Drejtori i arsimit n\u00eb qytet urdh\u00ebron drejtorin apo drejtor\u00ebt e shkollave, q\u00eb n\u00eb or\u00ebn e caktuar shkolla t\u00eb mbyllet dhe nx\u00ebn\u00ebsit bashk\u00eb me mesuesit t\u00eb dalin n\u00eb miting. Ose, m\u00ebsuesit t\u00eb grumbullohen n\u00eb qend\u00ebr t\u00eb qytetit ku presin autobuz\u00ebt p\u00ebr ti nisur drejt Tiran\u00ebs, ku s\u00ebrish ka nj\u00eb miting(mund t\u00eb jet\u00eb p\u00ebrmbyll\u00ebsi i fushat\u00ebs ky dhe duhen sa m\u00eb shum\u00eb njer\u00ebz). Kjo \u00ebsht\u00eb ty\u00ebr\u00ebsisht e paimagjinueshme, \u00ebsht\u00eb t\u00ebr\u00ebsisht skandaloze dhe e d\u00ebnueshme me ligj n\u00eb \u00e7do vend demokratik.<\/p>\n<p>Por jo vet\u00ebm kaq. Me rrotacionin e forcave politike, sektori i arsimit p\u00ebson nj\u00eb transfuzion me p\u00ebrmasa traumatike p\u00ebr sistemin. N\u00eb krye t\u00eb arsimit n\u00eb rrethe vendosen njer\u00ebzit q\u00eb b\u00ebjn\u00eb pjes\u00eb n\u00eb skalionin e par\u00eb t\u00eb militant\u00ebve partiak\u00eb dhe detyra e par\u00eb e tyre \u00ebsht\u00eb t\u00eb sistemojn\u00eb n\u00eb pun\u00eb m\u00ebsuesit q\u00eb kan\u00eb kontribuar n\u00eb fushatat elektorale. Esht\u00eb e pakonceptueshme, q\u00eb me nd\u00ebrrimin e pushteteve nd\u00ebrrohen t\u00eb gjith\u00eb drejtor\u00ebt e arsimit n\u00eb qytete, drejtor\u00ebt e shkollave dhe t\u00eb kopshteve, e madje deri edhe roja i port\u00ebs s\u00eb jashtme.<\/p>\n<p>Politik\u00ebn e kuadrit nuk e b\u00ebjn\u00eb m\u00eb zyrat e burimeve njer\u00ebzore, por dega e partis\u00eb n\u00eb rreth, e cila harton dy pal\u00eb lista; e para me m\u00ebsuesit q\u00eb duhet t\u00eb shkarkohen, q\u00eb i p\u00ebrkasin tashm\u00eb opozit\u00ebs dhe e dyta, me m\u00ebsuesit q\u00eb duhet t\u00eb em\u00ebrohen, q\u00eb i p\u00ebrkasin mazhoranc\u00ebs. Diploma dhe d\u00ebshmit\u00eb kualifikuese, n\u00eb shum\u00eb raste, z\u00ebvend\u00ebsohen nga rekomandimet partiake. Burime pr\u00ebn\u00eb opozit\u00ebs thon\u00eb se pas nd\u00ebrrimit t\u00eb pushtetit n\u00eb vitin 2005, 35% e m\u00ebsuesve u largusan nga puna apo u transferuan. N\u00eb Kam\u00ebz, pak dit\u00eb para zgjedhjeve vendore t\u00eb Majit 2011 u fut\u00ebn n\u00eb shkolla 65 m\u00ebsues, p\u00ebr tu shkarkuar pas disa muajsh. Nj\u00eb d\u00ebshmi kjo se sa p\u00ebrdoret politikisht arsimi.<\/p>\n<p>Ky lloj rrotacioni trondit nga themelet profesionalizmin n\u00eb arsim dhe stimulon politizimin e m\u00ebsuesve, t\u00eb cil\u00ebt, p\u00ebr ti shp\u00ebtuar shkarkimeve apo transferimeve t\u00eb tipit internim, detyrohet t\u00eb atashohen pran\u00eb partive politike duke u ndar\u00eb n\u00eb roz\u00eb dhe blu. Drejtuesit e shkollave, m\u00eb shum\u00eb se profesionalisht, zgjidhen t\u00eb jen\u00eb s\u00eb pari militant\u00eb partie. Dhe, n\u00eb k\u00ebt\u00eb drejtim jan\u00eb b\u00ebr\u00eb hapa prapa edhe se n\u00eb koh\u00ebn e regjimit komunist ku drejtori ishte nj\u00eb specialist dhe menaxher shum\u00eb i mir\u00eb, nd\u00ebrsa me \u00e7\u00ebshtjet politike merrej sekretari i partis\u00eb.<\/p>\n<p>K\u00ebshtu ka ndodhur sa her\u00eb ka nd\u00ebrruar qeveria n\u00eb Tiran\u00ebs, dhe k\u00ebshtu do vazhdoj\u00eb t\u00eb ndodh\u00eb edhe n\u00eb rrotacionin e ardh\u00ebsh\u00ebm politik, n\u00ebse nuk e kuptojm\u00eb se guri q\u00eb hedhim me rradh\u00eb mbi kok\u00ebn e kund\u00ebrshtarit, n\u00eb realitet bie mbi kok\u00ebn e f\u00ebmij\u00ebve tan\u00eb dhe t\u00eb s\u00eb ardhmes ton\u00eb.<\/p>\n<p>Ky realitet nuk ka nevoj\u00eb p\u00ebr d\u00ebshmi p\u00ebr ta besuar dhe as nevoj\u00eb p\u00ebr t\u00eb kuptuar pasojat e r\u00ebnda p\u00ebr t\u00eb ardhmen e shoq\u00ebris\u00eb. Faktori politik jo se nuk e di k\u00ebt\u00eb, jo se nuk ia di koston k\u00ebtij operacioni, por i duhet ta kontrolloj\u00eb n\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb sistemin arsimor, pasi ai prodhon vota. Prodhon vota sepse \u00ebsht\u00eb sektori me numrin m\u00eb t\u00eb madh t\u00eb t\u00eb pun\u00ebsuarve nga shteti, prodhon vota se \u00e7do m\u00ebsues ka ndikim tek prind\u00ebrit e nx\u00ebn\u00ebsve.<\/p>\n<p>\u00c7\u00ebshtja \u00ebsht\u00eb se \u00e7far\u00eb mund t\u00eb b\u00ebhet q\u00eb t\u00eb zbutet, t\u00eb zbehet e t\u00eb ndalohet ndikimi i politik\u00ebs n\u00eb arsim?<br \/>\nAlternativa Civile propozoi pak dit\u00eb m\u00eb par\u00eb nism\u00ebn p\u00ebr ndryshime nm\u00eb ligjin p\u00ebr arsimin parauniversitar dhe sanksionimin e zgjedhjes s\u00eb drejtuesve t\u00eb arsimit dhe shkollave p\u00ebrmes vot\u00ebs. Me konkretisht:<\/p>\n<p>1-Drejtori i Nj\u00ebsis\u00eb Arsimore Vendore(drejtori i arsimit t\u00eb qytetit apo rrethit), t\u00eb zgjidhet me votim nga komuniteti i m\u00ebsuesve i k\u00ebsaj nj\u00ebsie vendore. Kandidat\u00ebt duhet t\u00eb plot\u00ebsojn\u00eb kriteret e k\u00ebrkuara nga ligji dhe trajnimet e nevojshme q\u00eb k\u00ebrkon posti. Kandidaturat, nuk duhet t\u00eb jen\u00eb t\u00eb propozuara nga parti politike apo sindikata, por t\u00eb jen\u00eb individuale. Mandati i drejtorit, t\u00eb jet\u00eb jo m\u00eb shum\u00eb se kat\u00ebr vjet, me t\u00eb drejt\u00eb rizgjedhjeje vet\u00ebm nj\u00eb her\u00eb, dhe jo m\u00eb shum\u00eb se dy mandate n\u00eb gjith\u00eb karrier\u00ebn e tij.<\/p>\n<p>2-Drejtori i Institucionit Arsimor(drejtori i shkoll\u00ebs), t\u00eb zgjidhet me votim nga komuniteti i prind\u00ebrve t\u00eb k\u00ebtij institucioni. Kandidat\u00ebt duhet t\u00eb plot\u00ebsijn\u00eb kriteret e k\u00ebrkuara nga ligji dhe trainimet e nevojshme q\u00eb k\u00ebrkon posti. Kandidaturat, nuk duhet t\u00eb jen\u00eb t\u00eb propozuara nga parti politike apo sindikata, por t\u00eb jen\u00eb individuale.
