Po t\u00eb kishin qen\u00eb t\u00eb till\u00eb nuk do t\u00eb egzistonin si vend, dhe as q\u00eb b\u00ebhej fjal\u00eb p\u00ebr shtet. Keqp\u00ebrdorimi i liris\u00eb s\u00eb njerzve, i fjal\u00ebs, i mediave, i s\u00eb drejt\u00ebs, i ekonomis\u00eb, i diplomacis\u00eb s\u00eb huaj, dhe asaj shtet\u00ebrore, rekrutimet e njer\u00ebzve t\u00eb \u201cpolitikan\u00ebve\u201d dhe funksionar\u00ebve t\u00eb shtetit po nga qarqet e huaja, b\u00ebjn\u00eb q\u00eb Korrupsioni t\u00eb jete i pa evitueshem. Kopertura me imunitet i po k\u00ebtyre figurave \u00ebshte anti-demokratike. P\u00ebrpara ligjit t\u00eb gith\u00eb t\u00eb barabart\u00eb. Votimi i ligjit t\u00eb imunitetit \u00ebsht\u00eb nj\u00eb domodoshmeri p\u00ebr demokracin\u00eb: Por lind pytja: &#8211; Ligjet jan n\u00eb gjendje t\u00eb &#8220;rr\u00ebzojn\u00eb murin e korrupsionit shqiptar\u201d? &#8211; Apsolutisht q\u00eb jo:<\/p>\n<p>&#8211; Korrupsioni \u00ebsht\u00eb \u201cStrategji\u201d pik\u00ebrisht e pushtetar\u00ebve, e politikan\u00ebve, e interesave t\u00eb fshehta t\u00eb qarqeve t\u00eb huaja si politike, po dhe klaneve kriminale t\u00eb qarqeve nd\u00ebrkomb\u00ebtare, nd\u00ebrshtet\u00ebrore po dhe private. Prapa tij fshihet nj\u00eb q\u00eblim si ai i br\u00ebndsh\u00ebm po dhe i jasht\u00ebm. Korrupsioni i br\u00ebndsh\u00ebm \u00ebsht\u00eb apsolutisht i mvarur nga ai i jashtmi, sepse p\u00ebrputhen interesat e dy pal\u00ebve: K\u00ebto nuk njohin t\u00eb drejt\u00eb as moral njer\u00ebzor, as shtet, as kufi, as liri, as demokraci por fshihen prapa tyre.<\/p>\n<p>Prapa nj\u00eb interesi t\u00eb p\u00ebrbashk\u00ebt q\u00eb quhet \u201cfitim\u201d. Dhe ky fitim i pa ligjsh\u00ebm sjell dhe sundimin e pa ligjsh\u00ebm mbi t\u00eb tjer\u00ebt. At\u00ebher\u00eb kur njer\u00ebzit jan\u00eb t\u00eb korruptuar lind pyetja: kush do ta zbatoj\u00eb ligjin antikorrupsin? Kur besimi tek drejt\u00ebsia nuk egziston, apo tek ministri apo tek diplomati i shtetit, tek drejtori, tek mjeku etj. Kush \u00ebshte zgjidhja?<\/p>\n<p>&#8211; Vet\u00ebm reformat e thella br\u00ebnda politik\u00ebs, br\u00ebnda shtetit, lindja e politikave t\u00eb reja q\u00eb ngjallin besimin e njer\u00ebzve q\u00eb ligji do zbatohet si kund\u00ebr ministrit, si kund\u00ebr nj\u00eb puntori t\u00eb thjesht\u00eb. Por edhe kjo do jet\u00eb e v\u00ebshtir\u00eb p\u00ebr shqiptar\u00ebt. Pasurimi i disa njer\u00ebzve n\u00eb m\u00ebnyr\u00eb p\u00ebrrallore mbas viteve 90-t\u00eb, n\u00eb Shqip\u00ebri ka krijuar nje \u201cElite\u201d, e cila Sot po sundon shqiptar\u00ebt dhe po pasuron t\u00eb huajt. Pik\u00ebrisht kjo ka qen\u00eb nj\u00eb strategji e qarqeve t\u00eb huaja: n\u00eb radh\u00eb t\u00eb par\u00eb krijimin e \u201cElites\u201d, q\u00eb do jet\u00eb n\u00eb sh\u00ebrbim t\u00eb atyre n\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb, duke afruar \u201cstrategjin\u00eb\u201d e korrupsionit jan\u00eb n\u00eb gjendje t\u00eb sundojn\u00eb n\u00eb m\u00ebnyre t\u00eb p\u00ebrbashk\u00ebt p\u00ebr interesat e dy pal\u00ebve.<\/p>\n<p>Korrupsioni i funksionar\u00ebve t\u00eb nj\u00eb shteti nuk ka q\u00ebllim vet\u00ebm pasurimin e tyre t\u00eb pa ligjsh\u00ebm, por mb\u00ebshtet dhe mafien e br\u00ebndshme dhe t\u00eb huaj. K\u00ebshtu shteti dhe politika nuk ka baza komb\u00ebtare, por \u00ebsht\u00eb i n\u00ebnshtruar n\u00ebp\u00ebrmjet k\u00ebtyre rekrutimeve. N\u00eb qoft\u00eb se lufta e ftoht\u00eb arrinte t\u00eb rekrutonte agjentin e kund\u00ebrsh\u00ebrbimit, kund\u00ebrshtari arrinte fitoren. Nd\u00ebrsa edhe tek krrupsioni, kund\u00ebrshtari arrin t\u00eb realizoj\u00eb q\u00ebllimin si n\u00eb ekonomi por dhe n\u00eb politik\u00eb.<\/p>\n<p>Kjo gjendje n\u00eb Shqip\u00ebri filloi mbas viteve 90-t\u00eb, sepse nj\u00eb politikan shqiptar nuk kishte buk t\u00eb haj\u00eb. Sot jan\u00eb fryr\u00eb, jan\u00eb dhe \u201csimpatik\u201d veshur mir\u00eb, kan fjal\u00eb t\u00eb mira, me vila e makina kostoze. Por dinjiteti njer\u00ebzor nuk matet me para as me propaganda mediatike t\u00eb verb\u00ebra. Ndaj kalojn\u00eb nga nj\u00eb ekstremiz\u00ebm n\u00eb tjet\u00ebr. Para 90-s, Shqip\u00ebria me politik\u00ebn e saj mbahej vendi m\u00eb socialist n\u00eb bot\u00eb. Nd\u00ebrsa sot ndodh e kund\u00ebrta &#8211; m\u00eb \u201dkapitalist\u201d n\u00eb bot\u00eb. Kjo vjen nga\u00a0i nj\u00ebti \u201cburim\u201d, q\u00eb duhet koh\u00eb dhe luft\u00eb p\u00ebr ta shterruar k\u00ebte burim, q\u00eb llava e tij do ndihet m\u00eb von\u00eb, edhe n\u00eb\u00a0brezat q\u00eb do vijn\u00eb.
