Deputet\u00ebt e Kuvendit t\u00eb Kosov\u00ebs e din\u00eb se ka gjuh\u00eb dhe sjellje joparlamentare, por cilat jan\u00eb ato nuk e din\u00eb<\/strong><\/em><\/p>\n<p>N\u00eb bot\u00ebn e zhvilluar parlamentare, sidomos n\u00eb disa parlamente aziatike jan\u00eb t\u00eb shpeshta edhe p\u00ebrleshjet q\u00eb hyjn\u00eb n\u00eb korpusin e sporteve marciale, nd\u00ebrsa n\u00eb parlamentarizmin evropian ka vende q\u00eb nuk e ndalojn\u00eb sharjen, si p.sh. n\u00eb Finland\u00eb, ku Rregullorja e Parlamentit nuk e ndalon fjal\u00ebn \u201cFuck You\u201d (q&#8230;, apo shqiptuar me nj\u00eb gjuh\u00eb m\u00eb t\u00eb pranueshme: q\u00ebrohu!).<\/p>\n<p>Fjala fyese e gjuh\u00ebs angleze \u2018Fuck\u2019, e th\u00ebn\u00eb nga nj\u00eb deputet i revoltuar irlandez nuk \u00ebsht\u00eb konsideruar shprehje e ndaluar p\u00ebr p\u00ebrdorim n\u00eb Kuvend pasi nuk \u00ebsht\u00eb n\u00eb list\u00ebn e fjal\u00ebve q\u00eb ndalohen t\u00eb thuhen me gjith\u00eb mend, ka raportuar BBC-ja. Deputeti Paul Gogarty i Partis\u00eb s\u00eb Gjelb\u00ebr, parti minoritare e koalicionit qeveritar, dy her\u00eb ka p\u00ebrdorur shprehjen F&#8230;., nga podiumi pasi \u00ebsht\u00eb nd\u00ebrprer\u00eb nga nj\u00eb deputet laburist. Deputet\u00ebt e Kuvendit t\u00eb Kosov\u00ebs edhe pse jan\u00eb m\u00eb t\u00eb paguarit aktualisht n\u00eb rajon nd\u00ebrkaq k\u00ebrkojn\u00eb rritje pagash 100 %, vetura, zyra me sekretaresha e laptopa si dhe benifite t\u00eb tjera pavdekshm\u00ebrie. E, etik\u00eb e q\u00ebndrueshme e kuvendar\u00ebve t\u00eb vendit m\u00eb t\u00eb ri dhe m\u00eb t\u00eb varf\u00ebr n\u00eb Evrop\u00eb do t\u00eb ishte sikur ata t\u00eb punonin 16 or\u00eb n\u00eb dit\u00eb dhe t\u00eb ishin shum\u00eb m\u00eb tahma\u00e7ar\u00eb kur \u00ebsht\u00eb fjala p\u00ebr kulet\u00ebn e shtetit.<\/p>\n<p>Mir\u00ebpo, ata nuk kursejn\u00eb as gjuh\u00ebn m\u00eb t\u00eb p\u00ebshtir\u00eb ndaj kund\u00ebrshtar\u00ebve politik\u00eb.<\/p>\n<p>\u00cbsht\u00eb n\u00eb tradit\u00ebn e politikan\u00ebve kosovar\u00eb dhe posa\u00e7\u00ebrisht deputet\u00ebve t\u00eb Kuvendit t\u00eb Kosov\u00ebs q\u00eb me leht\u00ebsi t\u00eb padurueshme t\u00eb flasin p\u00ebr vjedhjen e paras\u00eb publike dhe t\u00eb vot\u00ebs s\u00eb lir\u00eb, p\u00ebr inspirim apo edhe pjes\u00ebmarrje n\u00eb vrasje ose edhe p\u00ebr f\u00eblliqje t\u00eb foltores dhe t\u00ebr\u00eb Kuvendit dhe p\u00ebr k\u00ebt\u00eb gjuh\u00eb nuk nd\u00ebshkohen, sepse rregulloret dhe kodet etike jan\u00eb aq t\u00eb p\u00ebrgjith\u00ebsuara saq\u00eb askush nuk e di se cila \u00ebsht\u00eb gjuha m\u00eb jopolitike dhe joparlamentare, \u00e7ka \u00ebsht\u00eb sharje e \u00e7ka cil\u00ebsim politik.<\/p>\n<p>Duke qen\u00eb se, po supozojm\u00eb q\u00eb kodi etik nuk i lejon deputet\u00ebt t\u00eb rrejn\u00eb, p\u00ebrmes tregimit t\u00eb nj\u00eb deputeti duam t\u00eb sfidojm\u00eb etik\u00ebn e pushtetit n\u00eb Kosov\u00eb. Gjat\u00eb nj\u00eb seance n\u00eb Kuvendin e Kosov\u00ebs, nj\u00eb deputeti t\u00eb opozit\u00ebs, pasi mbaron fjal\u00ebn e tij, mbase kritike, sipas rr\u00ebfimit t\u00eb tij autentik, ai t\u00eb cilit i ishte adresuar kritika i ishte drejtuar: \u201cA po q&#8230; naj sen\u201d, aq z\u00ebsh\u00ebm saq\u00eb kuvendar\u00ebt p\u00ebrreth tij ia kishin plasur t\u00eb qeshurave. Kryetari i Kuvendit ishte shtirur se nuk e kishte d\u00ebgjuar.<\/p>\n<p>Ashiqare, fjal\u00ebt si \u201chajn\u201d, \u201cvras\u00ebs\u201d, ose \u201ce ke f\u00eblliqur foltoren&#8230;\u201d, q\u00eb d\u00ebgjohen n\u00eb seancat e Kuvendit t\u00eb Kosov\u00ebs nuk konsiderohen sharje, madje ato konsiderohen shpesh si t\u00eb r\u00ebndomta, dhe deputet\u00ebt q\u00eb i shqiptojn\u00eb ato nuk nd\u00ebshkohen, nd\u00ebrsa po t\u00eb shfrynte dikush n\u00eb seanc\u00eb apo n\u00eb foltore \u201cFuck You\u201d (q&#8230;) ose \u201cBitch\u201d (\u201ckud\u00ebr\u201d) apo \u201cSon of the Bitch\u201d (\u201cbir kudre\u201d) nuk do t\u00eb kalonin pa u nd\u00ebshkuar.<\/p>\n<p>V\u00ebrtet cilat jan\u00eb fjal\u00ebt fyese dhe sjelljet joparlamentare q\u00eb e cenojn\u00eb Rregulloren e Kuvendit, pra edhe institucionin dhe kuvendimin?<\/p>\n<p>Rregullorja e Kuvendit t\u00eb Kosov\u00ebs \u00ebsht\u00eb e vitit 2005 me disa ndryshime t\u00eb 2006-s nga koha e Korniz\u00ebs Kushtetuese dhe e UNMIK-ut, dhe ajo, as pas pes\u00eb vjet\u00ebsh (gati dy vjet nga pavar\u00ebsia e vendit) nuk \u00ebsht\u00eb nd\u00ebrruar. N\u00eb k\u00ebt\u00eb rregullore pos q\u00eb flitet se \u00ebsht\u00eb e ndaluar gjuha joparlamentare dhe se deputeti duhet t\u00eb sillet konform me etik\u00ebn, nuk ka ndonj\u00eb list\u00eb fjal\u00ebsh apo shprehjesh t\u00eb ndaluara dhe as list\u00eb se \u00e7ka konsiderohet sjellje joparlamentare.<\/p>\n<p>Kjo e d\u00ebshmon m\u00eb s\u00eb miri pun\u00ebn prej vigan\u00ebsh q\u00eb e b\u00ebjn\u00eb kuvendar\u00ebt kosovar\u00eb, t\u00eb cil\u00ebt madje duan rritjen e rrogave&#8230;<\/p>\n<p>Por ka edhe m\u00eb zi. Nj\u00eb parlamentar suedez, Per Svedberg (44), kishte pir\u00eb aq shum\u00eb n\u00eb nj\u00eb ndej\u00eb Krishtlindjesh saq\u00eb kishte hequr pantallonat dhe i ishte v\u00ebn\u00eb pas ta ndiqte kolegen e tij n\u00ebp\u00ebr korridorin e Parlamentit. Gruas i ishte dashur t\u00eb mbyllej me \u00e7el\u00ebs n\u00eb zyr\u00eb p\u00ebr t\u00eb shp\u00ebtuar. Ajo menj\u00ebher\u00eb e kishte thirrur sigurimin dhe derisa po priste kishte d\u00ebgjuar \u201cgjuh\u00ebn joparlamentare\u201d si\u00e7 jan\u00eb k\u00ebrkesat p\u00ebr &#8220;kohabitacion&#8221; dhe &#8220;koalicion&#8221;. Deputeti pastaj ka k\u00ebrkuar falje dhe sjelljen e tij joparlamentare e kishte arsyetuar me nj\u00eb operacion t\u00eb para do kohesh t\u00eb lukthit, q\u00eb p\u00ebr pasoj\u00eb kishte shkuarjen e birr\u00ebs dhe rakis\u00eb drejt e n\u00eb kok\u00eb! &#8220;E kam ditur se nuk guxoj t\u00eb pi alkool, por kam menduar se birr\u00eb guxoj. Nuk mund ta arsyetoj veprimin tim, por isha s\u00eb tep\u00ebrmi i dehur, ka th\u00ebn\u00eb Svedberg. Kolegia e tij e kishte falur pasi q\u00eb e vler\u00ebsonte si njeri normal dhe shum\u00eb t\u00eb k\u00ebndsh\u00ebm.<\/p>\n<p>Natyrisht se raste kaq ekstreme nuk mund t\u00eb paramendohen n\u00eb Kuvendin e Kosov\u00ebs, p\u00ebr shkak t\u00eb nd\u00ebrtimit tradicional konservator t\u00eb shoq\u00ebris\u00eb.<\/p>\n<p>Rregullorja aktuale e Kuvendit t\u00eb Kosov\u00ebs nuk e parasheh nj\u00eb situat\u00eb t\u00eb till\u00eb hipotetike, prandaj nuk parasheh as nd\u00ebshkim adekuat.<\/p>\n<p>Shoq\u00ebria kosovare nuk ka q\u00ebndrueshm\u00ebri etike, prandaj i zgjedh edhe deputet\u00ebt si\u00e7 \u00ebsht\u00eb vet\u00eb, fund\u00ebsisht t\u00eb paq\u00ebndruesh\u00ebm, madje nga e t\u00ebr\u00eb bota demokratike vet\u00ebm n\u00eb Kosov\u00eb, n\u00eb dekad\u00ebn e par\u00eb t\u00eb shekullit t\u00eb 21-t\u00eb jan\u00eb votuar edhe kandidat\u00eb t\u00eb inkriminuar apo edhe t\u00eb vet\u00ebdeklaruar p\u00ebr vrasje.<\/p>\n<p>Pse Kuvendi i Kosov\u00ebs k\u00ebrkon mij\u00ebra euro paga p\u00ebr funksionar\u00ebt dhe deputet\u00ebt, kjo \u00ebsht\u00eb lakmi e tyre njer\u00ebzore, por pse zgjedh\u00ebsit kurr\u00eb nuk reagojn\u00eb ndaj gjuh\u00ebs dhe sjelljeve t\u00eb tyre jo vet\u00ebm joparlamnentare, por edhe t\u00eb dhunshme si p.sh. k\u00ebrc\u00ebnimet \u201chajde dalim jasht\u00eb\u201d, ose \u201cn\u00eb vrasje jan\u00eb t\u00eb implikuar ministra e z\u00ebvend\u00ebsministra\u201d, kjo v\u00ebrtet e d\u00ebshmon se shpirti kolektiv i shoq\u00ebris\u00eb kosovare \u00ebsht\u00eb i strukturuar n\u00eb dhun\u00eb.<\/p>\n<p>Prandaj, para se t\u00eb ket\u00eb nevoj\u00eb p\u00ebr buk\u00eb e loj\u00ebra kjo shoq\u00ebri ka nevoj\u00eb p\u00ebr nj\u00eb armat\u00eb psikiatrish e psikolog\u00ebsh.<\/p>\n<p>Tek pastaj mund t\u00eb flasim p\u00ebr gjyqtarin e pavarur dhe sundim t\u00eb ligjit.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Nga Halil Matoshi Cila mund t\u00eb cil\u00ebsohet si \u201cgjuh\u00eb joparlamentare\u201d dhe \u00e7ka \u201csjellje joparlamentare\u201d n\u00eb Kuvendin e Kosov\u00ebs?
