E tha k\u00ebt\u00eb p\u00ebr njeriun e kritikuar p\u00ebrgjat\u00eb nj\u00eb viti nga thuajse \u00e7do organiz\u00ebm nd\u00ebrkomb\u00ebtar q\u00eb monitoron vendin ton\u00eb, q\u00eb nga ODIHR e duke p\u00ebrfunduar tek Departamenti i Shtetit, q\u00eb vulosi se puna e Ristanit ka minuar t\u00eb drejt\u00ebn e shqiptar\u00ebve p\u00ebr t\u00eb ndryshuar qeverin\u00eb me vot\u00eb. Pastaj si p\u00ebr t\u00eb shtuar m\u00eb shum\u00eb doz\u00ebn e talljes, Berisha tha se \u00ebsht\u00eb gati t\u00eb takohej me kryetarin e opozit\u00ebs p\u00ebr t\u00eb diskutuar n\u00eb lidhje me \u00e7\u00ebshtjet e reform\u00ebs zgjedhore.<\/p>\n<p>E b\u00ebri k\u00ebt\u00eb gj\u00eb njeriu q\u00eb refuzonte absolutisht t\u00eb takohej me Ram\u00ebn p\u00ebr \u00e7\u00ebshtjen e presidentit, duke deklaruar se me Ram\u00ebn ulej p\u00ebr kafe. Dhe n\u00eb t\u00eb v\u00ebrtet\u00eb u ul thjesht p\u00ebr kafe me t\u00eb, pasi nuk arrit\u00ebn kurrfar\u00eb konsensusi. Berisha me Met\u00ebn tentuan ta shesin shtrenjt\u00eb faktin q\u00eb u ul\u00ebn me kreun e opozit\u00ebs dhe arrit\u00ebn t\u00eb shk\u00ebpusin edhe ndonj\u00eb q\u00ebndrim pozitiv se p\u00ebr Shqip\u00ebrin\u00eb \u00ebsht\u00eb arritje q\u00eb dy lider\u00ebt kund\u00ebrshtar\u00eb ulen ball\u00ebp\u00ebrball\u00eb. Nga ana tjet\u00ebr shpik\u00ebn di\u00e7ka t\u00eb \u00e7uditshme: konsensusin brenda mazhoranc\u00ebs. Si\u00e7 duket ai ishte konsensusi q\u00eb k\u00ebrkonin dhe e arrit\u00ebn.<\/p>\n<p>Por p\u00ebrse nuk kishte asnj\u00eb shans q\u00eb Berisha t\u00eb shkonte drejt konsensusit, si\u00e7 zor se ka shans t\u00eb shkoj\u00eb drejt konsensusit edhe p\u00ebr reform\u00ebn zgjedhore?<\/p>\n<p>Arsyeja \u00ebsht\u00eb e thjesht\u00eb: sepse q\u00eb t\u00eb nd\u00ebrtosh nj\u00eb shtet t\u00eb s\u00eb drejt\u00ebs duhet t\u00eb b\u00ebsh gj\u00ebra t\u00eb drejta.<\/p>\n<p>Q\u00eb t\u00eb sqarohemi. E drejta ia k\u00ebrkonte q\u00eb t\u00eb zgjidhte nj\u00eb president konsensual, t\u00eb pranuar nga opozita, q\u00eb t\u00eb p\u00ebrfaq\u00ebsonte unitetin e popullit, si\u00e7 e k\u00ebrkon Kushtetuta.<\/p>\n<p>Nj\u00eb lider i mir\u00eb b\u00ebn gj\u00ebra t\u00eb drejta, kurse ky kryeminist\u00ebr nuk ka provuar kurr\u00eb t\u00eb b\u00ebj\u00eb gj\u00ebra t\u00eb tilla, por gjithmon\u00eb \u00ebsht\u00eb kapur pas fijeve ligjore, madje ajo q\u00eb \u00ebsht\u00eb m\u00eb e keqja, duke e shkelur apo e keqinterpretuar ligjin.<\/p>\n<p>Merrni p\u00ebr shembull nj\u00eb nga padrejt\u00ebsit\u00eb m\u00eb t\u00eb m\u00ebdha t\u00eb viteve t\u00eb fundit, grabitjen e mandatit t\u00eb kryebashkiakut n\u00eb Tiran\u00eb. Pasi Berisha vendosi me Ristanin t\u00eb shpik\u00eb disa vota p\u00ebr t\u00eb ndryshuar rezultatin, nd\u00ebrkomb\u00ebtar\u00ebt i ofruan menj\u00ebher\u00eb tre q\u00ebndrime t\u00eb drejta. I than\u00eb pik\u00ebs\u00ebpari se rregullat e loj\u00ebs nuk ndryshohen kur loja \u00ebsht\u00eb mbyllur. S\u00eb dyti i than\u00eb se n\u00ebse do t\u00eb jet\u00eb i ndersh\u00ebm, duhet t\u00eb ndjek\u00eb precedentin e vitit 2007, q\u00eb nuk i njihte k\u00ebto vota. Dhe s\u00eb fundmi i than\u00eb se nuk mund t\u2019i b\u00ebhen gj\u00ebra t\u00eb tilla opozit\u00ebs s\u00eb dob\u00ebt nga nj\u00eb pushtet i dhunsh\u00ebm dhe arrogant.<\/p>\n<p>Por Berisha nuk d\u00ebgjoi asgj\u00eb dhe Ristani shpiku nj\u00eb pa\u00e7avure ligjore, q\u00eb u kritikua nga ODIHR pasi nuk kishte lidhje as me ligjin e as me rregulloren e KQZ. \u00c7\u00ebshtja shkoi n\u00eb Kolegjin Zgjedhor. Edhe aty kishte vet\u00ebm nj\u00eb m\u00ebnyr\u00eb p\u00ebr t\u00eb vepruar me drejt\u00ebsi. T\u00eb hapeshin gjith\u00eb kutit\u00eb dhe t\u00eb p\u00ebrputheshin shifrat. Kaq. Por edhe Kolegji Zgjedhor u kap pas nj\u00eb fije ligjore duke th\u00ebn\u00eb se afatet p\u00ebr ankimim kishin mbaruar. M\u00eb von\u00eb ky argumentim u rr\u00ebzua nga ODIHR, q\u00eb vler\u00ebsoi se ishte vet\u00eb Kolegji q\u00eb kishte krijuar rezultat t\u00eb ri.<\/p>\n<p>Dhe meq\u00eb jemi tek gjykatat, shihni se \u00e7far\u00eb kasap\u00ebsh kemi n\u00eb sistemin e drejt\u00ebsis\u00eb. I keni par\u00eb ndonj\u00ebher\u00eb t\u00eb veprojn\u00eb sipas t\u00eb drejt\u00ebs? U shkon p\u00ebrpara ndonj\u00eb gazetar, deputet a qytetar dhe nj\u00ebsoj si shekuj m\u00eb par\u00eb thjesht d\u00ebnojn\u00eb, pa u shqet\u00ebsuar aspak n\u00ebse e v\u00ebrteta duhet zbardhur dhe drejt\u00ebsia duhet v\u00ebn\u00eb n\u00eb vend. Pastaj lexojn\u00eb vendimin si skuth\u00ebr, pa dinjitet e rr\u00ebmbimthi e largohen nga salla.<\/p>\n<p>Dhe t\u00eb keqen e shohin gjithmon\u00eb tek opozita. Ja merrni rastin e juristit q\u00eb kandidoi p\u00ebr postin e presidentit. Sa mir\u00eb q\u00eb n\u00eb lib\u00ebr shprehej se opozita duhet t\u00eb ket\u00eb t\u00eb drejt\u00ebn t\u00eb ankohet n\u00ebp\u00ebr gjykata (vini re: e drejt\u00eb p\u00ebr tu ankuar, jo p\u00ebr t\u00eb vendosur), nd\u00ebrkoh\u00eb q\u00eb n\u00eb pun\u00ebn e tij t\u00eb p\u00ebrditshme shpik sa e sa kle\u00e7ka ligjore p\u00ebr t\u00eb mos e lejuar opozit\u00ebn t\u00eb ankohet.<\/p>\n<p>Pastaj shihni kryeministrin, i cili arsyen m\u00eb t\u00eb fort\u00eb pse po pengon reform\u00ebn parlamentare nxjerr faktin se opozita k\u00ebrkon t\u00eb flas\u00eb sa pozita (vini re: t\u00eb flas\u00eb). E t\u00ebrbon fakti se opozita flet, gj\u00ebja m\u00eb e pakt\u00eb q\u00eb ka ajo n\u00eb dor\u00eb.<\/p>\n<p>Para pak koh\u00ebsh nj\u00eb juriste e njohur amerikane tha se trazirat e vitit 1997 erdh\u00ebn p\u00ebr shkak t\u00eb zhg\u00ebnjimit me drejt\u00ebsin\u00eb. Sipas saj, nj\u00eb zhg\u00ebnjim i till\u00eb \u00ebsht\u00eb edhe tani. Ky kryeminist\u00ebr ka punuar fort p\u00ebr t\u00eb nd\u00ebrtuar nj\u00eb sistem t\u00eb bazuar tek padrejt\u00ebsia. \u00cbsht\u00eb kjo q\u00eb po u merr frym\u00ebn njer\u00ebzve.
