Pjesa tjet\u00ebr, ajo q\u00eb ka t\u00eb b\u00ebj\u00eb me miratimin e ligjeve me shumic\u00eb t\u00eb cil\u00ebsuar, por edhe m\u00eb reformat n\u00eb drejt\u00ebsi, parlament dhe sistemin zgjedhor, mbetet ende \u201cn\u00eb p\u00ebrmbushje e sip\u00ebr\u201d. Nj\u00eb fraz\u00eb elegante, p\u00ebr t\u00eb mbuluar nj\u00eb vones\u00eb tashm\u00eb endemike dhe t\u00eb pajustifikueshme.<\/p>\n<p>Mbledhjet e komisionit t\u00eb integrimit n\u00eb Kuvend, ku pozita dhe opozita p\u00ebrballen konkretisht p\u00ebr procesin, jan\u00eb kthyer, ashtu si debatet televizive apo seancat parlamentare, n\u00eb arena sherri, ku kan\u00eb fluturuar sharje dhe fyerje nga t\u00eb gjitha an\u00ebt. Ajo tryez\u00eb \u00ebsht\u00eb formati real i vullnetit politik t\u00eb pal\u00ebve, m\u00eb s\u00eb pari qeveris\u00eb, p\u00ebr t\u00eb \u00e7uar deri n\u00eb fund nj\u00eb proces jetik p\u00ebr shqiptar\u00ebt. Prej k\u00ebtij forumi, hipokrizia e mbarsur me fjalorin e zakonsh\u00ebm t\u00eb integrimit, shtrihet n\u00eb tryezat e tjera t\u00eb vendimmarrjes, aty ku gjith\u00e7ka funksionon sipas proverbit \u201csa m\u00eb lart t\u00eb ngjitesh, aq m\u00eb t\u00eb holla b\u00ebhen deg\u00ebt\u201d.<\/p>\n<p>Treni yn\u00eb drejt Europ\u00ebs ka ecur tradicionalisht ngadal\u00eb. Pasi u vonuam tre vjet n\u00eb negociatat p\u00ebr Marr\u00ebveshjen e Stabilizim-Asociimit, pasi u b\u00ebm\u00eb gazi i Brukselit, duke u rr\u00ebzuar dy her\u00eb rresht n\u00eb aplikimin p\u00ebr statusin e vendit kandidat, tani po humbim edhe nj\u00eb her\u00eb koh\u00eb t\u00eb \u00e7muar, nd\u00ebr nj\u00eb shtet si Serbia, q\u00eb vuri n\u00ebn zjarr e flak\u00eb Ballkanin, paraqitet shum\u00eb m\u00eb mir\u00eb se ne, n\u00eb provimin europian. Integrimi europian i k\u00ebtij vendi \u00ebsht\u00eb kthyer tashm\u00eb n\u00eb nj\u00eb estrad\u00eb t\u00eb dhimbshme, n\u00eb nj\u00eb tallje t\u00eb p\u00ebrs\u00ebritur, e cila sa m\u00eb shum\u00eb mbarset me t\u00eb pav\u00ebrteta e propagand\u00eb, aq m\u00eb me z\u00eb t\u00eb lart\u00eb kumtohet.<\/p>\n<p>Aktualisht procesi i integrimit ndodhet n\u00ebn efektin negativ t\u00eb nj\u00eb paqeje t\u00eb armatosur mes PD e PS. E th\u00ebn\u00eb ndryshe, t\u00eb nj\u00eb situate paradoksale, as luft\u00eb, as paqe, e cila \u00ebsht\u00eb ndoshta m\u00eb e rrezikshme sesa kolapsi real dhe i deklaruar i vet\u00eb procesit. Sepse aktualisht politika po b\u00ebn gjoja sikur po merret vesh, duke mos hedhur asnj\u00eb hap p\u00ebrpara. Ka pasur shum\u00eb m\u00eb pak mashtrim dhe hile klima e ndezur e grev\u00ebs s\u00eb uris\u00eb dhe e restorant \u2018Krokodilit\u2019, sesa kjo gjoja-paqe, e cila mund t\u00eb kthehet n\u00eb betej\u00eb nga nj\u00ebri moment n\u00eb tjetrin. Opozita ka hequr formalisht veton nga miratimi i ligjeve me shumic\u00eb t\u00eb cil\u00ebsuar, ajo \u00ebsht\u00eb kthyer n\u00eb Kuvend dhe po merr pjes\u00eb n\u00eb negociata, konform marr\u00ebveshjes s\u00eb n\u00ebntorit. Pse nuk avancojm\u00eb at\u00ebher\u00eb?!<\/p>\n<p>Deklarimet e pardjeshme t\u00eb Saninos, i cili na kujton edhe nj\u00eb her\u00eb, si n\u00eb klas\u00eb t\u00eb par\u00eb, se \u201cintegrimi nuk \u00ebsht\u00eb monopol i nj\u00eb pale, por u p\u00ebrket t\u00eb gjitha forcave politike dhe gjith\u00eb vendit\u201d, jan\u00eb apeli i radh\u00ebs p\u00ebr nj\u00eb rit\u00ebm ndryshe dhe mbi t\u00eb gjitha, p\u00ebr m\u00eb shum\u00eb sinqeritet dhe m\u00eb pak shtirje. N\u00ebse do ta humbim edhe mund\u00ebsin\u00eb e tret\u00eb q\u00eb na ofrohet, p\u00ebr t\u00eb marr\u00eb statusin e kandidatit p\u00ebr n\u00eb BE, do t\u00eb kemi vendosur jo vet\u00ebm nj\u00eb tjet\u00ebr rekord paaft\u00ebsie n\u00eb Bruksel, por do t\u00eb komprometojm\u00eb seriozisht edhe pjes\u00ebn e mbetur t\u00eb procesit. At\u00eb q\u00eb ka si stacion final hyrjen n\u00eb Bashkimin Europian si vend an\u00ebtar, me t\u00eb drejta t\u00eb plota.<\/p>\n<p>Rreth tre muaj pas marr\u00ebveshjes s\u00eb 14 n\u00ebntorit mes dy partive t\u00eb m\u00ebdha, integrimi europian, ose m\u00eb mir\u00eb rruga drejt tij, i ka nxjerr\u00eb n\u00eb pah t\u00eb gjitha pengesat dhe nyjat e pazgjidhura. I zhvilluar mbi nj\u00eb terren t\u00eb mbushur me gropa thith\u00ebse, ky proces ka nevoj\u00eb mbi t\u00eb gjitha p\u00ebr vullnet politik. E ky i fundit, si\u00e7 dihet, \u00ebsht\u00eb nj\u00eb element i paq\u00ebndruesh\u00ebm kimik, pasi influencohet pafund\u00ebsisht nga interesa konkrete, l\u00ebvizje taktike, bllokime e kund\u00ebrbllokime t\u00eb nj\u00ebr\u00ebs apo tjetr\u00ebs pal\u00eb. Nuk ec\u00ebn reforma parlamentare, sepse nuk ka marr\u00ebveshje p\u00ebr hapat konkret\u00eb t\u00eb saj dhe sepse dy partit\u00eb k\u00ebrkojn\u00eb t\u00eb sfidojn\u00eb nj\u00ebra-tjetr\u00ebn. Nuk avancon reforma elektorale, pasi t\u00eb gjith\u00eb duan t\u00eb fusin duart tek sistemi, n\u00eb funksion t\u00eb zgjedhjeve t\u00eb nes\u00ebrme. Kush e p\u00ebson? Procesi i integrimit, natyrisht.<\/p>\n<p>Probleme t\u00eb tilla, q\u00eb shfaqen or\u00eb e \u00e7ast rrug\u00ebs, por q\u00eb n\u00eb vetvete s\u2019kan\u00eb t\u00eb b\u00ebjn\u00eb direkt me afrimin e vendit drejt BE-s\u00eb, jan\u00eb \u00e7mimi q\u00eb procesi i integrimit i paguan realitetit dhe gjendjes konkrete q\u00eb kalon Shqip\u00ebria.<\/p>\n<p>N\u00eb zhvillim t\u00eb k\u00ebsaj ideje, mund t\u00eb thuhet gjithashtu se edhe axhenda politike q\u00eb duhet t\u00eb konsumojm\u00eb deri n\u00eb zgjedhjet e vitit t\u00eb ardhsh\u00ebm, p\u00ebrb\u00ebn nj\u00eb fush\u00eb t\u00eb minuar r\u00ebnd\u00eb p\u00ebr negociatat p\u00ebr integrimin. Zgjedhja e Presidentit, kontrolli mbi Kuvendin, skema me t\u00eb cil\u00ebn do t\u00eb votohet n\u00eb 2013, em\u00ebrimet n\u00eb drejt\u00ebsi dhe z\u00ebvend\u00ebsimi gradual i krer\u00ebve t\u00eb institucioneve t\u00eb tjera t\u00eb pavarura, jan\u00eb pengesa t\u00eb cilat potencialisht mund ta fusin n\u00eb rrug\u00eb pa krye procesin e integrimit.
