Raste tipike<\/p>\n<p>&#8211; Rasti i \u201cTregut t\u00eb Energjis\u00eb Elektrike\u201d<\/p>\n<p>\u00b7Tregu \u00ebsht\u00eb i zhytur t\u00ebr\u00ebsisht n\u00eb nj\u00eb zinxhir borxhesh mes KESH, CEZ, OST, Kompanive t\u00eb importit t\u00eb energjis\u00eb, koncesionar\u00ebve t\u00eb rinj, bankave tregtare vendase, bankave t\u00eb zhvillimit<\/p>\n<p>\u00b7CEZ nuk ia doli t\u00eb p\u00ebrmir\u00ebsoj\u00eb parametrat ky\u00e7 ekonomik t\u00eb kompanis\u00eb e tani \u00ebsht\u00eb n\u00eb qend\u00ebr t\u00eb problemit t\u00eb gjith\u00eb tregut dhe qeveria nuk respektoi detyrimet e saj n\u00eb marr\u00ebdh\u00ebnie me t\u00eb<\/p>\n<p>\u00b7CEZ nuk paguan prej muajit shkurt 2011 detyrimet ndaj KESH dhe detyrimet e pretenduara kan\u00eb arritur n\u00eb 100 milion dollar\u00eb<\/p>\n<p>\u00b7KESH kontabilizon deri n\u00eb qershor 2012 nj\u00eb borxh prej 280 milion dollar\u00ebsh<\/p>\n<p>\u00b7KESH vet\u00ebm bankave tregtare vendase i ka 215 milion dollar\u00eb borxh<\/p>\n<p>\u00b7KESH iu ka koncesionar\u00ebve t\u00eb rinj 11 milion dollar\u00eb borxh<\/p>\n<p>\u00b7ERE p\u00ebrkeq\u00ebsoi edhe me gjendjen financiare t\u00eb KESH kur uli \u00e7mimin me t\u00eb cilin KESH i shet energjin\u00eb CEZ, efekti financiar \u00ebsht\u00eb minus 80 milion dollar\u00eb<\/p>\n<p>\u00b7CEZ ka 15 dit\u00eb q\u00eb ka nd\u00ebrprer\u00eb importin e energjis\u00eb p\u00ebr t\u00eb mbuluar humbjet n\u00eb rrjet-detyrim kontraktual ky, nd\u00ebrkoh\u00eb q\u00eb niveli i liqeneve n\u00eb kaskad\u00ebn e Drinit po bie friksh\u00ebm<\/p>\n<p>\u00b7Qytetar\u00ebt vijojn\u00eb t\u00eb paguajn\u00eb fatura t\u00eb shtrenjta, abuzive<\/p>\n<p>\u00b7Vendimmarrja politike e qeveris\u00eb, ERE, situata thuajse n\u00eb faliment e sistemit, paralajm\u00ebron nj\u00eb t\u00eb ardhme t\u00eb r\u00ebnd\u00eb e t\u00eb kushtueshme jo p\u00ebr \u00e7do qeveri q\u00eb do t\u00eb drejtoj\u00eb k\u00ebt\u00eb vend por p\u00ebr \u00e7do qytetar q\u00eb ka vendosur t\u00eb jetoj\u00eb n\u00eb k\u00ebt\u00eb vend<\/p>\n<p>-Rasti i kompanis\u00eb unike t\u00eb rafinimit \u201cARMO\u201d<\/p>\n<p>\u00b7ARMO thuajse nuk ka punuar fare gjat\u00eb vitit 2011 dhe fillimit t\u00eb k\u00ebtij viti<\/p>\n<p>\u00b7Kompania unike e rafinimit t\u00eb naft\u00ebs n\u00eb nj\u00eb vend prodhues si Shqip\u00ebria ka qen\u00eb aktive vet\u00ebm n\u00eb import t\u00eb produktit t\u00eb gatsh\u00ebm<\/p>\n<p>\u00b7Kompania nuk ka respektuar kontrat\u00ebn e privatizimit-pjesa e investime kur deri n\u00eb k\u00ebt\u00eb vit duhet t\u00eb kishte investuar 213 milion dollar\u00eb<\/p>\n<p>\u00b7Kompania \u00ebsht\u00eb n\u00eb mes t\u00eb nj\u00eb zinxhiri borxhesh t\u00eb pretenduar prej bank\u00ebs kredituese me 75 milion euro, kompanis\u00eb ALBPETROL me afro 50 milion dollar\u00eb, tatime n\u00eb vler\u00ebn e pretenduar prej 20 milion dollar\u00eb, nj\u00eb furnitori tjet\u00ebr t\u00eb pretenduar n\u00eb gjykat\u00eb n\u00eb vler\u00ebn prej 11 milion dollar\u00eb<\/p>\n<p>Ky \u00ebsht\u00eb \u201catdheu privat\u201d sipas modelit \u201cBerisha\u201d. Rregulli i tij \u00ebsht\u00eb \u201cprivatizimi i fitimeve\u201d n\u00eb favor t\u00eb nj\u00eb grushti kompanish dhe shtet\u00ebzim i humbjeve n\u00eb d\u00ebm t\u00eb shtetit.<\/p>\n<p>Ky atdhe nuk rezulton m\u00eb i mir\u00eb se \u201cAtdheu publik\u201d.<\/p>\n<p>Privatizimi, pavar\u00ebsisht pretendimeve p\u00ebr t\u00eb thithur investime t\u00eb nevojshme p\u00ebr zhvillimin e sektor\u00ebve strategjik\u00eb, p\u00ebrmir\u00ebsim t\u00eb sh\u00ebrbimit, uljes s\u00eb kostove t\u00eb k\u00ebtij sh\u00ebrbimi p\u00ebr qytetarin ( \u00e7mimet e tarifat e tjera), luft\u00ebs dhe eliminimit t\u00eb korrupsionit n\u00eb ofrimin e k\u00ebtyre sh\u00ebrbimeve, rezulton nj\u00eb d\u00ebshtim spektakolar!<\/p>\n<p>Nd\u00ebrkoh\u00eb p\u00ebrfitimet p\u00ebr kompanit\u00eb e favorizuara n\u00eb privatizim kan\u00eb ruajtur trendin e lart\u00eb duke shtuar fitimet e tyre.<\/p>\n<p>N\u00eb t\u00eb tilla kushte ja vlen t\u00eb diskutohet rreth \u00e7\u00ebshtjes:<\/p>\n<p>A ka nj\u00eb kufi p\u00ebr privatizimin? A mundet nj\u00eb qeveri e dal\u00eb nga zgjedhje t\u00eb vjedhura, e krijuar nga nj\u00eb koalicion interesash, t\u00eb marr\u00eb vendime strategjike n\u00eb m\u00ebnyr\u00eb t\u00eb nj\u00ebanshme, p\u00ebrjashtuese, t\u00eb cilat n\u00eb thelb kan\u00eb shitjen pa kthim t\u00eb pasuris\u00eb komb\u00ebtare? A mundet q\u00eb nj\u00eb Kryeminist\u00ebr n\u00eb ikje nga pushteti, n\u00eb prag t\u00eb fundit politik dhe biologjik, pra n\u00eb kufij t\u00eb p\u00ebrgjegjshm\u00ebris\u00eb para ligjit, t\u00eb vendos\u00eb n\u00eb m\u00ebnyr\u00eb t\u00eb nj\u00ebanshme, p\u00ebrjashtuese p\u00ebr 30 vitet q\u00eb vin\u00eb, duke p\u00ebrcaktuar- nisur nga interesa korruptive, t\u00eb ardhmen e nj\u00eb brezi t\u00eb t\u00ebr\u00eb duke e marr\u00eb peng at\u00eb?<\/p>\n<p>E dini si? Si nj\u00eb prind q\u00eb shet sht\u00ebpi e katandi t\u00eb familjes p\u00ebr t\u00eb futur para n\u00eb xhep p\u00ebr t\u00eb pir\u00eb edhe pse l\u00eb f\u00ebmij\u00ebt nes\u00ebr jasht\u00eb, n\u00eb diell e n\u00eb shi?!!<\/p>\n<p>1. Rasti i sektorit t\u00eb hidrokarbureve<\/p>\n<p>\u00b7Shqip\u00ebria ka nj\u00eb pasuri q\u00eb vler\u00ebsohet n\u00eb 7.5 mld fu\u00e7i nafte n\u00eb rezerva. Komisioni i BE e ka konsideruar k\u00ebt\u00eb praktik\u00eb abuzive dhe q\u00eb shmang konkurrenc\u00ebn.<\/p>\n<p>\u00b7Sa m\u00eb shum\u00eb heton n\u00eb k\u00ebt\u00eb proces, aq m\u00eb shum\u00eb shtohen rastet kur p\u00ebrfitues t\u00eb k\u00ebtyre kontratave koncesionare rezultojn\u00eb politikan\u00eb, deputet\u00eb, familjar\u00eb t\u00eb tyre apo grupe t\u00eb r\u00ebnd\u00ebsishme financiare klient\u00eb politik\u00eb tek qeveria vendimmarr\u00ebse.<\/p>\n<p>\u00b7Ajo q\u00eb \u00ebsht\u00eb e dukshme qysh pas vitit 2009, nxjerr n\u00eb pah faktin se kalimi i Ministris\u00eb s\u00eb Ekonomis\u00eb n\u00eb duart e nj\u00eb partie tjet\u00ebr t\u00eb koalicionit, LSI-s\u00eb, ka shtuar gam\u00ebn e klient\u00ebve t\u00eb cil\u00ebt tashm\u00eb i p\u00ebrkasin edhe njer\u00ebzve politik apo t\u00eb af\u00ebrm me zyrtar\u00ebt e k\u00ebsaj partie.<\/p>\n<p>\u00b7P\u00ebr shkak t\u00eb k\u00ebtij procesi korruptiv e politik t\u00eb p\u00ebrzgjedhjes s\u00eb koncesionareve, 80% e kontratave koncesionare nuk jan\u00eb zbatuar dhe tashm\u00eb jan\u00eb jasht\u00eb termave ligjore t\u00eb kontratave t\u00eb miratuara.<\/p>\n<p>\u00b7N\u00eb dat\u00ebn 16.06.2010, me vendim qeveria ka vendosur t\u2019i jap\u00eb t\u00eb drejt\u00ebn Ministrit t\u00eb Ekonomis\u00eb t\u00eb rivendos\u00eb n\u00eb afat secil\u00ebn prej k\u00ebtyre kontratave.<\/p>\n<p>\u00b7 Problem i madh p\u00ebr k\u00ebt\u00eb treg rezultoi dalja jasht\u00eb kushteve e afateve ligjore i k\u00ebtyre kontratave.
