E gjith\u00eb shuma \u00ebsht\u00eb derdhur p\u00ebr tre vitet e qeverisjes s\u00eb djatht\u00eb. Konkretisht, b\u00ebhet fjal\u00eb p\u00ebr vitin 2011, 2010 dhe vitin 2007. N\u00eb k\u00ebto lobime t\u00eb firmave amerikane nuk p\u00ebrfshihen lobimet q\u00eb kan\u00eb b\u00ebr\u00eb me firmat amerikane n\u00eb vitin 2009, por kjo nuk lidhet me qeverin\u00eb shqiptare, por me partit\u00eb politike, t\u00eb cilat kan\u00eb kontraktuar me firmat lobuese amerikane p\u00ebr zgjedhjet parlamentare t\u00eb vitit 2009.<\/p>\n<p>Kontrata m\u00eb e bujshme lidhet me firm\u00ebn \u2018Ridge Global\u2019, LLC n\u00eb vitin 2007. Sipas dokumenteve zyrtare t\u00eb Ministris\u00eb s\u00eb Drejt\u00ebsis\u00eb amerikane, rezulton se n\u00eb vitin 2007, kjo firm\u00eb, q\u00eb p\u00ebrfaq\u00ebsohet nga Tom Ridge, ka p\u00ebrfituar nga qeveria shqiptare shum\u00ebn prej 479.973 dollar\u00ebsh amerikan\u00eb. Kontrata lidhet me faktin e konsulenc\u00ebs dhe e ndihmes\u00ebs s\u00eb qeveris\u00eb shqiptare n\u00eb lidhje me procesin e an\u00ebtar\u00ebsimit n\u00eb NATO. Kontrata me Ridge \u00ebsht\u00eb ndar\u00eb n\u00eb dy pjes\u00eb, n\u00eb 160.000 USD dhe n\u00eb 319.973 USD. Ato kan\u00eb p\u00ebrkat\u00ebsisht datat 11.01.2007 dhe n\u00eb 29.11.2007. Nga kjo shum\u00eb e ofruar rezulton se Tom Ridge ka shpenzuar n\u00eb total 120.526 USD p\u00ebr kryerjen e lobimit t\u00eb Shqip\u00ebris\u00eb. Pjesa tjet\u00ebr e parave t\u00eb taksapaguesve shqiptar\u00eb ka shkuar n\u00eb xhepat e firm\u00ebs amerikane lobuese.<\/p>\n<p>Tom Ridge \u00ebsht\u00eb shfaqur n\u00eb at\u00eb periudh\u00eb n\u00eb krah t\u00eb kryeministrit Sali Berisha n\u00eb takimet qeveritare, s\u00eb bashku me ministrat e qeveris\u00eb shqiptare. K\u00ebto jan\u00eb kontrata zyrtare t\u00eb depozituara nga firmat lobuese. Tom Ridge u zgjodh n\u00eb postin e sekretarit p\u00ebr Sigurin\u00eb Komb\u00ebtare n\u00eb janar t\u00eb vitit 2003, por m\u00eb 30 n\u00ebntor 2004 ai paraqiti dor\u00ebheqjen, duke th\u00ebn\u00eb se pas 22 vitesh pun\u00eb kishte vendosur t\u2019i jepte m\u00eb shum\u00eb p\u00ebrpar\u00ebsi familjes dhe \u00e7\u00ebshtjeve personale. Ai ishte m\u00eb 2005-n n\u00eb Shqip\u00ebri p\u00ebr t\u2019u prezantuar si k\u00ebshilltar i kryeministrit Berisha.<\/p>\n<p>Kishte b\u00ebr\u00eb kontrat\u00eb si k\u00ebshilltar p\u00ebr t\u00eb ardhur 2 her\u00eb n\u00eb muaj n\u00eb Tiran\u00eb dhe asistuar, lobuar p\u00ebr NATO-n dhe k\u00ebrkuar kontrata n\u00eb em\u00ebr t\u00eb kompanis\u00eb q\u00eb p\u00ebrfaq\u00ebsonte p\u00ebr efekt lobimi n\u00eb Sht\u00ebpin\u00eb e Bardh\u00eb. P\u00ebrfundon misionin n\u00eb vitin 2008, kur edhe Shqip\u00ebria u an\u00ebtar\u00ebsua. M\u00eb pas, n\u00eb vitin 2010, qeveria Berisha ka realizuar procesin e lotimit, duke nxjerr\u00eb n\u00eb sken\u00eb nj\u00eb firm\u00eb tjet\u00ebr, mbi t\u00eb cil\u00ebn do t\u00eb fokusohet n\u00eb p\u00ebrmir\u00ebsimin e marr\u00ebdh\u00ebnieve mes qeveris\u00eb shqiptare dhe SHBA-s\u00eb. N\u00eb k\u00ebt\u00eb kuad\u00ebr, qeveria lidhi kontrat\u00ebn me \u2018Patton Boggs\u2019 n\u00eb nj\u00eb vler\u00eb q\u00eb shkon n\u00eb 275 mij\u00eb dollar\u00eb amerikan\u00eb. Arsyeja e lidhjes s\u00eb kontrat\u00ebs, t\u00eb pakt\u00ebn zyrtarisht, lidhet me ndihm\u00ebn q\u00eb kjo firm\u00eb e fuqishme lobiste do t\u00eb jap\u00eb n\u00eb arritjen e marr\u00ebveshjes mes qeveris\u00eb shqiptare dhe asaj t\u00eb SHBA-s\u00eb p\u00ebr p\u00ebrfitimin e fondeve nga Korporata e Sfid\u00ebs s\u00eb Mij\u00ebvje\u00e7arit.<\/p>\n<p>Por ky lobim d\u00ebshtoi, pasi qeveria shqiptare, p\u00ebr shkak t\u00eb paaft\u00ebsis\u00eb s\u00eb saj nuk arriti t\u00eb miratonte ligjet e k\u00ebrkuara, si\u00e7 \u00ebsht\u00eb ajo p\u00ebr Gjykat\u00ebn Administrative, apo t\u00eb kishte tregues t\u00eb mjaftuesh\u00ebm n\u00eb luft\u00ebn kund\u00ebr korrupsionit. Kjo si duket ka detyruar qeverin\u00eb shqiptare q\u00eb nj\u00eb vit m\u00eb von\u00eb t\u00eb akordoj\u00eb nj\u00eb fond tjet\u00ebr shtes\u00eb po me ket\u00eb kompani lobuese. K\u00ebshtu, n\u00eb vendimin m\u00eb t\u00eb fundit t\u00eb qeveris\u00eb t\u00eb k\u00ebtij viti, firm\u00ebs \u2018Patton Boggs\u2019 i jepet fondi shtes\u00eb prej 200 mij\u00eb USD p\u00ebr p\u00ebrmbushjen e marr\u00ebveshjes s\u00eb vitit 2010.<\/p>\n<p>Sipas k\u00ebsaj logjike, i bie q\u00eb qeveria k\u00ebrkon t\u00eb realizoj\u00eb finalizimin e marr\u00ebveshjes p\u00ebr Sfid\u00ebn e Mij\u00ebvje\u00e7arit, USAID. Nd\u00ebrkoh\u00eb q\u00eb \u2018Patton Boggs\u2019 ka ndihmuar qeverin\u00eb shqiptare n\u00eb procesin e privatizimit. N\u00eb dokumentet e fundit m\u00ebsohet se qeveria do t\u2019i jap\u00eb nj\u00eb p\u00ebrqindje k\u00ebsaj firme lobuese dhe p\u00ebr procesin e privatizimit t\u00eb kompanis\u00eb \u2018Albpetrol\u2019. Procedura e privatizimit pritet t\u00eb shqyrtohet s\u00eb shpejti n\u00eb Kuvendin e Shqip\u00ebris\u00eb. Qeveria shqiptare ende nuk ka b\u00ebr\u00eb publike se sa do t\u2019i jepej k\u00ebsaj firme nga procesi i privatizimit, edhe pse mendohet 2% e shitjes s\u00eb \u2018Albpetrol\u2019.<\/p>\n<p>N\u00eb k\u00ebt\u00eb vit \u00ebsht\u00eb b\u00ebr\u00eb publike marr\u00ebveshje e re e qeveris\u00eb shqiptare me firm\u00ebn tjet\u00ebr lobuese, \u2018Podesta Group\u2019. K\u00ebsaj firme amerikane lobuese i jepet shuma prej 180 mij\u00eb dollar\u00eb amerikan\u00eb. Kontrata e zbuluar nga gazeta \u201cShqip\u201d fakton se kjo lidhet p\u00ebr lobimin p\u00ebr p\u00ebrmir\u00ebsimin e marr\u00ebdh\u00ebnieve mes qeveris\u00eb shqiptare dhe asaj amerikane. Kjo kontrat\u00eb u n\u00ebnshkrua nga ish-ministri i Brendsh\u00ebm, Lulzim Basha, n\u00eb dat\u00ebn 4 prill t\u00eb vitit 2011, dhe n\u00eb t\u00eb k\u00ebrkohej sh\u00ebrbimi i \u2018Podestas\u2019 p\u00ebr 3 muaj.
