N\u00eb vend t\u00eb diskutimeve brenda institucioneve, kryeministri preferon ujdit\u00eb n\u00ebp\u00ebr restorante<\/p>\n<p>Gatishm\u00ebria e Qeveris\u00eb s\u00eb Kosov\u00ebs q\u00eb t\u00eb bisedoj\u00eb me Serbin\u00eb p\u00ebr territorin e vendit dhe funksionimin e shtetit po na e zvog\u00eblon territorin e po na e v\u00ebshtir\u00ebson funksionimin. Zmbrapsja e Qeveris\u00eb s\u00eb Kosov\u00ebs nga veriu i vendit dhe lejimi i hyrjes s\u00eb mallrave t\u00eb Serbis\u00eb e ka hedhur Kosov\u00ebn n\u00eb defensiv\u00eb t\u00eb thell\u00eb ku r\u00ebnies nuk po i shihet fundi.<\/p>\n<p>Dy dit\u00eb pas shpalljes s\u00eb pavar\u00ebsis\u00eb u pat\u00ebn djegur pikat kufitare 1 dhe 31 n\u00eb veri t\u00eb Kosov\u00ebs. Dy dit\u00eb para kat\u00ebrvjetorit t\u00eb shpalljes s\u00eb pavar\u00ebsis\u00eb po mbahet referendum kund\u00ebr Kosov\u00ebs n\u00eb veri t\u00eb vendit. N\u00eb fund t\u00eb janarit 2012, i dyshuari p\u00ebr vrasjen e policit Enver Zymberi, Ratomir Bozhoviq, u lirua.<\/p>\n<p>N\u00eb fillim t\u00eb shkurtit 2012, kryekrimineli, Zvonko Veselinoviq, po ashtu u lirua. Ky \u00ebsht\u00eb konteksti n\u00eb t\u00eb cilin po p\u00ebrgatiten bisedimet p\u00ebr veriun e Kosov\u00ebs. N\u00eb Kosov\u00eb po b\u00ebhet edhe m\u00eb keq se kaq: edhe po e fusin veriun n\u00eb pazar me Serbin\u00eb, edhe po e zhb\u00ebjn\u00eb republik\u00ebn n\u00eb fusnot\u00eb.<\/p>\n<p>Prandaj k\u00ebtu s\u2019kemi t\u00eb b\u00ebjm\u00eb me pazar sepse Kosova nuk po fiton njohje p\u00ebr territor \u2013 Kosova po shp\u00ebrfytyrohet si shtet teksa po rrudhet si territor. Kosova nuk po jep sepse po merr. Kosova po jep p\u00ebr shkak se po jep. Qeveria e Kosov\u00ebs po e jep (Republik\u00ebn) dhe po e jep (edhe veriun).<\/p>\n<p>P\u00ebr ngjashm\u00ebrin\u00eb me Bosnjen \u00ebsht\u00eb duke u kujdesur Serbia dhe Qeveria e pakujdesshme e Kosov\u00ebs. Dikur, Milosheviqi u thoshte nd\u00ebrkomb\u00ebtar\u00ebve q\u00eb, n\u00eb nj\u00ebr\u00ebn an\u00eb, s\u2019po i kontrollon dot Karaxhiqin e Mladiqin, kurse, n\u00eb an\u00ebn tjet\u00ebr, se n\u00ebse ata e braktisin, at\u00ebher\u00eb pas dere po pret Shesheli.<\/p>\n<p>Sot, Tadiqi u thot\u00eb nd\u00ebrkomb\u00ebtar\u00ebve q\u00eb bandat kriminale n\u00eb veri t\u00eb Kosov\u00ebs s\u2019i kontrollon as vet\u00eb ai, nd\u00ebrkaq, n\u00ebse nd\u00ebrkomb\u00ebtar\u00ebt nuk e mb\u00ebshtesin at\u00eb, pas dere po pret Nikoliqi. Mbase nuk \u00ebsht\u00eb e rast\u00ebsishme q\u00eb strukturat ilegale dhe armiq\u00ebsore t\u00eb Serbis\u00eb n\u00eb veri i formoi Milosheviqi, i vazhdoi Koshtunica dhe tash po i mir\u00ebmban Tadiqi.<\/p>\n<p>Qeveria e Kosov\u00ebs po i mbyll syt\u00eb karshi t\u00eb p\u00ebrbashk\u00ebt\u00ebs midis Milosheviqit dhe Tadiqit nd\u00ebrkoh\u00eb q\u00eb orvatet t\u2019i shoh\u00eb dallimet nd\u00ebrmjet tyre me syt\u00eb e Brukselit.<\/p>\n<p>Kosova gjithmon\u00eb ka pasur nevoj\u00eb q\u00eb t\u00eb zgjidhet \u00e7\u00ebshtja e veriut t\u00eb saj. Dhe, kjo nuk ka ndodhur p\u00ebr gati 13 vite me radh\u00eb. Qeverive t\u00eb pasluft\u00ebs nj\u00ebher\u00eb iu ka munguar vullneti ose dija, e m\u00eb pastaj s\u2019kan\u00eb pasur as interes p\u00ebr bashkimin e Mitrovic\u00ebs.<\/p>\n<p>Krer\u00ebt politik\u00eb jan\u00eb pasuruar tep\u00ebr shum\u00eb n\u00eb k\u00ebt\u00eb situat\u00eb q\u00eb t\u2019i rrezikojn\u00eb sadopak pozitat e tyre. Me dialogun n\u00eb Bruksel duket q\u00eb tash synohet t\u00eb b\u00ebhet nj\u00ebfar\u00eb zgjidhje, mir\u00ebpo jo pse k\u00ebt\u00eb gj\u00eb e ka nevoj\u00eb Kosova, por Serbia. Prandaj kjo zgjidhje do t\u00eb jet\u00eb zgjidhje e keqe \u2013 ajo do ta nd\u00ebrlikoj\u00eb problemin.<\/p>\n<p>N\u00eb k\u00ebt\u00eb kontekst, idet\u00eb p\u00ebr shk\u00ebmbimin e territoreve nuk jan\u00eb alternativ\u00eb e k\u00ebtij dialogu. Me ose pa dashje, k\u00ebto ide vet\u00ebm sa e arsyetojn\u00eb mosveprimin e Qeveris\u00eb n\u00eb veriun e Kosov\u00ebs. Ato paraqesin heqje dor\u00eb nga veriu nd\u00ebrkoh\u00eb q\u00eb Lugin\u00ebn e Preshev\u00ebs nj\u00ebsoj nuk e marrim. Teza e shk\u00ebmbimit territorial p\u00ebrfundon e asimiluar n\u00eb dialogun aktual.<\/p>\n<p>Me dialogun e Brukselit q\u00eb \u00ebsht\u00eb her\u00eb i drejtp\u00ebrdrejt\u00eb e her\u00eb merr form\u00ebn e diplomacis\u00eb fluturuese, Kosova po mbetet pa veriun e pa Republik\u00ebn, e mb\u00ebrthyer n\u00eb fusnot\u00eb para t\u00eb tjer\u00ebve dhe si nj\u00eb shtet kopje para vetes. Por, jo vet\u00ebm kaq. Edhe Serbis\u00eb po i rriten shum\u00eb gjasat q\u00eb ta fitoj\u00eb statusin e vendit kandidat n\u00eb BE. K\u00ebshtu, nj\u00ebra humbje mund\u00ebson tjetr\u00ebn humbje, nj\u00ebri gabim sforcon gabimin tjet\u00ebr, nj\u00ebri d\u00ebshtim kusht\u00ebzon d\u00ebshtimin tjet\u00ebr.<\/p>\n<p>Qeveritar\u00ebt kosovar\u00eb nuk po i respektojn\u00eb as institucionet q\u00eb i kryesojn\u00eb. N\u00eb vend t\u00eb diskutimeve brenda institucioneve, kryeministri preferon ujdit\u00eb n\u00ebp\u00ebr restorante. Gjithsesi kemi t\u00eb b\u00ebjm\u00eb me munges\u00eb elementare t\u00eb vet\u00ebdijes shtetformuese.<\/p>\n<p>\u201cRreth restorantit t\u00eb p\u00ebrbashkuar\u201d, ky pra \u00ebsht\u00eb himni i k\u00ebsaj koniukture qeveris\u00ebse. N\u00eb restorant ata duan ta han\u00eb bashk\u00ebrisht servimin e veriut t\u00eb Kosov\u00ebs Serbis\u00eb. I vetmi hall q\u00eb ka kryeministri aktual nuk \u00ebsht\u00eb preokupimi se \u00e7ka po shitet (nga Kosova), por si do t\u00eb shitet shitja (te populli i Kosov\u00ebs).<\/p>\n<p>Ai aspiron legjitimitet nd\u00ebrkomb\u00ebtar dhe legjitimitet vend\u00ebs p\u00ebr shitjen e vendit q\u00eb kurrsesi s\u2019mund t\u00eb jet\u00eb legjitime.<\/p>\n<p>E, megjithat\u00eb, \u00ebsht\u00eb L\u00ebvizja \u201cVet\u00ebvendosje\u201d ajo q\u00eb akuzohej se nuk \u00ebsht\u00eb institucionaliste gjersa praktikon protestat e demonstratat n\u00eb rrug\u00eb. Mir\u00ebpo, pik\u00ebrisht \u201cVet\u00ebvendosje\u201d \u00ebsht\u00eb l\u00ebvizje e institucioneve e p\u00ebr institucionet.<\/p>\n<p>Protesta e demonstrata jan\u00eb institucion duke qen\u00eb norm\u00eb demokratike dhe liri e normuar. Restoranti s\u2019\u00ebsht\u00eb institucion, restoranti \u00ebsht\u00eb e kund\u00ebrta e institucionit. Aty qeveritar\u00ebt kosovar\u00eb duan ta shp\u00ebrndajn\u00eb fajin. Qeveritar\u00ebt kosovar\u00eb q\u00eb merren vesh p\u00ebr JO-t\u00eb e buta para PO-s\u00eb p\u00ebrfundimtare.<\/p>\n<p>Qeveritar\u00ebt kosovar\u00eb t\u00eb cil\u00ebt mendojn\u00eb lokalisht dhe nuk veprojn\u00eb komb\u00ebtarisht. K\u00ebta qeveritar\u00eb e kan\u00eb vet\u00ebm nj\u00eb karot\u00eb p\u00ebr popullin e Kosov\u00ebs: liberalizimin e vizave, m\u00eb sakt\u00ebsisht, premtimin (vend\u00ebs) p\u00ebr premtimin (nd\u00ebrkomb\u00ebtar) p\u00ebr liberalizimin e vizave.<\/p>\n<p>N\u00eb qershor b\u00ebhen dy vjet prej se zyrtar\u00ebt e BE-s\u00eb na e kan\u00eb premtuar udh\u00ebrr\u00ebfyesin p\u00ebr liberalizimin e vizave. Ky liberalizim funksionon si premtim p\u00ebr exit strategy p\u00ebr njer\u00ebzit si individ\u00eb dhe jo p\u00ebr Kosov\u00ebn si shtet.
