{"id":11921,"date":"2012-07-03T23:11:04","date_gmt":"2012-07-03T22:11:04","guid":{"rendered":"http:\/\/www.fjala.info\/?p=3557"},"modified":"2012-07-03T23:11:04","modified_gmt":"2012-07-03T22:11:04","slug":"vetullat-e-shqipes-se-shkruar","status":"publish","type":"post","link":"https:\/\/fjala.info\/2009-2015\/vetullat-e-shqipes-se-shkruar\/","title":{"rendered":"Vetullat e shqipes s\u00eb shkruar"},"content":{"rendered":"<p><img decoding=\"async\" class=\"alignleft size-thumbnail wp-image-7236\" title=\"Ardian Vehbiu\" src=\"http:\/\/www.fjala.info\/2012\/ardian_vehbiu.jpg\" alt=\"\" width=\"200\" \/> Analize Nga <strong>ARDIAN VEHBIU<\/strong>*<\/p>\n<p><em>A ka nevoj\u00eb sot shqipja e nj\u00ebsuar p\u00ebr reform\u00eb drejtshkrimore?<\/em><\/p>\n<p>Un\u00eb besoj se po \u2013 sikurse e kan\u00eb v\u00ebn\u00eb n\u00eb dukje koleg\u00eb t\u00eb shumt\u00eb para meje, drejtshkrimi i shqipes, i sanksionuar n\u00eb Kongresin Drejtshkrimor t\u00eb vitit 1972, mund t\u00eb thjeshtohet dhe t\u00eb p\u00ebrmir\u00ebsohet nga pik\u00ebpamja funksionale.<\/p>\n<p>Natyrisht, k\u00ebtu flasim vet\u00ebm p\u00ebr drejtshkrim, ose p\u00ebr at\u00eb sistem rregullash, pak a shum\u00eb arbitrare, q\u00eb kodifikojn\u00eb marr\u00ebdh\u00ebniet midis form\u00ebs s\u00eb shkruar dhe form\u00ebs s\u00eb folur t\u00eb gjuh\u00ebs; dhe jo p\u00ebr norm\u00ebn gramatikore, e cila \u00ebsht\u00eb di\u00e7ka tjet\u00ebr (p.sh. paskajorja etj.); as p\u00ebr baz\u00ebn dialektore t\u00eb shqipes standard.<\/p>\n<p>\u00cbsht\u00eb th\u00ebn\u00eb se drejtshkrimi i shqipes ndjek parimin fonologjik: fjal\u00ebt shkruhen ashtu si\u00e7 shqiptohen. I shprehur n\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb, parimi l\u00eb shteg p\u00ebr interpretime t\u00eb ndryshme \u2013 meq\u00eb parakupton nj\u00eb shqiptim t\u00eb nj\u00ebsuar, ose norm\u00eb drejtshqiptimore, e cila n\u00eb fakt nuk ka ekzistuar ndonj\u00ebher\u00eb.<\/p>\n<p>P\u00ebr shum\u00eb prej nesh, parimi fonologjik vlen vet\u00ebm n\u00eb trajt\u00ebn e vet t\u00eb p\u00ebrmbysur: shqipja do t\u00eb shqiptohet ashtu si\u00e7 shkruhet. Bash n\u00eb k\u00ebt\u00eb pik\u00eb, ndihet nevoja p\u00ebr nj\u00eb reform\u00eb t\u00eb drejtshkrimit, meq\u00eb jan\u00eb t\u00eb shumta rastet kur fjal\u00ebt nuk po shqiptohen m\u00eb ashtu si\u00e7 shkruhen.<\/p>\n<p>Gjuh\u00ebt q\u00eb ndjekin parimin fonologjik, si shqipja, kan\u00eb t\u00eb mir\u00ebn e madhe q\u00eb jan\u00eb t\u00eb lehta p\u00ebr t\u2019u m\u00ebsuar t\u00eb shkruhen nga ata q\u00eb i kan\u00eb amtare; por edhe t\u00eb keqen e madhe, q\u00eb drejtshkrimi i tyre gjithnj\u00eb rrezikohet nga evoluimi i natyrsh\u00ebm i shqiptimit.<\/p>\n<p>N\u00eb k\u00ebt\u00eb mes, zgjidhja ideale do t\u00eb ishte t\u00eb gjendej nj\u00eb drejtpeshim midis shkrimit dhe shqiptimit, n\u00eb m\u00ebnyr\u00eb q\u00eb edhe drejtshkrimi t\u00eb kodifikohet i till\u00eb q\u00eb jo vet\u00ebm t\u2019u p\u00ebrgjigjet prirjeve t\u00eb tashme t\u00eb evoluimit shqiptimor, por edhe t\u2019u paraprij\u00eb atyre; n\u00eb nj\u00eb koh\u00eb q\u00eb drejtshqiptimi t\u00eb mb\u00ebshtetet m\u00eb shum\u00eb n\u00eb trajtat e shkruara, duke iu larguar ndikimeve dhe tundimeve krahinore.<\/p>\n<p>Nga kjo pik\u00ebpamje, vend p\u00ebr reform\u00eb drejtshkrimore ka; sikurse ka edhe gjuh\u00ebtar\u00eb profesionist\u00eb kompetent\u00eb, p\u00ebr t\u00eb pikasur ato pika t\u00eb dob\u00ebta n\u00eb sistemin drejtshkrimor, ku mund t\u00eb nd\u00ebrhyhet (t\u00eb tilla si \u00eb-ja e patheksuar).<\/p>\n<p><em>Po ku q\u00ebndron rreziku i k\u00ebsaj reforme, at\u00ebher\u00eb?<\/em><\/p>\n<p>Reforma sjell me vete, praktikisht, dy rreziqe.<\/p>\n<p>S\u00eb pari, ajo krijon iluzionin se problemet q\u00eb ka sot shqipja, shum\u00eb serioze n\u00eb vetvete, mund t\u00eb zgjidhen n\u00ebp\u00ebrmjet nj\u00eb reforme drejtshkrimore; n\u00eb nj\u00eb koh\u00eb q\u00eb k\u00ebto probleme lidhen, para s\u00eb gjithash, me dob\u00ebsin\u00eb e sistemit arsimor dhe t\u00eb edukimit gjuh\u00ebsor, si dhe me kriz\u00ebn e p\u00ebrgjithshme t\u00eb autoritetit n\u00eb nj\u00eb shoq\u00ebri t\u00eb sunduar nga aritmetika dhe morali i tregut (p\u00ebrfshi k\u00ebtu edhe p\u00ebrllogaritjet e \u2018demokracis\u00eb gjuh\u00ebsore\u2019, ose t\u00eb p\u00ebrpjes\u00ebtimeve demografike dhe krahinore). Ata q\u00eb e shkruajn\u00eb sot shqipen keq, e b\u00ebjn\u00eb k\u00ebt\u00eb jo ngaq\u00eb drejtshkrimi i shqipes ka t\u00eb meta, por ngaq\u00eb ata vet\u00eb jan\u00eb t\u00eb mang\u00ebt, n\u00eb edukimin e tyre gjuh\u00ebsor; si dhe ngaq\u00eb shum\u00eb prej nesh refuzojn\u00eb ta kuptojn\u00eb nevoj\u00ebn e standardit gjuh\u00ebsor, si nj\u00eb nga themelet e shoq\u00ebris\u00eb moderne. K\u00ebta njer\u00ebz keq do ta shkruajn\u00eb shqipen edhe me drejtshkrimin e ri; p\u00ebr nj\u00eb pjes\u00eb prej tyre nuk ka shp\u00ebtim.<\/p>\n<p>Rreziku i dyt\u00eb ka t\u00eb b\u00ebj\u00eb me autoritetin dhe mund\u00ebsit\u00eb financiare dhe organizative t\u00eb institucioneve q\u00eb do ta kryejn\u00eb reform\u00ebn drejtshkrimore. I nj\u00ebjti faktor q\u00eb ka \u00e7uar, mes t\u00eb tjer\u00ebsh faktor\u00eb, n\u00eb kriz\u00ebn gjuh\u00ebsore t\u00eb tanishme (ku asnj\u00eb gazet\u00eb nuk arrin, n\u00eb thelb, ta zbatoj\u00eb norm\u00ebn gjuh\u00ebsore n\u00eb m\u00ebnyr\u00eb korrekte), ose kriza e autoritetit mbar\u00ebkomb\u00ebtar p\u00ebr arsye kryesisht politike (pamund\u00ebsia jon\u00eb p\u00ebr ta adoptuar pluralizmin), do t\u00eb ndikoj\u00eb edhe n\u00eb k\u00ebt\u00eb drejtim. Nd\u00ebrkoh\u00eb, reforma n\u00eb drejtshkrim k\u00ebrkon mobilizim kapilar njer\u00ebzish dhe mjetesh, n\u00eb qend\u00ebr dhe n\u00eb periferi; dhe sidomos nj\u00eb reform\u00eb themelore t\u00eb shkoll\u00ebs, e cila duket utopike, n\u00eb rastin m\u00eb t\u00eb mir\u00eb \u2013 mjaft t\u00eb p\u00ebrfytyrosh rishkrimin e teksteve shkollore dhe ritrajnimin e m\u00ebsuesve t\u00eb gjuh\u00ebs shqipe anemban\u00eb trevave shqipfol\u00ebse.<\/p>\n<p>Prandaj, edhe n\u00ebse kryhet nj\u00eb reform\u00eb drejtshkrimore shkenc\u00ebrisht e mb\u00ebshtetur dhe kulturorisht e ndjeshme, ajo sot pas gjase nuk do t\u00eb p\u00ebrkrahet ve\u00e7se nga nj\u00eb pjes\u00eb e shqipshkruesve; n\u00eb nj\u00eb koh\u00eb q\u00eb pjesa tjet\u00ebr nuk do ta pranoj\u00eb dhe do t\u00eb vazhdoj\u00eb t\u00eb ndjek\u00eb modelin e vjet\u00ebr, edhe pas p\u00ebrfundimit t\u00eb periudh\u00ebs nd\u00ebrkalimtare (grace period). K\u00ebsisoj, pal\u00ebt politike t\u00eb kund\u00ebrta do t\u00eb pajisen edhe me variantet drejtshkrimore p\u00ebrkat\u00ebse; dhe shqipja do t\u00eb shkruhet, n\u00eb thelb, me dy forma t\u00eb ndryshme pak a shum\u00eb t\u00eb legjitimuara; \u00e7far\u00eb ka ndodhur, tani von\u00eb, me gjuh\u00eb shum\u00eb m\u00eb solide se shqipja, t\u00eb tilla si rumanishtja dhe holandishtja.<\/p>\n<p>K\u00ebshtu, n\u00eb holandishte, reforma e vitit 1995 ka \u00e7uar n\u00eb p\u00ebrdorimin e dy sistemeve t\u00eb ndryshme t\u00eb drejtshkrimit, nj\u00ebri nga shkollat dhe institucionet, tjetri nga mediat. N\u00eb Rumani, drejtshkrimi i disa fjal\u00ebve me \u00ee, p\u00ebrkat\u00ebsisht \u00e2, t\u00eb cilat zanore sot shqiptohen nj\u00eblloj, por q\u00eb shkruhen ndryshe p\u00ebr arsye historike (ose m\u00eb mir\u00eb pseudo-historike), u thjeshtua n\u00eb vitin 1993 \u2013 shkrimi me \u00ee i fjal\u00ebve t\u00eb tilla si rom\u00een (dhe jo rom\u00e2n) konsiderohej gjer\u00ebsisht si mbeturin\u00eb e nj\u00eb sistemi drejtshkrimor t\u00eb imponuar nga regjimi komunist. Drejtshkrimi i ri, megjithat\u00eb, nuk \u00ebsht\u00eb adoptuar nga t\u00eb gjitha entet botuese, publike dhe private; disa revista, si Rom\u00e2nia literar\u0103, i lejojn\u00eb autor\u00ebt t\u00eb p\u00ebrdorin at\u00eb sistem drejtshkrimor q\u00eb d\u00ebshirojn\u00eb.<\/p>\n<p>Edhe n\u00eb fr\u00ebngjishte, nj\u00eb ndryshim n\u00eb drejtshkrimin e rreth 2000 fjal\u00ebve i urdh\u00ebruar n\u00eb fund t\u00eb vitit 1990 nga qeveria franceze ende ka mbetur i pa-adoptuar n\u00eb shkall\u00eb t\u00eb gjer\u00eb; dhe nuk dihet se kur do t\u00eb p\u00ebrfundoj\u00eb periudha nd\u00ebrkalimtare, kur t\u00eb dy format drejtshkrimore lejohen t\u00eb p\u00ebrdoren. Nd\u00ebrkoh\u00eb, si\u00e7 dihet, reforma drejtshkrimore e gjermanishtes ndeshi n\u00eb rezistenc\u00eb t\u00eb madhe nga shoq\u00ebria civile; dhe autoritetet nuk arrit\u00ebn t\u00eb merren vesh p\u00ebr m\u00ebnyr\u00ebn si do t\u00eb zbatohej reforma dhe si do t\u00eb imponohej drejtshkrimi i ri. P\u00ebr pasoj\u00eb, i vetmi rezultat konkret i reform\u00ebs s\u00eb drejtshkrimit t\u00eb gjermanishtes \u00ebsht\u00eb p\u00ebshtjellimi n\u00eb p\u00ebrdorimin publik t\u00eb k\u00ebsaj gjuhe, sa i p\u00ebrket drejtshkrimit t\u00eb saj. Sipas disa anketave, gati 80% e gjermanofon\u00ebve midis moshave 30 dhe 40 vje\u00e7 refuzojn\u00eb t\u00eb p\u00ebrdorin drejtshkrimin e ri.<\/p>\n<p>Ndoshta ndonj\u00eb promovues entuziast i reform\u00ebs drejtshkrimore t\u00eb shqipes synon t\u00eb arrij\u00eb pik\u00ebrisht k\u00ebt\u00eb rezultat: ose shk\u00ebrmoqjen e nj\u00ebsis\u00eb gjuh\u00ebsore t\u00eb shqipes, n\u00eb nivel institucional dhe zyrtar. Nuk dua t\u00eb paragjykoj ask\u00ebnd, por \u00ebsht\u00eb e nevojshme, n\u00eb k\u00ebto rrethana, q\u00eb t\u00eb luhet me karta t\u00eb hapura; \u00e7ka do t\u00eb thot\u00eb se nism\u00ebtar\u00ebt e reform\u00ebs drejtshkrimore duhet t\u2019u p\u00ebrgjigjen, publikisht, t\u00eb pakt\u00ebn k\u00ebtyre dy pyetjeve: (1) \u00c7far\u00eb p\u00ebrpar\u00ebsie ka reforma drejtshkrimore, n\u00eb kontekstin e problemeve q\u00eb p\u00ebrjeton sot shqipja e shkruar: dhe (2) A e kan\u00eb marr\u00eb parasysh, k\u00ebta nism\u00ebtar\u00eb, mund\u00ebsin\u00eb q\u00eb reforma drejtshkrimore, e kryer sot, ta ndaj\u00eb shqipen e nj\u00ebsuar m\u00eb dysh, sikurse ka ndodhur, tani von\u00eb, me gjuh\u00eb t\u00eb tjera q\u00eb kan\u00eb guxuar t\u00eb eksperimentojn\u00eb me drejtshkrimin?<\/p>\n<p>*<em>Marr\u00eb nga Peisazhe t\u00eb Fjal\u00ebs<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Analize Nga ARDIAN VEHBIU* A ka nevoj\u00eb sot shqipja e nj\u00ebsuar p\u00ebr reform\u00eb drejtshkrimore?
