P\u00ebrmes koncesioneve t\u00eb vazhdueshme Qeveria e Kosov\u00ebs po ia mban gjall\u00eb shpresat Serbis\u00eb q\u00eb mund t\u00eb forcohet brenda Kosov\u00ebs pa e rrezikuar udh\u00ebtimin drejt BE-s\u00eb.<\/p>\n<p>N\u00eb an\u00ebn tjet\u00ebr, Gjermania po e ndihmon Kosov\u00ebn karshi Serbis\u00eb dhe situat\u00ebs n\u00eb veri t\u00eb vendit ton\u00eb m\u00eb shum\u00eb sesa q\u00eb k\u00ebt\u00eb gj\u00eb po e b\u00ebn vet\u00eb Qeveria e Kosov\u00ebs. Sa p\u00ebr Qeverin\u00eb e Kosov\u00ebs, Serbia tashm\u00eb do ta kishte t\u00eb fituar statusin e vendit kandidat p\u00ebr n\u00eb BE, nd\u00ebrsa kufijt\u00eb verior\u00eb t\u00eb Kosov\u00ebs s\u2019do t\u00eb ishin aty as formalisht. Megjithat\u00eb, shtetet e tjera nuk mund t\u00eb mbajn\u00eb tep\u00ebr gjat\u00eb q\u00ebndrim m\u00eb t\u00eb avansuar p\u00ebr Kosov\u00ebn sesa q\u00eb Kosova mban p\u00ebr veten e saj. Nga shtetet kryesore t\u00eb BE-s\u00eb, Gjermania tashm\u00eb ka nisur t\u00eb ndjehet e vetmuar.<\/p>\n<p>Kompromisin e radh\u00ebs ndaj Serbis\u00eb e paralajm\u00ebroi kryeministri i Kosov\u00ebs personalisht. Do t\u00eb na nd\u00ebrrohet emri sepse do t\u00eb largohet fjala \u2018Republik\u00eb\u2019 nga em\u00ebrtimi i shtetit, kurse shtet\u00ebsia e Kosov\u00ebs do t\u00eb shfaqet e kontestuar n\u00eb fusnot\u00eb. Ky kompromis nuk e b\u00ebn vet\u00ebm p\u00ebrmbledhjen e koncesioneve t\u00eb tet\u00eb raundeve t\u00eb z\u00ebvend\u00ebskryeministres Edita Tahiri p\u00ebrgjat\u00eb vitit 2011 n\u00eb dialogun e Brukselit me Serbin\u00eb. Ky kompromis i tejkalon t\u00eb gjitha ato duke hapur rrug\u00eb p\u00ebr koncesione t\u00eb reja drejt kompromiseve t\u00eb tjera. B\u00ebhet fjal\u00eb p\u00ebr l\u00ebshime pe q\u00eb nuk e nd\u00ebrpresin zinxhirin e l\u00ebshimeve pe. P\u00ebrkundrazi: k\u00ebto koncesione thelb\u00ebsore shnd\u00ebrrohen n\u00eb garanci t\u00eb dominimit t\u00eb koncesionit si koncept (q\u00eb mandej rregullisht mish\u00ebrohet konkretisht).<\/p>\n<p>Ankesat e ndryshme q\u00eb vet\u00ebm Serbia po p\u00ebrfiton kurse Kosova asgj\u00eb, vijn\u00eb nga nj\u00eb keqkuptim elementar. S\u00eb pari, nuk mund t\u00eb ket\u00eb p\u00ebrfitime p\u00ebr Kosov\u00ebn p\u00ebrderisa bisedimet me Serbin\u00eb zhvillohen pa kushte p\u00ebr Serbin\u00eb dhe p\u00ebr \u00e7\u00ebshtje t\u00eb brendshme t\u00eb Kosov\u00ebs. S\u00eb dyti, koniunktura udh\u00ebheq\u00ebse n\u00eb pushtet n\u00eb Kosov\u00eb nuk ka hyr\u00eb n\u00eb k\u00ebto bisedime sepse ka hall Kosov\u00ebn, por p\u00ebr shkak se ka hall veten e saj. Fundja, kjo koniunktur\u00eb \u00ebsht\u00eb ngjitur lart (n\u00eb pushtet) duke e futur Kosov\u00ebn (si shtet) n\u00eb pazar dhe pastaj duke e zbritur aty pazarin. \u00cbsht\u00eb ky model dekadent q\u00eb \u00ebsht\u00eb instaluar n\u00eb Kosov\u00ebn e pasluft\u00ebs dhe i cili e imponon konkurrenc\u00ebn negative politike e partiake: kush p\u00ebrkulet m\u00eb shum\u00eb, ngjitet m\u00eb lart; kush e zbret Kosov\u00ebn, arrin ta lart\u00ebsoj\u00eb veten.<\/p>\n<p>Me fusnot\u00eb n\u00eb emrin e shtetit ton\u00eb dhe pa fjal\u00ebn Republik\u00eb n\u00eb t\u00eb, p\u00ebrfundimisht po legjitimohet mosnjohja e pavar\u00ebsis\u00eb s\u00eb Kosov\u00ebs nga mosnjoh\u00ebsit e saj. Teorikisht mund t\u00eb imagjinohet se kushdo do t\u00eb mund ta b\u00ebnte k\u00ebt\u00eb gj\u00eb. Por, vet\u00ebm p\u00ebr nj\u00ebr\u00ebn instanc\u00eb t\u00eb mundshme \u00ebsht\u00eb e paparamendueshme q\u00eb t\u00eb b\u00ebnte k\u00ebso legjitimimi. \u00cbsht\u00eb kjo Qeveria e Kosov\u00ebs, qeveria e shtetit q\u00eb po e p\u00ebson k\u00ebt\u00eb degjenerim. Pik\u00ebrisht ajo (na) e b\u00ebri k\u00ebt\u00eb shkallnim. Mbase, realiteti \u00ebsht\u00eb gj\u00ebja m\u00eb fantastike, ashtu si\u00e7 thoshte Jorge Luis Borgesi.<\/p>\n<p>Kryeministri i Kosov\u00ebs hoqi dor\u00eb nga Republika. Statusi i Kosov\u00ebs po b\u00ebhet s\u00ebrish i pap\u00ebrcaktuar. Dialogu i Brukselit n\u00eb vitin 2011 po na kthen te negociatat e Vjen\u00ebs t\u00eb vitit 2006. Fusnota s\u2019ka t\u00eb b\u00ebj\u00eb me emrin ose em\u00ebrtimin por me cil\u00ebsin\u00eb e rregullimit juridiko-kushtetues t\u00eb Kosov\u00ebs. Qeveria e Serbis\u00eb po propozon plane shum\u00ebpik\u00ebshe p\u00ebr Kosov\u00ebn. Ajo thot\u00eb se i ka p\u00ebrgatitur pes\u00eb alternativa p\u00ebr emrin e Kosov\u00ebs. S\u2019ka mundur t\u00eb jet\u00eb ndryshe p\u00ebrderisa Serbia u legjitimua edhe nj\u00ebher\u00eb si hisedare n\u00eb Kosov\u00eb, si faktor q\u00eb na paska t\u00eb drejt\u00eb t\u00eb pyetet p\u00ebr Kosov\u00ebn. Vet\u00eb pranimi i dialogut me Serbin\u00eb edhe e ka mund\u00ebsuar, edhe e ka kusht\u00ebzuar k\u00ebt\u00eb gj\u00eb.<\/p>\n<p>Tash, prej Kosov\u00ebs k\u00ebrkohet q\u00eb t\u2019i propozoj\u00eb edhe ajo solucionet e saj p\u00ebr veten e saj! K\u00ebto propozime do t\u00eb ndodhen karshi propozimeve t\u00eb Serbis\u00eb dhe n\u00eb t\u00eb nj\u00ebjtin kontekst me to. N\u00eb m\u00ebnyr\u00eb q\u00eb mandej t\u00eb gjenden mese t\u00eb arta t\u00eb pozicioneve t\u00eb pal\u00ebve p\u00ebr nj\u00ebr\u00ebn prej pal\u00ebve (q\u00eb jemi ne). Gjith\u00e7ka duket se i p\u00ebrngjan asaj situat\u00ebs tragjikomike ku nj\u00eb person, teksa i afrohet tjetrit, i thot\u00eb: \u201cUn\u00eb dua t\u00eb ta thyej k\u00ebmb\u00ebn ty. Cila \u00ebsht\u00eb alternativa jote?\u201d.
