P\u00ebr t\u00eb kuptuar di\u00e7ka m\u00eb shum\u00eb apo arritur n\u00eb p\u00ebrfundime t\u00eb drejta, \u00ebsht\u00eb e nevojshme t\u00eb nisemi nga shqyrtimi i disa detajeve t\u00eb k\u00ebtij veprimi. Apo dhe reagimi i m\u00ebpasm\u00eb i autoriteteve serbe lidhur me arrestimin.<\/p>\n<p>N\u00eb krye t\u00eb her\u00ebs duhet th\u00ebn\u00eb se me shum\u00eb gjasa ky akt \u00ebsht\u00eb i konceptuar si akt fuqie i autoriteteve serbe, i paprovokuar nga ndonj\u00eb veprim i q\u00ebllimsh\u00ebm i polic\u00ebve kosovar\u00eb. Nuk dihen shum\u00eb detaje rreth vendit ku polic\u00ebt jan\u00eb kapur dhe p\u00ebr k\u00ebt\u00eb po heton KFOR-i, garant dhe pal\u00eb e Marr\u00ebveshjes s\u00eb Kumanov\u00ebs, si\u00e7 dihej se do t\u00eb ndodhte. Po pse ky akt duhet par\u00eb si akt fuqie i xhandarm\u00ebris\u00eb serbe, gjegj\u00ebsisht i Serbis\u00eb? Sepse fotoja q\u00eb ishte zgjedhur t\u00eb emetohej p\u00ebr mediat, e val\u00ebvitur me krenari nga ministri i Brendsh\u00ebm serb, Da\u00e7i\u00e7, me dy polic\u00ebt kosovar\u00eb t\u00eb shtrir\u00eb, t\u00eb dor\u00ebzuar, me arm\u00ebt anash, n\u00ebn v\u00ebzhgimin trim\u00ebrosh t\u00eb tre xhandar\u00ebve serb\u00eb t\u00eb armatosur, ngjante si nj\u00eb lloj posht\u00ebrimi i Policis\u00eb, i autoriteteve, i shtetit t\u00eb Kosov\u00ebs p\u00ebr konsum t\u00eb brendsh\u00ebm propagandistik.<\/p>\n<p>Serbia \u00ebsht\u00eb n\u00eb fushat\u00eb elektorale dhe nj\u00eb foto e till\u00eb ngjan se trim\u00ebron nivelin e ul\u00ebt t\u00eb zgjedh\u00ebsve serb\u00eb, ndoshta t\u00eb frustruar prej disa veprimeve t\u00eb Policis\u00eb s\u00eb Kosov\u00ebs, me arrestim polic\u00ebsh apo organizator\u00ebsh t\u00eb zgjedhjeve serbe. Vet\u00ebm fotoja duhej: n\u00eb at\u00eb pozicion, me at\u00eb simbolik\u00eb. Asgj\u00eb tjet\u00ebr nuk do t\u2019i sh\u00ebrbente Serbis\u00eb n\u00eb luft\u00ebn e saj me Kosov\u00ebn prej k\u00ebtij akti.<\/p>\n<p>Jan\u00eb disa detaje q\u00eb e tradhtojn\u00eb aktin e kryer, si nj\u00eb akt burracak dhe t\u00eb d\u00ebshp\u00ebruar.<br \/>\nSerbia, q\u00eb ka marr\u00eb ftes\u00ebn p\u00ebr statusin e kandidatit n\u00eb BE, nuk guxoi t\u00eb d\u00ebrgonte shum\u00eb kamera n\u00eb vendin e arrestimit, n\u00eb p\u00ebrpjekje q\u00eb akti t\u00eb ngjante si spontan, dhe jo i planifikuar si reciprocitet policor ndaj nj\u00eb subjekti q\u00eb Serbia s\u2019don ta konsideroj\u00eb si shtet. Pra ajo kishte frik\u00eb ta shpallte si akt t\u00eb planifikuar arrestimin e polic\u00ebve.<\/p>\n<p>S\u00eb dyti, e bindur p\u00ebr presionin nd\u00ebrkomb\u00ebtar q\u00eb do t\u00eb vijonte, autoritetet gjyq\u00ebsore serbe, q\u00eb n\u00eb nj\u00eb rast t\u00eb till\u00eb arsyetojn\u00eb politikisht, fiksuan si mas\u00eb paraburgimi 48-or\u00ebshin. Ky veprim, n\u00eb thelb \u00ebsht\u00eb akt frike, edhe pse mund t\u00eb shitet si d\u00ebshmi e pavar\u00ebsis\u00eb s\u00eb sistemit gjyq\u00ebsor serb, i cili nuk ka pasur provat e mjaftueshme p\u00ebr faj\u00ebsin\u00eb e polic\u00ebve kosovar\u00eb. Nd\u00ebrkoh\u00eb dhe lirimi i menj\u00ebhersh\u00ebm i polic\u00ebve \u00ebsht\u00eb pasoj\u00eb e presionit nd\u00ebrkomb\u00ebtar t\u00eb jasht\u00ebzakonsh\u00ebm, i cili, megjithat\u00eb, \u00ebsht\u00eb zhvilluar jo n\u00eb publik, p\u00ebr t\u00eb mos d\u00ebmtuar shum\u00eb partin\u00eb serbe n\u00eb pushtet.<\/p>\n<p>S\u00eb treti, veprimi i zgjedhur si reagim dhe hipoteza q\u00eb ka p\u00ebrdorur shteti serb p\u00ebr t\u00eb justifikuar arrestimin ngjan i mjer\u00eb, pa fantazi dhe jo shum\u00eb i gjetur. \u00cbsht\u00eb komike hipoteza se polic\u00ebt kosovar\u00eb pask\u00ebshin hyr\u00eb q\u00ebllimisht n\u00eb zon\u00ebn e gjelb\u00ebr, ku sipas Marr\u00ebveshjes s\u00eb Kumanov\u00ebs duhet t\u00eb patrulloj\u00eb vet\u00ebm policia serbe dhe KFOR-i, dhe ata ishin t\u00eb pajisur me instrumente v\u00ebzhgimi p\u00ebr larg!! Dihet paraprakisht se polic\u00ebt e Kosov\u00ebs, shteti i Kosov\u00ebs nuk fiton asgj\u00eb; dhe se nuk ekziston asnj\u00eb interes kosovar q\u00eb polic\u00ebt t\u00eb hyjn\u00eb n\u00eb k\u00ebt\u00eb zon\u00eb jasht\u00eb juridiksionit t\u00eb tyre. Kufiri i Kosov\u00ebs sot \u00ebsht\u00eb kufiri m\u00eb i monitoruar nd\u00ebrkomb\u00ebtarisht dhe autoritetet e saj s\u2019kan\u00eb asnj\u00eb nevoj\u00eb dhe asnj\u00eb arsye pse t\u00eb ekspozohen n\u00eb veprime aventureske. Kufiri Kosov\u00eb-Serbi n\u00eb t\u00eb v\u00ebrtet\u00eb \u00ebsht\u00eb sot kufiri midis Per\u00ebndimit dhe Lindjes, ndaj kontrolli i tij nuk \u00ebsht\u00eb atribut i autoriteteve t\u00eb Kosov\u00ebs.<\/p>\n<p>P\u00ebr t\u00eb gjitha k\u00ebto arsye, akti \u00abtrim\u00ebror\u00bb i autoriteteve serbe i cili u korrigjua shpejt, ngjan si akt i dob\u00ebt, i cili m\u00eb s\u00eb shumti ka frym\u00ebzim elektoral. Ai nd\u00ebrkoh\u00eb evidenton disa momente t\u00eb tjer\u00eb.<br \/>\nMarr\u00ebveshja e menaxhimit t\u00eb integruar t\u00eb kufirit midis dy vendeve e n\u00ebnshkruar para disa jav\u00ebsh n\u00eb Bruksel, me sa duket nuk funksionon. Nuk dihet p\u00ebrmbajtja e saj, por me shum\u00eb gjasa ajo do t\u00eb duhej t\u00eb zgjidhte dhe raste t\u00eb tilla apo do duhej t\u2019i shmangte ato.<\/p>\n<p>Nd\u00ebrkoh\u00eb, megjith\u00ebse ngjan si akt i afirmimit t\u00eb sovranitetit t\u00eb Serbis\u00eb, arrestimi i polic\u00ebve kosovar\u00eb, edhe me \u00e7far\u00eb do ta pasoj\u00eb, n\u00eb t\u00eb v\u00ebrtet\u00eb \u00ebsht\u00eb afirmim i sovranitetit t\u00eb Kosov\u00ebs n\u00eb kufijt\u00eb e p\u00ebrcaktuar nd\u00ebrkomb\u00ebtarisht edhe me Marr\u00ebveshjen e Kumanov\u00ebs. Pra Serbia, me ose pa t\u00eb drejt\u00eb, n\u00ebp\u00ebrmjet arrestimit, \u00ebsht\u00eb duke th\u00ebn\u00eb me fjal\u00eb t\u00eb tjera, se polic\u00ebt kosovar\u00eb kishin shkelur kufirin dhe se ky kufi nisur nga ashp\u00ebrsia e reagimit serb, nuk \u00ebsht\u00eb kufi administrativ, por kufi shtet\u00ebror. Ndoshta \u00ebsht\u00eb ky momenti legal q\u00eb mund t\u00eb ket\u00eb m\u00ebdyshur dhe autoritetet gjyq\u00ebsore serbe n\u00eb reagimin e tyre t\u00eb p\u00ebrmbajtur.<\/p>\n<p>N\u00ebse sipas Kushtetut\u00ebs s\u00eb Serbis\u00eb Kosova \u00ebsht\u00eb pjes\u00eb e territorit serb, \u00e7far\u00eb ligjesh kan\u00eb shkelur polic\u00ebt kosovar\u00eb, p\u00ebrve\u00e7 faktit q\u00eb ishin t\u00eb armatosur? Ky \u00ebsht\u00eb absurdi legal, i prodhuar nga reagimi burracak i xhandarm\u00ebris\u00eb serbe, udh\u00ebhequr me siguri vet\u00ebm nga ministri i Brendsh\u00ebm, shefi i partis\u00eb s\u00eb Milloshevi\u00e7it, Ivica Da\u00e7ic. P\u00ebr t\u00eb gjitha k\u00ebto dob\u00ebsi n\u00eb nd\u00ebrmarrjen e fundit propagandistike serbe, nuk \u00ebsht\u00eb p\u00ebrfshir\u00eb niveli m\u00eb i lart\u00eb i shtetit serb. P\u00ebrve\u00e7 p\u00ebrpjekjes p\u00ebr t\u00eb mbajtur profil t\u00eb ul\u00ebt n\u00eb k\u00ebt\u00eb akt dhe konsiderimit t\u00eb tij si akt thjesht policor, Tadi\u00e7 ruhet t\u00eb p\u00ebrfshij\u00eb emrin e vet n\u00eb nd\u00ebrmarrje t\u00eb tilla, me vler\u00eb kaq t\u00eb vog\u00ebl taktike.<\/p>\n<p>Dhe nj\u00eb konsiderat\u00eb t\u00eb fundit. Kosova p\u00ebrkundrejt tij duhet t\u00eb ruaj\u00eb qet\u00ebsin\u00eb dhe t\u00eb mos d\u00ebgjoj\u00eb sirenat e atyre faktor\u00ebve q\u00eb k\u00ebrkojn\u00eb reagim t\u00eb fort\u00eb ndaj k\u00ebtij akti serb q\u00eb ata e quajn\u00eb posht\u00ebrim, nj\u00eblloj sikur duan ta shpallin dhe autoritetet serbe. SHBA-t\u00eb n\u00eb marr\u00ebdh\u00ebnie nd\u00ebrkomb\u00ebtare jan\u00eb gjendur n\u00eb rrethana t\u00eb ngjashme me ushtar\u00ebt (Irak etj.) dhe diplomat\u00ebt e vet (kujtoni Iranin), por p\u00ebrtej emocioneve, ka mbizot\u00ebruar realpolitika.<\/p>\n<p>Ky akt i d\u00ebshp\u00ebruar i organeve policore serbe n\u00eb t\u00eb v\u00ebrtet\u00eb vjen pas perceptimit realist q\u00eb dominon qarqe t\u00eb caktuara n\u00eb Serbi, se edhe n\u00ebp\u00ebrmjet negociatave Serbia nuk ka mundur ta ndal\u00eb forcimin e subjektivitetit nd\u00ebrkomb\u00ebtar t\u00eb Kosov\u00ebs, p\u00ebrkundrazi. Marr\u00ebdh\u00ebniet Kosov\u00eb-Serbi jan\u00eb nj\u00eb luft\u00eb e vazhdueshme me shum\u00eb beteja. N\u00ebse do t\u00eb ishte e v\u00ebrtet\u00eb se Serbia e pask\u00ebsh fituar betej\u00ebn e fundit, at\u00eb t\u00eb fusnot\u00ebs s\u00eb famshme, ajo s\u2019do t\u00eb kishte nevoj\u00eb t\u00eb inskenonte veprime t\u00eb tilla kaq t\u00eb trasha n\u00eb betej\u00ebn e radh\u00ebs, e cila do t\u00eb humbet s\u00ebrish nga Serbia. Askush n\u00eb Per\u00ebndim nuk mund t\u2019i konsideroj\u00eb si t\u00eb besueshme alibi t\u00eb tilla qepur trash\u00eb, nga qarqe arkaike t\u00eb institucioneve serbe, t\u00eb cilat duke arsyetuar n\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb n\u00eb 20 vjet\u00ebt e fundit, e humb\u00ebn Kosov\u00ebn p\u00ebrfundimisht.<\/p>\n<p>Zbythja t\u00ebr\u00ebsore serbe, q\u00eb do t\u00eb pasoj\u00eb dhe me lirimin eventual t\u00eb shpejt\u00eb t\u00eb polic\u00ebve kosovar\u00eb, duket dhe me vendimin p\u00ebr t\u00eb mos mbajtur zgjedhje lokale n\u00eb Kosov\u00eb e duke ia besuar organizimin e atyre parlamentare dhe presidenciale OSBE-s\u00eb. K\u00ebto zgjedhje nuk kan\u00eb asnj\u00eb dometh\u00ebnie territoriale apo t\u00eb sovranitetit serb n\u00eb Kosov\u00eb p\u00ebr dy arsye. S\u00eb pari, organizimi i k\u00ebtyre lloj zgjedhjeve prej OSBE-s\u00eb si leht\u00ebsuese dhe jo prej institucioneve paralele, \u00ebsht\u00eb gjithashtu d\u00ebshmi e pafuqis\u00eb s\u00eb Serbis\u00eb p\u00ebr t\u2019i organizuar ato \u00abn\u00eb nj\u00eb pjes\u00eb t\u00eb territorit t\u00eb vet\u00bb. S\u00eb dyti, sistemi elektoral serb \u00ebsht\u00eb proporcional komb\u00ebtar, q\u00eb do t\u00eb thot\u00eb se vota e serb\u00ebve t\u00eb Kosov\u00ebs nuk ka dometh\u00ebnie territoriale. Ndryshe do t\u00eb ishte n\u00ebse sistemi zgjedhor do t\u00eb ishte maxhoritar, apo proporcional rajonal. Koha punon p\u00ebr Kosov\u00ebn edhe tani, ndaj Kosova duhet t\u00eb punoj\u00eb p\u00ebr vete, pavar\u00ebsisht incidenteve si k\u00ebto.
