N\u00eb kontrast t\u00eb thell\u00eb me nevojat dhe aspiratat e qytetar\u00ebve dhe shoq\u00ebris\u00eb shqiptare, Raporti arrin n\u00eb p\u00ebrfundimin realist se Shqip\u00ebria nuk ka p\u00ebrmbushur kriteret e p\u00ebrcaktuara nga Bashkimin Evropian p\u00ebr t\u00eb rekomanduar hapjen e bisedimeve p\u00ebr an\u00ebtar\u00ebsim. Kjo \u00ebsht\u00eb p\u00ebrgjigjja e dyt\u00eb negative p\u00ebr Shqip\u00ebrin\u00eb; n\u00eb dy rastet p\u00ebr t\u00eb nj\u00ebjtat problematika q\u00eb lidhen kryesisht me p\u00ebrgjegj\u00ebsin\u00eb e pa mbajtur t\u00eb institucioneve politike n\u00eb Tiran\u00eb.<\/p>\n<p>Vitin e kaluar Bashkimi Evropian i prezantoi Shqip\u00ebris\u00eb 12 rekomandime p\u00ebr nj\u00eb sjellje t\u00eb re politike dhe reforma konkrete. Pas nj\u00eb viti, fatkeq\u00ebsisht, shumica e k\u00ebtyre k\u00ebrkesave nuk jan\u00eb plot\u00ebsuar. Shqip\u00ebria vijon t\u00eb ket\u00eb v\u00ebshtir\u00ebsi n\u00eb aplikimin e demokracis\u00eb funksionale, axhendat partiake vijojn\u00eb t\u00eb jen\u00eb dominuese mbi axhendat e reformave integruese dhe shteti i s\u00eb drejt\u00ebs ndeshet ende me problematika komplekse e t\u00eb patrajtuara si duhet. P\u00ebr t\u00eb gjitha k\u00ebto arsye, Shqip\u00ebria humbi edhe nj\u00ebher\u00eb shansin historik p\u00ebr t\u00eb hedhur hapa serioze n\u00eb p\u00ebrafrimin e vet me Bashkimin Evropian.<\/p>\n<p>An\u00ebtar\u00ebsimi n\u00eb Bashkimin Evropian \u00ebsht\u00eb nj\u00eb aspirat\u00eb me interes komb\u00ebtar p\u00ebr Shqip\u00ebrin\u00eb, ndaj edhe n\u00eb momente t\u00eb tilla, qytetar\u00ebt dhe publiku kan\u00eb t\u00eb drejt\u00eb t\u00eb ndihen t\u00eb braktisur nga klasa e tyre politike. P\u00ebr \u00e7do qytetar ka qen\u00eb dhe mbetet e qart\u00eb k\u00ebrkesa p\u00ebr demokraci funksionale, p\u00ebr dialog e bashk\u00ebpunim intensiv e institucional midis mazhoranc\u00ebs dhe opozit\u00ebs p\u00ebr reformat integruese, p\u00ebr forcimin e shtetit t\u00eb s\u00eb drejt\u00ebs p\u00ebrmes rezultateve konkrete n\u00eb luft\u00ebn kund\u00ebr korrupsionit dhe konsolidimit t\u00eb institucioneve t\u00eb pavarura e kushtetuese. N\u00eb radh\u00eb t\u00eb par\u00eb, 12 rekomandimet e BE-s\u00eb iu adresuan qeveris\u00eb dhe opozit\u00ebs, dhe sot kur bilanci t\u00ebr\u00ebsor mbetet negativ, p\u00ebrgjegj\u00ebsia direkt bie pik\u00ebrisht mbi k\u00ebto pal\u00eb politike.<\/p>\n<p>Un\u00eb d\u00ebgjova dje deklaratat politike t\u00eb pal\u00ebve se pranojn\u00eb Raportin dhe jan\u00eb t\u00eb gatsh\u00ebm t\u00eb reflektojn\u00eb mbi problematik\u00ebn e tij. D\u00ebgjova gjithashtu se pal\u00ebt politike nuk pranuan asnj\u00eb p\u00ebrgjegj\u00ebsi konkrete, por zakonisht faj\u00ebsuan pal\u00ebn kund\u00ebrshtare p\u00ebr shansin e humbur t\u00eb integrimit. Si President dhe qytetar e refuzoj k\u00ebt\u00eb praktik\u00eb dhe k\u00ebt\u00eb q\u00ebndrim. Kjo \u00ebsht\u00eb ajo \u00e7far\u00eb nuk i duhet Shqip\u00ebris\u00eb, demokracis\u00eb dhe integrimit. Kjo \u00ebsht\u00eb ajo, p\u00ebr t\u00eb cil\u00ebn qytetar\u00ebt shqiptar\u00eb ndihen padrejt\u00ebsisht t\u00eb penalizuar. Shqip\u00ebria ka nevoj\u00eb p\u00ebr nj\u00eb vizion t\u00eb ri politik, p\u00ebr q\u00ebndrime e politika t\u00eb p\u00ebrgjegjshme, jasht\u00eb retorikave personale e propagandistike q\u00eb nuk zgjidhin, por zgjasin pa fund tranzicionin dhe shanset tona integruese.<\/p>\n<p>Gjej rastin q\u00eb publikisht t\u00eb apeloj partit\u00eb e m\u00ebdha politike dhe lidershipin e tyre, q\u00eb me p\u00ebrgjegj\u00ebsi p\u00ebrpara qytetar\u00ebve dhe vendit, t\u00eb gjejn\u00eb forc\u00eb dhe aft\u00ebsi p\u00ebr t\u00eb dal\u00eb mbi interesat personale e politike t\u00eb momentit dhe t\u00eb bashkojn\u00eb energjit\u00eb p\u00ebrfaq\u00ebsuese n\u00eb dobi t\u00eb reformave reale t\u00eb integrimit. Axhenda \u00ebsht\u00eb m\u00eb se e qart\u00eb, 12 rekomandimet e BE-s\u00eb. Dyert e BE-s\u00eb jan\u00eb t\u00eb hapura, vendet dhe shtetet mike n\u00eb BE duan ta ndihmojn\u00eb Shqip\u00ebrin\u00eb e popullin shqiptar, \u2013 tashm\u00eb \u00ebsht\u00eb n\u00eb dor\u00ebn ton\u00eb, n\u00ebse ata q\u00eb flasin e drejtojn\u00eb n\u00eb em\u00ebr t\u00eb sovranitetit qytetar, jan\u00eb po ashtu t\u00eb gatsh\u00ebm t\u2018u sh\u00ebrbejn\u00eb si duhet qytetar\u00ebve dhe vendit. Politika nuk ka vler\u00eb n\u00ebse ajo kufizohet vet\u00ebm n\u00eb fushata elektorale dhe rivalitet personal; para s\u00eb gjithash ajo matet me rezultatet konkrete n\u00eb interes qytetar e publik. Kur politikan\u00ebt nuk e p\u00ebrmbushin k\u00ebt\u00eb mision, at\u00ebher\u00eb ata humbasin baz\u00ebn morale p\u00ebr t\u00eb p\u00ebrfaq\u00ebsuar qytetar\u00ebt. Sot politika shqiptare ka nevoj\u00eb p\u00ebr nj\u00eb reflektim t\u00eb thell\u00eb moral e p\u00ebrfaq\u00ebsues, p\u00ebr t\u00eb fituar sa m\u00eb shpejt koh\u00ebn e humbur ose t\u00eb pakt\u00ebn, p\u00ebr t\u00eb mos u b\u00ebr\u00eb m\u00eb penges\u00eb e procesit t\u00eb evropianizimit t\u00eb Shqip\u00ebris\u00eb.<\/p>\n<p>Apeli im publik \u00ebsht\u00eb se forcat kryesore politike, n\u00eb vend t\u00eb alibive dhe argumenteve partiake kund\u00ebr pal\u00ebve respektive, duhet t\u00eb p\u00ebrqendrohen n\u00eb nj\u00eb klim\u00eb t\u00eb re dialogu e bashk\u00ebpunimi serioz, p\u00ebr t\u00eb mbajtur realisht premtimin e dh\u00ebn\u00eb dje p\u00ebr shnd\u00ebrrimin e Raportit t\u00eb BE-s\u00eb n\u00eb axhend\u00eb t\u00eb aktivitetit t\u00eb tyre politik. \u00cbsht\u00eb e qart\u00eb se n\u00eb k\u00ebto rrethana k\u00ebrkohet nj\u00eb Parlament funksional dhe produktiv; nj\u00eb bashk\u00ebpunim intensiv n\u00eb \u00e7\u00ebshtjet q\u00eb p\u00ebrb\u00ebjn\u00eb interes t\u00eb gjer\u00eb publik; nj\u00eb qeverisje m\u00eb transparente dhe n\u00eb sh\u00ebrbim t\u00eb qytetar\u00ebve, veprime konkrete kund\u00ebr korrupsionit dhe abuzimit me pushtetin, stabilitet ekonomik e klim\u00eb reale besimi p\u00ebr garantimin e konkurrenc\u00ebs s\u00eb lir\u00eb ekonomike dhe sigurimin e sa m\u00eb shum\u00eb investimeve t\u00eb huaja n\u00eb Shqip\u00ebri.<\/p>\n<p>Me vullnetin politik t\u00eb pal\u00ebve dhe mir\u00ebfunksionimin parlamentar jan\u00eb t\u00eb lidhura edhe nevojat e m\u00ebdha p\u00ebr reforma ligjore n\u00eb sistemin e drejt\u00ebsis\u00eb, sistemin gjyq\u00ebsor, sektorin e administrat\u00ebs publike, luft\u00ebn ndaj korrupsionit dhe garantimin real t\u00eb parimit kushtetues t\u00eb ndarjes e balanc\u00ebs s\u00eb pushteteve. Nj\u00ebher\u00ebsh apeloj drejtuesit e institucioneve kushtetuese dhe t\u00eb pushtetit legjislativ e ekzekutiv q\u00eb me kuraj\u00eb e qet\u00ebsi t\u00eb reflektojn\u00eb nga konstatimet nominale e institucionale t\u00eb raportit, p\u00ebr t\u00eb krijuar t\u00eb gjith\u00eb klim\u00ebn e besimin e duhur n\u00eb evitimin e problematikave t\u00eb tilla n\u00eb jav\u00ebt dhe muajt e ardhsh\u00ebm.<\/p>\n<p>Qytetar\u00eb t\u00eb nderuar! Ju dhe e ardhmja juaj meritojn\u00eb m\u00eb shum\u00eb siguri, hap\u00ebsir\u00eb demokratike dhe mir\u00ebqenie. Pas dy dekadash tranzicion Shqip\u00ebria meriton m\u00eb shum\u00eb respekt, sh\u00ebrbim dhe dinjitet. Un\u00eb kam besim dhe d\u00ebshiroj t\u00eb jem optimist, duke besuar gjithnj\u00eb n\u00eb fuqit\u00eb e p\u00ebrgjegjshme dhe qytetar\u00eb t\u00eb k\u00ebtij vendi, n\u00eb vlerat e moralit, kultur\u00ebs dhe integritetit politik, si dhe n\u00eb potencialin demokratik t\u00eb shoq\u00ebris\u00eb p\u00ebr t\u00eb imponuar standarde m\u00eb t\u00eb larta demokracie. Shqip\u00ebria e meriton BE-n\u00eb, interesi yn\u00eb madhor komb\u00ebtar \u00ebsht\u00eb an\u00ebtar\u00ebsimi n\u00eb BE.
