Ajo q\u00eb mund t\u2019ju them, p\u00ebrsa i p\u00ebrket kriz\u00ebs ekonomike, ishte se n\u00eb dallim nga viti i kaluar, k\u00ebt\u00eb vit tonet ishin qart\u00ebsisht optimiste nga t\u00eb gjith\u00eb orator\u00ebt dhe ajo seanc\u00eb kishte p\u00ebr orator\u00eb personalitete nga m\u00eb t\u00eb shquarat e fush\u00ebs, si\u00e7 ishin Robert Zoellick \u2013 ish Presidenti i Bank\u00ebs Bot\u00ebrore, Wolfgang Sch\u00e4uble \u2013 ministri i Financave t\u00eb Republik\u00ebs Federale t\u00eb Gjermanis\u00eb, bashk\u00eb-Presidenti i Deutsche Bank, etj.. Konkluzionet ishin q\u00eb kriza akoma nuk \u00ebsht\u00eb larguar, jemi n\u00eb kriz\u00eb, por \u00ebsht\u00eb e qart\u00eb dhe pozitive q\u00eb po merret nj\u00eb kthes\u00eb, e cila pritet t\u00eb konsolidohet. Ishte nj\u00eb moment shum\u00eb i ve\u00e7ant\u00eb, kur ministri i Financave t\u00eb Gjermanis\u00eb u ndal te borxhi publik dhe deklaroi se ai \u00ebsht\u00eb i rreziksh\u00ebm kur arrin dyfishin e GDP-s\u00eb.<\/p>\n<p>Kjo ishte nj\u00eb risi shum\u00eb pozitive. Un\u00eb edhe nj\u00eb her\u00eb dua t\u2019ju them se \u00e7do kriz\u00eb ka sfidat e saj p\u00ebr t\u2019u p\u00ebrballuar, por kjo koh\u00eb krize ka sjell\u00eb m\u00eb shum\u00eb se kurr\u00eb n\u00eb v\u00ebmendje t\u00eb qarqeve akademike, t\u00eb cilat jan\u00eb shum\u00eb t\u00eb r\u00ebnd\u00ebsishme, problemet ekonomike t\u00eb saj, si\u00e7 \u00ebsht\u00eb borxhi, etj.. Ato nuk jan\u00eb studiuar ndonj\u00ebher\u00eb m\u00eb me interes, sesa jan\u00eb studiuar sot. Pak koh\u00eb m\u00eb par\u00eb, nj\u00eb grup brenda Bank\u00ebs Qendrore Evropiane ka botuar studimin p\u00ebr borxhin optimal. Dhe ata konkludojn\u00eb se borxhi deri n\u00eb 67 p\u00ebrqind t\u00eb GDP-s\u00eb ka efekte pozitive. Dhe kjo thuhet nga Banka Qendrore Evropiane. Brenda nj\u00eb kohe rekord Qeveria ka ndryshuar treguesit m\u00eb t\u00eb r\u00ebnd\u00ebsish\u00ebm t\u00eb draftit duke devijuar nga varianti q\u00eb mbrojti n\u00eb Kuvend vet\u00ebm nj\u00eb muaj m\u00eb par\u00eb, n\u00eb dhjetor t\u00eb vitit t\u00eb kaluar.<\/p>\n<p>Ndryshimet nisin me shifr\u00ebn e borxhit. N\u00eb ligjin p\u00ebr buxhetin e shtetit, kufiri i borxhit p\u00ebr vitin 2013 \u00ebsht\u00eb vendosur 62.6 p\u00ebr qind e Prodhimit Komb\u00ebtar. Madje n\u00eb at\u00eb koh\u00eb, Kryeministri dhe ministri i Financave u zotuan publikisht se ky kufi nuk do t\u00eb shkelej. Por n\u00eb programin ekonomik dhe fiskal, t\u00eb publikuar vet\u00ebm pak dit\u00eb m\u00eb par\u00eb, Ministria e Financave thot\u00eb se borxhi publik n\u00eb fund t\u00eb vitit do t\u00eb shkoj\u00eb gati 64 p\u00ebr qind ose me sakt\u00eb 63.8 p\u00ebr qind e Prodhimit Komb\u00ebtar.<\/p>\n<p>Heqja e kufirit ligjor prej 60 p\u00ebr qind, n\u00eb dhjetor t\u00eb vitit t\u00eb kaluar, ka asgj\u00ebsuar \u00e7do barrier\u00eb q\u00eb ndal rritjen e detyrimeve t\u00eb qeveris\u00eb. N\u00eb vet\u00ebm pak dit\u00eb kufiri i borxhit u rrit me 1.2 pik\u00eb p\u00ebrqindje ndaj Prodhimit Komb\u00ebtar dhe n\u00eb fund t\u00eb k\u00ebtij viti do t\u00eb jet\u00eb 4 p\u00ebr qind m\u00eb e lart\u00eb se niveli 60 p\u00ebr qind, pavar\u00ebsisht paralajm\u00ebrimeve t\u00eb forta t\u00eb Fondit Monetar dhe Bank\u00ebs Bot\u00ebrore p\u00ebr t\u00eb mbajtur n\u00ebn kontroll financat publike.<\/p>\n<p>Por treguesi i borxhit nuk \u00ebsht\u00eb i vetmi q\u00eb p\u00ebrkeq\u00ebsohet. Qeveria ka korrigjuar n\u00eb ulje edhe shifr\u00ebn zyrtare t\u00eb rritjes ekonomike p\u00ebr vitin 2013, nga 4 p\u00ebr qind q\u00eb \u00ebsht\u00eb n\u00eb buxhetin e miratuar nj\u00eb muaj m\u00eb par\u00eb, n\u00eb 3.1 p\u00ebr qind.
