Emra shkenc\u00ebtar\u00ebsh q\u00eb sot “tallin” nga larg profan\u00ebt q\u00eb duhet ta zbatojn\u00eb at\u00eb. “Jan\u00eb profan\u00eb, ky \u00ebsht\u00eb nj\u00eb krim i kryer nga njer\u00ebzia dhe jo nga Per\u00ebndia”!<\/p>\n
Pajtim Bello, doktor Shkencash, z\u00ebvend\u00ebsminist\u00ebr i energjitik\u00ebs n\u00eb at\u00eb periudh\u00eb dhe n\u00eb t\u00eb nj\u00ebjtin funksion edhe n\u00eb vitet 1997-2005, nuk ka dilema dhe nuk ka m\u00ebdyshje. “Esht\u00eb shkelur rregullorja “Mbi shkarkimin e plotave…”, thot\u00eb Bello. Sipas tij, p\u00ebrgjegj\u00ebsit kan\u00eb em\u00ebr dhe mbiem\u00ebr dhe shkel\u00ebsit e saj, kan\u00eb funksione t\u00eb p\u00ebrcaktuara qart\u00eb. “Shkarkimi i liqenit t\u00eb Fierz\u00ebs duhet t\u00eb kishte ndodhur shum\u00eb koh\u00eb m\u00eb par\u00eb dhe n\u00eb m\u00ebnyr\u00eb graduale q\u00eb t\u00eb mos krijonte p\u00ebrmbytje. Shkarkimi nuk \u00ebsht\u00eb nj\u00eb vendimmarrje subjektive, por nj\u00eb detyrim q\u00eb vjen nga shkenca”, thot\u00eb Bello.<\/p>\n
Rregullorja (faqe 9) thotw: “Kur niveli n\u00eb liqenin e Fierz\u00ebs arrin kuot\u00ebn 285.0 metra…, krijohet nj\u00eb komision i posa\u00e7\u00ebm, i cili p\u00ebrb\u00ebhet nga p\u00ebrfaq\u00ebsues t\u00eb ministris\u00eb s\u00eb energjitik\u00ebs, t\u00eb nd\u00ebrtimit, bujq\u00ebsis\u00eb, mbrojtjes, sh\u00ebrbimit sinoptik, komitetit t\u00eb digave t\u00eb m\u00ebdha… Komisioni formohet nga ministri i energjitik\u00ebs dhe kryesohet prej tij…”<\/p>\n
Ky \u00ebsht\u00eb nj\u00eb komision q\u00eb nuk \u00ebsht\u00eb mbledhur kurr\u00eb. Rregullorja, n\u00ebse do t\u00eb zbatohej, p\u00ebrcakton shprehimisht se p\u00ebr periudh\u00ebn tetor-shkurt, niveli i liqenit mbahet n\u00eb kuot\u00ebn 289 metra absolute, duke shkarkuar, po t\u00eb jet\u00eb nevoja, prurjen e tep\u00ebrt n\u00ebp\u00ebr tunelin num\u00ebr 4, me hapje t\u00eb pjesshme ose me intervale. P\u00ebr t\u00eb zvog\u00ebluar shkarkimet, centrali duhet t\u00eb punoj\u00eb me fuqi sa m\u00eb t\u00eb madhe, por jo m\u00eb pak se 300 metra kub uj\u00eb n\u00eb sekond\u00eb”. M\u00eb tej, rregullorja, me nj\u00eb gjuh\u00eb thell\u00ebsisht teknike, sakt\u00ebson rast pas rasti, koh\u00ebn dhe m\u00ebnyr\u00ebn sesi duhet t\u00eb kryhen shkarkimet e uj\u00ebrave t\u00eb tep\u00ebrta p\u00ebr Fierz\u00ebn, Komanin dhe Vaun e Dej\u00ebs, n\u00eb var\u00ebsi t\u00eb prurjeve dhe parashikimit p\u00ebr prurjet e m\u00ebtejshme.<\/p>\n
N\u00ebse do t\u00eb ishin thirrur s\u00eb paku specialist\u00ebt e fush\u00ebs, do t\u00eb ishte arritur n\u00eb konkluzionin se portat e shkarkimit duhet t\u00eb ishin hapur me koh\u00eb.<\/p>\n
“E kemi shkelur rregulloren me disa dit\u00eb! Nuk e kemi mbledhur komisionin!”. Kwto t\u00eb dyja k\u00ebto jan\u00eb deklarata publike t\u00eb qeverisw, t\u00eb cilat nes\u00ebr do t\u00eb mund t\u00b4i kushtojn\u00eb dikujt shtrenjt\u00eb.<\/p>\n

Niveli m\u00eb i rreziksh\u00ebm, pika kritike \u00ebsht\u00eb vet\u00ebm nj\u00eb met\u00ebr m\u00eb shum\u00eb. Deri n\u00eb kurror\u00ebn e dig\u00ebs kan\u00eb mbetur dhe 6 metra. Ajo \u00ebsht\u00eb n\u00eb lart\u00ebsin\u00eb 302 metra. Shp\u00ebrthimi i tyre, do ta \u00e7onte Shqip\u00ebrin\u00eb n\u00eb epok\u00ebn e gurit, nuk do t\u00eb kishte m\u00eb Shkod\u00ebr, Lezh\u00eb.. N\u00eb Tiran\u00eb uji do t\u00eb vinte p\u00ebr 30 – 40 minuta dhe do t\u00eb kishte thell\u00ebsin\u00eb 30 cm.
