E thot\u00eb k\u00ebt\u00eb gj\u00eb kur e pyesin (n\u00eb studion e \u201cOpinionit\u201d, apo n\u00eb konferenca p\u00ebr shtypin), por edhe kur s\u2019e pyesin (n\u00eb mbledhjet e qeveris\u00eb apo t\u00eb grupit parlamentar). S\u00eb fundmi e tha s\u00ebrish n\u00eb \u201cTV Klan\u201d: \u201cNuk e kam v\u00ebn\u00eb un\u00eb ndonj\u00ebher\u00eb n\u00eb diskutim, q\u00eb Presidenti do t\u00eb jet\u00eb i PD-s\u00eb; kam shum\u00eb respekt p\u00ebr t\u00eb huajt, jam jasht\u00ebzakonisht respektues, por p\u00ebr \u00e7\u00ebshtje emrash, un\u00eb nuk jam i hapur; p\u00ebrzgjedhja e kandidatur\u00ebs p\u00ebr kryetarin e shtetit \u00ebsht\u00eb \u00e7\u00ebshtje e shqiptar\u00ebve; vendi ka nj\u00eb procedur\u00eb kushtetuese p\u00ebr Presidentin, ai \u00ebsht\u00eb kryetari i shtetit\u201d.<\/p>\n<p>Si\u00e7 shihet, u m\u00ebshon dy gj\u00ebrave: 1. Presidenti do zgjidhet n\u00eb respekt t\u00eb Kushtetut\u00ebs; dhe 2. Me t\u00eb huajt jam fare i hapur, pranoj gjith\u00e7ka, por jo emra kandidaturash p\u00ebr poste funksionar\u00ebsh. E lezetshme, apo jo? Refuzon dy gj\u00ebra, t\u00eb cilat nuk ia ka k\u00ebrkuar askush, as i huaj, as i brendsh\u00ebm. Kurr\u00eb nuk ka ndodhur q\u00eb t\u00eb huajt, kryesisht diplomat\u00ebt, t\u00eb ken\u00eb p\u00ebrmendur emra kandidat\u00ebsh. Mesazhi q\u00eb ata kan\u00eb p\u00ebrcjell\u00eb n\u00eb vijim\u00ebsi \u00ebsht\u00eb shum\u00eb i qart\u00eb: kreu i shtetit duhet t\u00eb jet\u00eb nj\u00eb figur\u00eb e pranuar nga pal\u00ebt, q\u00eb figur\u00eb q\u00eb ndjell konsensus. Pik\u00ebrisht k\u00ebt\u00eb gj\u00eb i kan\u00eb k\u00ebrkuar dhe ata t\u00eb opozit\u00ebs. Deri n\u00eb momentin q\u00eb flasim nuk \u00ebsht\u00eb raportuar n\u00eb asnj\u00eb rast q\u00eb opozita t\u00eb ket\u00eb dh\u00ebn\u00eb ndonj\u00eb em\u00ebr presidencial.<\/p>\n<p>Madje, sa her\u00eb q\u00eb gazetar\u00ebt kan\u00eb pyetur lidhur me emra t\u00eb ndrysh\u00ebm, p\u00ebrgjigjja e secilit opozitar \u201ct\u00eb marr\u00eb n\u00eb pyetje\u201d ka qen\u00eb si e m\u00ebsuar p\u00ebrmend\u00ebsh: \u201cNa intereson metoda, jo rezultati\u201d. N\u00eb daljen e fundit, Rama \u00ebsht\u00eb shprehur tekstualisht, se \u201c[na duhet] nj\u00eb President [q\u00eb t\u00eb jet\u00eb] mish\u00ebrim i unitetit komb\u00ebtar, nj\u00eb figur\u00eb mbi pal\u00ebt, garantues i institucioneve; kam mendimin q\u00eb procesi mund t\u00eb nxjerr\u00eb emrin, dhe jo emrat procesin\u201d. N\u00eb t\u00eb nj\u00ebjt\u00ebn linj\u00eb kan\u00eb ecur t\u00eb gjith\u00eb opozitar\u00ebt, sa her\u00eb q\u00eb u \u00ebsht\u00eb dashur t\u00eb flasin publikisht lidhur me k\u00ebt\u00eb argument. T\u00eb vetmit q\u00eb kan\u00eb folur p\u00ebr emra, kan\u00eb qen\u00eb berishian\u00ebt; jo t\u00eb t\u00ebr\u00eb, por nj\u00eb pjes\u00eb; aq sa Berisha u detyrua t\u2019i tregoj\u00eb vendin nj\u00ebrit syresh, Olldashit, n\u00eb intervist\u00ebn e fundit n\u00eb \u201cOpinion\u201d: \u201cMinistri Olldashi ka p\u00ebr detyr\u00eb t\u00eb merret me infrastruktur\u00ebn\u201d.<\/p>\n<p>Kjo \u00ebsht\u00eb p\u00ebr sa i takon pik\u00ebs s\u00eb par\u00eb. P\u00ebr t\u00eb dyt\u00ebn, vlen gjithashtu i nj\u00ebjti arsyetim. Berisha sillet sikur t\u00eb gjith\u00eb ata q\u00eb s\u2019jan\u00eb me t\u00eb, opozita, gazetar\u00ebt, diplomat\u00ebt, po i k\u00ebrkojn\u00eb t\u00eb shkel\u00eb Kushtetut\u00ebn, dhe n\u00eb k\u00ebto rrethana ai po i jep garanci publikut, se do t\u00eb respektoj\u00eb Kushtetut\u00ebn. Mir\u00ebpo, ajo q\u00eb po i k\u00ebrkohet \u00ebsht\u00eb krejt e kund\u00ebrta; po i k\u00ebrkohet nj\u00eb respektim optimal i Kushtetut\u00ebs, po i k\u00ebrkohet respektimi n\u00eb germ\u00eb e n\u00eb frym\u00eb i saj. Shkelja e Kushtetut\u00ebs do t\u00eb ish n\u00eb rastin, kur do t\u2019i thuhej se \u201cpresidenti duhet t\u00eb zgjidhet me 69 vota\u201d. Ky \u00ebsht\u00eb rasti? Jo, s\u2019\u00ebsht\u00eb ky rasti. Diplomat\u00ebt e opozita nuk po i thon\u00eb ta zgjedh\u00eb me 69 vota (dy m\u00eb pak se sa kuorumi i nevojsh\u00ebm n\u00eb votimin e tret\u00eb parlamentar), por po i thon\u00eb ta zgjedh\u00eb me m\u00eb shum\u00eb se 71 vota. Shkelet Kushtetuta, n\u00ebse presidenti zgjidhet me 80, 84, 94 apo 104 vota?<\/p>\n<p>Jo, p\u00ebrkundrazi, sa m\u00eb i madh t\u00eb jet\u00eb numri i deputet\u00ebve q\u00eb do t\u00eb votojn\u00eb p\u00ebr t\u00eb nj\u00ebjtin em\u00ebr presidencial, aq m\u00eb shum\u00eb i afrohemi interpretimit ideal t\u00eb frym\u00ebs s\u00eb Kushtetut\u00ebs, q\u00eb e p\u00ebrkufizon kreun e shtetit si simbol t\u00eb unitetit nacional. Pik\u00ebrisht k\u00ebt\u00eb p\u00ebrcaktim kushtetues kan\u00eb n\u00ebnvizuar diplomat\u00ebt: presidenti duhet t\u00eb jet\u00eb mish\u00ebrim i unitetit nacional (n\u00eb nenin 86, pika 1, thuhet, se \u201cPresidenti i Republik\u00ebs \u00ebsht\u00eb kryetar i shtetit dhe p\u00ebrfaq\u00ebson unitetin e popullit\u201d). Dhe nuk jan\u00eb t\u00eb huajt q\u00eb po i k\u00ebrkojn\u00eb t\u00eb shkel\u00eb Kushtetut\u00ebn, por \u00ebsht\u00eb vet\u00eb ai q\u00eb po synon ta shkel\u00eb me zotimin q\u00eb ka marr\u00eb p\u00ebr t\u00eb zgjedhur president nj\u00eb nga eksponent\u00ebt e partis\u00eb n\u00eb pushtet, gj\u00eb q\u00eb do t\u00eb na jap\u00eb, jo nj\u00eb njeri q\u00eb p\u00ebrfaq\u00ebson unitetin e popullit, por nj\u00eb njeri q\u00eb p\u00ebrfaq\u00ebson unitetin e PD-s\u00eb.<\/p>\n<p>Mos vall\u00eb Berisha \u00ebsht\u00eb budall\u00e1 q\u00eb b\u00ebn k\u00ebto interpretime? Jo, Berisha thjesht b\u00ebn rolin e budall\u00ebs. Sa her\u00eb ia do puna, ai e b\u00ebn k\u00ebt\u00eb rol. Dhe n\u00eb k\u00ebt\u00eb rast, puna ia do sa s\u2019ka ku t\u00eb shkoj\u00eb m\u00eb shum\u00eb. I duhet Presidenti k\u00ebt\u00eb her\u00eb. I duhet, pasi duke pasur presidentin, mund t\u00eb zgjedh\u00eb m\u00eb pas nj\u00eb kryeprokuror, e k\u00ebshtu t\u00eb mbroj\u00eb veten e t\u00eb vet\u00ebt nga hetimi mbi zullumet e krimet e kryera. Prandaj nuk ka gjasa q\u00eb Berisha t\u00eb heq\u00eb dor\u00eb nga ky plan. Edhe sikur presioni t\u00eb rritet shum\u00eb m\u00eb tep\u00ebr se sa kaq, edhe sikur t\u2019i thon\u00eb se \u201cShqip\u00ebria b\u00ebhet menj\u00ebher\u00eb an\u00ebtare e BE-s\u00eb, n\u00ebse PD-PS arrijn\u00eb t\u00eb zgjedhin nj\u00eb president mbi pal\u00ebt\u201d, ai do t\u2019i mbahet logjik\u00ebs e nevoj\u00ebs s\u00eb vet. Dhe jo vet\u00ebm ai; edhe t\u00eb vet\u00ebt, t\u00eb cil\u00ebt din\u00eb ta recitojn\u00eb script-in e p\u00ebrgatitur.<\/p>\n<p>Ja, dje ish radha e Fatos Bej\u00ebs, ish radha e atij, emri i t\u00eb cilit \u00ebsht\u00eb n\u00eb list\u00ebn e Lal Kros\u00ebve presidencial\u00eb. Kish dh\u00ebn\u00eb nj\u00eb intervist\u00eb n\u00eb t\u00eb p\u00ebrditshmen \u201cPanorama\u201d, dhe e gjith\u00eb kjo intervist\u00eb fokusohej n\u00eb k\u00ebt\u00eb tem\u00eb. E \u00e7far\u00eb thosh Beja? Thosh se \u2013 po sjell disa pohime t\u00eb tijat ashtu si i ka shkruar \u2013 1. zgjedhja e Presidentit t\u00eb Shqip\u00ebris\u00eb do t\u00eb b\u00ebhet t\u00ebr\u00ebsisht n\u00eb p\u00ebrputhje me Kushtetut\u00ebn e Shqip\u00ebris\u00eb (ky \u00ebsht\u00eb q\u00ebndrimi i palogjiksh\u00ebm i Berish\u00ebs, q\u00eb Beja e p\u00ebrs\u00ebrit si papagall), se 2. nuk ka mosp\u00ebrputhje t\u00eb deklarat\u00ebs s\u00eb Kryeministrit me deklaratat e p\u00ebrfaq\u00ebsuesve t\u00eb ndrysh\u00ebm nd\u00ebrkomb\u00ebtar\u00eb, t\u00eb cil\u00ebt, p\u00ebr hir t\u00eb s\u00eb v\u00ebrtet\u00ebs, gjithnj\u00eb i jan\u00eb referuar Kushtetut\u00ebs s\u00eb Shqip\u00ebris\u00eb; dhe nuk mund t\u00eb jet\u00eb ndryshe (n\u00eb k\u00ebt\u00eb pik\u00eb po b\u00ebn edhe Beja si budalla), se 3. k\u00ebrkesat p\u00ebr t\u2019ua n\u00ebnshtruar zgjedhjen e Presidentit tryezave partiake jasht\u00eb Parlamentit e duke v\u00ebn\u00eb kushte jasht\u00ebkushtetuese, nuk e garanton ndarjen e pushteteve (p\u00ebr \u00e7far\u00eb k\u00ebrkesash apo kushtesh b\u00ebhet fjal\u00eb?), se 4. kriteret e kandidatit p\u00ebr President dhe procedurat e zgjedhjes s\u00eb Presidentit jan\u00eb t\u00eb p\u00ebrcaktuara rigorozisht n\u00eb Kushtetut\u00eb, dhe as mazhoranca, as opozita nuk mund t\u2019i ndryshoj\u00eb ato (kush ka tentuar t\u2019i ndryshoj\u00eb k\u00ebto kritere?), se 5. PD-ja ka detyrimin t\u00eb mb\u00ebshtes\u00eb nj\u00eb kandidatur\u00eb, q\u00eb do t\u2019u p\u00ebrgjigjet aspiratave t\u00eb shqiptar\u00ebve q\u00eb votuan p\u00ebr t\u00eb n\u00eb 2009 e n\u00eb 2011 (Ou? Aspiratat e shqiptar\u00ebve q\u00eb kan\u00eb votuar PD-n\u00eb? E \u00e7\u2019lidhje kan\u00eb k\u00ebto aspirata elektorale me zgjedhjen e Presidentit? Merret vesh e n\u00eb k\u00ebt\u00eb rast Beja nuk b\u00ebn si budalla; ai na tregon se \u00ebsht\u00eb budalla).<\/p>\n<p>T\u00eb tilla arsyetime do na d\u00ebgjojn\u00eb vesh\u00ebt deri n\u00eb korrik, kur n\u00eb Presidenc\u00eb do t\u00eb hyj\u00eb si kreu i ri i shtetit nj\u00eb nga kodosh\u00ebt e k\u00ebsaj kohe. Mund t\u00eb jet\u00eb dhe Beja.
