E nisi me mbledhjen e firmave p\u00ebr referendum dhe arriti t\u00eb mbledh\u00eb m\u00eb shum\u00eb se 60 mij\u00eb t\u00eb tilla.<\/p>\n<p>Por, KQZ, e cila nuk e mori fare parasysh k\u00ebrkes\u00ebn e tyre, deri n\u00eb momentin q\u00eb iu k\u00ebrkua llogari nga ana e ambasadorit amerikan n\u00eb Tiran\u00eb, Aleksand\u00ebr Arvizu, mori nj\u00eb vendim t\u00eb pakuptimt\u00eb p\u00ebr ta shtyr\u00eb referendumin deri n\u00eb janar t\u00eb vitit 2013.<\/p>\n<p>Dhe, ashtu si KQZ, e cila duket e vendosur p\u00ebr ta penguar k\u00ebt\u00eb referendum, ka vepruar edhe Kolegji Zgjedhor. Ky i fundit, pas ankes\u00ebs s\u00eb Aleanc\u00ebs Kund\u00ebr Importit t\u00eb Plehrave, \u00ebsht\u00eb shprehur se vendimi i KQZ-s\u00eb nuk mund t\u00eb ankimohet.<\/p>\n<p>\u201cAleanca Kund\u00ebr Importit t\u00eb Plehrave (AKIP) dit\u00ebn e djeshme, dat\u00eb 31.08.2012 k\u00ebrkoi edhe nj\u00eb her\u00eb tjet\u00ebr drejt\u00ebsi nga Kolegji Zgjedhor p\u00ebr t\u00eb p\u00ebrshpejtuar kryerjen e referendumit tashm\u00eb t\u00eb pashmangsh\u00ebm kund\u00ebr importit t\u00eb plehrave. AKIP \u00ebsht\u00eb ankuar dje ndaj vendimit t\u00eb KQZ, pika 2, q\u00eb e shtyn pa t\u00eb drejt\u00eb kryerjen e procedur\u00ebs s\u00eb radh\u00ebs n\u00eb janar 2013. AKIP ka k\u00ebrkuar q\u00eb t\u00eb mos vonohet m\u00eb shum\u00eb ky proces dhe t\u00eb vijoj\u00eb menj\u00ebher\u00eb puna n\u00eb instanc\u00ebn tjet\u00ebr. Por, nd\u00ebrkoh\u00eb q\u00eb pritej q\u00eb Kolegji Zgjedhor t\u00eb jepte t\u00eb drejt\u00eb dhe t\u00eb mos humbej koh\u00eb e m\u00ebtejshme, ai deklaroi se grupi nism\u00ebtar p\u00ebr referendumin nuk ka t\u00eb drejt\u00eb t\u2019i drejtohet aspak gjykat\u00ebs. Me pretendimin se ligji nuk \u00ebsht\u00eb shum\u00eb i qart\u00eb, gjykata i devijoi detyrimit t\u00eb saj p\u00ebr t\u00eb dh\u00ebn\u00eb drejt\u00ebsi p\u00ebr at\u00eb q\u00eb k\u00ebrkohej dhe vendosi t\u00ebrheqjen e saj nga debati, megjith\u00ebse u duk qart\u00eb q\u00eb u bind se AKIP kishte t\u00eb drejt\u00eb n\u00eb thelb\u201d, thuhet n\u00eb nj\u00eb deklarat\u00eb t\u00eb Aleanc\u00ebs kund\u00ebr Plehrave.<\/p>\n<p>Sipas k\u00ebsaj shoqate, \u201cvendimi i djesh\u00ebm krijoi precedentin e gabuar q\u00eb tashm\u00eb vendimet e KQZ, sado t\u00eb gabuara t\u00eb jen\u00eb n\u00eb dukje p\u00ebr referendumet, jan\u00eb t\u00eb pa ankimueshme. KQZ dje fitoi statusin e organit t\u00eb vet\u00ebm q\u00eb vendos fatet e nj\u00eb referendumi dhe se askush nuk mund t\u00eb ankohet ndaj tyre. T\u00eb drejt\u00ebn p\u00ebr t\u2019u ankuar n\u00eb Kolegjin Zgjedhor sipas ligjit e ka kushdo q\u00eb c\u00ebnohet n\u00eb t\u00eb drejtat e tij q\u00eb lidhen me zgjedhjet apo referendumet, qoft\u00eb edhe nj\u00eb zgjedh\u00ebs i vet\u00ebm kur i shkelen t\u00eb drejtat e tij, por sipas vendimit t\u00eb djesh\u00ebm, vet\u00ebm Grupi Nism\u00ebtar i nj\u00eb referendumi nuk e g\u00ebzon k\u00ebt\u00eb t\u00eb drejt\u00eb\u201d.<\/p>\n<p>\u201cDje Kolegji Zgjedhor i dha nj\u00eb pushtet t\u00eb pakufizuar KQZ-s\u00eb. Kolegji nuk deklaroi as munges\u00ebn e kompetenc\u00ebs s\u00eb vet dhe ta d\u00ebrgonte dosjen n\u00eb nj\u00eb gjykat\u00eb tjet\u00ebr kompetente si\u00e7 ndodh n\u00eb t\u00eb tilla raste, por vendosi t\u00eb rrezoj\u00eb k\u00ebrkes\u00ebn nj\u00eblloj sikur ndaj vendimeve t\u00eb KQZ-s\u00eb nuk mund t\u00eb gjykoj\u00eb askush.<\/p>\n<p>Referendumi \u00ebsht\u00eb shprehje e demokracis\u00eb s\u00eb drejtp\u00ebrdrejt\u00eb, shprehje e vullnetit direkt t\u00eb sovranit dhe askush nuk mund t\u00eb ket\u00eb t\u00eb drejta t\u00eb pakufizuara p\u00ebr t\u00eb c\u00ebnuar k\u00ebt\u00eb proces. Mohimi i t\u00eb drejt\u00ebs s\u00eb ankimit n\u00eb gjykat\u00eb, sjell imunizimin e k\u00ebtij organi, q\u00eb ai t\u00eb shkel\u00eb Kodin Zgjedhor pa u druajtur m\u00eb nga gjykata\u201d, vijon m\u00eb tej deklarata.<\/p>\n<p>N\u00eb fund, AKIP shprehet se vendimi i djesh\u00ebm gjithsesi nuk c\u00ebnon n\u00eb thelb zhvillimin e referendumit, por vet\u00ebm sa e vonon at\u00eb.<\/p>\n<p>\u201c\u00c7do dit\u00eb vones\u00eb krijon terren p\u00ebr tonelata t\u00eb t\u00ebra plehrash q\u00eb mund t\u00eb vrasin natyr\u00ebn dhe d\u00ebmtojn\u00eb rende sh\u00ebndetin e qytetar\u00ebve shqiptar.
