B\u00ebhet m\u00eb dije se nga ana e policis\u00eb kufitare t\u00eb Qarkut t\u00eb Kuk\u00ebsit po kryhen veprimet proceduriale p\u00ebr aq sa i takon policis\u00eb s\u00eb shtetit shqiptar, pasi ngjarja ka ndodhur 20 metra af\u00ebr kufirit n\u00eb territorin e Malit t\u00eb Zi. Nd\u00ebrsa nga policia e Malit t\u00eb Zi, deri m\u00eb tash nuk \u00ebsht\u00eb publikuar ndonj\u00eb kumtes\u00eb zyrtare ne lidhje me shkaqet e k\u00ebsaj fatkeqsie.<\/p>\n<p><strong>\u00c7minimi pas pavar\u00ebsis\u00eb s\u00eb Malit t\u00eb Zi <\/strong><\/p>\n<p>N\u00eb saj\u00eb t\u00eb informacioneve q\u00eb disponojm\u00eb n\u00eb vitin 2006, pas pavar\u00ebsimit t\u00eb Malit t\u00eb Zi, n\u00eb zon\u00ebn kufitare n\u00eb mes tyre dy vendeve p\u00ebrkat\u00ebsisht n\u00eb Tropoj\u00eb jan\u00eb zbuluar tre zona t\u00eb minuara nga ushtria serbe.<\/p>\n<p>Nj\u00eb lajm i till\u00eb \u00ebsht\u00eb b\u00ebr\u00eb i ditur at\u00ebher\u00eb nga Aksioni i Veprimit ndaj Minave n\u00eb Kuk\u00ebs, i cili n\u00eb bashk\u00ebpunim me autoritetet malazeze, ka kontrolluar zon\u00ebn p\u00ebr t\u00eb cil\u00ebn ishin regjistruar denoncime se ka pasur shp\u00ebrthime minash. Mund\u00ebsia e kontrollimit t\u00eb vij\u00ebs kufitare mes Tropoj\u00ebs dhe Plav\u00ebs ka ardhur menj\u00ebher\u00eb pas pavar\u00ebsimit t\u00eb Malit t\u00eb Zi, pasi m\u00eb par\u00eb ushtria e Unionit Serbi-Mali i Zi nuk lejonte kontrollimin. AMAE (Aksioni i Veprimit Ndaj Minave) n\u00eb Shqip\u00ebri dhe Qendra e \u00c7minimeve Humanitare n\u00eb Malin e Zi kan\u00eb kontrolluar p\u00ebr rreth dy jav\u00eb territorin n\u00eb kufirin Shqip\u00ebri-Mali i Zi, n\u00eb rajonin midis Plav\u00ebs dhe Tropoj\u00ebs, qe si duket ishte zona me e minuar gjat\u00eb vitit 1999.<\/p>\n<p>Pranin\u00eb e tyre minave ne ket\u00eb zon\u00eb e kan\u00eb paraqitur banor\u00ebt e zon\u00ebs s\u00eb \u00c7eremit t\u00eb Tropoj\u00ebs, Plav\u00ebs s\u00eb Malit t\u00eb Zi dhe barinjve t\u00eb bjeshk\u00ebve t\u00eb Dob\u00ebrdolit ku ka pasur d\u00ebmtime n\u00eb bag\u00ebti. Nd\u00ebrsa pas surveijimit t\u00eb kat\u00ebr zonave jan\u00eb p\u00ebrcaktuar 3 zona t\u00eb minuara. Por, duhet cekur se t\u00eb gjitha zonat e kontaminuara jan\u00eb n\u00eb territorin shqiptar dhe paraqesin rrezik p\u00ebr popullsin\u00eb e k\u00ebsaj zone. Madje n\u00eb saj\u00eb t\u00eb k\u00ebtij bashk\u00ebpunimi autoritetet e Malit t\u00eb Zi i kan\u00eb v\u00ebn\u00eb n\u00eb dispozicion pal\u00ebs shqiptare nj\u00eb list\u00eb t\u00eb detajuar me fusha t\u00eb minuara q\u00eb ndodhen n\u00eb af\u00ebrsi t\u00eb kufirit n\u00eb brend\u00ebsi t\u00eb territorit t\u00eb Malit t\u00eb Zi. K\u00ebto zona jan\u00eb \u00e7minuar nga ish ushtria jugosllave, por edhe pas \u00e7minimit n\u00eb k\u00ebto rajone jan\u00eb sh\u00ebnuar aksidente me minat.<\/p>\n<p><strong>Serbet kan\u00eb minuar brenda territorit t\u00eb Shqip\u00ebris\u00eb<\/strong><\/p>\n<p>Nd\u00ebrkoh\u00eb autoritetet e ushtris\u00eb serbe nuk kan\u00eb v\u00ebn\u00eb n\u00eb dispozicion t\u00eb autoriteteve shqiptare asnj\u00eb lloj materiali apo harte q\u00eb ka t\u00eb b\u00ebj\u00eb me vendosjen e minave n\u00eb territorin e Shqip\u00ebris\u00eb. Sipas zyrtar\u00ebve t\u00eb Malit t\u00eb Zi, asnj\u00eb p\u00ebrfaq\u00ebsues i shtetit apo ushtris\u00eb serbe nuk ka deklaruar asnj\u00eb vend t\u00eb minuar n\u00eb territorin e Shqip\u00ebris\u00eb. Megjith\u00ebse autoritetet serbe mohojn\u00eb t\u00eb ken\u00eb minuar zona brenda territorit t\u00eb Shqip\u00ebris\u00eb, deri tani jan\u00eb hequr rreth 10 mij\u00eb mina t\u00eb vendosura nga ushtria serbe.<\/p>\n<p>B\u00ebhet me dije s\u00eb n\u00eb baz\u00eb t\u00eb listave q\u00eb disponon AMAE dhe nga IRC-ja q\u00eb nga 25 marsi i vitit 1999 dhe deri tani, n\u00eb Shqip\u00ebri jan\u00eb regjistruar 273 persona t\u00eb plagosur e t\u00eb vrar\u00eb nga minat, q\u00eb serb\u00ebt kan\u00eb vendosur n\u00eb brend\u00ebsi t\u00eb territorit t\u00eb Shqip\u00ebris\u00eb. 34 t\u00eb vdekurit, dhe 239 t\u00eb plagosurit u p\u00ebrkasin rretheve t\u00eb Tropoj\u00ebs, Hasit dhe Kuk\u00ebsit me nj\u00eb popullsi t\u00eb p\u00ebrgjithshme prej 120 mij\u00eb banor\u00ebsh dhe me nj\u00eb sip\u00ebrfaqe t\u00eb minuar prej 1400 hektar\u00eb, n\u00eb 117 km vij\u00eb kufitare tok\u00ebsore midis Kosov\u00ebs e Shqip\u00ebris\u00eb.<br \/>\nShqiptar\u00ebt t\u00eb rrezikuar n\u00eb t\u00eb dy an\u00ebt e kufirit<\/p>\n<p>Rasti me i fundit d\u00ebshmon se ne ket\u00eb zon\u00eb kufitare ende nuk \u00ebsht\u00eb pastruar ky terren nga minat p\u00ebrkat\u00ebsisht \u00e7minimi i saj, dhe m\u00eb t\u00eb drejt b\u00ebh\u00ebt pyetja se kush mund t\u00eb jet\u00eb viktima e radh\u00ebs. Madje ende \u00ebsht\u00eb enigmatike zona kufitare n\u00eb mes Malit t\u00eb Zi e Shqip\u00ebris\u00eb, n\u00eb gjat\u00ebsi kufitare prej 172 km, nga gryka e Bun\u00ebs e deri n\u00eb bjeshk\u00eb t\u00eb Plav\u00ebs. Sepse edhe ne ket\u00eb zone kufitare ushtria ish-jugosllave ka vendosur mina, p\u00ebr t\u00eb cilat ende deri sot nuk ekziston ndonj\u00eb informat\u00eb e sakt\u00eb e \u00e7minimit t\u00eb tyre.
