Nga pik\u00ebpamja administrative sanxhaku i Shkodr\u00ebs tani ndahej n\u00eb <em>6 kaza<\/em>: n\u00eb at\u00eb t\u00eb Shkodr\u00ebs, Ulqinit, Tivarit, Podgoric\u00ebs, Plav\u00ebs dhe Malit t\u00eb Zi, dhe n\u00eb disa nahije nga t\u00eb cilat nahija m\u00eb kryesore ishte ajo e Lezh\u00ebs.<\/p>\n<p>Qysh n\u00eb gjysm\u00ebn e par\u00eb t\u00eb shek. XVIII, anarkia feudale plasi me furi, edhe n\u00eb sanxhakun e Shkodr\u00ebs. Ajo solli si pasoj\u00eb \u00e7&#8217;thurjen e krejt organizimit administrativ t\u00eb m\u00ebparsh\u00ebm. N\u00eb vitet e para t\u00eb k\u00ebtij shekulli Mali i Zi, n\u00eb saj\u00eb t\u00eb luft\u00ebs s\u00eb pand\u00ebrprer\u00eb t\u00eb popullsis\u00eb s\u00eb tij, u shk\u00ebput nga vart\u00ebsia e mytesarifit t\u00eb Shkodr\u00ebs, si dhe nga kontrolli turk dhe u kthye n\u00eb fakt n\u00eb nj\u00eb krahin\u00eb t\u00eb pavarur. M\u00eb von\u00eb, agallar\u00ebt e Ulqinit, pronar\u00eb anijesh e kantieresh, pasi i vran\u00eb autoritetet e kazas\u00eb, u shk\u00ebput\u00ebn edhe nga kontrolli i Shkodr\u00ebs.<\/p>\n<p>Brenda n\u00eb Shkod\u00ebr dy familje t\u00eb m\u00ebdha feudale shkodrane, ajo e <strong>\u00c7aushollajve<\/strong> dhe e <strong>Bushatllijve<\/strong>, si dhe feudal\u00ebt e m\u00ebdhej t\u00eb Pej\u00ebs <strong>Begollajt<\/strong>, disa prej t\u00eb cil\u00ebve ishin vendosur n\u00eb Shkod\u00ebr qysh n\u00eb fund t\u00eb shek. XVIII, lakmonin secila p\u00ebr vehte sundimin e sanxhakut. Masa e zejtar\u00ebve ishte e p\u00ebr\u00e7ar\u00eb edhe ajo n\u00eb dy tarafe, n\u00eb tarafin e <strong>Tabak\u00ebve<\/strong> dhe n\u00eb at\u00eb t\u00eb <strong>Terzive<\/strong>. Pjesa e popullsis\u00eb katolike t\u00eb qytetit, e lidhur pas kryepeshkopat\u00ebs s\u00eb Tivarit, mbante nj\u00eb q\u00ebndrim me vehte, sipas rastit. N\u00eb rivalitetet dhe grindjet midis oxhaqeve e tarafeve mor\u00ebn pjes\u00eb gjithashtu oxhaqet e pashall\u00ebqeve fqinje, agallar\u00ebt e Ulqinit si dhe bajraktar\u00ebt dhe malsor\u00ebt e rretheve t\u00eb af\u00ebrta. Stambolli me nd\u00ebrhyrjet e veta i acaronte ose i zbuste konfliktet e brend\u00ebshme dhe t\u00eb jashtme t\u00eb Shkodr\u00ebs.<\/p>\n<p>Rreth vitit 1730, sundimin n\u00eb Shkod\u00ebr e kishin feudal\u00ebt e oxhakut t\u00eb <strong>Begollajve<\/strong> t\u00eb em\u00ebruar nga sulltani, t\u00eb cil\u00ebt u mb\u00ebshtet\u00ebn te <strong>tarafi i Tabak\u00ebve<\/strong>. Rival\u00ebt e tyre, feudal\u00ebt e oxhakut t\u00eb <strong>\u00c7aushollajve<\/strong>, u bashkuan me esnaf\u00ebt e <strong>tarafit t\u00eb Terzive<\/strong>. Me politik\u00ebn e tyre tiranike, Begollajt shkaktuan pak\u00ebnaq\u00ebsin\u00eb e treg\u00ebtar\u00ebve shkodrane, agallar\u00ebve ulqinaik\u00eb dhe malsor\u00ebve katolik\u00eb.<\/p>\n<p>M\u00eb 1733 dhe 1737, kur <strong>Mahmut Pash\u00eb Begolli<\/strong>, mytesarifi i Shkodr\u00ebs u largua p\u00ebr n\u00eb frontin e luft\u00ebs, n\u00eb Shkod\u00ebr plas\u00ebn grindjet feudale midis oxhaqeve, t\u00eb ndihmuara nga tarafet e tyre. Grindjet vazhduan deri sa n\u00eb shkurt t\u00eb vitit 1739 <em>oxhaku i \u00c7aushollajve<\/em> s\u00eb bashku me <em>tarafin e Terzive<\/em> dhe me\u00a0 p\u00ebrkrahjen e malsor\u00ebve katolik\u00eb, t\u00eb treg\u00ebtar\u00ebve shkodrane dhe t\u00eb agallar\u00ebve ulqinak\u00eb, <em>vran\u00eb Mahmut Pash\u00eb Begollin<\/em>, mor\u00ebn fuqin\u00eb n\u00eb dor\u00eb dhe siguruan fermanin sulltanit p\u00ebr em\u00ebrimin e <strong>Jusuf \u00c7aushollit mytesarif n\u00eb Shkod\u00ebr<\/strong>.<\/p>\n<p>Por edhe sundimi i \u00c7aushollajve nuk qe i qet\u00eb dhe nuk vazhdoi gjat\u00eb. Sapo Jusuf Pash\u00eb \u00c7ausholli u largua edhe ai me ushtrit\u00eb e veta m\u00eb 1745 p\u00ebr n\u00eb frontin e Persis\u00eb, Tabak\u00ebt t\u00eb nxitur nga Begollajt q\u00eb ishin t\u00ebrhequr n\u00eb Pej\u00eb, rifilluan luft\u00ebn e armatosur dhe p\u00ebr 3 vjet, m\u00eb 1748, siguruan nga Sulltani dekretin p\u00ebr em\u00ebrimin e nj\u00eb pinjolli Begollaj me detyr\u00ebn e mytesarifit t\u00eb Shkodr\u00ebs. Luftat feudale vazhduan edhe n\u00eb vitet e m\u00ebvon\u00ebshme. Br\u00ebnda 3 vjet\u00ebve, sundimi i Shkodr\u00ebs kaloi me lufta disa her\u00eb prej <em>Begollajve te \u00c7aushollajt<\/em>.<\/p>\n<p>Anarkia feudale n\u00eb Shkod\u00ebr u thellua edhe me tep\u00ebr, sepse oxhaku i \u00c7aushollajve, pasi siguroi m\u00eb 1751 sundimin, u p\u00ebr\u00e7a n\u00eb dy tararfe q\u00eb hyn\u00eb n\u00eb luft\u00eb midis tyre. Kjo u dha rast Tabak\u00ebve dhe Begollajve t\u00eb ngrinin krye p\u00ebrs\u00ebri m\u00eb 1754 dhe t\u00eb merrnin n\u00eb dor\u00eb fuqin\u00eb. P\u00ebr t\u00eb shuar konfliktet q\u00eb po acaroheshin p\u00ebrhere e m\u00eb tep\u00ebr, sulltani em\u00ebroi m\u00eb 1755 mytesarif n\u00eb Shkod\u00ebr nj\u00eb feudal jo shkodran, Omer Pash\u00eb Kavaj\u00ebn. Po at\u00eb vit Omer Pasha me ndihm\u00ebn e Tabak\u00ebve, t\u00eb cil\u00ebt n\u00eb k\u00ebto vite udh\u00ebhiqeshin nga Mehmet Bushatlliu, i theu \u00c7aushollajt dhe Terzit\u00eb.<\/p>\n<p>Me 1756, kur Omer Pash\u00eb Kavaja u largua nga Shkodra, Mehmet \u00c7ausholli u p\u00ebrpoq t\u00eb merrte p\u00ebrs\u00ebri sundimin e sanxhakut. Por k\u00ebt\u00eb radh\u00eb ai ndeshi n\u00eb q\u00ebndres\u00ebn e udheheq\u00ebsit energjik t\u00eb Tabak\u00ebve, <strong>Mehmet Bej Bushatlliut<\/strong>, i cili theu kund\u00ebrshtar\u00ebt e vet pa ndihm\u00ebn e Begollajve dhe u b\u00eb n\u00eb fakt sundimtar i Shkodr\u00ebs. Si dhe n\u00eb raste t\u00eb tjera, sulltani i d\u00ebrgoi atij titullin pash\u00eb dhe fermanin e em\u00ebrimit mytesarif.
