Shembulli i fundit p\u00ebr nj\u00eb \u00e7\u00ebshtje q\u00eb trajtohet shpesh me sportivitet, si\u00e7 \u00ebsht\u00eb shpenzimi i koh\u00ebs s\u00eb lir\u00eb te shqiptar\u00ebt, u trajtua si nj\u00eb lajm i tipit \u201cbot\u00eb e \u00e7uditshme\u201d brenda nj\u00eb jete t\u00eb zakonshme t\u00eb nj\u00eb vendi q\u00eb pretendon se \u00ebsht\u00eb n\u00eb zhvillim. Fatkeq\u00ebsia m\u00eb e madhe \u00ebsht\u00eb q\u00eb ne e pranojm\u00eb k\u00ebt\u00eb pjes\u00eb t\u00eb zymt\u00eb t\u00eb fatit q\u00eb na ka r\u00ebn\u00eb p\u00ebr pjes\u00eb dhe harrojm\u00eb se t\u00eb tilla lajme sh\u00ebrbejn\u00eb si \u201cushqim\u201d p\u00ebr t\u00eb nxjerr\u00eb konkluzionet t\u00eb tjer\u00ebt, ata q\u00eb paguhen p\u00ebr statistika dhe rekomandime.<\/p>\n<p>\u201cShqiptar\u00ebt jan\u00eb p\u00ebrtac\u00eb t\u00eb kultivuar nd\u00ebr shekuj me nj\u00eb \u00ebnd\u00ebrr t\u00eb madhe p\u00ebr t\u2019u pasuruar n\u00eb nj\u00eb koh\u00eb shum\u00eb t\u00eb shkurt\u00ebr pa b\u00ebr\u00eb asnj\u00eb pun\u00eb\u201d.<\/p>\n<p>Ky ishte nj\u00eb model kabllogrami i amerikan\u00ebve n\u00eb vitin 2008 dhe pas m\u00eb shum\u00eb se tre vjet\u00ebsh, duket se kjo situat\u00eb nuk ka ndryshuar aspak, madje v\u00ebrteton nj\u00eb stereotip tashm\u00eb t\u00eb ngulitur thell\u00eb n\u00eb mendjen e t\u00eb huajve p\u00ebr tiparet tona si shqiptar\u00eb.<\/p>\n<p>N\u00eb k\u00ebt\u00eb priz\u00ebm, duhen par\u00eb dy probleme t\u00eb thella dhe me t\u00eb v\u00ebrtet\u00eb t\u00eb rrezikshme. S\u00eb pari, tipizimi i nj\u00eb populli nuk mund t\u00eb b\u00ebhet vet\u00ebm duke u nisur nga disa sondazhe me marzh t\u00eb lart dyshimi, dhe s\u00eb dyti, nuk po jepen skemat konkrete t\u00eb shkaqeve pse ekziston kjo letargji dhe \u00e7far\u00eb po b\u00ebhet p\u00ebr ta zgjuar nga gjumi \u201cariun\u201d. \u00cbsht\u00eb p\u00ebr t\u00eb ardhur keq q\u00eb \u00e7do standard gjykimi mbetet n\u00eb nivele konstatuese, duke krijuar nj\u00eb imazh shpeshher\u00eb t\u00eb gabuar.<\/p>\n<p>Le t\u2019i referohemi konkretisht \u00e7far\u00eb u tha s\u00eb fundi p\u00ebr ne shqiptar\u00ebt nga nj\u00eb sondazh rutinor i Institutit t\u00eb Statistikave. Shqiptar\u00ebt, thuhet n\u00eb vler\u00ebsimin e sondazhit, preferojn\u00eb t\u00eb shpenzojn\u00eb shum\u00eb koh\u00eb duke ngr\u00ebn\u00eb, fjetur dhe par\u00eb TV dhe shum\u00eb pak koh\u00eb duke punuar. P\u00ebrve\u00e7se shqiptar\u00ebt punojn\u00eb pak, ka nj\u00eb hendek t\u00eb madh mes burrave dhe grave, sepse puna e nd\u00ebrmarr\u00eb nga k\u00ebto t\u00eb fundit \u00ebsht\u00eb e dominuar fuqish\u00ebm nga puna e papaguar, nd\u00ebrsa puna e nd\u00ebrmarr\u00eb nga burrat nga puna e paguar.<\/p>\n<p>M\u00eb absurde \u00ebsht\u00eb q\u00eb k\u00ebt\u00eb q\u00ebndrim e mb\u00ebshtesin dy institucione, ku nj\u00eb prej tyre ka edhe pesh\u00ebn kryesore t\u00eb fajit, pik\u00ebrisht Ministria e Pun\u00ebs dhe \u00c7\u00ebshtjeve Sociale, e cila indirekt \u201ckeqtrajton\u201d shqiptar\u00ebt, jo vet\u00ebm duke mos iu siguruar pun\u00eb, por edhe duke i quajtur p\u00ebrtac\u00eb, njer\u00ebz q\u00eb flen\u00eb 9 or\u00eb gjum\u00eb n\u00eb dit\u00eb dhe q\u00ebndrojn\u00eb 5 or\u00eb n\u00eb kafe. Dhe cili \u00ebsht\u00eb \u201csilazhi\u201d q\u00eb ofron Ministria?<\/p>\n<p>Statistika aspak t\u00eb besueshme, duke deklaruar me mburrje q\u00eb m\u00eb pak se 14% e shqiptar\u00ebve jan\u00eb t\u00eb papun\u00eb. Ministria, INSTAT apo \u00e7do institucion tjet\u00ebr q\u00eb ka p\u00ebrgjegj\u00ebsi t\u00eb drejtp\u00ebrdrejt\u00eb n\u00eb k\u00ebt\u00eb histori gri, mund t\u00eb marrin si shembull edhe lul\u00ebzimin e pikave t\u00eb basteve dhe sallave t\u00eb bixhozit, t\u00eb cilat mund t\u2019i gjesh n\u00eb \u00e7do cep t\u00eb vendit dhe gjithmon\u00eb jan\u00eb plot me njer\u00ebz. N\u00ebse k\u00ebto institucione i quajn\u00eb vende pune k\u00ebto raste, at\u00ebher\u00eb iu duhet k\u00ebrkuar ndjes\u00eb.<\/p>\n<p>K\u00ebto institucione ose edhe organizata t\u00eb huaja q\u00eb veprojn\u00eb n\u00eb Shqip\u00ebri, apo kushdo tjet\u00ebr, nuk mund t\u00eb mohojn\u00eb nj\u00eb konstatim t\u00eb till\u00eb, se ka edhe nj\u00eb pjes\u00eb tjet\u00ebr t\u00eb medalies q\u00eb po lul\u00ebzon. \u00cbsht\u00eb e sigurt q\u00eb n\u00eb k\u00ebt\u00eb vend ka mij\u00ebra e mij\u00ebra shqiptar\u00eb q\u00eb punojn\u00eb me dy turne p\u00ebr t\u00eb siguruar jet\u00ebn normale, ka shum\u00eb prej tyre q\u00eb punojn\u00eb edhe nat\u00ebn para kompjuterit, n\u00eb dhom\u00ebn e leximit, ose duke b\u00ebr\u00eb edhe roje, \u00e7\u2019r\u00ebnd\u00ebsi ka, por nuk \u00ebsht\u00eb e v\u00ebrtet\u00eb q\u00eb t\u00eb gjith\u00eb flen\u00eb 9 or\u00eb dhe rrin\u00eb n\u00eb kafe 5 or\u00eb.<\/p>\n<p>K\u00ebto konstatime mundohen t\u00eb injorojn\u00eb at\u00eb \u00e7far\u00eb \u00ebsht\u00eb e v\u00ebrtet\u00eb, duke marr\u00eb p\u00ebrsip\u00ebr t\u00eb raportojn\u00eb kryesisht at\u00eb q\u00eb ekziston e shkruar n\u00eb kok\u00ebn e tyre dhe kur ballafaqohen me realitetin, e fusin kok\u00ebn n\u00eb r\u00ebr\u00eb si struci, duke shmangur me buz\u00ebqeshje djall\u00ebzore ata q\u00eb thon\u00eb t\u00eb v\u00ebrtet\u00ebn dhe q\u00eb sigurisht nuk jan\u00eb t\u00eb rezervuar.<\/p>\n<p>\u00cbsht\u00eb p\u00ebr t\u00eb ardhur keq q\u00eb pas 20 vitesh demokraci n\u00eb Shqip\u00ebri, ekzistojn\u00eb institucione n\u00eb rolin e qenieve gjysma t\u00eb bardha e gjysma t\u00eb zeza, t\u00eb cilat tregojn\u00eb vet\u00ebm an\u00ebn e zez\u00eb t\u00eb nj\u00eb realiteti q\u00eb ka shum\u00eb gj\u00ebra q\u00eb po ndryshojn\u00eb pozitivisht. Madje, turpsh\u00ebm, po p\u00ebrpiqen t\u00eb neglizhojn\u00eb \u00e7do p\u00ebrpjekje shprese, n\u00eb vend q\u00eb t\u00eb b\u00ebheshin pjes\u00eb kontribuese n\u00eb k\u00ebt\u00eb proces. T\u00eb vjen keq q\u00eb po promovohet kaq pak shpirti i admiruesh\u00ebm i sip\u00ebrmarr\u00ebsit, q\u00eb e kan\u00eb treguar jo pak shqiptar\u00eb, t\u00eb cil\u00ebt p\u00ebrpiqen t\u00eb konfirmojn\u00eb ekzistenc\u00ebn e \u00ebndrr\u00ebs shum\u00eb t\u00eb p\u00ebrhapur jo p\u00ebr t\u2019u pasuruar brenda nat\u00ebs, por p\u00ebr ta b\u00ebr\u00eb nat\u00ebn dit\u00eb n\u00eb funksion t\u00eb pun\u00ebs dhe zhvillimit.<\/p>\n<p>\u00cbsht\u00eb e v\u00ebrtet\u00eb q\u00eb ka shum\u00eb shembuj t\u00eb p\u00ebrditsh\u00ebm nga shoq\u00ebria shqiptare, t\u00eb cilat mund t\u00eb p\u00ebrmblidhen vet\u00ebm n\u00eb nj\u00eb fjal\u00eb: Korrupsion, por ka edhe shembuj fisnik\u00ebrie dhe ndershm\u00ebrie, t\u00eb cilat nuk mund t\u00eb futen n\u00eb t\u00eb nj\u00ebjtin thes.<\/p>\n<p>Sondazhe dhe statistika t\u00eb tilla kritikojn\u00eb stilin e jet\u00ebs shqiptare, duke marr\u00eb p\u00ebrsip\u00ebr t\u00eb b\u00ebjn\u00eb edhe nj\u00eb publicitet negativ. E v\u00ebrteta \u00ebsht\u00eb q\u00eb perceptimi shpeshher\u00eb orientohet nga stereoptipi q\u00eb krijohet p\u00ebr nj\u00eb popullat\u00eb, k\u00ebshtu q\u00eb gjeneza e k\u00ebtij perceptimi mbi shqiptar\u00ebt, pra t\u00eb stereotipit q\u00eb na \u00ebsht\u00eb veshur e ka nj\u00eb autor. P\u00ebr fat t\u00eb keq ky autor \u00ebsht\u00eb p\u00ebrfaq\u00ebsuesi publik, n\u00eb politik\u00eb dhe n\u00eb \u00e7do fush\u00eb tjet\u00ebr q\u00eb ka impakt dhe \u00ebsht\u00eb faktor n\u00eb krijimin e opinionit komb\u00ebtar dhe nd\u00ebrkomb\u00ebtar.<\/p>\n<p>N\u00eb nj\u00ebfar\u00eb m\u00ebnyre, deri tani i kemi b\u00ebr\u00eb \u201cgj\u00ebm\u00ebn\u201d vetes, duke b\u00ebr\u00eb rolin e vet\u00ebvras\u00ebsit pa krisma, duke punuar mjaft mir\u00eb p\u00ebr t\u00eb keqen e vetvetes. Ka ardhur koha, edhe pse \u00ebsht\u00eb disi von\u00eb, por m\u00eb mir\u00eb von\u00eb se kurr\u00eb, q\u00eb politika, media dhe opinioni publik t\u2019i shikojn\u00eb me sy kritik\u00eb raportet q\u00eb hedhin balt\u00eb mbi tipizimet ndaj shqiptar\u00ebve. Kjo nuk do t\u00eb thot\u00eb t\u00eb kund\u00ebrshtohet e v\u00ebrteta, por t\u00eb dalin n\u00eb pah an\u00ebt pozitive si kund\u00ebrpesh\u00eb e k\u00ebtij realiteti, duke u b\u00ebr\u00eb m\u00eb objektiv\u00eb n\u00eb nd\u00ebrtimin e imazhit ton\u00eb q\u00eb kur t\u00eb shkojm\u00eb para pasqyr\u00ebs t\u00eb mos nisim t\u00eb shajm\u00eb vetveten si\u00e7 kemi b\u00ebr\u00eb deri m\u00eb sot.<\/p>\n<p>K\u00ebto jan\u00eb hapa serioz\u00eb europianizimi, dinjiteti dhe inisiativa me perspektiv\u00eb q\u00eb t\u00eb \u00e7ojn\u00eb drejt nj\u00eb horizonti t\u00eb ri, duke nisur q\u00eb nga perceptimi.
