Ia dol\u00ebm ta shmangim nj\u00eb katastrofe njer\u00ebzore, kur ishim n\u00eb prag t\u00eb saj. V\u00ebrtet kemi 10 mij\u00eb hektar\u00eb t\u00eb p\u00ebrmbytur po nuk kemi asnj\u00eb jet\u00eb njeriu t\u00eb humbur dhe kjo \u00ebsht\u00eb merit\u00eb e jasht\u00ebzakonshme e nj\u00eb operacioni shp\u00ebtimi, m\u00eb t\u00eb fuqishmin, m\u00eb t\u00eb suksesshmin q\u00eb vendi ka njohur&#8221;, ka th\u00ebn\u00eb Berisha.<\/p>\n<p style=\"text-align: center;\">***<\/p>\n<p>Topalli n\u00eb zonat e p\u00ebrmbytura: Shmang\u00ebm katastrof\u00ebn, Britania e Franca s&#8217;ia dol\u00ebn dot<br \/>\nKryetarja e parlamentit, deputetja e Shkodr\u00ebs, deklaroi nga zonat e p\u00ebrmbytura se qeveria e saj ka b\u00ebr\u00eb at\u00eb q\u00eb nuk e b\u00ebn dot Britania e Madhe dhe Franca, duke shmangur katastrof\u00ebn.<\/p>\n<p>Topalli tha se n\u00eb Europ\u00ebn Per\u00ebndimore po humbasin jet\u00eb, \u00e7ka nuk ka ndodhur n\u00eb Shqip\u00ebri.<\/p>\n<p>Duke iu referuar reshjeve t\u00eb bor\u00ebs, q\u00eb natyrsh\u00ebm kaplojn\u00eb veriun e kontinentit \u00e7do vit, e q\u00eb bllokojn\u00eb nj\u00eb pjes\u00eb t\u00eb infrastruktur\u00ebs, Topalli gjeti nj\u00eb moment p\u00ebr t\u00eb krahasuar situat\u00ebn atje me hapjen e digave n\u00eb m\u00ebnyr\u00eb t\u00eb q\u00ebllimshme nga qeveria p\u00ebr t\u00eb p\u00ebrmbytur banor\u00ebt e zon\u00ebs s\u00eb saj. Topalli nuk \u00ebsht\u00eb p\u00ebrgjigjur ashtu si shefi i saj pyetjes se a ka pasur reshje m\u00eb shum\u00eb se her\u00eb t\u00eb tjera n\u00eb k\u00ebt\u00eb periudh\u00eb dhe cilat kan\u00eb qen\u00eb kuotat e Fierz\u00ebs.<\/p>\n<p>&#8220;Un\u00eb \u00e7do minut\u00eb, ve\u00e7 t\u00eb tjerash flas edhe me kryetar\u00ebt e komunave, t\u00eb cil\u00ebt me stafin e tyre t\u00eb shoq\u00ebruar nga forca t\u00eb ushtris\u00eb dhe policis\u00eb ndjekin nga af\u00ebr situat\u00ebn. Deri tani kan\u00eb shkuar 40 ton ushqime, uj\u00eb, si dhe ushqim edhe p\u00ebr gj\u00ebn\u00eb e gjall\u00eb. Angazhimi shkon p\u00ebrtej asaj q\u00eb mund t\u00eb imagjinohet. Kemi si asnj\u00ebher\u00eb m\u00eb par\u00eb nj\u00eb menaxhim me sens t\u00eb madh p\u00ebrgjegj\u00ebsie dhe q\u00ebndrim m\u00eb af\u00ebr njer\u00ebzve, n\u00eb k\u00ebto kushte q\u00eb vijn\u00eb si shkak i ndryshimeve t\u00eb klim\u00ebs, dukuri q\u00eb po e shohim n\u00eb Greqi, Poloni, Gjermani, Britani ku ju e keni par\u00eb si \u00ebsht\u00eb izoluar edhe aeroporti, hekurudhat etj. K\u00ebtu, p\u00ebr fatin ton\u00eb t\u00eb mir\u00eb nuk kemi humbje n\u00eb jet\u00eb dhe i gjith\u00eb vullneti dhe p\u00ebrqendrimi yn\u00eb \u00ebsht\u00eb t\u00eb mos lejojm\u00eb asnj\u00eb humbje jete. S&#8217;ka gj\u00eb m\u00eb t\u00eb shtrenjt\u00eb se jeta e njeriut. Gjith\u00e7ka q\u00eb varet nga strukturat shtet\u00ebrore \u00ebsht\u00eb n\u00eb menaxhim e sip\u00ebr me p\u00ebrgjegj\u00ebsin\u00eb m\u00eb t\u00eb madhe,&#8221; tha Topalli.<\/p>\n<p>Duke komentuar vizit\u00ebn e Ram\u00ebs n\u00eb Shkod\u00ebr, ajo shtoi se opozita b\u00ebn karrier\u00eb me mortin.<\/p>\n<p>&#8220;Ka njer\u00ebz n\u00eb k\u00ebt\u00eb vend q\u00eb lindin m\u00eb shpres\u00ebn q\u00eb t\u00eb shohin vet\u00ebm morte dhe e bazojn\u00eb karrier\u00ebn e tyre n\u00eb to. Edhe pse ka ardhur n\u00eb Shkod\u00ebr pas dhjet\u00eb dit\u00ebve ai mbeti i zhg\u00ebnjyer se nuk gjeti asgj\u00eb nga k\u00ebto. Un\u00eb q\u00eb e njoh k\u00ebt\u00eb zon\u00eb dhe njoh problemet q\u00eb kjo zon\u00eb ka pasur n\u00eb dekada nga p\u00ebrmbytjet, p\u00ebr shkak s\u00eb \u00ebsht\u00eb e rrethuar nga uji, nuk kam par\u00eb ndonj\u00ebher\u00eb nj\u00eb menaxhim, vullnet politik dhe sens p\u00ebrgjegj\u00ebsie m\u00eb t\u00eb madhe.<\/p>\n<p>Un\u00eb mendoj se k\u00ebsaj radhe masat parandaluese kan\u00eb qen\u00eb ato q\u00eb kan\u00eb b\u00ebr\u00eb q\u00eb t\u00eb mos jemi n\u00eb gjendje katastrofe si Britania, Franca, etj. Un\u00eb nuk mbaj mend ndonj\u00eb rast tjet\u00ebr, t\u00eb tilla masa parandaluese dhe menaxhim t\u00eb till\u00eb kur ministrat jan\u00eb t\u00eb instaluar k\u00ebtu 24 or\u00eb n\u00eb 24 n\u00eb funksion t\u00eb \u00e7do banori,&#8221; tha Topalli.<\/p>\n<p>***********************<br \/>\n<strong>&#8216;Kok\u00ebfort\u00ebsia&#8217; e shifrave: Justifikimi i &#8216;rreshjeve t\u00eb pazakonta&#8217; nuk q\u00ebndron<\/strong><\/p>\n<p>Nj\u00eb nga justifikimet p\u00ebr situat\u00ebn n\u00eb Veri, ka qen\u00eb sipas autoriteteve, &#8220;reshjet e pazakonta t\u00eb k\u00ebtij viti n\u00eb zon\u00ebn e p\u00ebrmbytur&#8221;. A \u00ebsht\u00eb e v\u00ebrtet\u00eb kjo alibi? Shifrat nuk na len\u00eb t\u00eb gabojm\u00eb. M\u00eb posht\u00eb jan\u00eb disa shifra krahasuese nga Sh\u00ebrbimi Sinoptik.<\/p>\n<p>\u00cbsht\u00eb p\u00ebrdorur r\u00ebndom k\u00ebto dit\u00eb, sidomos krahasimi me vitin e lag\u00ebsht 1963.<\/p>\n<p>Ky vit, eshte nje vit n\u00eb t\u00eb cilin nuk ishte nd\u00ebrtuar rrjeti i hidrocentraleve mbi Drin (q\u00eb sh\u00ebrben, ve\u00e7 t\u00eb tjerash, edhe si rregullator i padiskutuesh\u00ebm i prurjeve t\u00eb lumenjve); vit, n\u00eb t\u00eb cilin, pothuaj, e nj\u00ebjta zon\u00eb, \u00ebsht\u00eb p\u00ebrmbytur. B\u00ebhet fjal\u00eb p\u00ebr p\u00ebrmbytjen masive t\u00eb 13 janarit 1963.<\/p>\n<p>Specialist\u00eb t\u00eb sinoptik\u00ebs i kan\u00eb krahasuar shifrat e reshjeve dhe t\u00eb nivelit t\u00eb uj\u00ebrave n\u00eb lumin e Drinit n\u00eb 13 janar 1963 (niveli i ujit n\u00eb postin hidrometrik tek ura e Bah\u00e7all\u00ebkut), dhe n\u00eb datat 4 dhe 5 janar t\u00eb k\u00ebtij viti, n\u00eb t\u00eb nj\u00ebjtin post.<\/p>\n<p>Konkretisht, n\u00eb dhjetor &#8217;63-in, n\u00eb Shkod\u00ebr ka pasur 374 milimetra shi dhe n\u00eb janarin e &#8217;64-\u00ebs, pati 424 milimetra. N\u00eb Lezh\u00eb, n\u00eb dhjetorin e 63-it, pati 244 milimetra shi dhe n\u00eb janarin e &#8217;64-\u00ebs, pati 495 milimetra shi.<\/p>\n<p>T\u00eb dh\u00ebnat e Sinoptik\u00ebs sakt\u00ebsojn\u00eb se mesatarja shum\u00ebvje\u00e7are p\u00ebr k\u00ebto dy zona, \u00ebsht\u00eb respektivisht 253 dhe 211 milimetra p\u00ebr Shkodr\u00ebn dhe 157 dhe 154 milimetra p\u00ebr Lezh\u00ebn. Pra, n\u00eb dhjetor-janar t\u00eb 46 vjet\u00ebve m\u00eb par\u00eb, ka pasur pothuaj dy her\u00eb m\u00eb shum\u00eb reshje se kjo mesatare.<\/p>\n<p>Nd\u00ebrsa, krahasimi i shifrave t\u00eb reshjeve p\u00ebr dhjetor-janarin e tanish\u00ebm, jep nj\u00eb tablo krejt tjet\u00ebr. N\u00eb Shkod\u00ebr, n\u00eb dhjetor 09\u00b4 dhe janar 10\u00b4, reshjet kan\u00eb qen\u00eb brenda mesatares shum\u00ebvje\u00e7are, madje 1.5 deri n\u00eb 2 her\u00eb m\u00eb t\u00eb pakta se n\u00eb t\u00eb nj\u00ebjt\u00ebn periudh\u00eb t\u00eb viteve &#8217;63-&#8217;64.
