Me t\u00eb gjurmuar thell\u00eb n\u00eb historin\u00eb e shtetit, nj\u00eb artikull i dit\u00ebve t\u00eb fundit i revist\u00ebs \u201cThe Economist\u201d, shfaqet me pyetjen e famshme t\u00eb teologut, Martin Luther: \u201cPse m\u00ebkatar\u00ebve duhet t\u2019u sigurohet nj\u00eb rrug\u00ebdalje e leht\u00eb?\u201d<\/p>\n<p>Mir\u00ebpo, ekziston nj\u00eb shpjegim shum\u00eb m\u00eb i thjesht\u00eb: gjerman\u00ebt fuqimisht besojn\u00eb n\u00eb integrimin europian, por ata kurr\u00eb v\u00ebrtet nuk e kan\u00eb p\u00ebrqafuar me t\u00eb dyja duart euron.<\/p>\n<p>Zb\u00ebrthimi i k\u00ebsaj paqart\u00ebsie ndihmon n\u00eb shpjegimin e veprimeve t\u00eb kancelares Angela Merkel \u2013 apo munges\u00ebn e veprimeve m\u00eb sakt\u00ebsisht \u2013 gjat\u00eb koh\u00ebs s\u00eb kriz\u00ebs. Dhe ndihmon n\u00eb shpjegimin e asaj se pse gjerman\u00ebt s\u00eb pari e kund\u00ebrshtuan fuqish\u00ebm fondin e ri t\u00eb shp\u00ebtimit t\u00eb euros n\u00ebp\u00ebr debate publike, vet\u00ebm p\u00ebr t\u2019u sjell\u00eb v\u00ebrdall\u00eb dhe m\u00eb pas e adoptuan me nj\u00eb shumic\u00eb t\u00eb madhe votash m\u00eb Bundestag.<\/p>\n<p>\u00c7\u2019\u00ebsht\u00eb m\u00eb e r\u00ebnd\u00ebsishmja, kjo gj\u00eb e b\u00ebn t\u00eb qart\u00eb faktin se kriza e euros nuk \u00ebsht\u00eb vet\u00ebm nj\u00eb sfid\u00eb enorme, por po ashtu edhe nj\u00eb mund\u00ebsi historike p\u00ebr Merkelin, dhe p\u00ebr Europ\u00ebn. N\u00ebse ajo arrin t\u00eb bind\u00eb ithtar\u00ebt e saj gjerman\u00eb q\u00eb t\u00eb mb\u00ebshtesin p\u00ebrpjekjen e shp\u00ebtimit si nj\u00eb domosdoshm\u00ebri p\u00ebr shp\u00ebtimin e unionit, at\u00ebher\u00eb ka shum\u00eb gjasa jo vet\u00ebm p\u00ebr mbijetes\u00eb, por edhe p\u00ebr nj\u00eb rikthim edhe m\u00eb t\u00eb fuqish\u00ebm. Mir\u00ebpo, n\u00ebse ajo e shet gjith\u00eb k\u00ebt\u00eb si mezi nj\u00eb m\u00ebnyr\u00eb p\u00ebr t\u00eb mb\u00ebshtetur euron, at\u00ebher\u00eb gjerman\u00ebt mund t\u00eb hamenden dhe e gjith\u00eb nd\u00ebrmarrja do t\u00eb vihet n\u00eb rrezik.<\/p>\n<p>Gjerman\u00ebt kurr\u00eb nuk kan\u00eb qen\u00eb v\u00ebrtet t\u00eb dashuruar pas euros, p\u00ebr shkak se ajo kurr\u00eb dhe nuk u \u00ebsht\u00eb dashur v\u00ebrtet. Shteti kishte nj\u00eb valut\u00eb v\u00ebrtet t\u00eb q\u00ebndrueshme, e cila i garantonte si normat m\u00eb t\u00eb ul\u00ebta t\u00eb interesit n\u00eb Europ\u00eb ashtu edhe suksesin postluft\u00eb.<\/p>\n<p>Megjithat\u00eb, gjerman\u00ebt e kuptuan se ribashkimi kishte ndryshuar kushtet e loj\u00ebs, se dominimi i mark\u00ebs gjermane do t\u00eb ishte i papranuesh\u00ebm p\u00ebr fqinj\u00ebt e nj\u00eb Gjermanie t\u00eb bashkuar. Heqja dor\u00eb nga valuta e tyre ishte \u00e7mimi q\u00eb ata e dinin se duhej paguar p\u00ebr ribashkim, p\u00ebr premtimin q\u00eb t\u00eb sigurojn\u00eb q\u00eb fuqia e tyre ekonomike nuk do t\u00eb shnd\u00ebrrohet n\u00eb supremaci politike. Gjerman\u00ebt e respektuan k\u00ebt\u00eb premtim pa u ankuar, p\u00ebr shkak se e konsideruan at\u00eb si thelbin p\u00ebr p\u00ebrfundimin: m\u00ebnyra m\u00eb e mir\u00eb (dhe e vetme) p\u00ebr paqe t\u00eb q\u00ebndrueshme dhe prosperitet ishte krijimi i nj\u00eb Europe t\u00eb integruar.<\/p>\n<p>Pse hezitojn\u00eb tani? Me gjith\u00eb imazhin e fuqish\u00ebm jasht\u00eb vendit t\u00eb Gjermanis\u00eb, n\u00eb vend ata ndihen shum\u00eb m\u00eb pak t\u00eb sigurt. Bartja e pesh\u00ebs financiare t\u00eb ribashkimit dhe prezantimi i euros gjat\u00eb dekad\u00ebs s\u00eb kaluar, zor se kan\u00eb qen\u00eb t\u00eb lehta. Edhe m\u00eb shum\u00eb, pas r\u00ebnies s\u00eb \u201cLehman Brothers\u201d, recesioni i Gjermanis\u00eb ishte nj\u00eb prej m\u00eb t\u00eb thell\u00ebt n\u00eb mesin e shteteve t\u00eb industrializuara. Por, gj\u00ebrat jan\u00eb p\u00ebrmir\u00ebsuar, por brisht\u00ebsia e modelit t\u00eb tyre t\u00eb varur nga eksporti ende nuk \u00ebsht\u00eb shmangur nga gjerman\u00ebt e kujdessh\u00ebm.<\/p>\n<p>Gjerman\u00ebt i druhen po ashtu edhe aspektit afatgjat\u00eb: rritja sot nuk zgjidh problemet e nj\u00eb popullate n\u00eb plakje dhe t\u00eb ndrojtur, t\u00eb sistemit arsimor me boshll\u00ebqe, sistemit t\u00eb st\u00ebrngarkuar t\u00eb mir\u00ebqenies, t\u00eb politikave emigruese jofunksionale dhe daljes nga energjia b\u00ebrthamore.<\/p>\n<p>Mandej \u00ebsht\u00eb edhe \u00e7\u00ebshtja e thjesht\u00eb e inercionit politik: gjerman\u00ebt jan\u00eb t\u00eb dashuruar me status quo-n\u00eb. Sektori privat rrezikon, por politikan\u00ebt jo. K\u00ebrkesat p\u00ebr shpenzimin e miliardave n\u00eb mb\u00ebshtetje t\u00eb shteteve t\u00eb tjera nuk u p\u00ebrshtaten dhe aq gjerman\u00ebve.<\/p>\n<p>Si pasoj\u00eb e k\u00ebsaj, kur kriza shp\u00ebrtheu, p\u00ebrqendrimi i par\u00eb i Merkelit ishte i aspektit teknik, me q\u00ebllim t\u00eb riparimit dhe p\u00ebrmir\u00ebsimit t\u00eb kontrollit dhe mbik\u00ebqyrjes n\u00eb Eurozon\u00eb. Pa kontrollet adekuate, besojn\u00eb gjerman\u00ebt, transferimi i thjesht\u00eb i paras\u00eb \u00ebsht\u00eb nj\u00eb politik\u00eb e keqe dhe krijon stimuj t\u00eb gabuar. Mir\u00ebpo, sado q\u00eb ky afrim reflekton p\u00ebrshtypjet gjermane, tregjet nuk do t\u00eb presin p\u00ebr ndryshim traktati. Me kriz\u00ebn q\u00eb k\u00ebrc\u00ebnon t\u00eb p\u00ebrhapet nga Greqia n\u00eb shtetet e tjera, \u00ebsht\u00eb b\u00ebr\u00eb domosdoshm\u00ebri q\u00eb t\u00eb krijohet nj\u00eb linj\u00eb mbrojt\u00ebse n\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb \u2013 pas fondit t\u00eb shp\u00ebtimit.<\/p>\n<p>Sidoqoft\u00eb, p\u00ebrderisa kjo mburoj\u00eb e shp\u00ebtimit \u201cshitet\u201d vet\u00ebm si mas\u00eb p\u00ebr ta mbajtur euron t\u00eb gjall\u00eb, ajo d\u00ebshton t\u00eb ndikoj\u00eb te gjerman\u00ebt.<\/p>\n<p>Gjat\u00eb ver\u00ebs, Merkel u p\u00ebrball me nj\u00eb kriz\u00eb q\u00eb k\u00ebrkonte m\u00eb shum\u00eb se pun\u00eb riparimi. Dhe ajo e kuptoi se p\u00ebr \u00e7far\u00eb ishte puna: n\u00ebse ia del t\u00eb nxjerr\u00eb Bashkimin Europian nga ky l\u00ebmsh, asaj i garantohet nj\u00eb vend n\u00eb mesin e lider\u00ebve m\u00eb t\u00eb m\u00ebdhenj t\u00eb Europ\u00ebs. Prandaj, ajo s\u00eb fundmi filloi t\u00eb insistoj\u00eb se kriza nuk ishte m\u00eb vet\u00ebm \u00e7\u00ebshtje q\u00eb ka t\u00eb b\u00ebj\u00eb me Greqin\u00eb apo euron. \u201cN\u00ebse euro d\u00ebshton\u201d, ka th\u00ebn\u00eb ajo, \u201cdo t\u00eb d\u00ebshtoj\u00eb Europa\u201d.<\/p>\n<p>Mb\u00ebshtetja e saj mjaftoi q\u00eb t\u00eb fitohet aprovimi p\u00ebr fondin e shp\u00ebtimit. Por fondi (me pak fat, dhe n\u00ebse Sllovakia pajtohet m\u00eb n\u00eb fund) vet\u00ebm do t\u00eb ndal\u00eb gjakderdhjen. \u00c7\u00ebshtja tani \u00ebsht\u00eb n\u00ebse ajo mund t\u00eb gjeneroj\u00eb mb\u00ebshtetje dhe entuziaz\u00ebm n\u00eb mesin e gjerman\u00ebve t\u00eb dashuruar pas status quo-s\u00eb p\u00ebr nj\u00eb zgjidhje afatgjat\u00eb \u2013 nj\u00eb ndryshim tjet\u00ebr i madh p\u00ebr traktatin e Bashkimit Europian.<\/p>\n<p>Marrja e nj\u00eb rreziku kaq t\u00eb madh nuk \u00ebsht\u00eb dhe aq m\u00ebnyr\u00eb tradicionale e b\u00ebrjes s\u00eb biznesit p\u00ebr Merkelin. Ajo preferon afrimin e matur hap pas hapi, duke vepruar nga prapaskena. Por, si\u00e7 e kishte th\u00ebn\u00eb nj\u00eb v\u00ebzhgues, edhe n\u00ebse shikimi nuk dep\u00ebrton p\u00ebrtej mjegull\u00ebs p\u00ebrpara nesh, ne ende mund t\u00eb gjejm\u00eb destinacionim ton\u00eb p\u00ebrfundimtar n\u00eb GPS. Kjo ishte gj\u00ebja q\u00eb Helmut Kohl b\u00ebri si kancelar n\u00eb vitin 1989 dhe 1990, kur e befasoi shtetin dhe bot\u00ebn, duke e p\u00ebrqafuar fort\u00eb ribashkimin gjerman.
