N\u00eb kushtet e nj\u00eb demokracie normale, t\u00eb nj\u00eb sistemi gjyq\u00ebsor solid dhe demokracie funksionale, nuk do t\u2019ia vlente t\u00eb diskutoheshin k\u00ebto reforma t\u00eb propozuara. Por propozimi p\u00ebr k\u00ebto dy reforma t\u00eb r\u00ebnd\u00ebsishme po b\u00ebhet n\u00eb proporcion t\u00eb zhdrejt\u00eb lidhur me raportet e deputetit me ligjin dhe t\u00eb drejtat e tij n\u00eb Kuvend.<\/p>\n<p>Kemi nj\u00eb prirje t\u00eb qart\u00eb dhe pozitive p\u00ebr t\u2019i hequr barrierat mbrojt\u00ebse nga hetimi p\u00ebr deputet\u00ebt, dhe nga ana tjet\u00ebr nj\u00eb tendenc\u00eb rr\u00ebnuese p\u00ebr t\u2019i hequr deputetit t\u00eb drejtat e tij si p\u00ebrfaq\u00ebsues i popullit n\u00eb Kuvend. K\u00ebshtu, rregullorja aktuale e Kuvendit, dhe m\u00ebnyra se si e zbaton at\u00eb kryetarja e parlamentit, kan\u00eb cenuar ndjesh\u00ebm autoritetin e parlamentarit n\u00eb Kuvend. Nga ana tjet\u00ebr n\u00eb paket\u00ebn propozuese p\u00ebr heqjen e imunitetit jan\u00eb vendosur dispozita delikate lidhur me t\u00eb drejt\u00ebn e deputetit p\u00ebr t\u00eb folur n\u00eb Kuvend dhe p\u00ebr t\u00eb b\u00ebr\u00eb publike akuza, t\u00eb cilat mund t\u2019i verifikojn\u00eb m\u00eb pas organet e akuz\u00ebs.<\/p>\n<p>Pra, nga nj\u00eb an\u00eb shkojm\u00eb drejt heqjes s\u00eb imunitetit p\u00ebr hetime, dhe nga ana tjet\u00ebr shkojm\u00eb dhe tek nj\u00eb e drejt\u00eb themelore pa t\u00eb cil\u00ebn demokracia parlamentare \u00ebsht\u00eb e vdekur, e drejta p\u00ebr t\u00eb folur dhe denoncuar n\u00eb Kuvend. Dispozitat, t\u00eb cilat tentojn\u00eb t\u00eb d\u00ebnojn\u00eb deputetin p\u00ebr shpifje p\u00ebr fjal\u00ebt e th\u00ebna n\u00eb Kuvend, jan\u00eb nj\u00eb investim serioz i mafies shqiptare p\u00ebr t\u2019i mbyllur goj\u00ebn p\u00ebrfundimisht \u00e7dokujt q\u00eb tenton t\u00eb b\u00ebj\u00eb publike fakte dhe d\u00ebshmi, t\u00eb cilat jan\u00eb ende t\u00eb pahetuara. Opozit\u00ebs, por m\u00eb shum\u00eb se saj shoq\u00ebris\u00eb shqiptare, i hiqet nj\u00eb e drejt\u00eb thelb\u00ebsore q\u00eb ka t\u00eb b\u00ebj\u00eb me institucionin e parlamentarizmit dhe kuraj\u00ebn p\u00ebr t\u00eb denoncuar.<\/p>\n<p>Ndaj n\u00eb k\u00ebt\u00eb pik\u00eb k\u00ebto dy reforma nuk mund t\u00eb b\u00ebhen ndarazi. Heqja e imunitetit p\u00ebr hetim n\u00eb raport me gjyq\u00ebsorin duhet t\u00eb shoq\u00ebrohet me forcim t\u00eb autoritetit t\u00eb deputetit n\u00eb sall\u00ebn e Kuvendit dhe paprekshm\u00ebrin\u00eb e tij p\u00ebr shkak t\u00eb deklaratave q\u00eb b\u00ebn n\u00eb Kuvend. Kjo nuk ka t\u00eb b\u00ebj\u00eb shum\u00eb me k\u00ebt\u00eb opozit\u00eb, pasi kjo dhe k\u00ebshtu nuk \u00ebsht\u00eb se ka b\u00ebr\u00eb namin n\u00eb Kuvend me denoncime, por me t\u00eb drejt\u00ebn e shoq\u00ebris\u00eb shqiptare q\u00eb n\u00eb kushtet e nj\u00eb vendi ku mafia sundon politik\u00ebn dhe liria e shtypit po tkurret dita-dit\u00ebs nga hija e frikshme e mafies, duhet t\u00eb ekzistoj\u00eb nj\u00eb tribun\u00eb lirie, ku e v\u00ebrteta t\u00eb thuhet pa frik\u00ebn e nd\u00ebshkimit. E them k\u00ebt\u00eb pasi Berisha dhe regjimi i tij po i b\u00ebjn\u00eb ligjet sikur do t\u00eb jen\u00eb gjith\u00eb jet\u00ebn n\u00eb pushtet. N\u00eb fakt ato ligje jan\u00eb t\u00eb rrezikshme jo vet\u00ebm pse jan\u00eb n\u00eb dor\u00eb t\u00eb Berish\u00ebs, por se mund t\u00eb jen\u00eb dhe n\u00eb dor\u00eb t\u00eb kund\u00ebrshtar\u00ebve t\u00eb tij, t\u00eb cil\u00ebt mund t\u00eb mos e frenojn\u00eb dot d\u00ebshir\u00ebn p\u00ebr hakmarrje.<\/p>\n<p>P\u00ebrfytyroni q\u00eb dit\u00ebn e par\u00eb q\u00eb do t\u00eb hiqet imuniteti, Fatmir Mediu duhet t\u00eb shkoj\u00eb n\u00eb gjykat\u00eb dhe t\u00eb kryej\u00eb procesin gjyq\u00ebsor. P\u00ebrfytyroni q\u00eb n\u00ebse Berisha nuk do t\u00eb jet\u00eb n\u00eb pushtet dhe Saimir Tahiri t\u00eb denoncoj\u00eb Shk\u00eblzenin, q\u00eb ky i fundit t\u00eb guxoj\u00eb t\u00eb hedh\u00eb n\u00eb gjyq deputetin. P\u00ebrfytyroni nj\u00eb kryetar kuvendi socialist, me rregulloren e Jozefin\u00ebs, q\u00eb mund ta nxjerr\u00eb Berish\u00ebn \u2018p\u00ebr zhelesh jasht\u00eb\u2019 kur t\u2019i shkoj\u00eb mendja t\u00eb k\u00ebrkoj\u00eb fjal\u00ebn p\u00ebr t\u00eb denoncuar fjala vjen bizneset e Fazlli\u00e7it n\u00eb Durr\u00ebs, q\u00eb mund t\u00eb ket\u00eb prer\u00eb n\u00eb bes\u00eb vajz\u00ebn e tij.<\/p>\n<p>Pra, thelbi i problemit \u00ebsht\u00eb se ne duhet t\u00eb kufizojm\u00eb imunitetet e deputeteve p\u00ebr hetim dhe gjykim, por duhet t\u00eb forcojm\u00eb autoritetin e tyre n\u00eb Kuvend dhe jet\u00ebn publike. Shoq\u00ebri si kjo e jona ku frika dhe shantazhi nga mafia q\u00eb ka kapur shtetin mbizot\u00ebron ndaj nxitjes p\u00ebr t\u00eb b\u00ebr\u00eb detyr\u00ebn qytetare, e b\u00ebn urgjente nevoj\u00ebn e nj\u00eb garancie lirie dhe autoriteti p\u00ebr deputet\u00ebt dhe nj\u00eb liri shum\u00eb m\u00eb t\u00eb madhe t\u00eb tij p\u00ebr kontroll mbi institucionet dhe t\u00eb drejtat e qytetar\u00ebve.<\/p>\n<p>P\u00ebr k\u00ebt\u00eb arsye \u00ebsht\u00eb mir\u00eb q\u00eb opozita t\u2019i shikoj\u00eb k\u00ebto dy reforma bashk\u00eb, n\u00eb funksion t\u00eb nj\u00ebra- tjetr\u00ebs, duke i hapur rrug\u00eb nga nj\u00eb an\u00eb drejt\u00ebsis\u00eb t\u00eb hetoj\u00eb deputet\u00ebt dhe nga ana tjet\u00ebr t\u00eb mbroj\u00eb deputet\u00ebt n\u00eb betejat e tyre p\u00ebr fjal\u00ebn e lir\u00eb n\u00eb Kuvend dhe t\u00eb drejt\u00ebn p\u00ebr t\u00eb ngritur dyshime n\u00eb em\u00ebr t\u00eb popullit p\u00ebr gjithk\u00ebnd q\u00eb mendon se po cenon lirit\u00eb dhe shtetin ligjor n\u00eb k\u00ebt\u00eb vend.<\/p>\n<p>P\u00ebr fjal\u00ebn e tij deputeti p\u00ebrgjigjet para popullit dhe jo para \u201cgjyqtareve t\u00eb Git\u00ebs\u201d. Ne duhet t\u00eb b\u00ebjm\u00eb nj\u00eb reform\u00eb q\u00eb deputetit t\u2019i garantohet autoriteti dhe e drejta p\u00ebr t\u00eb kontrolluar institucionet, p\u00ebr t\u2019i denoncuar ato dhe jo t\u00eb katandisen sikund\u00ebr i ka katandisur sot rregullorja e parlamentit, n\u00eb burra q\u00eb \u2018i kap p\u00ebr zhelesh\u2019 nj\u00eb grua, n\u00ebse ata z\u00ebn\u00eb n\u00eb goj\u00eb njer\u00ebz t\u00eb regjimit q\u00eb kan\u00eb vrar\u00eb p\u00ebr t\u00eb vjedhur.<\/p>\n<p>Nd\u00ebrthurja e reform\u00ebs s\u00eb imunitetit me forcimin e autoritetit t\u00eb deputetit \u00ebsht\u00eb jetike, sidomos n\u00eb kushtet e nj\u00eb regjimi, i cili tani q\u00eb ka n\u00eb dor\u00eb drejt\u00ebsin\u00eb, presidentin, ekzekutivin, median dhe gjith\u00e7ka tjet\u00ebr, k\u00ebrkon thjesht q\u00eb deputet\u00ebt t\u00eb kthehen n\u00eb kukulla, t\u00eb cilat mund t\u00eb nd\u00ebshkohen n\u00ebse flasin pa leje.<\/p>\n<p>Kjo \u00ebsht\u00eb \u00ebndrra e \u00e7do regjimi p\u00ebr parlamentin.
