Dita e dyt\u00eb e vitit e gjeti vendin t\u00eb mbuluar nga uji duke nisur nga veriu n\u00eb Shkod\u00ebr e duke zbritur deri n\u00eb Kruj\u00eb, Lezh\u00eb dhe Durr\u00ebs.<\/p>\n<p>Moti i keq duket se i kapi t\u00eb pap\u00ebrgatitura autoritetet shtet\u00ebrore, edhe pse sinoptikan\u00ebt kishin dit\u00eb q\u00eb parashikonin reshje t\u00eb m\u00ebdha shiu. Situata m\u00eb e r\u00ebnd\u00eb ishte n\u00eb zonat e n\u00ebn-Shkodr\u00ebs, por kjo n\u00eb dat\u00ebn 3 janar, pasi nj\u00eb dit\u00eb m\u00eb par\u00eb ishte Durr\u00ebsi dhe Lezha ato q\u00eb u mbuluan nga uji. Mbi 200 sht\u00ebpi n\u00eb zon\u00ebn e Plazhit n\u00eb Durr\u00ebs dhe dhjet\u00ebra dyqane u p\u00ebrmbyt\u00ebn nga reshjet e shiut. Banor\u00ebt q\u00ebndruan p\u00ebr t\u00eb pakt\u00ebn kat\u00ebr dit\u00eb t\u00eb izoluar, nd\u00ebrsa nj\u00eb pjes\u00eb braktisi sht\u00ebpit\u00eb p\u00ebr t\u00eb jetuar tek t\u00eb af\u00ebrmit. Shkak p\u00ebr situat\u00ebn u b\u00eb bllokimi i kolektorit dhe kanalizimet nuk p\u00ebrballuan dot fluksin e ujit q\u00eb u p\u00ebrzje me uj\u00ebrat e zeza.<\/p>\n<p>N\u00eb Lezh\u00eb batica e detit p\u00ebrmbyti t\u00eb pakt\u00ebn 120 sht\u00ebpi. Deti doli t\u00eb pakt\u00ebn 200 metra duke marr\u00eb gjith\u00e7ka p\u00ebrpara e d\u00ebmtuar banesat dhe orendit\u00eb e sht\u00ebpive t\u00eb zon\u00ebs.<\/p>\n<p>Nd\u00ebrsa n\u00eb zon\u00ebn e Fush\u00eb-Kuqes jan\u00eb p\u00ebrmbytur 30 sht\u00ebpi. K\u00ebneta \u00ebsht\u00eb mbuluar nga uji duke d\u00ebmtuar edhe 30 ha tok\u00eb bujq\u00ebsore t\u00eb mbjell\u00eb.<\/p>\n<p>Banor\u00ebve t\u00eb k\u00ebtyre zonave p\u00ebrve\u00e7 v\u00ebshtir\u00ebsive nga p\u00ebrmbytjet u ka munguar edhe uji i pijsh\u00ebm dhe energjia elektrike.<\/p>\n<p>Madje dje banor\u00ebt e nj\u00eb lagjeje n\u00eb Lezh\u00eb kan\u00eb tentuar t\u00eb pushtojn\u00eb bashkin\u00eb e drejtuar nga LSI, p\u00ebr shkak se vuajn\u00eb prej koh\u00ebsh munges\u00ebn e ujit.<\/p>\n<p>***<\/p>\n<p>Vet\u00ebm pas k\u00ebsaj situate kryeministri Berisha k\u00ebrkoi shpalljen e gjendjes s\u00eb jasht\u00ebzakonshme. Sipas tij, faji i k\u00ebtyre dukurive \u00ebsht\u00eb ngrohja globale. Madje Berisha e krahasoi gjendjen me Vendet e Ul\u00ebta, duke mos veshur asnj\u00eb p\u00ebrgjegj\u00ebsi p\u00ebr strukturat p\u00ebrkat\u00ebse.<\/p>\n<p>T\u00eb pafuqish\u00ebm p\u00ebr t\u2019i b\u00ebr\u00eb ball\u00eb situat\u00ebs, krer\u00ebt e shtetit u b\u00ebnin thirrje banor\u00ebve t\u00eb braktisnin sht\u00ebpit\u00eb p\u00ebr t\u00eb q\u00ebndruar n\u00eb reparte ushtarake apo konvikte.<\/p>\n<p>Por, duke vizituar zonat e p\u00ebrmbytura, nj\u00eb grup deputet\u00ebsh t\u00eb Partis\u00eb Socialiste faj\u00ebsuan qeverin\u00eb q\u00eb nuk arriti t\u00eb p\u00ebrballoj\u00eb k\u00ebt\u00eb situat\u00eb t\u00eb paralajm\u00ebruar.<\/p>\n<p>3 janari mbuloi me uj\u00eb pothuajse t\u00eb gjitha zonat e n\u00ebn-Shkodr\u00ebs, Obotin, An\u00ebn e Malit, Gurin e Zi, Bushatin, Daj\u00e7in dhe B\u00ebrdic\u00ebn. Me dhjet\u00ebra banor\u00eb t\u00eb Obotit u izoluan. Vet\u00ebm makinat e m\u00ebdha t\u00eb ushtris\u00eb dhe mjetet lundruese arrinin t\u00eb hynin n\u00eb zon\u00eb p\u00ebr t\u00eb evakuuar banor\u00ebt, pasi p\u00ebrve\u00e7 motit t\u00eb keq tashm\u00eb k\u00ebrc\u00ebnoheshin edhe nga nj\u00eb tjet\u00ebr rrezik. Portat e hidrocentralit t\u00eb Vaut t\u00eb Dej\u00ebs u hap\u00ebn p\u00ebr t\u00eb parandaluar v\u00ebrshimin e pakontrolluar t\u00eb ujit.<\/p>\n<p>Nga 2 portat dhe tuneli i tij an\u00ebsor shkarkoheshin 1500 metra kub uj\u00eb n\u00eb sekond\u00eb. Kuotat e basenit ruheshin vet\u00ebm 1.5 metra nga niveli maksimal q\u00eb do t\u00eb ishte fatal p\u00ebr nj\u00eb pjes\u00eb t\u00eb mir\u00eb t\u00eb banor\u00ebve t\u00eb zon\u00ebs, q\u00eb nuk pranonin t\u00eb evakuoheshin.<\/p>\n<p>Sipas KESH, hapja e portave t\u00eb hidrocentraleve duket se do t\u00eb vazhdoj\u00eb p\u00ebr disa dit\u00eb, pasi prurjet e Komanit, Fierz\u00ebs dhe Vaut t\u00eb Dej\u00ebs rrezikojn\u00eb t\u00eb p\u00ebrmbytin kaskad\u00ebn e Drinit.<\/p>\n<p>***<\/p>\n<p>Nd\u00ebrsa emergjencat civile premtojn\u00eb p\u00ebr d\u00ebmshp\u00ebrblim t\u00eb banor\u00ebve, ata ende nuk kan\u00eb marr\u00eb asnj\u00eb kompensim. Nd\u00ebrsa parashikimi i sinoptikan\u00ebve p\u00ebr dit\u00ebt n\u00eb vijim \u00ebsht\u00eb edhe m\u00eb i zymt\u00eb. Sipas tyre, n\u00eb rrezik nuk \u00ebsht\u00eb vet\u00ebm veriu i vendit, por gjeografia e p\u00ebrmbytjeve do t\u00eb shtrihet deri n\u00eb jug.<\/p>\n<p>Por veriu i vendit nuk do t\u00eb gjej\u00eb qet\u00ebsi. Q\u00eb dje ka nisur d\u00ebbora me temperatura t\u00eb ul\u00ebta disa grad\u00eb n\u00ebn zero, bllokime dhe ngrica.<\/p>\n<p>Reshjet e vazhdueshme dhe shkrirja e bor\u00ebs n\u00eb male nga temperaturat, q\u00eb pritet t\u00eb ngrihen gjat\u00eb fundjav\u00ebs, paralajm\u00ebrojn\u00eb, sipas kryeministrit, Sali Berisha, nj\u00eb situat\u00eb edhe m\u00eb t\u00eb v\u00ebshtir\u00eb.<\/p>\n<p>***<\/p>\n<p>Nj\u00eb situat\u00eb e ngjashme ka ndodhur edhe n\u00eb vitin 1995.
