Nga marr\u00ebveshje fituan dy pal\u00ebt, secila mendon se ka arritur objektivat partiak\u00eb dhe formalisht ka p\u00ebrmbushur edhe detyrimin ligjor t\u00eb parlamentit. Marr\u00ebveshja u p\u00ebrsh\u00ebndet nga institucionet, nga OSBE dhe aktor\u00eb t\u00eb tjer\u00eb diplomatik\u00eb e vendor\u00eb. Dhe k\u00ebshtu, duket se ndodhemi, si\u00e7 u tha n\u00eb seanc\u00ebn e fundit parlamentare, p\u00ebrpara nj\u00eb ngjarjeje historike. Gotat e shampanj\u00ebs jan\u00eb b\u00ebr\u00eb gati, t\u00eb enjten e ardhshme finalizohen me votim formal n\u00eb parlament.<\/p>\n<p>\u201cNga t\u00eb gjitha dashurit\u00eb ajo politike e ka jet\u00ebn m\u00eb t\u00eb shkurt\u00ebr\u201d. E th\u00ebn\u00eb nga Dahrendorf n\u00eb mesin e viteve \u201990, gjetja e tij duket se i p\u00ebrshtatet t\u00ebr\u00ebsisht edhe realitetit politik shqiptar. Kjo \u00ebsht\u00eb marr\u00ebveshja e 16 zgjedhore midis PD-PS n\u00eb 21 vjet, nga t\u00eb cilat vet\u00ebm 1 \u00ebsht\u00eb zbatuar, ajo e vitit 1992. At\u00ebher\u00eb pritej rotacion pushteti, kishim nj\u00eb qeveri teknike, zgjedhjet thuajse organizoheshin nga institucionet nd\u00ebrkomb\u00ebtare, qytetar\u00ebt masivisht mb\u00ebshtesnin ndryshimin dhe diferenca e mb\u00ebshtetjes midis pal\u00ebve ishte ekstremist e madhe. Q\u00eb at\u00ebher\u00eb \u00e7do marr\u00ebveshje ka d\u00ebshtuar p\u00ebrpara ose pas-zgjedhjeve, dhe gjithnj\u00eb, ka nisur puna p\u00ebr nj\u00eb marr\u00ebveshje t\u00eb re. Kjo e k\u00ebsaj jave \u00ebsht\u00eb m\u00eb e reja.<\/p>\n<p>\u201cReform\u00eb\u201d do t\u00eb thot\u00eb ndryshim, p\u00ebrmir\u00ebsim, zgjidhje afatgjat\u00eb, por n\u00eb rastin konkret megjith\u00ebse kemi ndonj\u00eb p\u00ebrmir\u00ebsim nuk kemi ndryshim dhe as siguri p\u00ebr jet\u00ebgjat\u00ebsin\u00eb e marr\u00ebveshjes s\u00eb ofruar. M\u00eb shum\u00eb se reform\u00eb kemi t\u00eb b\u00ebjm\u00eb me pafuqi konsensuale p\u00ebr b\u00ebrjen e reform\u00ebs. M\u00eb shum\u00eb sesa rrug\u00eb p\u00ebr zgjidhje afatgjata ligjore e kushtetuese, pal\u00ebt kan\u00eb menduar sesi t\u2019i ofrojn\u00eb zgjidhje k\u00ebrkesave dhe pak\u00ebnaq\u00ebsive t\u00eb nj\u00ebra tjetr\u00ebs.<\/p>\n<p>Dhe rezultati flet qart\u00eb: do t\u00eb ket\u00eb veto t\u00eb dy an\u00ebtar\u00ebve p\u00ebr hapjen e kutive t\u00eb votimit (l\u00ebshim p\u00ebr PS), kjo ndodh vet\u00ebm n\u00eb raste specifike (l\u00ebshim p\u00ebr PD), do ndryshoj\u00eb kreu i KQZ (l\u00ebshim p\u00ebr PS), pasuesi i tij zgjidhet me shumic\u00eb votash parlamentare (l\u00ebshim p\u00ebr PD), do t\u00eb ket\u00eb test t\u00eb num\u00ebrimit elektronik (l\u00ebshim p\u00ebr PS), do aplikohet vet\u00ebm n\u00eb Fier (l\u00ebshim p\u00ebr PD), do t\u00eb ket\u00eb test elektronik p\u00ebr kartat (l\u00ebshim p\u00ebr PS), do aplikohet vet\u00ebm n\u00eb Tiran\u00eb (l\u00ebshim p\u00ebr PD), do t\u00eb ket\u00eb penalizim m\u00eb t\u00eb madh p\u00ebr abuzimet e komisioner\u00ebve (l\u00ebshim p\u00ebr PS), ata do t\u00eb z\u00ebvend\u00ebsohen n\u00ebse nuk zbatojn\u00eb vendimet e shumic\u00ebs (l\u00ebshim p\u00ebr PD), do t\u00eb ket\u00eb reduktim t\u00eb reklamave qeveritare (l\u00ebshim p\u00ebr PS), nuk do t\u00eb ket\u00eb dor\u00ebheqje nga postet publike t\u00eb kandidat\u00ebve (l\u00ebshim p\u00ebr PD), etj, etj. Mbi t\u00eb gjitha nuk do t\u00eb ket\u00eb korrektim komb\u00ebtar t\u00eb sistemit (interes madhor i PD-PS), nuk do t\u00eb ket\u00eb vot\u00eb p\u00ebr kandidatin por vet\u00ebm p\u00ebr partin\u00eb, nuk do t\u00eb ket\u00eb vot\u00eb t\u00eb emigrant\u00ebve dhe as depolitizim t\u00eb administrat\u00ebs zgjedhore (interes madhor i PD-PS).<\/p>\n<p>Si\u00e7 del nga bilanci krahasues kompromisi i radh\u00ebs i ngjan m\u00eb shum\u00eb nj\u00eb marr\u00ebveshjeje interesash dypartiake, nj\u00eb pazari politik n\u00eb tavolin\u00eb, sesa nj\u00eb zgjidhje p\u00ebrfshir\u00ebse, t\u00eb q\u00ebndrueshme, efektive dhe afatgjat\u00eb. Jasht\u00eb marr\u00ebveshjes jan\u00eb l\u00ebn\u00eb interesat dhe k\u00ebrkesat e partive t\u00eb treta (korrektimi, depolitizimi, p\u00ebrfaq\u00ebsimi, etj), k\u00ebrkesat e grupeve civile (kuotat gjinore, depolitizimi i administrat\u00ebs, siguria e vot\u00ebs dhe transparenca financiare), u la publiku (asnj\u00eb konsultim publik, asnj\u00eb pyet\u00ebsor, pranim sugjerimesh apo testim t\u00eb k\u00ebrkesave p\u00ebr standarde m\u00eb t\u00eb larta demokracie), si dhe n\u00eb thelb detyrimi kushtetues p\u00ebr barazin\u00eb e nj\u00eb vote dhe p\u00ebr zgjedhje t\u00eb ndershme.<\/p>\n<p>N\u00eb thelb marr\u00ebveshja p\u00ebrb\u00ebn nj\u00eb retushim t\u00eb q\u00ebndrimeve dhe interesave t\u00eb dy pal\u00ebve, me kompromis mbi disa detaje teknike. N\u00eb politik\u00eb shpesh thuhet se \u201cn\u00eb detaje fshihet djalli\u201d dhe detajet e reform\u00ebs s\u00eb vitit 2012 me siguri do t\u00eb ken\u00eb t\u00eb nj\u00ebjtin produkt m\u00eb 2013. Forcat politike do t\u00eb detyrohen t\u00eb rreshtohen n\u00eb koalicione t\u00eb m\u00ebdha, votat e partive t\u00eb treta do ti kalojn\u00eb PD-PS, tek e djathta pasojat m\u00eb t\u00eb m\u00ebdha do t\u00eb jen\u00eb mbi PR, PLL, PDIU votat e t\u00eb cil\u00ebve do t\u00eb kalojn\u00eb mandate p\u00ebr LSI, kurse tek PS pasojat do t\u00eb r\u00ebndojn\u00eb mbi PDS, G99, etj, votat e t\u00eb cilave do i kalojn\u00eb PSD. Bie modeli i partive komb\u00ebtare dhe do marrin jet\u00eb interesat dhe partit\u00eb lokale. Vlerat dhe karriera politike nuk do t\u00eb p\u00ebrcaktohet nga vota, por nga respekti, besnik\u00ebria dhe bindja e verb\u00ebr ndaj liderit partiak.<\/p>\n<p>Shanset p\u00ebr koalicione jasht\u00eb PD-PS kufizohen edhe pse dy pal\u00ebt n\u00eb tri zgjedhjet e fundit fitojn\u00eb vet\u00ebm 45-65% t\u00eb votave elektorale. Kush i p\u00ebrfaq\u00ebson t\u00eb tjer\u00ebt, rreth nj\u00eb milion vota jasht\u00eb PD-PS, mij\u00ebra t\u00eb rinj q\u00eb votojn\u00eb p\u00ebr her\u00eb t\u00eb par\u00eb, mij\u00ebra emigrant\u00eb q\u00eb u lan\u00eb edhe nj\u00ebher\u00eb jasht\u00eb votimit, apo t\u00eb gjith\u00eb ata q\u00eb mendojn\u00eb se ky vend nuk \u00ebsht\u00eb pron\u00eb e dy pashallar\u00ebve t\u00eb qendr\u00ebs s\u00eb Tiran\u00ebs? Me \u201ckonsensus\u201d ata mbeten jasht\u00eb. N\u00eb em\u00ebr t\u00eb tyre do t\u00eb flasin dhe marrin vendime t\u00eb tjer\u00ebt. Dhe k\u00ebshtu, \u201creforma\u201d e fundit i detyron shqiptar\u00ebt t\u00eb vijojn\u00eb t\u00eb zgjedhin midis t\u00eb keqes m\u00eb t\u00eb madhe dhe asaj m\u00eb t\u00eb vog\u00ebl, me pak shanse p\u00ebr alternativa pozitive, &#8211; nj\u00eb zhvillim ky i ndrysh\u00ebm me proceset e fundit elektorale n\u00eb Poloni, Rumani, Slloveni, Kroaci apo Greqi.<\/p>\n<p>\u00c7far\u00eb do t\u00eb sjell\u00eb 2013? N\u00ebse i besojm\u00eb dashuris\u00eb n\u00eb koh\u00ebn e kriz\u00ebs, hare dhe ndarje t\u00eb barabart\u00eb t\u00eb pushtetit. N\u00ebse i besojm\u00eb tradit\u00ebs dhe real-politik\u00ebs, &#8211; nj\u00eb riciklim t\u00eb krizave post-zgjedhore. N\u00ebse i besojm\u00eb modeleve t\u00eb demokracis\u00eb, &#8211; ecje edhe m\u00eb tej me standardet minimale, mbetje edhe m\u00eb tej si demokraci e brisht\u00eb, humbje edhe m\u00eb tej e energjive pozitive dhe shanseve politike, &#8211; zgjatje edhe m\u00eb tej e procesit t\u00eb tranzicionit drejt demokracis\u00eb funksionale. Si profesionist q\u00eb merrem prej vitesh me \u00e7\u00ebshtjet zgjedhore e politike treguesit e tanish\u00ebm nuk m\u00eb lejojn\u00eb t\u00eb jem optimist. Si qytetar, si zyrtar dhe votues do t\u00eb doja q\u00eb paralajm\u00ebrimi im t\u00eb jet\u00eb i gabuar.
