb 2 prill, at\u00ebher\u00eb do t\u00eb ket\u00eb m\u00eb 3 apo 30 prill, p\u00ebrndryshe Serbia e humb definitivisht marrjen e dat\u00ebs p\u00ebr negociata p\u00ebr an\u00ebtar\u00ebsim n\u00eb BE, kurse Kosova do t\u00eb vazhdoj\u00eb t\u00eb jet\u00eb peng i nj\u00eb konflikti t\u00eb ngrir\u00eb\u2026<\/p>\n
