P\u00ebr k\u00ebt\u00eb ata jan\u00eb t\u00eb shqet\u00ebsuar, por se shqet\u00ebsimi i tyre mbetet nj\u00eb kondit\u00eb e revolt\u00ebs. E asaj revolte qe her\u00eb mbase t\u00eb duket t\u00eb jet\u00eb e heshtur, e her\u00ebs mbase t\u00eb duket t\u00eb jet\u00eb me ngarkesa t\u00eb nj\u00eb shp\u00ebrthimi!&#8230;<\/p>\n<p>Po t\u00eb pyesim \u00e7\u2019po b\u00ebn\u00eb burokracia e sotme n\u00eb Kosov\u00eb?&#8230; P\u00ebrgjegj\u00ebsja \u00ebsht\u00eb se ajo tashm\u00eb hapur po praktikon edhe sistematikisht vjedhjen dhe zhvatjen n\u00eb vend.<\/p>\n<p>E v\u00ebrteta dhe drejt\u00ebsia \u00ebsht\u00eb e v\u00ebshtir\u00eb t\u00eb vihet para, me burokrat t\u00eb till\u00eb, ato tashm\u00eb jan\u00eb kapur shum\u00eb keq nga burokracia, e cila para t\u00eb v\u00ebrtet\u00ebs dhe t\u00eb drejt\u00ebs ka zgjedhur p\u00ebrfundimisht t\u00eb vjedh\u00eb dhe t\u00eb zhvatet.<\/p>\n<p>Po, Kosova politike dhe krekosjet e politikan\u00ebve, ku mbet\u00ebn? Ku Kosova! \u00e7do dit\u00eb e m\u00eb pak p\u00ebr t\u00eb po mbetet interes primar.<\/p>\n<p>Zhvleft\u00ebsimi i figurave t\u00eb krekosjeve t\u00eb U\u00c7K-ur\u00ebve, po b\u00ebhet serioz\u00eb dhe me argumenta t\u00eb mjaftuesh\u00ebm rrezikshm\u00ebrie, p\u00ebr t\u00eb ardhmen p\u00ebr vendin.<\/p>\n<p>U\u00c7K-ur\u00ebt, po na dalin nga patriot t\u00eb djesh\u00ebm n\u00eb kapadai t\u00eb sot\u00ebm dhe akoma m\u00eb keq nga kapadai\u2019t n\u00eb hajna t\u00eb pangopsh\u00ebm.<\/p>\n<p>Populli ban\u00eb seri-shikon, e shikon se si hyn\u00eb e si dalin k\u00ebta individ n\u00eb sken\u00ebn politike, k\u00ebto fytyra me plot\u00eb rropam\u00eb, qe shum\u00eb shpejt\u00eb jan\u00eb shnd\u00ebrrua ve\u00e7se n\u00eb bubulesh\u00eb. Dikush mbase do t\u00eb mund t\u00eb shtronte pyetje; po k\u00eb guxo ta quash bubulesh\u00eb ti? Do t\u00eb guxojm\u00eb dhe s\u2019do ndalem guximi, ti quajm\u00eb t\u00eb gjith\u00eb ata, q\u00eb abuzojn\u00eb me shtetin, m\u00eb t\u00eb v\u00ebrtet\u00ebn dhe t\u00eb drejt\u00ebn.<\/p>\n<p>Shteti po b\u00ebhet i dob\u00ebt qart\u00ebsisht, v\u00ebrtitet n\u00eb nj\u00eb rreth vicioz\u00eb, pa garantuar siguri dhe sh\u00ebrbime t\u00eb tjera t\u00eb domosdoshme edhe jet\u00ebsore. Improvizimet dhe krekosjet politike kan\u00eb krijuar praktika dhe skema t\u00eb frikshme p\u00ebr shoq\u00ebrin\u00eb, ata mbajn\u00eb m\u00ebdyshje t\u00eb m\u00ebdha sa i p\u00ebrket t\u00eb ardhmes s\u00eb tyre dhe t\u00eb shtetit. Problemet politike n\u00eb veri, orvatet ti zgjedh\u00eb me horoskopi dite, e n\u00eb t\u00eb v\u00ebrtet kjo qart\u00ebson pafuqin\u00eb e vendimeve, frik\u00ebn e aksionit dhe dob\u00ebsin\u00eb e shtetit. K\u00ebto sjellje shp\u00ebrfill\u00ebse, gjithsesi se atakojn\u00eb edhe udh\u00ebheqjet e ndershme e me q\u00ebllime t\u00eb mira.<\/p>\n<p>N\u00eb Kosov\u00eb nuk kemi akoma t\u00eb provuar udh\u00ebheqje t\u00eb ndershme e me q\u00ebllime t\u00eb mira,<\/p>\n<p>Sepse t\u00eb gjitha udh\u00ebheqjet me p\u00ebrjashtime, gati n\u00eb t\u00eb gjitha rastet kan\u00eb krijuar skema t\u00eb m\u00ebdha pun\u00ebsimi t\u00eb financuara nga fondet publike dhe n\u00eb t\u00eb gjitha rastet e mundura po ashtu kan\u00eb sistemuar nj\u00eb organizim qiramarrjeje, q\u00eb n\u00eb esenc\u00eb jet\u00ebn e qytetar\u00ebve ve\u00e7se e kan\u00eb mjeruar.<\/p>\n<p>T\u00eb gjith\u00eb e kemi shikuar m\u00eb shpres\u00eb dhe m\u00eb gjasa, aktin e ardhjes n\u00eb pushtet t\u00eb asaj pjese t\u00eb U\u00c7K-ur\u00ebve politik q\u00eb pretendonte me ngulm, se ishte e vetmja bart\u00ebse dhe se ishte e vetmja forc\u00eb e luft\u00ebs qe kishte \u201c\u00e7liruar\u201d vendin, dhe sipas k\u00ebsaj i \u201ctakonte\u201d vet\u00ebm asaj pushteti, po \u00e7ka se kishte ndodhur edhe akti i pavar\u00ebsis\u00eb s\u00eb vendit n\u00eb mandatin e saj. Gjithsesi se shteti do t\u00eb nxirrte nga k\u00ebta dy faktor\u00eb, pretendimet se do t\u00eb udh\u00ebhiqet n\u00eb rrug\u00ebn e zhvillimit dhe se gjendja e mjer\u00eb e qytetar\u00ebve do t\u00eb normalizohet. A ka ndodhur kjo?. E v\u00ebrteta e t\u00eb dy akteve; marrja e pushtetit dhe pavar\u00ebsia e vendit, k\u00ebtyre burokrat\u00ebve t\u00eb ri ua mund\u00ebsoi, ve\u00e7se t\u2019u shtoheshin radh\u00ebt me shpejt\u00ebsi dhe ve\u00e7se t\u2019u b\u00ebheshin \u00e7ifligje personale.<\/p>\n<p>Nga nj\u00eb pag\u00eb e vog\u00ebl ditore q\u00eb do t\u00eb mund ti p\u00ebrgjigjej standardit normal n\u00eb vend ata u shnd\u00ebrruan n\u00eb milioner nate. Dhe, nga kasollet e vjetra t\u00eb baballar\u00ebve t\u00eb tyre ata u ngrit\u00ebn n\u00eb pallate t\u00eb reja dhe moderne. Paga e nj\u00eb pun\u00ebtori t\u00eb zakonsh\u00ebm sillet deri n\u00eb 200 &#8211; 300 euro, nd\u00ebrsa paga e nj\u00eb burokrati t\u00eb Kosov\u00ebs sotme sillet n\u00eb 3 000 &#8211; 7 000 euro, aty maksimalisht.<\/p>\n<p>N\u00eb shumic\u00ebn e burokracive njihet nj\u00eb e v\u00ebrtet\u00eb e hidhur, se ka m\u00eb shum\u00eb njer\u00ebz se q\u00eb ka pun\u00eb dhe kjo \u00ebsht\u00eb nj\u00eb m\u00ebnyr\u00eb manipulimi, thjesht\u00eb qe burokracia tenton t\u00eb thithi sa m\u00eb shum\u00eb mb\u00ebshtet\u00ebs t\u00eb mundsh\u00ebm n\u00eb em\u00ebr t\u00eb shtetit dhe p\u00ebr shtetin.<\/p>\n<p>Nd\u00ebrsa, qytetari kot shpreson dhe kot beson n\u00eb gjasa, duke e l\u00ebn\u00eb burokracin\u00eb t\u00eb lir\u00eb n\u00eb pushtet dhe duke e l\u00ebn\u00eb t\u00eb lir\u00eb t\u00eb b\u00ebj\u00eb \u00e7far\u00eb t\u00eb doj\u00eb vet\u00ebm p\u00ebr veten e saj. Jan\u00eb ditore lajmet, p\u00ebr akuza t\u00eb ndryshme, t\u00eb burokrat\u00ebve q\u00eb p\u00ebrdit\u00eb, e paturp korruptojn\u00eb n\u00eb em\u00ebr t\u00eb shtetit, dhe jan\u00eb t\u00eb pakta ose fare-fare ndihma p\u00ebr qytetar\u00ebt nga e drejta q\u00eb do t\u00eb mund t\u00eb p\u00ebrfitonin apo t\u00eb shp\u00ebrblehet nga shtetit i \u201ctij\u201d. Konkluzioni &#8211; Shteti i burokrat\u00ebve, mjerimi i qytetar\u00ebve.<\/p>\n<p>Variantet jan\u00eb ose t\u00eb futesh n\u00eb k\u00ebt\u00eb sistem, ose t\u00eb rezistosh, ose t\u00eb t\u00ebrhiqesh.
